We need to make the most of the

finite capacity we have

Doing nothing is not an option

HOW CAN WE ACHIEVE AN EFFICIENT NETWORK?

Page 26: Greater Cambridge City Deal Executive Board & Joint Assembly · Greater Cambridge City Deal Executive Board & Joint Assembly Welcome to the ... 1 hour mean target ... Journey by car

Tools for addressing congestion

• Managing demand (typically seen as a stick)

– For example restrictions on movement, expansion of parking controls, fiscal measures

• Enhancing capacity (typically seen as a carrot)

– For example bus lanes / priority, cycle lanes, pedestrian crossings, new roads, new public transport services

• Changing behaviour

– For example travel planning, promotions, incentives

Page 27: Greater Cambridge City Deal Executive Board & Joint Assembly · Greater Cambridge City Deal Executive Board & Joint Assembly Welcome to the ... 1 hour mean target ... Journey by car

Carrots and sticks

• City Deal programme currently contains lots of ‘carrots’ and no ‘sticks’

– ‘Carrots’ alone have not reduced congestion, in Cambridge or elsewhere

Page 28: Greater Cambridge City Deal Executive Board & Joint Assembly · Greater Cambridge City Deal Executive Board & Joint Assembly Welcome to the ... 1 hour mean target ... Journey by car

Intended / unintended consequences

• Transport network needs to be considered as a whole – interventions in one area will have knock-on effects elsewhere
