APRIL IS: “Month of the Young Child” Celebrating Our Youngest Learners!

Each April, Michigan celebrates Month of the Young Child® (MOYC®). This is a time when communities and individuals recognize the needs and rights of young children and their families. Since 1971, one week in April has been celebrated nationally as Week of the Young Child. In 1985, Michigan expanded the celebration to the entire month of April, with each week having a specific focus.

March was Literacy Month so children were reading books and

doing an activity that correlated to each book. This book was Polar Bear, Polar Bear What Do You See and they painted with cotton balls what their

polar bear looked like.

City, first on Eighth Street, and then again on Garfield. Joanne Koon was GTB’s first Accountant and Payroll Supervisor when programs

were first housed in the now our Tribal Court building.

PHOENIX, AZ – Jeremy Frey (Passamaquoddy), a basket artist from Indian Township, Maine, won the 2015 Best of Show Award at the 57th annual Heard Museum Guild Indian Fair and Market. Frey, 36, was honored at a March 6 awards reception at the museum for a basket he titled, “Loon,” Judges named it the best of dozens of works submitted for consideration by members of a distinguished panel of 21 judges. Frey also won the top honor in 2011 for a brown ash basket titled, “Pointy Urchin.” A complete list of winners, including first, second and third places and honorable mentions in each division and recipients of the Judges’ Awards as well as a list of the judges themselves, is available at http://heard.org/news/jeremy-frey-wins-second-best-of-show-award-at-2015-indian-fair/.

During the 2004 Celebration of Basketry and Native Foods Festival, the Heard bought a first-place-award-winning basket made by a young Jeremy Frey. “Since that time Jeremy Frey has gone on to win Best of Show both at the Heard and SWAIA in Santa Fe and now he has won at the Heard again with a basket that has a loon pictured in quill work on the lid,” said Ann Marshall, Heard Museum director of curation and education. Michigan receives $5.5 million to provide rental assistance to persons with disabilities

LANSING, Mich. – Michigan has been selected to receive more than $5.5 million in U.S. Department of Housing and Urban Development (HUD) funding to provide affordable rental housing and supportive services to extremely-low income persons with disabilities. The Section 811 Project Rental Assistance (PRA) grant application process was a collaborative effort between the Michigan State Housing Development Authority (MSHDA) and the Michigan Department of Community Health (MDCH). “This is a great opportunity to help create and encourage independence for people with disabilities,” Lt. Gov. Brian Calley said. “These grants will give those who are capable of living on their own the chance to build a home for themselves and their families, ultimately leading to a higher quality of life.” The funding, just announced this month, will be administered by MSHDA. A workgroup consisting of representatives from MSHDA and MDCH will collaborate to identify, refer and support target populations throughout Michigan. ###

Grand Traverse Resort and Spa’s Director of Culinary, Chef Bill Matthews, passed away unexpectedly on Monday, March 16, 2015. Chef Bill was loved by many staff at the Resort and will be remembered as a good leader, mentor, friend and more. Chef Bill grew into his culinary career with his family. He was co-owner (with his mother and father) and Chef de Cuisine at Roma’s on the Lake in Torch Lake from 1984 to 1998. After joining the Resort in 2000, he worked his way up through the ranks as Line Cook, Culinary Supervisor, Sous Chef, Executive Sous Chef, and was promoted to Director of Culinary in 2013. Chef Bill was a versatile chef, avid golfer, and passionate outdoorsman. One of the highlights of his career came in 2008 when he was named the 2007 Culinary Star of the Industry by the Michigan Lodging & Tourism Association during the Pure Michigan Governor’s Conference.

TORNADO SHELTER GUIDELINES

The following are suggested guidelines for the Tornado Shelters which are located on tribal lands:

1. The shelters were designed and installed for the safety and protection of the residents without basements in their homes for sheltering during a tornado event. Each shelter will hold approximately 24 people. That number may be reduced, depending on pets and items carried.

2. When a tornado watch is announced, it means that weather conditions are where severe storms could produce a tornado. At this time you should have the previously prepared kit accessible, remain alert for approaching storms. Watch the sky and stay tuned to NOAA Weather Radio, commercial radio, or television for information. All Tribal Commercial Buildings received a NOAA Weather Radio.

3. When a tornado warning is announced, it means that a tornado has been sited or has been indicated by weather radar. At this time you should take your emergency kit and immediately seek shelter.

4. Each household should have an emergency kit readily located within their home that they could take with them to the designated shelter area. The kit should be stocked with a flashlight (batteries left out), non-perishable food (for you and your pets), a radio (batteries left out), minor medical kit, and enough fresh drinking water for all family members and pets.

5. Each shelter will be locked from October 1st until April 1st for the winter months. GTB Fire/Rescue Department shall lock/unlock the shelters and notify Tribal Police. GTB Fire Chief, Tribal Police and Office Managers shall have keys to the Shelters located in their offices.

6. There are three (3) storm shelters located on the reservation. The first unit is located behind the Elder’s complex, the second unit is located near the cul-de-sac in front of the Elder’s complex on Ki-Dah-Keh and the third unit is located on Peshawbestown Road near the Natural Resources weather monitoring station.

7. We also have one unit located near the playground equipment at the Charlevoix Satellite Office, one unit located near the Pow-Wow grounds at the Benzie Satellite Office and one unit located near the playground area at the Antrim location.

year. 2. Date and Time siren is activated will be determined by Leelanau County Emergency Management Office. 3. The Siren is tested monthly through Leelanau County Dispatch Center. 4. The Fire Department Chief/Administrator and GTB Tribal Police Department shall listen each month to determine if the Siren

is activated when Leelanau County sounds the test alarm. 5. If these agencies do not hear the Siren during the test phase, they shall contact the agency to fix the Siren and notify Leelanau

County Emergency Management Office immediately that the Siren is not working. 6. The Siren should be actively working during the April to October season. 7. A notice shall go in the GTB Newsletter in March and October each year notifying the community members that the Siren will

be tested a specific date and time so the community and/or employees are not alarmed when the test is conducted each month. 8. If there is inclement weather, Leelanau County will activate the Siren and community members should understand why the

Siren is being activated (inclement weather) and seek immediate shelter. 9. Announcements of Inclement Weather, Watch and Warning definitions shall go in the GTB Newsletter every year to inform

community members and how to respond accordingly during emergency events. 10. Announcements of emergency preparedness and web sites to obtain additional information should go in GTB Newsletter

annually to assist community members on preparedness.

TORNADO or INCLEMENT WEATHER DRILL

1. Tornado or Inclement Weather Drills are conducted annually for the safety of the GTB employees and/or visitors to the Tribal Gov’t buildings.

2. Leelanau County Emergency Management Office conducts an annual Tornado (Inclement Weather) Drill county-wide each year.

3. GTB Fire Department shall coordinate, if at all possible, the county-wide Tornado (Inclement Weather) Drill for each Tribal Gov’t building at the same time as the county. If not, each tribal building must complete drill annually before May 15th.

4. GTB Fire and Tribal Police Departments shall contact Leelanau County Emergency Management Office on the County Tornado (Inclement Weather) Drill procedures in March of each year and coordinate efforts to complete tribal building drills.

5. GTB Tribal Gov’t Buildings shall participate in the annual Tornado (Inclement Weather) Drills and employees and/or visitors in Tribal Buildings are required to move to the designated Tornado location for their building. There are specific locations identified on the floor plans for each Tribal Building.

6. Management shall notify employees and/or visitors in their building of the drill procedures every year on locations to report to during drills.

7. Every Tribal Gov’t Building shall have two personnel identified prior to drill to conduct the head count during the Tornado Drill and shall document the Drill time, number of employees/visitors participating and issues encountered during drill. Everyone is required to participate in the tornado drill. A copy of the Drill Forms should be with the GTB Fire Department and/or Tribal Police Department and GTB Emergency Management Office.

8. A copy of the completed Drill documentation shall be provided to the GTB Fire Chief and GTB Tribal Police Captain/Officers after the drill is finished and all drill forms will be returned to GTB Emergency Management Office.

9. GTB Fire and Tribal Police Department shall contact Leelanau County Emergency Management Office after the drill has been completed for documentation purposes.

FIRE DRILL

1. GTB Tribal Gov’t Buildings shall participate in annual Fire Drills which are conducted a minimum of once a year during unannounced times coordinated by each building manager and GTB Fire Department Chief/Administrator.

2. Fire Drills should be conducted in early spring of every year and shall be unannounced. (Building management and GTB Fire Chief and Tribal Police will know when drills will occur so they can coordinate date and time of drill if staff need assistance).

3. All Employees and/or visitors within the tribal buildings are required to move to the designated outside fire location for their building. There are specific locations identified for each tribal government building and management shall provide information to employees every year.

4. Prior to activating a buildings fire alarm to conduct a fire drill, the GTB Fire and Tribal Police shall contact the alarm companies and Suttons Bay-Bingham Fire/Rescue Department and Leelanau County Emergency Management Office/Dispatch Center that a Fire Drill will occur. These departments shall provide a date and time of drill so SBBFD will not send/activate emergency personnel to the Drill. Preferably the GTB Fire Chief should use a bullhorn to pretend a fire alarm was activated instead of using the buildings fire alarm and go throughout the building announcing the fire drill.

5. Each Tribal Gov’t Building shall have two personnel identified prior to drill to conduct the head count during the Fire Drill and shall document the Drill time, number of employees/visitors participating and issues encountered during drill. Everyone in the building is required to leave the building. All drill documents used during the drill shall be given to the GTB Fire Chief and GTB Tribal Police Captain/Officers who will submit documents to GTB Emergency Management Office.

6. The GTB Fire and Tribal Police Departments shall contact Leelanau County Emergency Management Office and notify them that they participated in the drills and file the Drill Documents with the GTB Fire Chief/Administrator and GTB Emergency Management Office.

PREVENTION MEAN

Fire prevention, and what it means to me? What does it mean to the common man? To a firefighter what it means is having a fire prevention plan in place for your home in case a fire occurs. The next question is, what are you going to do to prevent a fire? Listed below are tips to help you prevent a fire in your home.

STEPS TO PREVENT OR REDUCE A FIRE IN YOUR HOME:

✔ Each home should have properly installed working smoke alarms in your home as a first step to prevent a fire in your home.

✔ Annually change the batteries in your smoke alarm 2 times a year, when we turn the clocks ahead and again when we turn the clocks back.

✔ Have a working charged fire extinguisher and knowing how to use the extinguisher.

To the common man the smoke alarm is a pain when the batteries start going bad because the alarm chirps, and instead of changing the batteries, most people disengage the alarm to silence the alarm, never to replace the battery or re-install the alarm. This may result in a smoke alarm not going off when its needed or you or your loved ones waking up to a room full of smoke and panic or not wake up at all.

Removing and not replacing smoke alarms makes firefighter jobs harder. If your alarms are more than 10 years old or if you’ve lived in your home more than 10 years and the alarms never were replaced, please call the fire station. GTB Fire/Rescue staff will either email you a Home Inspection Request Form to install new alarms or stop by the GTB Fire/Rescue Office on Putnam Road in Peshawbestown and staff will give you a Home Inspection Request Form. Also there are Home Inspection forms at the Medicine Lodge in the health and human services offices. You can pick one up there and fill it out and scan, email or mail it to the GTB Fire/Rescue Dept and fire personnel will schedule your home for an inspection and install new smoke alarms. The smoke alarms and fire extinguisher are free upon inspection of your home and the training that comes with both is FREE! It won’t take long and it might be the smartest choice you can make.

If you have not already signed up for direct deposit of your elders distribution checks, Friday SEPTEMBER 4TH is the deadline to sign up for a direct deposit of your 2015 elders distribution and all future elders distribution checks. The form must be received in our office by September 4th.

This deadline (September 4th) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

I am originally from St. Ignace Michigan but have a large number of family member living in Traverse City and Benzie. Due to this I decided to start my schooling at Northwestern Michigan College, and transferred to Saginaw to finish school. I loved the area so much I decided to pursue a career path here in Traverse City. I am a member of the Grand Traverse Band of Ottawa and Chippewa Indians and I am hoping that the new community I am working in will accept me and allow me to help facilitate change and growth for the next generation of tribal youth.

LEELANAU COUNTY - Join the Fun at Exploration Days 2015!Leelanau County youth are invited to join over 2,500 young people for three days of fun, adventure and learning at

Exploration Days, 2015. “Explore the Possibilities” is the theme for this annual 4-H event. This year’s event will be held Wednesday, June 24 through Friday, June 26 on the campus of Michigan State University. Leelanau County loves 4-H Exploration Days! For the past ten years, “little” Leelanau County has been in the top five counties in the state with the most participants! We hope that you will join us this year – note that you do NOT have to be a current member of 4-H to join the fun!!!

Don’t miss the excitement on MSU’s campus! From crafts to biology, sports to science, participants are able to take part in sessions that are suited the interests of everybody – choose from over 200 different action-packed options! And, during free time, you can choose from behind-the-scenes tours, entertainment, recreational activities, and much more. Participants must be at least 11 years old by January 1, 2015. The event is sponsored by the Michigan 4-H Program, but participants do not need to be a current 4-H member to attend. So, invite a friend to join you! Parents and 4-H volunteers are invited too! If you are interested in volunteering as an adult chaperone, feel free to contact the MSUE office for more details.The fee to attend is $165 ($175 if not a current 4-H member) and includes 2 nights lodging, 7 meals, an event T-shirt, and the learning option(s) of your choice (a few options have additional fees). It also includes optional recreational activities like swimming, a dance and evening entertainment. Transportation to and from campus is provided via school buses for a small fee. Registration opens on March 17th and runs through Thursday, April 30th. Early registration is strongly encouraged as many options fill quickly. Programs/Activities

To provide Learning & Recreational experiences in a culture-based setting where children can explore cultural values, and social relationships in a safe, non-judgmental, nurturing environment. Recreational programs include sports, games, and swimming in a fun-competitive format. All activities are age specific. Creative expression and planning skills are encouraged in our crafts workshops.

Campers

Are assigned to clans of no more than 10 campers per clan. Each clan is led by individual counselors who are responsible for ensuring the well-being of each camper and keeping the fun-level high!

Counselors

In order to provide positive role models for the youth, Gneejawnisananik staff are selected and trained to model outstanding qualities for our campers. They are experienced and committed to helping our children to flourish mentally, physically and spiritually. Counselors work with each camper to develop goals while giving encouragement and support along the way. Counselors were selected to be part of Gneejawnisananik camp because they are friendly, have a genuine love of children, are skilled and value Native Ameri-can cultural and heritage.

Camp Setting

The camp is an indoor/outdoor facility with showers and indoor toilets, an indoor meeting area and mess hall. The camp has cabins for the campers to sleep in. It has a fire pit, nature trails, small creek, cultural workshops and pro-grams. Gneejawnisananik is for GTB Youth ages 8 to 14 years old living in the six county service area of the Grand Traverse Band of Ottawa and Chippewa Indians which in-clude the counties of, Antrim, Benzie, Charlevoix, Grand Traverse, Leelanau and Manistee.

The GTB ~ Gneejawnisananik camp is funded by the Grand Traverse Band of Ottawa & Chippewa Indians.

In consideration of my child’s opportunity to participate in this program. I do herby agree to relinquish the ~ Gneejawnisananik ~ —Our Children’s Camp” staff, and contractors harmless and free from any liability which may arise from or be incurred as a result of any transactions and/or occur-rences directly/indirectly associated with my child’s participation in the GTB overnight camp program. Caregiver Heads-UpAs if we don’t have enough challenges already as family caregivers, there is a one in 10 chance that restless legs syndrome (RLS) is keeping you and/or your loved one up at night.

According to the RLS Foundation’s Web site, restless legs syndrome (RLS), also known as Willis-Ekbom disease (WED), is a disruptive neurologic disorder that seriously affects two to three percent of the adult population. RLS results in an irresistible urge to move the legs, which is often accompanied by unusual or unpleasant sensations in the legs that may be described as creeping, tugging, or pulling. Because RLS most often occurs in the evening, it can severely disrupt sleep and reduce quality of life. If you have restless legs syndrome, you are not alone. Up to 10 percent of the U.S. population may have RLS. Many people have a mild form of the disorder, but RLS severely affects the lives of millions of individuals.

Unfortunately, many people living with RLS never get proper treatment because it’s hard to explain and often misdiagnosed as simply being “nervous.” Even your physicians may not take your symptoms seriously and friends and family members who are not living with RLS have no idea how negatively RLS can impact your or your loved one’s quality of life

Do I or my loved one have restless legs syndrome (RLS)?

How many of the questions are true for you?

1. When you sit or lie down, do you have a strong desire to move your legs?

2. Does your desire to move your legs feel impossible to resist?

3. Have you ever used the words unpleasant, creepy crawly, creeping, itching, pulling, or tugging to describe your symptoms to others?

4. Does your desire to move often occur when you are resting or sitting still?

5. Does moving your legs make you feel better?

6. Do you complain of these symptoms more at night?

7. Do you keep your bed partner awake with the jerking movements of your legs?

8. Do you ever have involuntary leg movements while you are awake?

9. Are you tired or unable to concentrate during the day?

10. Do any of your family members have similar complaints?

11. Does a trip to the doctor only reveal that nothing is wrong and there is no physical cause for your discomfort?

If you answered “yes” to a majority of these questions, you may have RLS.

A Measure of Our Support for Others

The Behavioral Health and Family Services programs of the Human Services department have donated 16 Red Road to Wellbriety Books to the Pugsley prison. The books will be used on a regular basis with the Native Inmates. A GTB Behavioral health employee has been attending a Native group every other Saturday at the prison since December 2014 to help inmates with this program. Miigwitch, Don.

Clinic staff and others who deal with you and your records must attend HIPPA Training and learning how to follow all sorts for regulations and procedures. Just so you know, the GTB has the greatest, most reliable health care team ever. Mari Raphael and Mary Jo McSauby are perfect examples of the best staff, they keep the train on the track.

GreetingsThe Native American Policies and Procedures will be reviewed and approved at the April School Board meeting, April 13, 2015. I have enclosed a copy for your review. Please contact me if you have questions or concerns.

Title VII Grant for 2015-2016: I have completed Part I of this grant and will complete Part 2 in May. We will need to have a parent meeting in late April to ap-prove a budget and activity items. For the past sev-eral years we have used funds for Shady Trails Camp, ACT test prep and tutoring.

NATIVE AMERICANPOLICIES AND PROCEDURES

All Native American school age children will participate in all school programs on an equal basis as all other students attending Northport Public School. No teacher, support staff, or program director is to exclude or limit participation in any district activity on basis of nationality.Native American students requiring additional services to succeed will receive such services as needed.Native American students’ progress shall be assessed on a continuing basis and reported to parents. Tribal officials, parents of Native American students, Native American Education Parent Committee members and staff will meet regularly to address comments and concerns regarding Native American children’s equal participation in the educational programs of the District.Northport Public School will continue to work with Tribal officials to provide a more complete educational experience for Native American children as we have done in the past. Officials will have the opportunity to provide input in regards to policies and procedures which involve the education of Native American students.

The following meetings will occur annually: Northport Public School’s Native American Education Parent Committee.

Northport Public School Board of Education public hearing on Native American policies and procedures: Tribal officials and Native American parents and staff will be notified at least ten (10) days prior to the meeting. Notice will be posted in the School Office and a copy will be sent to the Tribal Council for posting.

The Grand Traverse Band Indian Education Committee will serve as a Review Board to analyze student progress and programs relative to Native American children. Recommendations for academic changes, if necessary in the best interest of Native American students will be brought to the attention of the administrator for review and possible action and to the Board of Education if review or action is needed at that level. Native American parents will be invited to participate in planning, implementing, and evaluative programs involved in the education of their children.

The District shall seek input from the Parent Committee and/or the Native American Policies and Procedures Committee, when necessary, in order to modify educational programs and services when progress is not being made, or there appears to be a lack of equal participation for Native American students.Copies of these policies and procedures will be sent home annually with each Native American student in this district. Copies will be sent to the Grand Traverse Band of Ottawa and Chippewa Indians Office.The Northport Board of Education, meeting in regular session on April 13, 2015 will review these policies and procedures relating to tribal and parent involvement in the education of Native American children and approves their implementation. These shall remain in force until revised by official action of the Board of Education.

A portion of my responsibilities is to contact our Elders when they are in the hospital or nursing homes to send cards or visit with them. The challenge I am having is with the new confidentiality laws that prohibit me from gaining information

about anyone who is in the hospital or nursing homes and their visiting times. If you could contact me at 231-534-4889 and let me know if an Elder in your family is hospitalized or what nursing home they are in; it would be so helpful. We want to keep in contact with our Elders and your assistance would be greatly appreciated. A cheery hello or card does wonders for the spirit.

MICHIGAN SALES TAX REFUND FOR RESIDENT TRIBAL MEMBERS

Notification: The 2014 Michigan Resident Tribal Member (RTM) Annual Sales Tax Credit Form 4013 was mailed in January to all registered members. If the mailing was returned to the Tribe due to an incorrect address your RTM status will automatically cancel by April 30, 2015 if no action is taken. A list of names is included for returned mail.

If your address or name has changed since your enrollment into the Tax Agreement you need to provide update information. In order to either continue your RTM status or register as a RTM please complete an application or change of address/name form – available at the Government Accounting Office. It is necessary to update the Revenue Department with current information for any name or address changes.

REQUIRED INFORMATION

Option 1: Submit a copy of your valid driver’s license and a copy of one of the following items which includes your name and physical address (please do not submit a document with only a post office box number):

a current utility bill, a current bill that you receive on a monthly basis,2013 W2,2013 Federal Income Tax Return, ora current monthly bank statement

Option 2: Submit a copy of your photo tribal identification card, and two (2) of the following:a current utility bill,a current bill that you receive on a monthly basis,2013 W2,2013 Federal Income Tax Return, ora current monthly bank statement

Bills, statements and documents listed above must contain the resident tribal member’s name, physical address, and dated within one month of the requested change date. On-line statements or bills are not acceptable documentation for address verification.

Applications are processed to the State of Michigan once a month at the end of each month. A receipt date of the 25th of each month has been implemented to allow accounting staff sufficient time to forward data to the State.

The Tribe is responsible for ensuring compliance with the tax agreement. Failure to update the Tribe with current data by APRIL 30, 2015 will result in the removal of your name as a resident tribal member for the State of Michigan Tax Agreement.
