Lee County Port Authority Development Monthly Project Summary
Report - Nov. 2021The third-largest city in Wisconsin, Green Bay is
located on the west shore of Lake Michigan. Sports enthusiasts can
visit the Green Bay Packers Hall of Fame and tour the Lambeau Field
Stadium, while nature lovers can stroll through the Green Bay
Botanical Garden with their annual holiday displays and explore the
Bay Beach Wildlife Sanctuary. Best things to do in Green Bay with
kids include the Children's Museum of Green Bay, the National
Railroad Museum and the NEW Zoo & Adventure Park.
With plenty of activities going on, the Downtown area is the best
place to stay in Green Bay. Not only are there plenty of
restaurants, boutiques and attractions to explore in Downtown, it’s
also set along the riverfront, where you can watch boats sail
by.
Green Bay is a great spot to visit if you’re into nature. With
thousands of acres of pristine water and tree-studded landscape to
discover, Peninsula State Park is particularly good for getting out
on the water; in fact, some places in the state park are only
accessible by boat. For one good example, you might want to check
out the aptly named Horseshoe Island, but to get a glimpse of the
land from on high, head to Eagle Tower atop Eagle Bluff for an
eagle-eye view.
Green Bay hosts the Neville Public Museum, with exhibitions of art,
history, and science; the Children's Museum; and the University of
Wisconsin-Green Bay. Green Bay is Wisconsin's oldest settlement.
The very first visitors to Greater Green Bay were successful
entrepreneurs. From beaver pelts for European hat makers in the
1600s, to the invention of the world's first splinter-free toilet
paper in the early 1900s, our ancestors used the area's waterways
to grow the community's prosperity. Blessed with an abundance of
natural resources, Green Bay was, and continues to be, a major
shipping center. The city's largest employers remain the paper and
shipping industries. With continuous development in Green Bay and
its surrounding communities, the area boasts a progressive
atmosphere from industrial parks to shopping districts.
In addition to being known around the world for contributions to
industry and agriculture, Green Bay is the smallest city to host a
National Football League team. Founded in 1919, the 13-time
National Champion Green Bay Packers are the only NFL team to be
owned by its fans.

The site work is almost complete including fencing, parking lot
striping and signage, site lighting, landscaping, and irrigation.
The trailer compound has been demobilized and the final infield
grading and sodding has been completed. The lanai canopy roofing
and electrical work is complete and the finishing work is underway.
Interior finish work (final painting and cleaning, punchlist, etc.)
is being finished throughout the TRACON and ATCT. Electrical system
testing, fire alarm system testing and punch out related work
continues in the TRACON and ATCT. Final permit inspections
completed include mechanical, electrical, plumbing and fire alarm.
Preparations are ongoing for commissioning of all systems.

AECOM Technical Services, Inc.
This project provides for design services, environmental
permitting, mitigation, and construction of a new Airport Traffic
Control Tower (ATCT) and Terminal Radar Approach Control Facility
(TRACON) located midfield between existing runway and the future
parallel runway.

The Cargo Ramp Rehabilitation project includes the rehabilitation
of both concrete and asphalt apron areas associated with the Cargo
operations at Southwest Florida International Airport. The project
also involves rehabilitation of Taxiways A3 and A4.

As of the last update, boarding bridge installations were delayed
due to a backorder of the glass windows. Replacements are
officially underway again. B9 has already been replaced, with B8,
C2, C1 currently under construction. The bridge at D2 is the sole
bridge left. During the materials delay, electrical and low voltage
work continued throughout the terminal building in the electrical
and communications rooms. Striping revisions will soon kickoff as
new aircraft were added to the fleet mix at all gates. Last updated

Aero Systems Engineering, Inc.
The original boarding bridges procured during the Midfield Terminal
project needed to be replaced, as recommended by a KimleyHorn
assessment of the 27 bridges. Aero Systems was selected to prepare
design documents to replace all of the boarding bridges along with
the auxiliary equipment, such as ground power units (GPU) and
preconditioned air units (PCA). JBT was awarded the contract, as
the responsive low bidder, to manufacture and replace the bridges
and auxiliary equipment. They will also be responsible for
modifying the existing foundations to meet the new load
requirements, as well as installing all necessary electrical
components.

Boarding Bridges

Interior framing, rough plumbing and electrical wiring have been
completed. Once inspections take place, insulation and drywall will
be installed. Windows and doors have been installed. Installation
of the standing seam roof has been scheduled. Substantial
completion has been postponed due to prolific delivery delays. Last

Hole Montes
The construction of a new guard booth and associated underground
utilities to support the operation of a new, relocated gate 64.
Once the construction is complete, operations will shift to the new

Development Division - November 2021 4 RSW Security Gate 64 &
Guard Booth Relocation
Project Description:

3/31/2022 (Construction Phase)
The contractor is currently working in Phase 10 on Taxiway F from
west of taxilanes G1 to F1 and is anticipated to be complete by the
end of November 2021. Phase 9 was reopened to air traffic on
October 8 with temporary paint and no centerline lights which will
be installed at a later date. Runway closures have been scheduled
to perform work within the runway safety area for the first week of
November 2021. Based on current schedule progress, all paving, edge
light and signage replacement is anticipated to be completed by
December 2021. Due to long procurement lead times for centerline
light can extensions, the installations may take place weeks after
construction phases have been reopened to air traffic. This work
will require additional taxiway closures for a short duration of
time.

This project consists of the rehabilitation of approximately
200,500 SY of bituminous aircraft taxiway pavement, airfield
lighting & signage replacement, site work elements and the

insurance, bonding, permits and incidentals for the procurement and
installation of all equipment, such as a backup vault generator and
propane tanks as shown on the bid documents. Various site work and
security improvements are also included as part of this
project.

Contractor has finished all remaining punchlist items and the only
outstanding additional work to be completed on the project is the
newly approved fire alarm system, which continues to experience
material backorders. Therefore, the project substantial completion
date has been pushed out an additional 30 days. The contractor

The contractor commenced improvements to Haul Road towards the
construction laydown area and installation of a new gate. The
construction laydown yard plan is being finalized to be submitted
for permitting. Survey of the remote loading dock is in progress
and working with FPL to finalize the utility easement. Temporary
AOA gate and access control have been submitted to TSA for
approval. Additional construction office trailers are being
installed at the construction compound site. Submittal reviews from
subcontractors are on-going. The installation of a temporary
demising wall will begin November 5, 2021 at bag claim #6 and
#7.

Atkins North America, Inc
The terminal expansion project includes extending the north side of
the terminal to create a connector between the 3 existing
concourses, consolidating the Transportation Security
Administration (TSA) security check points, and providing
additional public seating and hold room areas. Reassigned TSA
leased administration spaces, concession areas, advertising
displays, renovation of the existing loading dock area, non-public
airport administration spaces, business Sky Lounge and new Airport
Communications hub. Also, the construction of a stand-alone remote
loading dock building that has mechanical and low voltage interface
with the Terminal.

Development Division - November 2021 7 RSW Terminal Building
Expansion
Consultant: Burns & McDonnell
ALTA Resources Corporation will be constructing a 97,000 square
foot three-story office building within the Skyplex area. Located
on Paul J. Doherty Parkway, this project will include 638 parking
spaces including 13 ADA parking spaces, plus a lake with
pre-treatment ponds.

RSW ALTA Resources Corporation
Project Status: Site work continues around the property with work
on the rear parking lot, the fire lane, and roof drain
installation. Storm drains and light poles are almost complete.
Grading has started on the dumpster pad site. Footing for the pad
started at end of October. The second floor deck was poured on
October 21, 2021. Handrails on the new concrete stairwells are
being installed. Work on the roof insulation, roof drains, and roof
top curbs for the air conditioning and heating systems are almost
complete. Interior wall framing continues as well as window and
door framing. Electrical, mechanical, and plumbing rough-in on the
first and third floor is still ongoing. Work began on the second
floor at the end of October 2021.

LCPA met with existing GAC tenants in mid October to discuss the
potential increased fees associated with constructing a new GAC
building. LCPA staff will meet internally with executive management
to decide based on the outcome of those discussions. LCPA approved

The South Quad Hangars and Ramp Phase 1 project at Page Field
Airport involves the rehabilitation of aircraft ramps and
taxilanes, the demolition and construction of a new General
Aviation Center along with the demolition and construction of new
T-Hangars and Box Hangars which will be used for current and future
tenants at Page Field.

The new site of the Lou’s Total Car Care will include an 11,000
square foot full service auto center for all mechanical needs. It
will have a state of the art self-contained paint booth large
enough for a full-sized bus. Phase II will include a 30,000 square
foot two story building containing commercial and executive office
space.
