Guidelines for States for The Conduct of Gram Uday Se Bharat Uday Abhiyan 1. Introduction The Gram Uday se Bharat Uday Abhiyan is an important campaign to strengthen Panchayati Raj, and through it, promote farmers' welfare and Livelihoods for the poor and foster social harmony. It is a great opportunity to make people aware of the importance of preparing Gram Panchayat development plans for local economic development, and to motivate them to participate fully in the process. The Gram Uday Se Bharat Uday Abhiyan is to be conducted from 14th April 2016 which is Dr. B.R. Ambedkar's 12Sth Birth Anniversary and cultimate on 24th April 2016, the National Panchayati Raj Day. A brief outline of the Gram Uday Se Bharat Uday Abhiyan is at Annex. Every possible effort needs to be made to ensure that all the people participate in the campaign, especially women, Scheduled Castes and Schedules Tribes and the campaign is meaningful, motivating and informative. This will involve mobilization of people, meticulous planning, large scale orientation of Panchayat representatives and officials, and systematic monitoring. 2. Committees at State and District The Gram Uday Se Bharat Uday Abhiyan is a major campaign, which will require collaboration among the various development and social welfare departments of the State. To steer this whole process, the following committees may be formed: (i) State-level Steering Committee under the Chairpersonship of Chief Secretary and Principal Secretaries of all the concerned departments such as Agriculture, Social Justice & Empowerment, Rural Development, Health Education, Welfare of Scheduled Castes and Scheduled Tribes, Women and Child Development etc. as members, and Secretary Panchayati Raj as member secretary. (ii) District-level Implementation and Monitoring Committee under the chairpersonship of the District Collector or the CEO Zilla Parishad, with membership of all relevant departments. These committees should meet regularly to plan and monitor the progress of the campaign. Members of Parliament (MPs), Members of Legislative Assemblies (MLAs) and District Panchayat Presidents may be invited to the meetings of these committees and their suggestions to make the campaign effective sought. It is especially important that the State departments of Panchayati Raj and Rural Development work in close collaboration with the Agriculture and Social Justice departments, to enable Gram Panchayats to conduct this campaign to maximum effect. Guidelines for Statesfor

The Conduct of Gram Uday Se Bharat Uday Abhiyan

1. Introduction

The Gram Uday se Bharat Uday Abhiyan is an important campaign to strengthen PanchayatiRaj, and through it, promote farmers' welfare and Livelihoods for the poor and foster socialharmony. It is a great opportunity to make people aware of the importance of preparing GramPanchayat development plans for local economic development, and to motivate them toparticipate fully in the process. The Gram Uday Se Bharat Uday Abhiyan is to be conductedfrom 14thApril 2016 which is Dr. B.R. Ambedkar's 12Sth Birth Anniversary and cultimate on24th April 2016, the National Panchayati Raj Day. Every possible effort needs to be made to ensure that all the people participate in thecampaign, especially women, Scheduled Castes and Schedules Tribes and the campaign ismeaningful, motivating and informative. 2. Committees at State and District

The Gram Uday Se Bharat Uday Abhiyan is a major campaign, which will requirecollaboration among the various development and social welfare departments of the State. Tosteer this whole process, the following committees may be formed:

(i) State-level Steering Committee under the Chairpersonship of Chief Secretary andPrincipal Secretaries of all the concerned departments such as Agriculture, SocialJustice & Empowerment, Rural Development, Health Education, Welfare ofScheduled Castes and Scheduled Tribes, Women and Child Development etc. asmembers, and Secretary Panchayati Raj as member secretary.

(ii) District-level Implementation and Monitoring Committee under thechairpersonship of the District Collector or the CEO Zilla Parishad, withmembership of all relevant departments.

These committees should meet regularly to plan and monitor the progress of the campaign.Members of Parliament (MPs), Members of Legislative Assemblies (MLAs) and DistrictPanchayat Presidents may be invited to the meetings of these committees and theirsuggestions to make the campaign effective sought. 3. Campaign Committees at Block

Campaign committees may be established at the block intermediate level to conduct thecampaign. These committees should include functionaries of all the relevant departments, aswell as resource persons, especially those involved with the preparation of Gram PanchayatDevelopment Plans. The committees may ensure that there is readiness in all GramPanchayats for the programme, and there is maximum participation of people, especiallywomen, Scheduled Castes and Scheduled Tribes.

4. Ensuring Programmes in all Gram Panchayats

The State would need to make special efforts to ensure that all the programmes areundertaken in all the Gram Panchayats. Relevant officials and experts must be present inthese programmes to provide assistance and information.

In all the three programmes, a range of dates has been given for observing the programme atthe Gram Panchayat level. For the Social Harmony Programme, the dates are 14 to 16 April2016, for Gram Kisan Sabha 17 to 20 April 2016, and for National Panchayati Raj Day GramSabha 21 to 24 April 2016. A Gram Panchayat may observe these programmes on any ofthese dates. This has been done to ensure that programmes are organized well in all the GramPanchayats. Particularly in States with very small Gram Panchayats, programmes can be heldon different dates in various Gram Panchayats and it can be ensured that relevant experts andofficials are present to provide support. Special attention may be given to Gram Panchayatsin remote locations, as well as tribal Panchayats, and officials and resource persons mayespecially visit these Panchayats.

5. Listening to Prime Minister's Address

All arrangements would need to be made to ensure the live web-cast / telecast / broadcast ofPrime Minister's address on 24th April 2016. It should be ensured that arrangements are madein each Gram Panchayat for people to watch / listen to Prime Minister's address. At theblock level, an 'OK report' for each Gram Panchayat may be taken in this regard. Trialsshould also be held at the Gram Panchayat level for this.

Gram Panchayats and field functionaries may also be sensitized to the need to ensure that allthe people of the village are aware of the Prime Minister's address and gather together to hearit.

6. Resource Persons and Self Help Groups

Resource persons may be identified to support Gram Panchayats in the programme,especially in tribal and remote areas. Resource persons involved in the Gram PanchayatDevelopment Plans (GPDP), may be encouraged to use this opportunity to discuss the GPdevelopment plans in the Gram Sabhas. Self Help Groups can play an important role in thiscampaign, especially in mobilization and in bringing women's issues to the fare. All effortsmay be made to involve SHGs to the maximum in the campaign.

7. Role of Public Representatives

Public representatives may take a lead in supporting the programme and attend NationalPanchayati Raj Day Gram Sabha. Chief Ministers may consider making a special request toMinisters, MPs, and MLAs in this context. Their inputs may be sought from time to makethe programmes interesting and vibrate.

Block and District Panchayat representatives should be encouraged to participate in variousprogrammes at the Gram Panchayat, and may also hold conferences at the block and districtlevel.

8. RoleM Officials

Officials of all development and social welfare departments would have to play an active rolein supporting the Gram Uday Se Bharat Uday Abhiyan. At the block level, Gram Panchayatsmay be allotted to different officials to ensure all possible support and sorting out ofproblems. State level officers should be allotted districts. Similarly, in each district one nodalofficer should be nominated for each block. At the district level, the District Collector maywork out a monitoring assignment block-wise and GP-wise to oversee the arrangements andquality assurance as well as a standardized venue arrangement for Gram Sabha, and listeningto PM's address.

The administrative heads of all departments at various levels should ensure that humanresources are available for supporting and monitoring the campaign.

The block nodal officer and GP nodal officer should in advance for each of the threeprogrammes to assess the preparedness and monitor the implementation. The nodal officersshould identify any constraints that are likely to affect the implementation of the programmeand find solutions to remove any bottlenecks. At the end of the programme, they shouldsubmit a brief report.

All the officials should be guided to playa supportive role, and for dominate the proceedings.It should be made clear that these are programmes of the Gram Panchayats, where officialsfacilitate.

9. Government of India Officials

Officials from Government of India may VISIt districts and attend Gram Sabhas.Arrangements may be made to ensure that they are provided accommodation and transport.

10.Material

The Ministries of Agriculture & Farmer Welfare, Social Justice& Empowerment, Rural.Development and Panchayati Raj will provide materials for the use of Gram Panchayats in allthe three programmes in English and Hindi, in soft copy. The State would need to ensure thatthese are translated in the State language/ languages and made available to Gram Panchayats.These materials should be read out and discussed in the Gram Panchayats.

The spirit of the Gram Uday Se Bharat Uday Abhiyan would need to be conveyed toPanchayat representatives as well as officials. Face to face discussions and video conferencesas well written materials may be used to communicate the message. The Panchayatmagazines read by Panchayat representatives may carry articles regarding the campaign.

12. Media

Media of all kind may be used to spread the message of the campaign. Information may beprovided in the print an electronic media including Door Darshan and AIR. The Gram UdaySe Bharat Uday Abhiyan should be covered widely in the media.

Drawing and painting competitions, as well as essay <competitions for school children may beorganized.

Social media may be used fully. Ministry of Panchayati Raj and Ministry of RuralDevelopment will provide facilities on its Facebook page to upload photographs, stories etc.

13. Monitoring

District level progress may be monitored through video conferences etc. State level officialsmay review the arrangements for the Gram Uday Se Bharat Uday Abhiyan during their visitsto the field. The district officials would have to play a key role in ensuring that the GramUday Se Bharat Uday Abhiyan is conducted with enthusiasm and is meaningful.

14. Reporting and Documentation

From the outset, arrangements for reporting and documentation may be made. Three reportsare expected from the State:

1. On 1ih April 2016: Conduct of the Social Harmony Programme2. On 21 st April 2016, Conduct of Gram Kisan Sabhas3. On 25th April, Conduct of National Panchayati Raj Day Gram Sabhas and listening to

PM's address.

The reports may cover:

1. Whether the programme was celebrated across all Gram Panchayats2. Main activities undertaken3. Special efforts, experiences.

District and block officials may be intimated in advance of the reporting needs and a systemto receive reports promptly may be established .

. SIRDs may document 5 to 6 Gram Panchayats Gram Sabhas and the activities undertaken inthese Gram Panchayats during the Gram Uday Se Bharat Uday Abhiyan in detail.

Annex

OUTLINEGram Uday Se Bharat Uday Abhiyan

April 14 to April 24,2016

"Gram Uday Se Bharat Uday Abhiyan" (meaning campaign for Village developmentto the development of the country), beginning with the Birth Anniversary of Dr. B. R.Ambedkar on 14thApril 2016, culminating in "Panchayati Raj Day" on 24 April 2016, will beconducted across the country. The aim of this Abhiyan/Campaign is to make nationwideefforts to strengthen the Panchayati Raj system, and through it, boost social harmony in thevillages, promote rural development, foster farmers' welfare and enhance the livelihoods of.the poor. Hon'ble Prime Minister will address all Gram Sabhas on April 24, 2016. Hon'blePrime Minister's address will be beamed to all villages across the country, and villagers willgather together to hear it.

Events will be held in all Gram Panchayats during this campaign, as well as at theNational level. The main programmes that will be held during this campaign are:

A. PANCHAYAT LEVEL EVENTS

1. Social Harmony Programme: 14 to 16 April, 2016

On the occasion of the 12Sth Birth Anniversary of Dr. B.R. Ambedkar, in all GramPanchayats, people will pay homage to Dr. Ambedkar. The programme will especiallyensure the participation of dalits. Dr. Ambedkar's photograph will be garlanded and villagerswill resolve to strengthen social harmony. Dr. Ambedkar's life and his views about Nationalunity will be discussed, and literature regarding Dr. B. R. Ambedkar will be distributed. Onthis day, information about the schemes run by the government to promote social equity willbe given. Exhibitions will also be organized.

2. Village Kisan Sabha: 17 to 20 April, 2016

Meetings of farmers will be organized in every Gram Panchayat. Information regardingschemes in the Agriculture Sector will be given in the farmers' meetings. Suggestions toimprove agriculture will be invited from farmers.

3. Gram Sabha or Village Assembly: 21 to 24 April, 2016

To celebrate the National Panchayati Raj Day, Gram Sabhas will be held in each GramPanchayat on any day between April 21 and 24, 2016. As preparatory activities, the followingmay be undertaken.

• Prabhatpheri or morning walk in the village• Sanitation programme• Cultural programme• Rural sports programme• Honouring aged

Matters to be considered in the Gram Sabha are:

• Gram Panchayat Development Plan for local economic development• Proper utilization of funds by Panchayats• Safe drinking water and sanitation• The role of women in rural development• Social inclusion including welfare of Scheduled Castes, Scheduled Tribes,

Persons with Disabilities and other vulnerable groups

Information regarding major government schemes will be given, including:

All the villagers will take a resolve for the development of their village and the country.Government functionaries will attend the Gram Sabhas and assist them in the discussions.Public representatives including MPs, MLAs, Block and District Panchayat Presidents, aswell as Central and State Government officials will attend Gram Sabhas.

4. Prime Minister's Address to all Gram Sabhas

On 24th April 2016, Hon'ble Prime Minister will address Gram Sabhas all over the country,which will be telecast and aired live. People will gather in villages across the country to hearthe Prime Minister's address.

B. NATIONAL LEVEL EVENTS

5. National Meeting of Tribal Women Sarpanches: 19th April, 2016, Vijyawada

A National meeting of tribal women Gram Panchayat Presidents from Fifth Schedule Areasof 10 States, i.e. Chhattisgarh, Jharkhand, M.P., Odisha, Andhra Pradesh, Telangana,Rajasthan, Gujarat, Maharashtra and Himachal Pradesh will be held at Vijaywada on 19th

April 2016. The theme of the National Meeting will be "Role of Women Gram PanchayatPresidents in Development of Fifth Schedule Areas".

6. Conference of Panchayat Representatives: 24th April 2016 at Jamshedpur

Panchayati Raj Day programme will be organised on April 24, 2016 at Jamshedpur. Around3,000 Panchayat Representatives from all states of the country will participate in thisprogramme. Hon'ble Prime Minister will address the gathering, which will be beamed to allthe Gram Sabhas all over the country. People will gather in villages across the country to hearthe Prime Minister's address.
