COOP BRIEFS AND BACKGROUNDS

Building the name: its milestones and Laurels

Claveria Grassroots Multi-Purpose Cooperative is situated in the heart of the

Municipality of Claveria, one of the coastal towns among the 29 municipalities of the Province

of Cagayan. The town is abode to a wealth of scenery; vast natural resources; and industrious,

hardworking people earnestly engaged in agriculture, industry and business for the rapid

economic advancement.

The Municipality of Claveria has 41 barangays characterized by a peaceful and orderly

society susceptible to agricultural and industrial production. Its natural resources invite several

domestic and foreign businessmen to make it as one of the investment hubs in the north, yet,

despite the growing competition between local businesses and multi-national firms, one

cooperative thrived in the midst of difficulties. It was able to surpass and eventually make life

easier for native Claverianos as it gained its momentum in business and uplifting the lives of

marginalized people.

Stretching from its beginning grants as agricultural loans, the Claveria Grassroots Multi-

Purpose Cooperative has successfully grown to be a tiger firm continuing to elevate the quality

of life of its members and the society that hosted its growth. As the years of its existence

unfold, its dedication seems to burn more as its name soars higher in the field of good

governance and social responsibility. For years now, it has been a good subject of inspiration

and bearer of good examples for an organization to thrive in the middle of the challenges of a

global market and a distracted business atmosphere. More so, the substantial impact and the

mark it instilled to every household and individual it helped will always remind the society of its

steadfast mission anchored in helping its members help themselves.


The Cooperative Marvel and its Beginnings

In Claveria, during the early 1970’s there was the challenge of removing the burden of socio-economic difficulties out from the lives of the people, particularly the poor. The people, especially those from the depressed and remote barangays were suffering from the curse of poverty. The situation was aggravated by series of natural calamities which destroyed crops, houses, and infrastructures that cost thousands or even million of pesos.

Overburdened, the people of Claveria resorted to oppressive terms of loan sharks and

middlemen. Small entrepreneurs lagged in production due to inadequate financing, while the businesses suffered stagnation and even retrogression. This pave the way for the search of a solution to meet head-on the problem and the organization of a cooperative was envisioned as the best and surest way to uplift the condition of the people. This was born, the Claveria Grassroots Credit Cooperative, Inc.,on August 6, 1972 through the initiative of Mrs . Petrona E. Aguinaldo , a dedicated and committed nurse and her husband Juan Aguinaldo, a former teacher by profession. The couple has been very much concerned with the socio-economic development of the community most especially the poor and the needy, and their grand vision of caring, poor-oriented cooperative finally came into existence. Their commitment to assist the grassroots was complemented morally and supplemented financially by a cooperative German Priest, Fr. Edward Prawdzik, SVD, who was the Parish Priest of Claveria at that time. He has been a very dedicated, committed and service-oriented priest. He acted as the first keeper of the chest during the infancy stage of the cooperative making use of the tabernacle.

Before the formal organization, a pre-membership seminar was conducted to 28

prospective members. These optimistic people pooled their resources and organized the Claveria Grassroots Credit Cooperative, Inc. with an initial capital of P 1,128.00. The residence of members had been temporarily used as office prior to the establishment of small office at the ground floor of St. Joseph Parish Convent, where Mrs. Petrona Aguinaldo acted as the President and General Manager. There was only one employee who had been receiving only P 50.00 a month. The 28 original cooperators elected their first five members of the Board of Directors, and three members each for the Credit Committee, Education Committee and the Supervisory Committee. These elected officers worked hand in hand for the growth and development of the newly organized cooperative, free of remuneration for their services.

Despite of meager or limited capital, the Cooperative started its credit operation to let the

members feel that the cooperative is of help to their immediate needs, and to their problems. By then loans were released to farmer-members who were in need of financial assistance.

From the beginning the cooperative stressed to the people that no member has to be

accepted unless he has undergone a pre-membership seminar, in order to inculcate in his mind the


flow of operation of cooperatives, his rights and privileges, his duties and responsibilities and to make him aware of the different functions of the officers and staff of the cooperative. Conscious of the fact that people deserve to be respected and be given utmost professionalism, officers and employees deal with members fairly and justifiably with high regard to honesty and integrity in the transaction of all businesses. As a result mutual trust and respect between Coop officers and staff members and members was established which in turn provided for a smooth transaction of activities.

As mandated by the government, and in order for the cooperative to be duly recognized, it was registered originally with the Department of Commerce and Industry on August 31, 1972. Due to the increase and scope of services of the cooperative, its name was then changed into Claveria Grassroots Multi-Purpose Cooperative, Incorporated and was registered with the Department of Agriculture, Region 11on May 8, 1988 with Certificate of Registration No. FF-487-RR. With the creation then of the Cooperative Development Authority which is in-charge of cooperatives, and in compliance with Executive Order No. 898, the Claveria Grassroots Multi-Purpose Cooperative registration was confirmed by the Cooperative Development Authority with confirmation No. 1187 on April 11, 1991.


THE COOP WORKFORCE

Taking the Gigantic Leaps and Continuing the Legacy

The General Assembly. It is composed of all the members of the cooperative, is the highest body in the CGMPC. It holds the most powerful position of decision making. It is composed of farmers, fishermen, vendors, students, laborers, un-employed, self-employed, professionals working in private and public organizations, and most of all housekeepers.

Aside from the regular members, the Cooperative has also special depositors, the minors. The Board of Directors. The seven (7) members of the Board of Directors, who are elected

by the General Assembly decide on immediate policies, regulations, and important matters and direct the management of the cooperative.

Commitees. To help in the management of the Cooperative are elected members of the

different committees: the Credit Committee, primarily concerned with loan programs of the cooperative., the Election Committee, the Audit & Inventory Committee and the Education Committee headed by the Vice-Chairman of the Board of Directors.

The Barangay ‘kataleks.’ The Barangay Representatives group was organized also by the

Cooperative. They were elected by the members themselves in their respective barangays. They are the arms of the cooperative in the barangay level and representatives of the members in their barangays during meetings convened by the Cooperative aside from the General Assembly.

Meetings, conferences were conducted to discuss or deliberate matters pertaining to the

smooth operation of the Cooperative. The management Staff, headed by the General Manager, is composed of 43 employees. To motivate them to work efficiently and effectively, they are given benefits and privileges, aside from their salaries: 13th month pay, vacation leave pay, cash incentives and productivity pay.

The Claveria Grassroots Laboratory Cooperative. The Claveria Grassroots Laboratory

Cooperative is established through the Claveria Grassroots Multi-Purpose Cooperative Board of Directors’ Resolution on August 27. ALL Children 7 - 17 years old are invited to join the LabCoop. They automatically become regular members of Grassroots Cooperative upon reaching the age of 18.


THE OPERATION OF THE COOPERATIVE

Clientele-welfare oriented services to boost member morale and loyalty Aside from the usual loan operation, mortuary aid had been launched in 1972. The death

assistance fund comes from the members themselves by having yearly contributions which are being deposited in the cooperative for the members beneficiaries. Formerly, a death aid of ten thousand pesos is given to the beneficiaries of a member who dies but it was increased to twenty thousand pesos then to thirty five thousand pesos (P35,000.00) at present. To claim the death aid, the beneficiary/ies must present the passbook of the deceased member and the death certificate.

In 1978, or six years after it was organized, the Claveria Grassroots Multi-Purpose

Cooperative attained its million mark in its assets. With the dedication and commitment of the officers and the management staff, assets of the cooperative increased to P148,669,731.06 as of December 31, 2003, P175,684,446.36 as of December 31, 2004, P207,499,672.00 as of December 2005, P 225,071,192.43 as of December 31, 2006 and P236,961,672.12 as of December 31, 2007, P243,720,888.02 as of December 31, 2008, as of December 2009, P259,293,401.69, as of December 2010, P263,808,867.14. Membership increased to 12,548 as of December 2010 consisting of farmers, fisherfolks, housewives, professionals, youths, vendors, businessmen, traders, government and private employees, NGO’s and others. It gradually uplifted the living condition of the poor and the needy of Claveria, and the adjacent towns of Sanchez Mira and Sta. Praxedes. Added to its area of operation are the municipalities of Calayan and Pamplona in Cagayan and Sta. Filomena of Apayao province.

With its continuing growth in membership, increased portfolio of members, and expansion

of the different services, supplemental capital sources and resources have been realistically difficult to obtain. However, the Cooperative adopted several Capital Build-up schemes aside from the collected Mortuary Fund. Mandatory deductions of 5% of every loan applied by every member, which is added to the share capital. These schemes made the Cooperative won in the Search for the Cooperative with the Biggest Capital Build-up launched by the Cooperative Development Authority through its Savings Mobilization Program in 1994. Continuous implementation of the capital build-up schemes has helped a lot in the expansion of capital/resources of the Cooperative which serve the financing and development of other projects, and made financial supplement stable.

The Cooperative increased its coverage in terms of its service through financial assistance

to agricultural projects such as swine production, cattle production, rice vegetable production wherein it increased also the loan portfolio of the borrower in order to meet the credit needs of low income members. It also provides technical management consultancy in their economic needs and


activities in order to increase income. Another project which caters the needs of farmer–members is the Palay Marketing Operation of the Cooperative. This has prevented farmer-member from being exploited by unscrupulous middlemen that take advantage of them. The members have availed of this in the form of cash or in the form of subsistence loan payable within two months or after harvest. The latest project open to serve the public is the in-store mechanical dryer which was given free by NAPHIRE Munoz Nueva Ecija and also Multi-Crop Solar Dryer thru the help of Department of Science and Technology, this does not only help farmers but fishermen and businessmen, as well.

Aside from palay buying and rice trading, the project expanded its operation to swine

breeding, the Cooperative has also granted loans to members who are engaged in some different Livelihood Projects like: peanut processing, native candy making particularly the famous especial bibingka, rattan craft, furniture and cabinet making.

It also helped market vendors, sidewalk vendors, sari-sari stores who are usually women.

The program augmented their income/capital which resulted in more income. It also helped eradicate gradually loan sharks in the market.

The Cooperative has also Shopping Center where it purchases grocery items, school and

office supplies, kitchen wares, gift items, ready to wear, appliances and pharmacy; and Agri-Hardware where it purchases insecticides and pesticides, swine, poultry and aqua feeds, veterinary medicines, hardware, electrical and construction materials, farm inputs and machineries and sell them to members at reasonable and affordable prices. The members can avail of this program on a cash or loan basis.

Likewise, the Cooperative is offering agricultural facilities like hand tractors, rice threshers

in the form of loan aside from the Rice Production Loan. These projects are supervised credits and payable within five cropping seasons or two and a half years. Payments are made in kind every after harvest season.

Regular loan (Character/Providential Loan, Business Loan, Real Estate Loan, Agricultural

Loan, Educational Loan and Medical Loan), salary loan and special loan (Pensioners, Passbook Loan Service, Paluwagan and Merchandise Loan) are also being granted to the members at a very minimum interest of 18% p.a. with a service charge of 3% per annum. On the other hand, professionals can avail of salary loan, either three months or five months salary depending upon the capacity of the member-borrower to pay.

For the year 2004, the cooperative has expanded to the hauling and selling of fuels

(gasoline, diesel, kerosene) and lubricants. On the other hand a refreshment parlor and kitchenette is available to its members.


In 2010, the Cooperative was able to loan out the amount of P67,452,749.13 and 2,038 member-beneficiaries The cooperative had a total assets P 263,808,867.14 as of December 31, 2010. It has a total membership of 12,548 as of December 2010.

The Cooperative was able to construct its office (Main Building) where the Credit

Department, the Finance and Accounting Section and the office of the Board of Directors and Committees are located. A Shopping Center which houses the grocery items, school and office supplies, kitchen wares, gift items, ready to wear, appliances and pharmacy; a Hardware with swine, poultry and aqua feeds, insecticides and pesticides, veterinary medicines, hardware and electrical materials and farm inputs and machineries; and the Multi-purpose Hall which serves as venue for conferences, trainings, meetings, and special occasions is located.

With all these projects/programs launched and being undertaken by the Cooperative, the

members who come from different walks of life are benefited. These are the concerted efforts of the officers, the management staff and the general membership.

The continuing growth and success of the cooperative has not been achieved if not of the

dedicated, committed and service-oriented management staff headed by the Manager, officers who are doing well their duties and responsibilities and the general membership represented by the Board of Directors who formulate the policies and guidelines that govern the smooth and honest operation of the cooperative. With all these dedications and commitments, the Claveria Grassroots Multi-Purpose Cooperative has received various awards, plaques of recognition and appreciation given by different agencies, private as well as government.(Please see attached list of citations and awards) On the other hand, the Cooperative has extended sincere support to the programs and projects of the NGO’s and the government, particularly during disasters, and other special occasions

The Claveria Grassroots MPC is not only concerned in its growth and development but also

to other cooperatives not only in Claveria but also in other municipalities, in Cagayan and Apayao.


COOPERATIVE’S EXEMPLARY PERFORMANCE AND CONTRIBUTIONS

The Coop’s steadfast dedication: Touching Lives, Lifting Spirits Members’ common welfare and benefits coupled with quality service to the people have

always been the concern of the Claveria Grassroots Multi-Purpose Cooperative. Equipped with good credit policies and loan portfolio, and good management, the Cooperative has transformed plain housewives into small business entrepreneurs. Many are engaged in market vending of animal products and vegetable raised by farm families; grocery items; and dry goods, with their initial capital lent by the Cooperative. Also, members who are gifted with special skills acquired through experience and/or trainings sponsored by the Cooperative and other Institutions, such as furniture making, and other wood and rattan craft, dress making, and beauty culture have established their own shops, through the financial assistance of the cooperative, thus providing them gainful employment. It also helps other members of the family, out of school youth, mothers and even farmers get employed.

Additional income generated from livelihood projects financed and supervised by the

Cooperative, like fish cages for fish production, food processing, swine breeding, swine fattening, cattle raising, and some others, coupled with its educational program, have helped families of members send their children to pursue and finished college education thus, giving them better employment opportunities and become employed either in private or public entities, here in the Philippines or abroad.

Barangay-based cooperatives and farmers associations have been benefited from the

services of the Cooperative, either through inter-lending of goods, farm inputs, and animal feeds in cash or on a consignment basis. These increase their present resources or capital. This system does not only help the barangay cooperatives grow in capital and income but also their members, by alleviating their socio-economic status.

Through genuine cooperative spirit and entrepreneurship, the Cooperative grows socially

and economically as it attends to the needs and requirements of its members. The increase of business establishment owned by members and financed by the Cooperative, makes Claveria become a busy center of the socio-economic activities. Member-borrowers and organizations benefited from the credit services of the cooperative become self-reliant. Improved productivity and profitability of farmers and fishermen and low unemployment rate in the municipality are good indicators of the outstanding accomplishments of the Cooperative. The Cooperative contributes to the socio-economic development of the municipalities covered particularly the municipality of Claveria, through the taxes paid. The Claveria Grassroots MPC also actively participates and involves in community affairs like the Clean and Green Program, Nutrition Program, Alay Pamasko and the like, sponsored by Non-Government Organizations and the LGU’s.


Thru the years Claveria Grassroots MPC is always after the successful implementation of its

vision of improving the quality of life of its members through efficient and effective service.
