GUIDELINES FOR INDEPENDENT AUTHORIZED INSTRUCTORS

I. MISSION: The mission of OSHAcademy, a division of the Geigle Safety Group Inc., is to provide high quality online occupational safety and health training to persons throughout the world. OSHAcademy also provides partners with Independent Authorized Instructors and Training Providers to high quality classroom and home-study training locally.

II. PURPOSE, SCOPE, LIMITATIONS, RESPONSIBILITIES:

A. The purpose of this document is to clarify responsibilities in a collaborative partnership between OSHAcademy and Independent Authorized Instructors and Training Providers to provide classroom training in Occupational Safety and Health using OSHAcademy training materials.

B. Definitions.

a. Independent Authorized Instructor. An individual who has applied and meets the requirements established by OSHAcademy to conduct safety training using OSHAcademy materials.

b. Authorized Training Provider. A training organization that has applied and meets the requirements established by OSHAcademy to conduct safety training using OSHAcademy Materials.

III. SCOPE OSHAcademy OSHAcademy provides assistance, information and online access to training materials for use by Independent Authorized Trainers and Training Providers to conduct on-site classroom training. Training materials and content will include those subjects in the OSHAcademy list of courses. OSHAcademy maintains student records on a local database and publishes a Registered Graduates List on the website home page. OSHAcademy also provides electronic and hardcopy original course and program certificates, cards and transcripts to Independent Authorized Trainers/Training Providers for distribution to students upon successful completion of training.

Independent Authorized Trainers and Training Providers Independent Authorized Trainers and Training Providers (organizations) must first complete the OSHAcademy 132-Hour OSH Professional Certificate Program prior to conducting classroom training using OSHAcademy materials. They cannot delegate training to another person or organization. They use OSHAcademy training materials to conduct training in a classroom or home-study setting.

Independent Authorized Trainers and Training Providers are responsible for all training costs associated with classroom and home-study training. This includes the cost of all materials, training aids, and equipment used to conduct the training. They must sure and certify that all students have successfully completed training by passing each course written exam with at least a 70% score. They must provide OSHAcademy with each student’s email address so that OSHAcademy may contact students to obtain student evaluations of training conducted. They receive and distribute training certificates to students who successfully complete training programs

Independent Authorized Trainers/Training Providers may not conduct training using OSHAcademy training materials in violation of the terms of this agreement. This limitation includes issuance of course/program training documents. They may not conduct electronic (online) OHS training using the internet, private network, or software using OSHAcademy materials. Independent Authorized Trainers/Training Providers may not describe or act as agents or representatives of OSHAcademy and/or commit or bind OSHAcademy in any way except as expressly authorized by OSHAcademy in writing. They may not represent themselves as “OSHA trainers” or “OSHAcademy Trainers” while promoting or conducting training using OSHAcademy materials. They may not represent the training conducted as authorized or certified by the U.S. Dept. of Labor, OSHA, or any other private company or public agency other than OSHAcademy. Finally, they may not print, sell/resell, or use OSHAcademy certificates/training materials for commercial purposes in any manner outside the scope of this agreement. Courses and Certificate Programs

1. Single Courses (700-755) See titles online at www.oshatrain.org

2. 10-Hour General Industry/Construction Safety and Health Course – General Industry or Construction. The content in this course is similar to the OSHA 10-Hour Course. Each student will receive the OSHAcademy 10-Hour Program Certificate and wallet card. Classroom/Home-Study training must be conducted over a minimum of 10 hours (about 1.2 days) to conduct. See Appendix B. for content requirements:

3. 30-Hour General Industry/Construction Safety and Health Course – General Industry or Construction. The content in this course is similar to the OSHA 30-Hour Course. Each student will receive the OSHAcademy 30-Hour Program Certificate and wallet card. Classroom/Home-Study training must be conducted over a minimum of 10/30 hours (about 3.5 days) to conduct. See Appendix B. for content requirements:

4. 32-Hour Safety Committee Member Program - Each student will receive up to six course certificates, one program certificate, and one wallet card. This training must cover at a minimum the six required topics (Courses 700, 701, 702, 704, 707, and 717). Classroom/Home-Study training must be at least 32 hours (about 4 days) in length including testing/exams. .

5. 36-Hour OSH Safety Committee Leader Program – Each student will receive seven course certificates, one program certificate, and one wallet card. This training must cover at a minimum the seven required topics (Courses 700, 701, 702, 704, 707, 711 and 717). Classroom/Home-Study training must be at least 36 hours (about 4.5 days) in length including testing/exams. .

6. 7. 36-Hour OSH Trainer (Train-The-Trainer) Program – Each student will receive seven course certificates,

one program certificate, and one wallet card. This training must cover at a minimum the seven required topics

(Courses 700, 703, 704, 706, 711, 721 and 723). Classroom/Home-Study training must be at least 36 hours (about 4.5 days) in length including testing/exams. .

8. 36-Hour OSH Supervisor Program - Each student will receive seven course certificates, one program certificate, and one wallet card. This training must cover at a minimum the seven required topics (Courses 700, 702, 703, 709, 711, 712 and 716). Classroom/Home-Study training must be at least 36 hours (about 4.5 days) in length including testing/exams.

9. 40-Hour OSH Specialist Program - Each student will receive seven course certificates, seven program certificate, and one wallet card. This training must cover at a minimum the seven required topics (Courses 700, 705, 709, 710, 711, 714 and 715). Classroom/Home-Study training must be at least 40 hours (about 5 days) in length including testing/exams. .

10. 48-Hour OSH Manager Program - Each student will receive nine course certificates, one program certificate, and one wallet card. This training must cover at a minimum the nine required topics (Courses 700, 701, 702, 712, 716, 717, 718, 719 and 722). Classroom/Home-Study training must be at least 48 hours (about 6 days) in length including testing/exams.

11. 132-Hour OSH Professional Program - Each student will receive 25 course certificates, six program certificates (32, 36, 40, and 48 Hour Program certificates), 132 Hour Program certificate, and wallet card for each program. This training must 25 required topics (Courses 700, 701, 702, 703, 704, 705, 706, 707, 709, 710, 711, 712, 713, 714, 715, 716, 717, 718, 719, 720, 721, 722, 723, 750, 755). Include Course 708 only if training is being conducted in the USA. Classroom/Home-Study training must be at least 132 hours (about 16 days) in length including testing/exams.

APPENDIX B. Curriculum Guidelines for OSHAcademy 30 Hour Safety and Health Course for General Industry and Construction The U.S. Dept. of Labor, OSHA, does not allow their authorized outreach trainers to conduct the OSHA 10/30-Hour General Industry/Construction Courses to the general public outside the USA and its possessions. Therefore OSHAcademy is filling this void by allowing OSHAcademy Independent Authorized Instructors and Training Providers to conduct OSHAcademy 10/30-Hour General Industry/Construction Courses which are designed to closely mirror the topics covered by the OSHA courses. Below is a summary of the course curriculum requirements for the OSHAcademy courses. Cards are issued by OSHAcademy, not the U.S. Dept of Labor (OSHA).

OSHAcademy 10 and 30 Hour Safety and Health Program – General Industry Requirements Section 1 is completed for the 10-Hour Program. Sections 1 and 2 are completed when presenting the 30-Hour Training.

Section 1 – 10-Hour Requirements

This training program is intended to provide entry level general industry workers information about their rights, employer responsibilities, and how to file a complaint as well as how to identify, abate, avoid and prevent job related hazards on a job site. The training covers a variety of general industry safety and health hazards which a worker may encounter. Training should emphasize hazard identification, avoidance, control and prevention, not OSHA standards. Instructional time must be a minimum of 10 hours. The minimum topic requirements are as follows:

Mandatory - 7 hours

1. Introduction to Local Governmental Agencies – 1 hour.

Covers the policies of local governing bodies for Occupational Safety and Health. Each country will be different. Should include introduction on workers' rights, employer responsibilities, how penalties are assessed, how to file reports and complaints.

2. Walking and Working Surfaces, including fall protection – 1 hour.

3. Exit Routes, Emergency Action Plan, Fire Prevention Plan, Fire Protection – 1 hour. 4. Electrical Safety – 1 hour. 5. Personal Protective Equipment – 1 hour.

6. Hazard Communication – 1 hour.

7. Personal Protective and Lifesaving Equipment – 2 hours.

Elective - 3 hours.

Present at least two hours of training on the following topics. Emphasis must be placed on recognition and prevention of hazards associated with each topic area. At least two topics must be presented. The minimum length of any topic is one-half hour.

a. Hazardous Materials b. Materials Handling c. Machine Guarding d. Introduction to Industrial Hygiene e. Bloodborne Pathogens f. Ergonomics g. Safety and Health Program h. Fall Protection i. Other general industry hazards or policies j. Expanded discussion of above topics

10-Hour Program Final Exam

Administer a written 20-question (minimum) multiple question exam. Discuss questions and answers after all students have completed their exam. Time to conduct exam and discuss questions does not count as part of the 10-Hours of training. Students not achieving a 70% score must retest.

Note: Students enrolled in the 10-Hour Training are finished at this time.

Section 2 - Additional Topics for the 30-Hour General Industry Training Program The OSHAcademy 30-hour General Industry Training Program is intended to provide a variety of training to workers with some safety responsibility. Training should emphasize hazard identification, avoidance, control and prevention, not OSHA standards. Instructional time must be a minimum of 30 hours. The topic requirements are as follows:

Mandatory - 8 hours

1. Safety and Health Supervision, Management and Leadership – 6 hours.

May include any of the following topics:

a. Manager, Supervisor and Employee Safety Leadership and Commitment Principles b. Injury and Illness Prevention Programs, c. Behavior-Based Safety (BBS) d. Job Site Inspections e. Accident Prevention Programs f. Management of Safety Function g. Employee involvement Programs h. Workplace Analysis and Risk Assessment i. Hazard prevention and control, j. Accident Investigations, k. How to Conduct Safety Training and Meetings,

2. Health Hazards in General Industry – 2 hours.

May teach hearing conservation, and crystalline silica or any other construction health hazard.

Elective - 12 hours.

Must present at least 12 hours of training on the following topics. At least 6 of the following topics must be presented. The minimum length of any topic is one-half hour.

a. Hazardous Materials (Flammable and Combustible Liquids, Spray b. Finishing, Compressed Gases, Dipping and Coating Operations) c. Permit-Required Confined Spaces d. Lockout / Tagout e. Machine Guarding f. Welding, Cutting, and Brazing g. Introduction to Industrial Hygiene h. Bloodborne Pathogens i. Ergonomics j. Fall Protection k. Safety and Health Programs l. Powered Industrial Vehicles

30-Hour Program Final Exam

Administer a written 20-question (minimum) multiple question exam covering topics presented in Section 2 of the training. Discuss questions and answers after all students have completed their exam. Time to conduct exam and discuss questions does not count as part of the 30-Hours of training. Students not achieving a 70% score must retest.

Because most construction fatalities are caused by fall hazards, falls must be covered for a minimum of one hour and 15 minutes. The other Focus Four Hazards must be covered for a minimum of one-half hour each.

1. Fall hazards (1 hour and 30 minutes) 2. Electrical hazards (1 and 30 minutes) 3. Struck-By hazards (e.g., falling objects, trucks, cranes) (30 min) 4. Caught-In or Between hazards (e.g., trench hazards, equipment) (30 min)

Focus Four Hazards Training Requirements

All lessons for the Focus Four Hazards are required to use the following terminal objectives (TO) and enabling objectives (EO): TO: Given current governmental regulations and industry information regarding construction worksite illnesses, injuries, and/or fatalities, and a set of photos showing common hazards on a construction site, the student will be able to identify [fall, caught-in or between, struck-by, electrocution] hazards in construction. Specifically for each of the focus four, the student will be able to: EO 1: Identify major hazards EO 2: Describe types of hazards EO 3: Protect him/herself from these hazards EO 4: Recognize employer requirements to protect workers from these hazards Because these objectives are the expected student outcomes, trainers:

1) May not vary from these objectives when planning the training session; and 2) Must follow the participatory training model by applying effective training techniques; 3) Must make sure the objectives are measured by testing the student’s achievement.

3. Personal Protective and Lifesaving Equipment – 2 hours.

Elective Topics - 2 hours.

a. Cranes, Derricks, Hoists, Elevators, & Conveyors b. Excavations c. Materials Handling, Storage, Use and Disposal d. Scaffolds e. Stairways and Ladders f. Tools - Hand and Power g. Health Hazards in Construction h. Concrete and Masonry Construction i. Confined Space Entry j. Ergonomics k. Fire Protection and Prevention l. Motor Vehicles, Mechanized Equipment and Marine Operations; Rollover Protective Structures and

Overhead Protection; and Signs, Signals and Barricades m. Powered Industrial Vehicles n. Safety and Health Programs o. Steel Erection p. Welding and Cutting

36-Hour OSH Supervisor Program OSHA mandates that supervisors be trained on their safety supervision and leadership responsibilities.

Required Courses: 7 (36 Hrs)
