Pole Shed

• A pole shed with dike provides secondarycontainment. It should be set back frombuildings to meet fire safety requirements.

• Place drums or tanks away from the edge ofthe dike.

• Roof provides some shelter from rain andsnow.

• The shed should be constructed withnonflammable material.

• Use a water vacuum or pump to removerainwater.

• The concrete base and dike should be able totrap 150 percent of the contents.

Secondary Containment

Secondary containment is a programinvolving structures and opera-tional methods that block or trap

hazardous substances and polluting ma-terial. The containment prevents sub-stances from escaping by gravitythrough sewers, drains, or otherwise di-rectly or indirectly into a sewer system,the soil, groundwater, lakes, and streams.Examples of secondary containment in-clude: a metal shed with a sealed con-crete floor, barrier structures around anoutdoor tank (a walled enclosure ca-pable of holding a minimum of one andone-half times the amount of liquid inthe largest tank within the enclosure),double-walled tanks, and indoor storagerooms without floor drains. Other ex-amples of secondary containment in-clude a blind trench drain or a drip panunderneath a spigot.

Your facility should use secondary contain-ment for any stored liquids, such as oil, gas,and antifreeze. Secondary containmentshould also be used when storing lead acidbatteries or when removing automotiveparts such as engines, transmissions, andpumps that may contain polluting materials.Existing facilities with floor drains that leadto the surface waters, groundwater, or ontothe ground must have their drains sealedshut. A special nonshrink grout or non-shrink concrete could be used. Floor drainscan also be surrounded with a riser to blockthe flow of polluting materials into thedrain. The separated liquids can then berecycled or hauled away by a licensed liquidindustrial waste transporter. An inside con-tainment area should be on sealed concretefloors without floor drains or on a sealedconcrete floor with sealed floor drains. Anoutside containment area should consist ofa sealed concrete slab with raised sidescapable of retaining any spills and eitherroofed to keep rain, snow, and stormwaterout, or large enough to hold any precipita-tion plus the required containment volume forstored materials. Proper secondary contain-ment must be designed to prevent materialfrom squirting over the containment wallif a container leaks or ruptures. In gen-eral, the distance between the storagecontainer and the secondary contain-ment wall should be the same as the dif-ference between their heights. For ex-

ample, a four-foot high drum should beplaced three feet away from a one-foot high containment wall. Splashguards or baffles may also be at-tached to the walls to extendthe height of the wall to pre-vent squirting outside of thesystem. These measures will pre-vent any spills or leaks from reach-ing the soil or waters. Your facility will be required to have a SpillPrevention Control and CountermeasurePlan (SPCC Plan) if your facility couldpotentially discharge oil into or upon thesurface water and has a totalaboveground oil storage capacity ofmore than 1,320 gallons or an

aboveground oil storage capacity ofmore than 660 gallons in a single tank.An SPCC is a prevention plan that isdesigned to prevent oil from reaching sur-face waters. These are guidelines set bythe United States Environmental Protec-tion Agency (EPA). You may also be re-quired to file a Pollution Incident Pre-vention Plan (PIPP) with the WMD if theDEQ determines that the storage facilitymay be a hazard to the waters of the state.“Waters of the state” include groundwa-ter, lakes, rivers and streams, and allother watercourses and waters within thejurisdiction of the state and also the GreatLakes bordering the state. It may be possibleto prepare a combined plan as long as the plancontains the information required under bothstate and federal regulations.

The SPCC must be reviewed by the DEQSurface Water Quality Division (SWQD)if there is a spill of 1,000 gallons or more,or two spills of any amount in a 12-month period. Otherwise, the plan is re-viewed by you every three years, or sixmonths after any change in operation orfacility design. To find out if your facilityis required to have an SPCC, or for moreinformation on SPCCs in Michigan, con-tact Dr. Barbara Carr, SPCC Coordinatorfor the EPA Region V at 312- 886-7187,the DEQ Environmental Assistance Divi-sion at 800-662-9278, or the SWQD atthe nearest district office. Drip Pan Under Spigot

• A drip pan under a tank spigot catches dripsin high-use areas.

• Extra care should be used in areas whereportable containers are filled with oil orchemicals.

• Cleanup responsibility should be assigned toone person.

The following secondary containmentpreventative devices and actions canbe implemented and/or constructed:

• Leak-proof dikes or barrierssurrounding tanks and drums.

• Curbing capable of retaining anyspill.

• Sump and collection systems toretain any spill.

• Periodic inspections.

• Preventative maintenance.

A utomotive fluids are a liquidindustrial waste in Michiganand can be a hazardous waste.

It is the generator’s responsibility tocharacterize his or her waste. Largequantities of automotive oil, includingmotor oil, transmission fluid, power steer-ing fluid, and brake fluid, are dumpedannually, contaminating soil, surface wa-ter, and groundwater. Federal and statelaws prohibit the dumping of oil onto theground, into sewers, drainage systems, orany waters in the state.

The DEQ recommends recycling oil. Itshould be collected following proper sec-ondary containment practices. All containersor tanks storing used oil must be labeledwith the words “Used Oil.” The owner oroperator of a used oil collection center oraggregation point must provide writtennotification of used oil management activitiesto the DEQ Waste Management DivisionChief. A licensed liquid industrial waste orhazardous waste transporter should be usedif the oil is transported by a contractor anda manifest must be used for each shipmentof used oil. A used oil generator must obtainand utilize either a Michigan generatornumber or a U.S. EPA identification num-ber assigned by the WMD.

Used oil can be taken to an oil reclama-tion facility where it can be recycled andreclaimed into a variety of products. Thebenefits of recycling oil include a reduc-tion on petroleum imports, lower costs forfuel users, and a cleaner environment. Formore information on the rules and regula-tions regarding used oil management, contactthe EAD at 800-662-9278 or the WMD atthe nearest district office. A list of licensedliquid industrial waste haulers may be ob-tained by calling the WMD in Lansing at517-373-2730.

Waste oil can also be burned in a waste oilheater in order to provide heat in the winter.When converted to heat energy, waste oilhas a heat value of about $1.25 per gallon.This is the dollar amount heating billswill be reduced for every gallon of wasteoil converted to heat energy. A DEQ AirQuality Division (AQD) permit to burn

used oil is not required, provided thatthe space heater meets all of these staterequirements:

• The fuel burning equipmentmust have a rated heat in-put capacity of not morethan 500,000 BTU/hour.

• The unit is vented to the outdoorsso you do not breathe the fumes.

• The fuel burning equipment is usedonly for space heating, service waterheating, or indirect heating.

• Only waste oil products generated “on-site” may be converted to heat energy.

• Only waste oil can be used in the burner,never toxic wastes like solvents, paints,or antifreeze.

• Clean and maintain the burner accordingto the manufacturer’s directions.

• Make sure you have all the required per-mits from the local and state fire marshal.

Salvage yards burning any amount of wasteoil from off-site sources need a permitfrom the AQD to install a furnace anduse the oil for heating purposes.Additionally, hazardous waste and

liquid industrial waste regulations arerequired to be met for waste generatedoff-site which would be burned at thefacility. For information on used oil man-agement in Michigan, call the EAD at800-662-9278 or the WMD at the near-est district office. For permit require-ments for the burning of waste oil out-side of Wayne County, call the EAD at800-662-9278 or the AQD at the nearestdistrict office. Used Oil

Parts such as engines and transmissions canbe disassembled on a table with raised sidesand a drain leading to storage containerswith secondary containment. The capturedoil can be recycled and turned into otherpetroleum products or burned for heatingpurposes.

Used oil filters containing terne-plated material (an alloy of leadand tin) are classified as hazard-

ous waste when disposed. The manu-facturing of these filters was banned inJanuary 1993. The test to determine ifoil filters are hazardous is difficult andcostly; a better method of disposal is re-cycling. Recycling used oil filters as scrapmetal also makes them exempt from haz-ardous waste regulations and character-ization tests. To recycle oil filters, oilmust be drained from the filter. One ofthe following methods is suggested:

• Puncturing the filter anti-drain backvalve or the filter dome end and hot-draining;

• Hot-draining and crushing;

• Dismantling and hot-draining; or

• Any other equivalent hot-drainingmethod that will remove used oil.

By using a filter crusher, an additionalseven to nine ounces of oil will be re-moved from the filter. The collected oilcan then be recycled. The filter itself canbe taken to a recycling or scrap metal facil-ity to be recycled into useable products.

Another option is to put the drainedfilter in a burn-off oven that burnsaway the oil residue and paperin the filter and cleans themetal for recycling.

Nonterne used oil filters arenot subject to hazardous wasteregulation when hot-drained andmanaged by one of the above meth-ods. If the metal part of the filter is re-cycled and the filter medium is disposed,then the filter portion would need to becharacterized to determine how it must bemanaged. Used Oil Filters

Used Antifreezemixture undisturbed for a period of timein a tank or drum allowing particu-late matter to settle to the bottomwhile lighter oil rises to the topof the antifreeze. The oil canthen be skimmed off the top,and managed as noted in theOil Section of this guide, whilethe antifreeze is recovered and thencan be recycled. Another way to re-cycle antifreeze is to pump the anti-freeze through a filter and sell it asprediluted antifreeze, or have the anti-freeze hauled away for recycling by anappropriate facility. Antifreeze which isto be disposed of or is to be stored priorto recycling must be characterized to de-termine if it is a hazardous waste and then

Antifreeze should be properly col-lected, labeled and stored in sucha way as to prevent spills from

reaching the ground or groundwater, lakes,and streams. This will be accomplished byfollowing proper secondary containmentpractices.

Once collected, the antifreeze can be man-aged in many different ways. One way torecycle the antifreeze is to filter and addadditives with an antifreeze recycling systemin preparation for resale. Trace amounts ofoil can also be removed during this recy-cling process. An antifreeze recycling systemcan be purchased from an environmentalservice company. Static settling is anotherway to remove particulate matter and oilthat are mixed with antifreeze. Static set-tling can be accomplished by leaving the

A boveground storage tanks(ASTs) and underground stor-age tanks (USTs) containing

petroleum products and other chemicalscan be hazards to health, safety, and theenvironment. Most ASTs and USTs areregulated by the DEQ Storage Tank Di-vision (STD). Common to salvage yards,underground waste oil tanks are regu-lated under the Michigan UndergroundStorage Tank Rules; aboveground wasteoil tanks may be regulated under theStorage and Handling of Flammable andCombustible Liquids Rules.

Most USTs containing petroleum productsand certain chemicals with a capacity greaterthan 110 gallons are regulated under theMichigan Underground Storage TankRules. New USTs and piping (installedafter December 22, 1988) must have cor-rosion protection and overfill protectionwhen they are installed. Older systems(installed prior to December 22, 1988)were required to have these same mea-sures installed by December 22, 1998.A method of release detection is requiredon almost all regulated USTs regardlessof age. USTs that are no longer usedshall be removed from the ground.

ASTs containing waste oil are regulateddirectly by the STD if the flash pointof the oil is below 200 degreesFahrenheit. If the tank is 1,100gallons or greater, a plan re-view and field certificationare required. Precautions tocontrol fire hazards and preventleakage include either single-walledtanks with secondary containment ortwo-hour fire rated tanks and heat-actu-ated quick-closing valves on below liq-uid level lines. ASTs containing combus-tible liquids with a flash point above 200degrees Fahrenheit are not regulated bythe STD (check with the local fire depart-ment for possible regulations).

Leaks and spills of petroleum or chemi-cals need to be reported to the departmentimmediately.

Stockpiled scrap tires are not onlya fire hazard, but can be a breed-ing ground for mosquitoes

and rodents which can transmitserious diseases. A scrap tire collec-tion site is defined as a site that contains500 or more scrap tires, or a tire retailerwho sells new or retreaded tires whosesite contains 1,500 or more scrap tires,or an automotive recycler who sells sal-vage vehicle parts, salvage vehicles orscrap metal whose site contains 2,500or more scrap tires. These sites are regulatedby the DEQ and regulations include regis-tration, bonding, mosquito control, andpile size limitations. Tires used as vehiclesupport stands are exempt from thisregulation.

Used Tires

Stockpiled scrap tires are not only a fire hazard, but can be a breeding ground for mosquitoes androdents. Indoor tire racks can assist in organizing your tires in a safe and efficient manner.

Old tires can be recycled or disposedby contracting for removal with a reg-istered scrap tire hauler or regis-tering yourself as a hauler andtaking them to a registeredfacility that will process thetires for use in making shoes,belts, floor mats, carpet padding,and road fill in asphalt paving, ortire-derived fuel. If the tire casing is ingood shape, retreading is another optionfor used tires. Each tire contains two gal-lons of oil and can be burned for fuel ata tire-derived fuel plant. One pound oftires contains 12,000-16,000 BTUs ofenergy, which is slightly higher thancoal.

Chlorofluorocarbons

Freon and other refrigerants, collec-tively called chlorofluorocarbons(CFCs), are a serious threat to the

earth’s ozone layer. When these gases reachthe upper atmosphere, they can stay therefor over 120 years, depleting the ozonelayer, and letting in harmful ultraviolet raysfrom the sun. Freon and other refrigerantsubstitutes are often found in the coolingsystems of cars, boats, airplanes, farmvehicles, residential and industrial refrig-eration and chilling systems, air condi-tioning units, water coolers, and someconstruction equipment. Because of theirdanger to the atmosphere, federal law

prohibits releasing CFCs into the air.CFCs must be carefully removed by aperson who is trained, and in mostcircumstances, certified in anEPA-approved program thatuses certain types of EPA-ap-proved equipment.

CFC’s deplete the ozone layer inthe atmosphere. They must be care-fully removed by a person trainedand certified in an EPA- approvedprogram.

Under state law, lead acid batter-ies can only be managed throughdelivery to a retailer, distributor,

manufacturer or recycling facility. Own-ers and operators of salvage yards shouldstore damaged, cracked, or leaking bat-teries in a closed container until they canbe taken to or picked up by a recyclingfacility. Batteries should never be inten-tionally cracked open and drained ofacid. If batteries are not damaged, theycan be placed on wooden pallets on a

Storm Water Permits

Under federal law, salvage yardsmust have a permit for facilitiesthat have a point source discharge

of storm water to a river, lake, or stream.A point source discharge is a discharge towaters of the state by a specific confinedconveyance such as a pipe, ditch, channel,county drain, or graded lot. If your stormwater discharges to a sanitary or combinedsewer, you should contact your local mu-nicipality for possible sewage pretreatmentpermit requirements. New applicants seek-ing first time storm water permit coveragemust have a written storm water pollutionprevention plan developed before obtain-ing a storm water permit. This plan mustdescribe how the facility will minimize theamount of pollutants entering into stormwater runoff. There must also be a DEQ-certified operator at the facility before

Mercury, a silvery colored liquidmetal, is extremely toxic to thenervous system and may im-

pair the way we see, hear, walk, and talk.When spilled, mercury can evaporate atroom temperature and the vapors can-not be seen, smelled, or tasted. In theenvironment, mercury can be convertedinto a form that is especially toxic andcan build up in fish tissue.

The automotive industry has used mercuryin tilt switches for underhood and trunklamp activation, relays to activate airbags,anti-lock brake systems (mainly in four-wheel drive vehicles), some seat belt sys-tems, and some automatically adjustingsuspension systems. Mercury-containing switches should beremoved from scrapped vehicles and ap-pliances prior to crushing or shredding inorder to recover the mercury and eliminatepotential release to the environment. Useextreme care to avoid breaking the mer-cury capsule during removal of the switch.Removal of the mercury capsule from theswitch must be done over or in a contain-ment device, that is, a tray or pan sufficientto collect and contain any mercury releasedfrom the capsule in case of breakage. Storemercury switches in a leak-proof, closedcontainer in a way that prevents the cap-sules from breaking. Mercury-containingdevices can be managed under Michigan’suniversal waste regulations instead of themore complex hazardous waste regula-

tions. The container in which the mer-cury-containing devices are stored mustbe properly labeled according to thewaste management option chosen. It isrecommended that mercury switches besent for recycling to a metals recyclerthat reclaims mercury. The Society ofAutomotive Engineers (SAE) has thefollowing document available coveringautomotive mercury switch removal pro-tocol: SAE J2456-May 98 - MercurySwitch Removal Process.
