SON aims at configuring and optimising the network automatically .

Due to its ambitious objectives, the practical realization of SON is seen as challenging.

◦ Some of the aspects to be covered include: To find an appropriate trade-

off between the performance gains and the implementation complexity (e.g., required signaling and measurements, computing resources)

To ensure the convergence to a stable solution within a given timing requirement

To ensure the robustness to missing, wrong or corrupted input measurements.

SESAME proposes the Cloud-Enabled Small Cell (CESC) concept, a new multi-operator enabled Small Cell that integrates a virtualised execution platform (i.e., the Light Data Center) for deploying Virtual Network Functions (VNFs), supporting powerful self-x management and executing novel applications and services inside the access network infrastructure.

Belief-based Decision Making Framework for Spectrum Selection in Cognitive Radio Networks

Spectrum selection decides the allocation of Spectrum Blocks to a number of radio links, based on the dynamic interference conditions.

A framework for spectrum selection based on the belief vector concept as a tool to predict based on past measurements is considered.

The current paradigm to Public Protection and Disaster Relief (PPDR) communications based on “dedicated technologies, dedicated networks and dedicated spectrum” is believed not to constitute anymore the main approach to follow for PPDR communications

Need for a paradigm shift for future PPDR networks◦ Higher imbrication with the commercial wireless industry in the three

key dimensions: technology, network and spectrum◦ Business sustainability criteria in the delivery of PPDR communications

The GRCM is currently involved in the ISITEP project that pursues the realisation of a pan-European framework for the integration of different PPDR organisations merging communications technology, operational procedures and the legal framework.

Specific challenges being addressed:◦ Specification of the network architecture

for the interconnection based on new interfaces “ISI over IP” developed in the project.

◦ Gathering of security requirements and specification of the security solution over international connectivity links.

◦ Mobility control solutions for the bi-technology terminal.

Bi-technology terminals (TETRA and TETRAPOL access)Migration (Roaming) and service interworking

VITAL project (H2020 project started in February 2015) targets to improve hybrid combination of terrestrial and satellite networking infrastructures through the introduction of SDN and NFV technologies into SatCom domain.

The following elements are being addressed:◦ Development of a hybrid architectural

framework, the required mechanisms to enable virtualization of SatComnetwork components, including performance optimisation and implementation of a number of virtualised functions.

◦ Design of an SDN-enabled, federated resources management framework, embedding strategies and algorithmic solutions in the field of traffic management, mobility management and resilience.
