The India Pavilion at COP 25, Madrid displays India’sclimate action across a range of sectors, covering bothactivities for mitigation and adaptation. India hasformulated ambitious contributions to combat climatechange that have been nationally determined, keeping inview India’s development imperatives and sustainablegrowth. India Pavilion provides an opportunity for theworld to see India’s policies and programmes forcombating climate change, across sectors like industry,renewable energy, transportation, agriculture, forestryetc. Various reports indicate that India’s climate actionsare ambitious and the Country is on track to achieve itsnationally determined contributions by 2030, under theParis agreement.

requirement in the Wind

Energy Sector

Wind Energy development inIndia has always shown a newdirection to renewable energy.At the turn of the century, theinstalled capacity of Windpower in India was justtouching a thousandmegawatt. At the end of 9thPlan (31.3.2003), the windpower installed capacity was1628 MW, which was increasedto 7,092 MW by the end of10th Plan. The 11th Plan alonesaw an addition of 10,260 MW,more than what was achievedtill that period, taking the totalinstalled capacity of windpower projects in India to 17,352 MW. With the conductivepolicy environment provided atCentral and State level, thissegment has achieved highestgrowth amongst the otherrenewable energytechnologies. The present windpower installed capacity in thecountry is 26,743 MW sharingaround 9% of total powergenerating installed capacity of2,92,614 MW

. Globally, India is at 4th positionin term of wind power installedcapacity after China, USA andGermany. The Government ofIndia has set an ambitious targetof achieving 60,000 MW capacityfrom Wind power by 2022.

The wind energy market in India ismore mature than that of anyother renewable energy market.It is worth noting that the windenergy market in India is fairlyconcentrated, with much of thecapacity being deployed by largedevelopers. The skilled manpowerrequirement for the wind sectorhas been traditionally meetthrough vocational traininginstitutes followed by in-housetraining by the developers ormanufacturers. Most of thedevelopers have developed in-house training facilities in view thetechnology proprietary, qualityand safety associated with theproject execution. This is also dueto the absence of enough costeffective and relevant trainingprogrames.

It is realized that multi-fold scalingup of renewable energygeneration capacity requirescommensurate development ofskilled workforce formanufacturing, project work andasset maintenance. The renewableenergy sector alone is likely tohave two million green jobs in next10 years. A strong urgent need of abroad based, industry-led skilldevelopment activity to up-skilland /or re-skill manpower is felt.

Ministry of Skill Development andEntrepreneurship jointly withMinistry of New and RenewableEnergy has setup ‘Skill Council forGreen Job’ . The main promoter of

the council is the Confederation ofIndian Industry (CII) and Ministry ofNew and Renewable Energy. The skillcouncil for green jobs has started itsoperations from 1st October, 20015.In this short time, it has affiliatedover 70 training partners across thecountry to impart quality training inits domain of activities. It has alsodeveloped National OccupationalStandards and Qualification Packs inthe solar domain. Simultaneously, ithas identified Wind Energy andWaste water treatment as its priorityarea to meet skilled man powerrequirement.

A Green job is defined as the onethat helps bring about and maintaina transition to environmentallysustainable forms of production andconsumption. It cut across all thesectors, be it energy, materials, waterconservation, waste management,pollution control etc. The green skillcan be divided in to two categoriesvis developing green skills to existingwork force and skilling workforce forgreen jobs. While the ‘Skill Councilfor Green Jobs’ proposes to targetboth, the immediate focus would beto skilling workforce for green jobsfor renewable energy, energyefficiency and waste treatment.

Skill gap in the WindSectorWith the increased mandate to takerenewable energy to 175 GWincluding wind capacity to 60 GW by2022, it is envisaged that therewould be a large requirement ofskilled and semi-skilled manpower.MNRE had carried out a study alongwith CII in 2010 to estimatemanpower requirement in the sector.The Natural Resource DefenseCouncil had independently carriedout a study to estimate manpower

Ministry of New and RenewableEnergy has launched a scheme forsetting up of 1000 MW WindPower Project connected totransmission network of CentralTransmission Utility (CTU) with anobjective to facilitate supply ofwind power to the non-windystates at a pricediscovered

through transparent bidding process.The Scheme will encouragecompetitiveness through scaling up ofproject sizes. It will also facilitatefulfilment of Non-Solar RenewablePurchase Obligation (RPO) requirementof non-windy states. This initiative ofMNRE can prove to be an instrument togive new thrust to wind powerdevelopment in India and openopportunities for wind industry. Thisalso sets more requirements of theskilled man power in this domainoverlapping with the electrical sector.

The wind sector as a whole ischallenged by a shortage of skilledpeople. Additionally, the wind sector isalso constrained by the lack oftransferability of skills. The skillsrequired in the wind industry are highlyspecialised and thus movementbetween industries is limited, makingthe total available skilled workforce tothe wind sector limited. The shortageof skilled workforce could be attributedto existing trainings not meetingindustry needs, the poor quality oftraining programmes, and the lack ofenough suitable training institutes. Thisneeds to be addressed to meet theGovernment target of 60 GW windcapacity by 2022.

Women and

Sustainability

Today the role of women in oursocieties is increasinglybecoming critical due to theircontribution in social andeconomic development.However, despite their role andgrowing economic power,women continue to facegreater risks and lack access toequal opportunities. Womenalso remain poorer and lesseducated, are paid less atwork, and face discriminationat home and their workplace.Women spend at least twice asmuch time as men on unpaiddomestic work, making theiraverage paid and unpaid workhours longer than men’s inevery region. Women also lackaccess to and control overfinancial resources, whichreduces their autonomy andincreases their vulnerability.

Economic activity of majorityof women currently is beyondthe formal sector as they donot own the land they workon, they sell products atmarket without establishing aformal business, they workdomestically in their home orsomeone else’s home. The vast

majority of poor women areengaged in subsistenceagriculture. In rural areas womenand girls are the primary energyproducers for the household.Further, they are dependent onsmall-scale agriculture and locallyavailable resources to supporttheir livelihoods and to fulfil theirfamily commitments.Women and girls are oftenresponsible for collecting fuel andwater for their families. As per theU.N.D.P. report (2013) in India,women gather firewood, cropwaste and cattle dung to fulfill 92percent of their energy needs.Thus, energy poverty leads todrudgery, greater health risks anda lack of time to focus on income-generating, educational or otherself-nurturing (e.g. leisure)activities. Providing clean andaffordable energy services willtherefore directly benefit theirhealth and well-being. This willalso provide opportunities fortaking up beneficial ventures likeeducation, income generatingenterprise and also plenty of timefor rest and leisure.In the renewable energy sector,the share of women in mostworkplaces is significantly lessespecially in the technical,managerial and policy makingpositions. Moving towards greatergender equality can be viewed asa tremendous opportunity toensure that women’s needs andperspective are taken into accountfor energy technologies, marketdesign and communityinvolvement to shape the socio-economic benefits of the energytransition. In order to increase thepercentage of women working inboth formal and informal sectorthere is need to focus in four keyareas which will enhance theopportunities .

Access to EmploymentOpportunitiesWomen often lack access to decentand stable jobs due to low educationand greater family needs andabsence of fair and transparentworkplace practices .Because of itsmultidisciplinary nature, renewableenergy offers a range ofunprecedented opportunities forexpanding employment in this youngand dynamic sector . Supportingwomen to develop and managegreener technologies and renewableenergy sources will provides newavenues for employment witheconomic empowerment.Education and Skills development,Women may not have access toproper education which may preventthem from securing higher-skilledjobs and limit their professionaladvancement. Skill development forpromoting women entrepreneurshipcan help stimulate the economy,enhance the consumer base andprovide new inputs or services.Gender Sensitive PoliciesWomen in the developing world mayrequire additional policies for makingtheir places of employment orcommunities safe and incident free .Although women and girls areaffected by inequitable energypolicies across various levels, theynonetheless play a key role in energy.production, utilization andconservation. Smart energy policiesshould therefore be developed withdue consideration to their needs,concerns and unique contributions.There is also a need to mainstreamgender in formulation of energyaccess policy so as to ensure womenare a part of the solution and theirrole as energy users , communitymembers and business owners isfully recognized .Promoting access to financeMany women lack access to bankaccounts and also often have no

financial independence, as they haveno say in spending decisions.Financial literacy training to womenwould help them manage householdincome and spending, as well sectoras to increase understanding of andtrust in formal banking systems.Improving access to finance is a bigsupport for women engagement inthe renewable energy . Linkingwomen to dedicated financingschemes can facilitate an active rolein the renewables value chain andtap into the range of opportunitiescreated by modern energy services.In conclusion it may be mentionedthat greater employment of womenwill draw additional talent and createworkforce at all levels includingsenior positions. This will benefit theorganization in terms of growth,culture and sustainability. A fairenergy transition will bring moreequity across all social and economicgroups, but will also

benefit women and children themost in the context of energyaccess. Access to sustainableenergy services will provide animpetus for economic and socialdevelopment, for achieving theMillennium Development Goalsand climate change adaptationand mitigation objectives.Transition to renewable energywill be faster if gender isestablished as a pillar of energystrategies both at the nationaland global levels leading toacceleration of attainment ofmultiple SustainableDevelopment Goals.

and Challenge

PM KUSUM scheme is toeconomically empower farmersand reduce their over reliance ondiesels based irrigation system.The benefit of this scheme is notonly limited to farmers but in abroader perspective, its expectedoutcomes include promotion ofdecentralised solar powerproduction, reduction oftransmission losses as well asproviding support to the financialhealth of DISCOMs by reducing thesubsidy burden to the agriculturesector.

Ministry of New and RenewableEnergy (MNRE) , Government ofIndia has launched the PradhanMantri Kisan Urja Suraksha evemUtthan Mahabhiyan (PM KUSUM)Scheme for farmers forinstallation of solar pumps andgrid connected solar and otherrenewable power plants in thecountry. The scheme aims to addsolar and other renewablecapacity of 25,750 MW by 2022with total central financialsupport of Rs. 34,422 Croreincluding service charges to theimplementing agencies.

Scheme Components

The Scheme consists of three components:Component A: 10,000 MW of Decentralized Ground Mounted Grid Connected Renewable Power Plants of individual plant size up to 2 MW.Component B: Installation of 17.50 lakh standalone Solar Powered Agriculture Pumps of individual pump capacity up to 7.5 HP.Component C: Solarisation of 10 Lakh Grid-connected Agriculture Pumps of individual pump capacity up to 7.5 HP.

Present status of Installedcapacity of Solar WaterPump in India:

With continued impetus from thecentral and state governments, a totalof 177,595 solar pumps were installedacross the country between 2015-16and 2018-19. The majority of theseinstallations are being used for meetingirrigation requirements. AndhraPradesh, Chhattisgarh, MadhyaPradesh, Rajasthan and Uttar Pradeshwitnessed the maximum solar pumpdeployments during this period. Thesefive states together account for 75 percent of the total solar pumpinstallations.

Challenge and the way forward:Massive subsidies on solar pumpsreduce the upfront capitalinvestment to as low as 10 percent of the system. Even then theuptake of these systems has beenlower than expected,. One of themajor reasons for the low uptakeis the lack of awareness amongfarmers.

Need of Training and promotion For farmers who are aware aboutgovernment subsidies andpolicies, securing financing forthese pumps is a challenge. Manylenders consider solar pumps asbad investment, and are oftenunaware about the governmentschemes for these systems.Besides being important factorsfor economic viability, systemquality and timely after-salesservice are also crucialdeterminants of socialacceptability. Availability of cheapbut poor quality products canseverely affect consumerperception about solar waterpumps technology skilledmanpower may not be availableto operate and maintain suchhuge number of Installationthroughout the year.

German Chancellor Angela Merkel is sitting in a PV port installed by Suryamitras, Dr. Damn explaining the characteristics of a PV Port to her.

PV Port & Store (the “System”) is

a standardized Plug-n-Play, portableand easy to install 2 kWp solar PVsystem with electrical storage forapplications across residential andcommercial places. It is speciallydesigned by GIZ – DeutscheGesellschaft für internationalZusammenarbeit – on behalf of theMinistry of New and RenewableEnergy, Delhi, India considering theneed of Indian conditions. PV Port& Store is a product having GlobalStandards with Localized Service.

The System can be installedanywhere i.e. roofs, parks, malls,public places which takes a lessspace and can be quickly installed.It comes with a sprinkler systemhaving both manual/automaticmodes for module cleaning. TheSystem gives a good aesthetic lookwith two rotomoulded bencheswhich are in two portions – a) tohold all the electronics and b) tohold about 1000 liters of water ascounterweight and to keep theelectronics cool.

The System contains intelligentcontroller for electrical flows. It isconnected to 15 Amps socket (Plug-n-Play) and works at all time with thehelp of UPS.

Benefits

The PV Port & Store comes up withassured quality and reliability and willbe distributed through DISCOMS. Itdoesn’t require net meteringmechanism as it is not feeding to thegrid. The product is specificallytargeted to increase the adoption ofrooftop solar by the residentialconsumers to overcome the severalhurdles - selection of a reliableinstaller, concerns over quality andprice, lengthy processes for netmetering (in several states), roof rights(tenant vs landlord), alternative usageof roofs, operation & maintenanceand lack of access to finance / thirdparty business models etc. The systemcan be consumer-based productwhich involves resale also.

Thus, it is the need of the hour totrain and sensitized the Stake holderand undertake capacity building ,awareness programmes for farmers,NGOs working at the grassroots levelas well as for lending communities(SME Bankers) working for rurallivelihood.

Skill building for farmers and localelectrician to make them self-reliantis another focus area for installationand maintenance of solar Pump.

Going forward, state agencies andlocal authorities should work oncreating more awareness regardingthe benefits of solar irrigationthrough demonstration and pilotprojects. Innovative financingschemes need to be developed toincrease the uptake of solar pumpsamong by small debt-ridden framers,who will benefit the most from thesesolar pumps.

Role of SCGJ

Given the large employmentgeneration potential to implementthe scheme, SCGJ finds a goodopportunity to skill the manpowerrequired and make them ready forthe new job opportunities. Equillyimportant is to undertake capacitybuilding for the important stakeholder(DISCOM/BANKERS/SNA/NGO.) whowould be key for the success of PMKUSUM Scheme.

Focus Group Discussion on “Skill Development and Training for Plastic waste recycling”

A focus group discussion was heldin Skill Council for Green Jobs onSkill Development and Trainingfor Plastic waste recycling on 19th

December, 2019. The groupdiscussed value chain of plasticwaste management. It wasopined that in the whole valuechain of plastic wastemanagement, starting fromPlastic waste collection,segregation, compaction/ balingfor transportation to recyclingindustry, the role of wastepickers/ collectors is the mostimportant to collect andsegregate each and everycategory of plastic waste so thatthey can be send to theirrespective recyclers. Therefore,capacity building and skilldevelopment is the key forsuccessful recycling of plasticwaste.Following components need to be incorporated in the training of the waste pickers: a. Information on different categories/commodities of plastics, including recyclable and non- recyclable

b. The market value/price of eachcategory/ commodity of the plasticc. They need to be trained onpersonal hygiene, sanitation and useof safety Gadgets (PPEs) for handlingdifferent types of wasted. They should be trained on efficientlogistic mechanism of waste handling,which include collection, storage,baling and transportation so that theycan save the cost.e. They should be trained for firesafety and their equipment to avoidany fire hazards on their wastesegregation and storage points.f. The training on in and out quantityof plastic waste material/documentation need to be given tothe waste collectors.g. Their should be aware aboutdifferent government schemes (e.g.NSKFDC schemes for them and theirdependents) and their rights (underPWM Rules 2016) for their socialupliftment.h. They should be trained on havingtheir personal bank accounts, ID cardsto get the benefits of differentschemes of government.I They should also be provided theinformation on waste aggregators andrecyclers and should also be trainedfor plastic waste recycling industryspecific works, where they can get thejobs.

For scrap dealers followingcomponents are essential as partof their skill development andtraining for efficient recycling ofplastic waste:a.Training on how to make theirbusiness more profitable byknowing the market value of eachcategory of plastic wasteb. training on stock keeping and

maintenance of documentationc. Training on compliance forplastic waste management so thatthey can tie up with the compliantaggregators and recyclers only forselling the plastic wasted.d. Training on fire safety, operation

and maintenance of their godownsLevelPlastic waste aggregators 1. Training on maintenance of their records 2. Training on compliance, their role and responsibilities under PWM Rules 2016 3. Educate them about difference between compliant and non-compliant recyclers
