Sealed Tender are invited from the bonafide suppliers for supply and implementation of ruralelectrification in Inland villages by trapping up unconventional energy during the financial year 2016-17 at theselected sites i) Sadar Block, Jaliapara(Daspara) and ii) Nagrakata Block, Sulkapara each of 5 units of thisdistrict (details of which are given below) by the Assistant Director of Fisheries, Jalpaiguri on behalf of theGovernor of West Bengal in terms of G.O. No. ACC (SP)-67/35 dated 03.01.2017. Last date for receivingapplication for tender form by this office on 07.02.2017 up to 2.00 P.M. and Tender form will be issued fromthis office on 07.02.2017 from 2.30 - 4.00P.M. last date for deposit of filled up tender form with relevantdocuments and papers on 08.02.2017 upto 4.00 P.M. and it will be opened on the same day at 4.30 P.M. inpresence of the Tenderers.

iv) Battery should conform to the latestBIS/ International standard.B) light source:-i) The light source will be a white LEDtype. Luminary 24watts and luminarycasing should be IP-65ii) The color temp of white lead used inthe system should be in the range of55000K to 65000Kiii) W-LEDSshould not emit ultravioletlight.

iv) The high output from the white Leadlight source should be const. throughoutthe duty cycle.v) The lamp should be housed in an. assembly suitable for outdoor use.vi) The temp of heat should not increasemore than 20°C above ambient tempduring the dusk to dawn operation.vii) Lumen ~ 80C) Electronics:-i)The total electronic efficiency shouldbe at least 85%ii) Electronics should operate at 12V andshould have temp compensation forproper charging of the batterythroughout the year.iii) No load current consumption shouldbe less than 20mA.iv) The PVmodule itself should be usedto sense the ambient light level forswitching ON and OFFthe light.v) The PCBcontaining the electronicsshould be capable of solder freeinstallation and replacement.vi) Necessary lengths of wires/cables,switches suitable for DC use and fusesshould be provided.D) Electronic protections:-i) Adequate protection is to beincorporated under "No Load"conditions e.g. given when the lamp isremoved and the system is switched ON.ii) The system should have protectionagainst battery overcharged and deepdischarge conditions.iii) Fuse should be provided to protectagainst short circuit conditions.iv) Protection of reverse flow of currentthrough the PVmodule(s) should beprovided.v) Electronics should have temp.Compensation for proper charging ofthe battery throughout the year.vi) Adequate protection should beprovided against battery reversepolarity.vii) Load reconnect should be providedat 80% ofthe battery capacity status.

E) Mechanical components:-i) A corrosion registrant metallic framestructure should be fixed on the pole tohold the SPVmodule.ii) The frame structure should have

• provision fo adjust its angle ofinclination to the horizontal between 0and 45, so that the module can beoriented at specified tilt angle.iii) The pole should be made ofGalvanized iron (GI) pipe. Length 6mt.iv) The height of the pole should be4mts. Above the ground level, aftergrounting and final installation.v) The pole should have the provision tohold the luminaire.vi) The lamp housing should be waterproof and should be painted with acorrosion resistant paint.vii) A vented, acid proof and corrosionresistant metallic box with a lockingarrangement for outdoor use should beprovided for housing the battery.F)Quality and warranty:-i) The street lighting system (includingthe battery) will be warranted for aperiod of 5yrs.from the date of supply.ii) The PVmodule(S) will be warrantedfor a min period of 25yrs. From the dateof supply. The PVmodules must bewarranted for their output peak wattcapacity, which should not be less than90% at the end of 10yrs.and 80% at theend of 25yrs. -iii) The warranty card to besuppliedwith the system must contain the detailsof the system.

The contractor(s)/suppliers should quote rate in his/her own handwriting in figures as well as words inpercentage above/below or at par on the rate and amount of the priced schedule of items with probablequantities in tender paper. The contractor may sign either in English, Hindi or Bengali and rate should bewritten in the same language. In case of illiterate contractor(s) the rate should be attested by a witness knownto the accepting authority. Earnest money as shown shall be enclosed with the tender form in the shape ofbank draft over Nationalized Bank in favour of Assistant Director of Fisheries, Jalpaiguri. NSCor KVP in lieu ofbank draft will not be accepted. Tenderer should enclose credential in similar nature of work@40% of work

value in a job within last 3 years along with application. The offered rate should be inclusive of all taxes.Tenderer should enclose following documents self attested with the application form.

1. Income tax return uptodate with photocopy of PAN card2. Professional tax certificate and last return uptodate.3. Trade license 2016-174. Co-Operative registration no. (For Co-Operative Society)5. Uptodate VAT return6. Work order and Payment/ completion certificate for credential certificate from competent

authority.7. Power of attorney (If any)8. Others documents if applicable.9. The supplier should have ministry of New and Renewable Energy(MNRE) accredited laboratory's

valid test certificate for solar street lighting system and to be produced.Acceptance of lowest or any other Tender is not obligatory on the part of the undersigned. The

undersigned reserves the right to reject any tender or all tender without assigning any reason whatsoever.Even after submission of tender, it will not be taken into consideration during evaluation if the paperssubmitted by the agency in support of the eligibility is found to be baseless in the event of verification fromthe concerned authority. In that case the earnest money deposited by the agency will be forfeited by thegovernment. Intending tenderer are requested to visit the site on all working days before submitting thetender. Payment will be made after statuary deduction i.e. Income tax, & others. Extension oftime will not bemade normally though concerned authority reserve the right for consideration. Tenderer will not be allowedin any case to get the work done through any sub contractor and if it is detected Tender will be cancelled andearnest money deposit will be forfeited to the Government.
