Larson, 51, began as a police patrolman here in June, 1969, and was named sergeant in 1975, detective in 1978, captain in 1983, assistant chief in 1986, and finally chief in 1994. He said he made his decision on the April retirement date after it appeared there would not be another major flooding disaster in the community this spring and yet in time for the mayor and council to fully investigate options for his replacement.
