A brief guide to ResidencePermits for real estateowners in Greece

The governmen o Greece insaed a procedure o obain permanen residence permis,

which can be renewed every ve years, or owners o real esae by hird-counry

ciizens, he value o which exceeds 250.000, adoping a riendlier sance owards

hose who wish o own real esae proper in Greece. This guide provides inormaion

on he precondiions, he process and he supporing documenaion required o obain

hese residence permis. The guide also addresses imporan quesions regarding

Rsid prmits i Gr.

A residence permi is any documenaion issued by he Gree auhoriies, according o

which a hird counry ciizen is given he righ o reside legally wihin Gree erriory,

in accordance wih he provisions o he European Union. Dieren caegories o

residence permis exis, as well as dieren pes o permi wihin each caegory.

Employmen righs depend on he pe o permi issued. Applicaions or he graning

and renewal o residence permis are submied direcly o he municipali or herelevan auhori o he Aliens and Immigraion o he Decenralised Auhori in

he applicans place o residence, or o he General Secrearia or Immigraion o he

Minisry o he Inerior.

A residence permi or real esae owners is a new pe o residence permi, or hird

counry ciizens who have received a pe D Visa or he same purpose.

Beneciaries o he righ o enry and residence, or a period o ve years, are:

hird counry ciizens who eiher own, or inend o own (suppored by he

relevan documenaion), real esae proper in Greece, provided is minimum value

is 250.000;

hird counry ciizens who have signed a lease or a minimum o 10 years

or hoel accommodaions or urnished ouris residences in inegraed ouris

The ollowing condiions mus be ullled o receive a residence permi:

a) The real esae proper mus be owned by and be in possession o is owners.

b) In cases o join ownership, where he value o he proper is 250.000, he

residence permi is only graned i he owners are spouses wih undivided ownership ohe proper. In all oher cases o join ownership, he residence permi is only graned i

he amoun invesed by each o he join owners is a leas 250.000.

c) I he owner has acquired he proper hrough a legal eni, he applican mus own

100% o he company shares.

d) The residence permi is also graned in cases where he hird counry ciizen is he

owner, eiher direcly or hrough a legal eni, o more han one real esae proper

wih a combined value o a leas 250.000.

e) The documened inenion o own proper should be suppored by documenaion

which prove he nancial capaci (e.g., cericae o an A-class ceried ban, or oher

recognised nancial insiuion), which ceri he exisence o ban accouns or oher

mobile asses, such as bonds or shares, which can cover he cos o he invesmen o a

leas 250.000, and which ceri he inenion o he applican o purchase he proper

(conrac wih a law rm or wih a real esae oce).

) In he case o hird counry ciizens who have signed a lease o a leas 10 years or

hoel accommodaions or urnished ouris residences in inegraed ouris resors,

provided he minimum value o he lease is 250.000, he conrac mus require a singlepaymen o he lease or he equivalen o he en year leasing o he proper.

In all cases oulined above, he value o he real esae proper will be deermined

based on he value o he proper, or he lease, indicaed in he conrac.

An enry Visa is necessary (pe D Visa). Following he issuance o a residence permi,

and or is duraion, here is no need or a Visa.

The residence permi can be renewed. More specically, he residence permis may

Sep 1: Issuing an enry Visa or Greek Terriory

The ineresed par mus submi an applicaion or an enry visa (pe D) o he Gree

Sep 2: Collecing he documenaion or he issuing o he residence permi

Applicans or a residence permi or real esae owners, valued a 250.000, mus

Ceried rue copy o a valid passpor or ravel documens recognised by Greece

Sep 4: Procedures unil he nal issuing o he permi

Upon arrival

A hird counry ciizen who inends and has he necessary supporing documenaion

o own real esae proper or o lease hoel accommodaions or urnished ouris

residences and has received a Visa enry or his purpose, is required o complee he

required acions o apply or he residence permi beore he expiry o he enry visa. In

his case, he prospecive applican is able o underae legal acs and ransacions wih

he compeen auhoriies, using heir enry visa.

Applicaion process

The submission o he applicaion or he issuance o he residence permi, he

submission o addiional documenaion, he receip o he residence permi or o a

rejecion, or any addiional documenaion rom he relevan le, can be done eiher

in person by he hird counry ciizen, or hrough a proxy. Even i he applicaion in

quesion has been submied by a proxy, he applican is required o be in

Greece on he dae o he applicaion submission. The documenaion oulinedin he previous seps should be aached and submied wih he applicaion.

Documenaion check

The auhoriies receiving he applicaion will issue a conrmaion ha he applicaion

has been submied, provided ha all he necessary documenaion has been submied

wih he applicaion. The conrmaion is valid or one year.

Applicaion processing imerame

The owner o he real esae proper is no aeced by he duraion o he processing

o heir applicaion, rom he momen he applicaion is submied o he relevan

auhoriies unil he issuing o a decision by he Secreary General o he Decenralised

Auhori regarding heir residence permi. Afer he applicaion has been submied,

he applican receives a receip conrming he submission o he applicaion, which is

valid or one year. The ime required o process he applicaion depends on he specic

locali where he applicaion was submied and he volume o pending applicaions.Auhoriies have been insruced o give priori o his pe o applicaion, and all

eors are made o process he applicaions wihin to monhs.

Provisions during he applicaion processing period

The hird counry ciizen, who has submied an applicaion and received he

conrmaion receip described above, can reside legally in he counry or he duraion

o he conrmaion receip. The holder o he conrmaion receip is eniled o he

benes o he residence permi ha hey have applied or. Hence, hey can proceed

wih any legal ransacion regarding heir invesmen and can ransac wih all he

relevan auhoriies.

Issuing o he decision

Once he auhori o Aliens and Immigraion o he Decenralised Auhori has

veried ha he applicaion ulls all necessary condiions and, in accordance wih he

decision o he Secreary General o he Decenralised Adminisraion, hey will issue a

ve-year residence permi.

According he inormaion above, hird counry ciizens can be accompanied by heir

amily members, who will be graned he appropriae enry Visa.

Family members have he opion o enering he counry a a laer dae rom he

applican, rom whom hey draw heir residence righs.

These amily members are issued wih a residence permi o he same duraion as he

applican, bu his permi does no include access o employmen.

The children o he applican, who have been originally admied o he counry under

he erms and requiremens o residence permis, are issued an independen residence

permi when hey reach he age o 18 which can be renewed annually unil heir 21s

year. Furher renewals are possible in accordance wih immigraion legislaion.

Ceried rue copy o a valid passpor or ravel documens recognised by

Greece. There are cerain exempions which require ha he applican submis

a declaraion saing he specic reasons why hey are unable o presen hese

documens or documenaion supporing ha hey do no possess hese

documens (e.g. documens by a consular auhori o heir counry o origin

which has been ocially ceried and ranslaed). In any case, a public auhori

documen, eiher Gree or rom he applicans counry o origin, mus be

submied o veri he ideni inormaion o he applican (a passpor,

irrespecive o is expiry dae, an ideni card, a birh cericae). The assessmen

o he exempions is done on a case-by-case basis.

Convenion, a cericaion by he Gree consular in he counry o origin o he

documen is required.

a. By he Translaion Service o he Minisry o Foreign Aairs, or

b. A lawyer, who mus be a member o a Greek bar associaion, wih a

cericaion o heir signaure by he Bar Associaion.

residence permi or owners o real esae? Are here

any condiions relaed o his?

Yes. The residence permit and long-term visas are valid

as far as the free movement of the person in the Schengen

area is concerned. Any citizen who holds a long-term visa

(such as the residence permits for real estate owners)

which has been issued by a member state and are valid

for one year, are able to travel to other member states

for up to 3 months within a six month period, under the

same conditions which apply to the holder of a residence

permit, while they are also granted a right for multiple

entries.

Can he residence permi be considered as a work

permi? Can my spouse, he legal represenaive o my

company, my children, or mysel, work in Greece?

In no case does he residence permi provide access

o any tpe o employmen. Employmen, according

o paragraph 3, aricle 36A, o Law 3386/2005, does no

residence permi has been issued, rom my counry, or

do I need o rs come o Greece?

You can arrive o any Schengen counry you wish o.

Wha is he arrangemen regarding he access o

educaion and healh services? Can he children o heresidence permi holder aend a Greek public school?

The holders o he residence permi have access o public

educaion, analogously o ha o Grees. Regarding access

o healh services, hird counry ciizens and heir amily

members who all under he regulaions o he curren law,

mus have insurance ha covers heir healhcare and medical

care expenses.

Can I purchase a car wih Greek licence plaes or my

ransporaion needs in he counry?

Yes, under he specic regulaions o he Minisry o

Transpor, which apply o hird counry ciizens.

Can I ake a morgage ou on he propert in order o

receive a loan?

You can ae a morgage ou on he proper, in he same way

as Grees.

The income o he applican mus be proven by

A Schengen visa by a dieren counry gives he applican

he abili o ener Greece and sele issues regarding he

purchase o he proper. The pe D visa is necessary or he

applicaion process as prescribed by he curren law, so i is

recommended ha applicans obain a pe D visa in advance.

A medical cericae mus be submied o he

consulae in he counry o origin o he applican in

order o obain a tpe D Visa. Does he applican also
