Як повідомив Міністр, товарообіг сільськогосподарською продукцією між Україною та Королівством Норвегія за 9 місяців 2015 року склав 76,7 млн дол. США, з яких сума експорту становить 1,6 млн дол. США (залишки і відходи харчової промисловості, соняшникова олія, мед), а сума імпорту – 75,1 млн дол. США (риби, ракоподібні, молюски – 73,4 млн дол. США, різні інші харчові продукти - 0,5 млн дол. США, м'ясо та субпродукти – 0,3 млн дол.. США, готові чи консервовані прод. з риби та ракоподіб. - 0,5 млн дол. США).«Український агросектор володіє сприятливими інвестиційними умовами для норвезького бізнесу, а також значними можливостями до розширення експорту сільськогосподарської продукції, зокрема зернових, борошньомельно-круп’яної продукції та продуктів з високою часткою доданої вартості", - наголосив Міністр Олексій Павленко.

• 15 permits and 6 licenses have been canceled or substantially limited, and 50 other deregulation changes have been made.

• The general effect — almost UAH5 bln has been saved for the economy.

• The obligatory nature of a Quarantine Certificate for internal grain transportations has been cancelled, which has allowed: - transporting grains freely without losing time and material resources; - not paying a fee several times when transporting goods within Ukraine through different quarantine zones; - ensure the promptness of goods supply and absence of idle time; - reduce logistic expenses and cost of products; - eliminate the corruption element.

• The period for issuing a phytosanitary and quarantine certificate is now 5 times shorter (it is now 24 hours instead of 5 days): - the time for receiving the relevant certificate has been reduced; - idle time risks have been minimized; - logistic expenses and cost of products has been reduced.

• The voluntary status of a phytosanitary certificate for grain and oil cultures has been introduced: - the right to make a decision about its necessity independently; - the possibility to freely sell and export products to the countries which do not require the certificate has been provided; - the pressure has been reduced, as well as the time and material resources expenses.

• The need to develop crop rotation projects has been cancelled: - financial burden on agricultural manufacturers has been reduced; - unsubstantiated time and other resources expenses have been cut down; - the possibility to use the modern crop rotation techniques has been provided; - the corruption element has been eliminated.

• The plant protection means registration procedure has been improved and simplified: - the possibility to ensure promptly the market with available protection means has been provided; - quality requirements to plant protection means have been increased; - conditions for reduction in cost of such means have been ensured; - the corruption element has been diminished;

• The regulation of contractual relations with regard to land lease has been considerably simplified: - the number of substantial conditions has been reduced from 11 to 3; - 5 obligatory annexes to a lease agreement have been cancelled; - the minimum lease period (7 years) has been set; - landholders have been enabled to implement long-term investment and land use plans; - investment attractiveness has been improved; - the conditions for rational land use and investments to maintain its fertility have been ensured; - land owners have been protected and now they are sure in stable and efficient use of their land and regular income. - notaries have been given the right to register land lease agreements; - the simultaneous registration of the right to lease and the property right to land has been introduced; - lines have shortened and corrupt relations in registration bodies have been significantly impaired.

• 36 commodity positions – the number of quotas in the EU.• As of September 2015, producers have completely used quotas for: honey, poultry, corn, wheat, peeled barley and wheat flour, grape and apple juices, processed tomatoes. • Less than a half of quotas for 10 positions has been filled • The export of goods within quotas is only 1/5 of the total export of agricultural products to the EU. • The largest quotas are for wheat and corn, while other quotas are insignificant as compared to the grain ones. • Ukraine gains the main export earnings from selling the EU the products which are – same as before – taxed by duties.

Main Purpose:Improving the competitiveness of agriculture and promoting a sustainable development of rural territories pursuant to the EU and international standards.

1. Approximation of Ukrainian agricultural legislation to EU laws.

It primarily provides for the implementation of the revenant legislation norms in the field of food safety, sanitary and phytosanitary measures, as well as legislative regulation of a range of issues referred to in the Decree of the Cabinet of Ministers of Ukraine No. 847-р as of September 17, 2014. At the initiative of the European Integration Commission, the mechanism of transition to the European marking and labeling norms has been added to the 2020 Sustainable Development Strategy.

2. Deregulation in agriculture.

While achieving this purpose, it is planned to significantly reduce the pressure of state controlling bodies on the field owing to reviewing, modifying and canceling a range of regulatory laws and regulations. It is also planned to reform the relations in the field of state property and activity of state-owned enterprises.

3. Factors of production in agriculture.

One of the hardest to achieve and at the same time one of the most important purposes. It is planned to simplify access for Ukrainian agribusiness to financing and loans, carry out the land reform, implement infrastructure and logistics projects, as well as promote the update and modernization of agricultural processing facilities.

4. Development of agrarian policy in the field of science, education and innovation.

This purpose seeks to, in particular, carry out reforms in the field of agrarian education to improve the quality of the training of specialists engaged in agriculture. It is also planned to develop the research and consultative services in the sector. Another priority which is a part of this purpose is to efficiently introduce innovations and information technologies in different fields of agriculture.

5. Agricultural production and market management.

Reforms in this sector will be aimed at developing the export of Ukrainian agricultural products, organizing commodity producers, ensuring food safety, managing the internal market and addressing a range of other persistent issues. As a part of agricultural market development, it is planned to form a competitive certification and laboratory examination market with a view to improving the quality of such examinations. The Government Activity Program also provides for introducing the European quality standards and creating the Product of Ukraine brand.

6. State support and taxation in agriculture.

It provides for reviewing and improving the system of the state support of agricultural producers and reducing the administrative pressure by simplifying the sector’s taxation system.

7. Development of rural territories.

Within this reform, it is planned to create programs supporting small farms, introduce initiative intended to improve the quality of life in rural area, as well as raise the efficiency of local self-government in rural territories.

8. Agricultural resources management.

While achieving this purpose, it is stipulated to gradually bring the agriculture in compliance with the requirements of sustainable development. In particular, the initiatives stimulating the production of organic goods, bioenergetics development, rational use of land and water resources, will be introduced.

• The current capacity of sea ports' grain terminals allows transshipping up to 33 mln tons of grain (85% of utilization). This was sufficient to ensure grain export even in years with exceptional production such as the 2013/14 season, when record high export of 36 million tons took place.

• Railways take the most important place in grain transportation towards sea ports. During the last five years, the share of railway transport accounted for about 65% in the total grain transportation aimed for further export.

• Road transport is an essential element of grain logistics, as it provides the necessary flexibility and carrying capacity.

As compared to other European countries, Ukraine has a high yielding capacity of corn– 65 cwt/ha, while in Netherlands this index is 50, in France – 43, in Czech Republic – 31, in Italy – 25

Yields of sunflower, wheat and barley in Ukraine is among lowest in Europe, and we are in the middle of “yielding capacity rating” when it comes to apples.

If yield of grains in Ukraine was at the average European level, the country would harvest 25 mln tons more, leaving behind the whole continent (so far France is the leader in grains yielding capacity, Ukraine is on the second place).

Ukraine produces five times more sunflower oilthan Spain – olive oil

Spain is the leader in olive oil production in the world. But do you know that Ukraine produces five times more sunflower oil than that? Our country is the leader in this field –4.2 mln tons, which is 28% of global production.How much is that? If someone poured all this oil into Olympic pools, they would need 1852 of them. If one filled Olympic pools with Spanish olive oil,they would need only 357 pools.Another impressive fact is that, in 2014, Ukraine produced more sunflower oil than all other countries in the world produced altogether! 4.2 mln tons of sunflower oil against 3.2 mln tons of olive oil.

Ukraine grows 7 times more grain than coffee beansproduced all over the world

Coffee is most popular beverage in the world; coffee beans areexported to each and every country. To explain how much Ukraine growsgrain, let’s compare the global coffee yield with the grain yield in Ukraine.These products are consumed in a completely different way, and thiscomparison looks rather strange, but we want to basically point out theiroutputs: Ukraine cropped 64 mln tons of different grains (corn, wheat, barleyand others) in 2014, while only 8.5 mln tons of coffee beans was gatheredin for the same period globally.

If Ukrainian grain were transported by train cars, the trains would be thousands kilometers long

Ukraine exported 18.5 mln tons of corn during 2014/2015 marketing year, which is the third best index in the world. Most of the corn, just like the rest of grains, is exported by sea, by huge bulk carriers, for instance, Panamax vessels, because it is easer and cheaper. But if someone wanted to load all the corn to be exported in grain carrying train cars, the actual train would be 3.7 thousand kilometers long, which is the distance from Kyiv to Madrid.If we did the same with wheat, 11.5 mln tons of which was exported, the train would stretch from Kyiv to London along 2.38 thousand kilometers.

Finnish citizens can eat Ukrainian honey all winter

Ukrainian honey is consumed by people all over the world. Ukraine exported 26 thousand tons of honey last year.It is especially useful in winter to prevent one from catching a cold. Daily consumption of 20-50 grams of honey during a year improves the blood composition and metabolism. So, the amount of honey Ukraine exported last year would be enough to feed a teaspoon (30 grams) each Finnish citizen during 6 months! It would be appropriate, too, given the fact that winters in Finland are rigorous and long.

We can feed hundreds of millions of starving peoplein Asia with our wheat

India is a rapidly developing country. But its economy growth rates are still not enough to solve the problem of livelihood of more than one billion residents. 195 million people in India fall asleep hungry.If we grind all our exported wheat (11 mln tons), we will have 8.25 mln tons of flour. We can bake 23.6 bln 500 grams long loafs and give them out to starving people in India. 195 million hungry Indians will eat one long loaf per day during 4 months.

... and all Europeans – with omelets!

Ukraine exported 1.75 billion eggs in 2014. If we cook French omelets with them, it will be enough to feed all EU citizens for two days in a row (583 mln omelets).

We can feed the whole Israel with our chicken

Israel is a country whose residents eat more chicken than any other nation –70 kilograms per person per year. If we take all chicken Ukraine exported in 2014,we can feed all Israelis for 4 months.

Rape is another plant to pride ourselves on

The global rape export amounted to 14.2 mln tons in 2014/2015 marketing year. Canada took the first place (62%), Australia took the second (17%) and Ukraine took the third (14%). But what kind of the third place it is! Other countries are left far behind –we exported twice as much as all of them altogether.

Agriculture is not only grain, milk and meat. Ukraineis one of the world’s leaders in nuts growing. Ukraineproduced 96.9 thousand tons of walnuts in the lastmarketing year.

If we used all these walnuts to make Kyiv Cakes,we would make… 484,500,000 cakes. Well,of course, it is impossible to eat them all at once,but just for the sake of argument we havecalculated that this amount is enough to giveeach Ukrainian a cake a month during a year.
