Santa Rosa San Luis Obispo, CA Matt Jenkins, Chief OPERATIONAL & SAFETY BRIEFING GENERAL PLAN The Greater Suey Creek Area Pre-Attack Plans (total of 11,100 acres including both the Upper Los Berros Area and Suey Creek Area) is based on the principle that if a wildfire escapes initial attack forces, it will: a) Immediately pose a significant life and property threat and, b) have a varying burning period based on current weather conditions. Within the East Arroyo Grande Wildland Pre-Attack Plan, the vicinity around it has been broken up in to two separate plans, based on roads and access/egress issues. Each plan has been named for the major road(s) in and around it. The two separate plans are: Suey Creek Plan Upper Los Berros Plan Standard Orders Protect the lives of the firefighters and public 1. Protect residences and structures using aggressive perimeter control tactics 2. Plan for/develop potential Structure Protection Group(s) for reconnaissance, preparing structures for defense and assisting as 3. needed for the protection and evacuation of citizens if perimeter control cannot be achieved PLANNING AREAS The Greater Suey Creek Area has been divided into two planning areas. These areas are designed to provide the resources with a strategic method to contain the fire and protect residences, properties, wildlife habitats etc., based on geographic features and access. SUEY CREEK PLAN (6,000 acres) Approximately 120 Addresses UPPER LOS BERROS PLAN (5,100 acres) Approximately 50 Addresses KEEP THE FIRE... Thompson Rd, Nipomo) Tertiary Staging Area: S 20-6: Suey Creek Rd X Highway 166 S 20-4: Nipomo Community Park (W Tefft X Pomeroy Rd) RESOURCE ORDERS The following are suggested immediate resource orders for each containment area: Engines (Type III) 3 Strike Teams 3 Strike Teams Engines (Type I/II) 0 Strike Teams 0 Strike Teams Handcrews 5 Strike Teams (STLs if available to form at incident) 3 Strike Teams (STLs if available to form at incident) Dozers 5 Dozers 2 Dozers Airtankers 2 Tankers 2 Tankers Helicopters 2 Helicopters 2 Helicopters Watertenders 5 Watertenders 3 Watertenders Overhead 1 SOFR, 3 Div/Group, 1 IOFR, 1OPSC 1 SOFR, 3 Div/Group, 1 IOFR, 1OPSC GENERAL COMMAND CONSIDERATIONS CAL FIRE/San Luis Obispo County Fire are responsible for fire suppression in the Suey Creek area. In the event of a large fire, additional resources have an extended response time due to location. Based on availability, USFS resources are also available in close proximity. The early designation and use of incident facilities such as Staging Areas, and Safe Refuge Areas is critical due to the narrow and poorly maintained roads. The Incident Commander may exercise the option to shelter residents in place or evacuate as the incident dictates Safe Refuge Areas are designated for use by civilians, law enforcement, firefighters or emergency workers in need of a temporary area of safety should their evacuation route be temporarily cut off. They should not be used in lieu of evacuation away from the fire, but in times of urgent need. Ingress and egress routes pose critical complications for firefighters entering and civilians exiting on the same primary roadways. Both of the areas have only one main way in and out, with potential non-maintained roads depending on fire conditions and potential. In addition, there are a large number of dead end roads. As a result, safe areas for emergency responders and civilians are limited. SPECIFIC COMMAND CONSIDERATIONS Demographics The Suey Creek area and the Los Berros area both have a relatively low population density - Both areas have a relatively small and contained amount of livestock (primarily cattle) - Structures Community has wildland interface and intermix conditions. - Relatively low housing density results in substantial brush on most lots - Most houses are built in topographical features such as chimneys and ridges that can potentially increased fire behavior - Some homes utilize pole construction - Wood siding and wood shake shingles are present in older buildings - There is a high concentration of tree canopies adjacent and intermixed between homes - There are many mobile homes without addresses throughout the area - There are a variety of agricultural properties throughout both areas, which result in the presence of large barns, outbuildings and - agricultural equipment (abandoned and functioning) Access Streets are generally narrow and many are substandard - Some streets have steep slope gradients that can delay fire resources or evacuation - The majority of the of the roads are not paved in either area - Many streets do not interconnect and have poor signage - Heavy accumulations of fuels along roads (this could make evacuations dangerous) - A large number of power lines cross roads (this could inhibit access, particularly the residential areas) and are often routed in - unusual fashion due to the topography Residents in both areas (in the Suey Creek Area particularly) frequently mis-label their addresses or are unsure of their actual - address (especially the street name – ie often a home will be labeled “1234 Danford” when in reality it is “1234 Suey Creek”) Fuels High levels of non-native plants create an increased fire hazard - The area is primarily oak woodland but includes a variety of agriculture and landscaped areas - Topography The topography of Suey Creek/Upper Los Berros is varied, from steep mountains to rolling hills - Elevation ranges from sea level to about 1600’ feet on the ridge tops - Steep narrow drainages and significant valleys are numerous in the area - Evacuation Considerations/Road Closures If evacuations are necessary, make the order early. Safe Refuge Areas should be considered if evacuation routes are compromised - The Incident Commander may exercise the option to shelter residents in place or evacuate as the incident dictates - Establish Law Enforcement Group and/or Evacuation Group with CHP and County Sherriff - Should the Incident Commander(s) decide to order an “evacuation” or to “shelter in place” a portion of the community, the - following items should be considered: The Incident Commander(s) should evaluate the options of sheltering in place or evacuating an area as the incident dictates. This should be based on current and predicted fire behavior and reflex time for the movement of people Identify and use routes of travel for all vehicles and coordinate with Law Enforcement Assign an Assistant Public Information Officer to any evacuation shelter(s) as soon as possible Consider animal evacuation needs. If needed, activate Horse Emergency Rescue Team through ECC or directly at (805) 466-7457 Many homes are built of non-fire resistive materials, have little or no vegetation clearance, and are built above chimneys and saddles with inadequate roads and turnarounds. Structure triage should be accomplished by strike team leaders prior to deploying resources – most locations require Type III or Type IV engines for access. Primary evacuation routes will be along Upper Los Berros for the Los Berros Area and along Suey Creek Rd. for the Suey Creek Area – these are the only maintained roads leading away from these areas. RESOURCE REQUEST RECOMMENDATIONS Due to limited road access and high density of structures in difficult access areas the IC should consider ordering Type III strike teams in place of Type I/II strike teams Due to limited access and topographical features, the IC should consider utilizing closest available (Type II) dozers Due to limited space, have all dozer transport park in safe locations leaving roads open and clear. Due to the close proximity of the Pacific Ocean as a water source and the travel time to the nearest airbases, the IC should consider utilizing Type I helicopters in addition to air tankers SITUATION Fire name, location, map orientation, other incidents in the area Terrain influences Fuel type and conditions Fire weather (previous, current, and expected) Fire behavior (previous, current, and expected) MISSION/EXECUTION Command (Incident Commander/immediate supervisor) Commander’s intent Specific tactical assignments STRUCTURE DEFENSE Structure accessibility should be scouted by strike team leader prior to engine deployment due to limited road accessibility Consider defensive tactics. If safe, advise residents to leave. If not, shelter in place Foam structure, leave for safe area, and extinguish residual burning after fire front has passed Many roads and driveways are not marked, ensure you know your location at all times Triage Structures based on Defensible Space and building construction Locate above ground electrical lines and propane tanks SECURE PERMISSION TO FIRE from appropriate level of supervision and coordinate firing operations with adjoining forces. Light only as much fire as you can control and extinguish. Have a start point and a termination point prior to any firing operation Identify water sources. Many residence have accessible domestic water tanks for fire department use Back in engines at residences using a backup person. Use structures as a shield. Do NOT block road access. Stay Mobile! Drive defensively with headlights on and watch for evacuees driving erratically. DRIVE WITH EXTREME CAUTION as most roads have limited access and visibility Keep hoselays short during structure protection (no more than 200-300 feet), Use 1 ½” lines Discuss sheltering in place or evacuation considerations (public and fire personnel) Consider your location in relation to surrounding topographical features Identify evacuation routes and route of travel for fire apparatus; keep in mind road limitations and visibility May need to assist public in evacuation of homes and animals COMMUNICATIONS Communication Plan: (Tactical, command, air/ground frequencies, cell phone numbers, etc.) Medivac Plan (Consider air ambulance for medical emergencies due to remote location and extended travel times for ground ambulance) SERVICE/SUPPORT Other resources that may be working adjacent to you and those available to order Aviation operations Logistics (e.g., transportation, supplies, equipment) RISK MANAGEMENT Identify known hazards and risks GENERAL SAFETY Brief Crews on Lookouts, Communications, Escape Routes and Safety Zones (LCES) Identify Safety Zones and Safe Refuge Areas before engaging Brief crews on Safety Zones and Refuge Areas (structure, vehicle, shelter) Keep hydrated, watch crew members for signs of heat stress Coil a short, 1 ½” charged line with a fog nozzle on your engine for crew safety and quick response Keep 50-100 gallons of water in tank for crew protection Identify Hazards with Hazard Flagging Tape (Powerline, Propane Tanks, Outbuildings containing chemicals or ammunition) SITE AREA HAZARDS Ingress and egress routes pose critical complications for firefighters entering and civilians exiting on the same primary roadways Many roads and driveways are not marked; ensure you know where you are at all times Identify your location topographically and reference the weather patterns for the area. Safe areas for firefighters and civilians are limited The Suey Creek area is very diverse and poses firefighting challenges ranging from potential loss of life and property despite firefighter’s best efforts and other areas that are well prepared to survive a wildland fire with little assistance Identify control measures to eliminate hazards and reduce risk Brief crews on the resource considerations for the area Identify trigger points for disengagement or reevaluation of operational plan QUESTIONS OR CONCERNS: WHEN TO GET OUT! GENERAL COmmAND CONSIDERATIONSCAL FIRE/San Luis Obispo County Fire are responsible for fire suppression in the Suey Creek area. In the event of a large fire, additional resources have an extended response time due to location. Based on availability, USFS resources are also available in close proximity.

The early designation and use of incident facilities such as Staging Areas, and Safe Refuge Areas is critical due to the narrow and poorly maintained roads. The Incident Commander may exercise the option to shelter residents in place or evacuate as the incident dictates

Safe Refuge Areas are designated for use by civilians, law enforcement, firefighters or emergency workers in need of a temporary area of safety should their evacuation route be temporarily cut off. They should not be used in lieu of evacuation away from the fire, but in times of urgent need.

Ingress and egress routes pose critical complications for firefighters entering and civilians exiting on the same primary roadways. Both of the areas have only one main way in and out, with potential non-maintained roads depending on fire conditions and potential. In addition, there are a large number of dead end roads.

As a result, safe areas for emergency responders and civilians are limited.

SPECIFIC COmmAND CONSIDERATIONSDemographics

The Suey Creek area and the Los Berros area both have a relatively low population density -Both areas have a relatively small and contained amount of livestock (primarily cattle) -

StructuresCommunity has wildland interface and intermix conditions. -Relatively low housing density results in substantial brush on most lots -Most houses are built in topographical features such as chimneys and ridges that can potentially increased fire behavior -Some homes utilize pole construction -Wood siding and wood shake shingles are present in older buildings -There is a high concentration of tree canopies adjacent and intermixed between homes -There are many mobile homes without addresses throughout the area -There are a variety of agricultural properties throughout both areas, which result in the presence of large barns, outbuildings and -agricultural equipment (abandoned and functioning)

AccessStreets are generally narrow and many are substandard -Some streets have steep slope gradients that can delay fire resources or evacuation -The majority of the of the roads are not paved in either area -Many streets do not interconnect and have poor signage -Heavy accumulations of fuels along roads (this could make evacuations dangerous) -A large number of power lines cross roads (this could inhibit access, particularly the residential areas) and are often routed in -unusual fashion due to the topographyResidents in both areas (in the Suey Creek Area particularly) frequently mis-label their addresses or are unsure of their actual -address (especially the street name – ie often a home will be labeled “1234 Danford” when in reality it is “1234 Suey Creek”)

FuelsHigh levels of non-native plants create an increased fire hazard -The area is primarily oak woodland but includes a variety of agriculture and landscaped areas -

Topography The topography of Suey Creek/Upper Los Berros is varied, from steep mountains to rolling hills -Elevation ranges from sea level to about 1600’ feet on the ridge tops -Steep narrow drainages and significant valleys are numerous in the area -

Evacuation Considerations/Road ClosuresIf evacuations are necessary, make the order early. Safe Refuge Areas should be considered if evacuation routes are compromised -The Incident Commander may exercise the option to shelter residents in place or evacuate as the incident dictates -Establish Law Enforcement Group and/or Evacuation Group with CHP and County Sherriff -Should the Incident Commander(s) decide to order an “evacuation” or to “shelter in place” a portion of the community, the -following items should be considered:

The Incident Commander(s) should evaluate the options of sheltering in place or evacuating an area as the incident dictates. This ›should be based on current and predicted fire behavior and reflex time for the movement of peopleIdentify and use routes of travel for all vehicles and coordinate with Law Enforcement ›Assign an Assistant Public Information Officer to any evacuation shelter(s) as soon as possible ›Consider animal evacuation needs. If needed, activate Horse Emergency Rescue Team through ECC or directly at (805) 466-7457 ›Many homes are built of non-fire resistive materials, have little or no vegetation clearance, and are built above chimneys and ›saddles with inadequate roads and turnarounds.Structure triage should be accomplished by strike team leaders prior to deploying resources – most locations require Type III or Type ›IV engines for access.Primary evacuation routes will be along Upper Los Berros for the Los Berros Area and along Suey Creek Rd. for the Suey Creek Area – ›these are the only maintained roads leading away from these areas.

Light only as much fire as you can control and extinguish. Have a start point and a termination point prior to any firing operationIdentify water sources. Many residence have accessible domestic water tanks for fire department use•Back in engines at residences using a backup person. Use structures as a shield. Do NOT block road access. Stay •Mobile!Drive defensively with headlights on and watch for evacuees driving erratically.
