    Eucha-Spavinaw AEMSName of program:

    The United States District Court Case No. 01-CV-0900-EA(C) Settlement Agreement (July 2003) requires

    that the City of Tulsa reimburse ODAFF for the salaries and expense for two ODAFF employees, whose work

    activities are in the Eucha-Spavinaw Watershed. These two employees are required to collect and lab

    test soil samples, and poultry waste samples, and to write Nutrient Management Plans for all registered

    poultry operations located in the Eucha-Spavinaw Watershed.

    Congress appropriates federal funds to the USDA Forest Service for allocation to the state for this

    Rural Fire Coordinator's (43)Name of program:

    Forestry Services contracts with ten sub-state planning districts (SSPDs) to provide a full-time Rural

    Fire Coordinator who works with communities to organize fire departments and with established rural

    fire departments to upgrade their services. The 11th District is covered by an ODAFF unclassified

    employee. Coordinators provide assistance with grants, placement of equipment, equipment testing,

    training, etc.

    Rural Fire Operational Grants (37)Name of program:

    Each certified rural fire department in the state receives an equal share of the funds appropriated

    annually by the Legislature for this purpose. Funds must be used by the fire departments for basic

    operating expenses including insurance, fuel and supplies, tools and equipment, etc.

    All certified fire departments receive an equal share. Refer to O.S. Title 19 Section 901.56. Per

    House Bill 1285, Section 4, the sum of four million five hundred thousand dollars (4,500,000) was

    appropriated for FY 2010 operational grants to Rural Fire Departments will be limited to $5,100 per

    municipality.

    Administrative Rules are in place. ODAFF Forestry Services obtains the list of certified fire

    Tree Planting Grant Program (45)Name of program:

    Congress appropriated federal funds to the Department of Transportation for enhancement projects. ODOT

    contracted with ODAFF-FS to administer a portion of these funds set aside for tree and shrub planting

    projects. Competitive matching grants are awarded to communities and groups for tree planting along

    public transportation corridors.

    Grants are competitive and are awarded based upon an objective evaluation of the applications.

    Rules are in place. Application packages are developed in consultation with the Oklahoma Dept. of

    Transportation and are sent to eligible applicants statewide. Applications are evaluated and top

    ranked ones are funded. As projects are initiated and inspected, advance payment is made to the

    agency. Expense and in-kind matching documentation is submitted at least quarterly until full match is

    met or through full 3 year tree maintenance period for project.

    Urban and Community Forestry Assistance GrantsName of program:

    Competitive matching grants are awarded to eligible communities, non-profit groups, educational

    institutions and others for urban and community forestry projects. These funds will help communities

    assess, plan, maintain and to plant trees that will greatly improve the health of the landscape of

    Oklahoma. These funds are appropriated by Congress to the USDA Forest Service and allocated to the

    States for this purpose.

    Administrative rules are in place. Eligible applicants receive application forms. Applications are

    rated using criteria established by the agency in consultation with the Oklahoma U&CF Council.

    Applicants provide 50% local match.

    ODAFF Forestry Services and USDA Forest Service.
