The entire district is belonging to plain region. The average height of the district is 300

metre. The river Bhagirathi, flowing from north to south through the district, which divides it into

two equal portions form a striking contrast to each other in their geology, their physical

characteristic, their

agriculture, and even the religion of their inhabitants. The tract to the west of the river is locally

known as ‘Rarh’ and tract to the east as ‘Bagri’. Rarh is to the south of the Ganges and west of the

Bhagirathi. Barendra is lying in the north of the Ganges between the Mahananda and Karatoya

rivers, whereas ‘Bagri’ is positioned in between the South Bengal and Banga or Eastern Bengal.

East of the Bhagirathi the country is low-lying and alluvial, with a humid climate and a fertile soil,

which is liable to be flooded by the spill of the Bhagirathi and other rivers. On the western side the

surface is high and undulating; the soil is hard clay, on which winter rice alone grows well and the

climate is drier than the eastern tract.

Geological History

Geologically Murshidabad district situated amidst Rajmahal-Meghalaya gaps. This gap actually

extended from north western Rajmahal hill to eastern Meghalaya plateau and it is 200 km. in width.

And along this vast extended plain region all the rain fed water and melted ice water are passed to

this newly formed delta of Bengal. The earthquake and other tectonic activities were started from

the beginning of the period of origin of the Himalaya, in the tertiary era which is 70 million years

ago. The foothill region of Himalaya was a synclinal older stratum, called as Bengal Basin. The

Ganga delta was formed after enormous deposition of alluvial sediment over Bengal Basin and took

about seven million years and eastern part of this district belongs to this region. On the other hand

the rock strata of Rajmahal trap are found in the north western part of Murshidabad district. District

Murshidabad is recognized as an important part of Bengal Basin. Some fundamental geological

Page 8: Government of West Bengal Office of the District ... · It has international border with Bangladesh in the east of the district. It is the northern most district of the Presidency

5

units of Bengal Basin are observed in this district, i.e. shield region and continental shelf region.

The shield region was formed by Arcian Shield. This region is buried under thicker alluvial

deposition which is located at north western part of this district or Farakka. The stable continental

shelf located at Jalangi. Tectonically Murshidabad district may be divided into three categories: (i)

bared shield region is observed in some part of this district, (ii) buried shield region, underneath

thicker alluvial sediment, located at some part of Farakka and Suti I & II, (iii) remaining part of this

district is known as shield and geosynclinals subsided region.

From the geological point of view there are evidences of three eras Jurassic, Pliestocene and

Recent which is discussed below. In Murshidabad district Rajmahal Trap of Jurassic period

observed at north western part. In the era of Jurassic there was a basaltic lava flow due to volcanic

activity and after that the recent topography was formed after numerous depositional works in

different era. This Rajmahal Trap was constituted by shale and basaltic clay. The remnants of

Pliestocene era is observed along the eastern bank of Bhagirathi River. This part is formed by older

alluvial and lateritic clay. According to some eminent geologists the eastern bank of river

Bhagirathi is an extended part of Sub-Vindhayan era. Apart from the northwestern part and eastern

bank of river Bhagirathi the remaining part of this district belongs to recent era. All these major

parts were formed, which are mainly recent alluvial depositions, due to depositional work of

regional rivers and streams. The lithological composition is mainly sand and clay dominated.

Rivers and Streams

The river system composed of the Ganges and its distributaries, of which the most important are

Bhagirathi, Jalangi, and Bhairab. Formerly large rivers with an active current, they are now merely

spill channels of the great river, which during the rains carry off a portion of flood water but the

remainder of the year have a very sluggish current . In1974 due to the introduction of feeder cannel

from Farakka Barrage was connected with river Bhagirathi and thereafter the river became

navigable. The rivers in the east of the district are fed to a certain extent during the dry season by

infiltration from the Ganges but after the water agreement with Bangladesh the river Bhagirathi get

4000 m-s and in dry season Padma also get sufficient water and maintain its navigability. The

other important streams are Bhramani, Mayurakshi, Dwarka, Sialmari, Gobra Nullah, Bansloi and

Babla.

Climate

District Murshidabad belongs to humid tropical monsoon climatic region. According to

District Meteorological Department there are very minor variation of temperature, rainfall and

relative humidity in all over the district viz. north to south and west to east. In winter season the

mean maximum temperature is 25° C and means minimum temperature is 11.9°C. Whereas in

summer season the mean maximum temperature is 39.86°C and mean minimum temperature is

22.43° C. The average annual rainfall of the district is 11.68 cm. Although the relative humidity

remained high throughout the year but in the months of March-April it becomes lower (60-65%

morning, 35-40% afternoon).

HAZARD, RISK, VULNERABILITY, CAPACITY ANALYSIS At the apex of the Ganga delta, Murshidabad district stretches between Latitude 24050’20” N & 23043’30” N & between 88046’00”E and 87049’17”E longitude.in central West Bengal. Its area is 5,324sq. Km and it comprises of 5,864,291 people (2001), living in 26 community Development Blocks, Geomorphically, the district occupies the interfluves region between the Padma-which roughly constitutes its eastern boundary- and the Bhgirathi, the northernmost distributary of the Padma. Some floodplains of the rivers joining the Bhagirathi on its west bank Banshloi, Pagla, Dwaraka, Mayurakshi and Babla-are also included in the district. The western part of the district called Rarh Region is drained by western tributaries of River Bhagirathi. The Farakka Barrage in the north monitors the of water in to the river Bhagirathi through the feeder canal. Here the river are fed by the discharge from Mayurakshi system through Tilpara, Baidhara and Deucha barrage and ultimately gets emptied into the Bhagirathi through the river Babla. About 1,800 sq.km. of area in the neighbourhood of Kandi town lying on the west bank of the river Bhagirathi is flooded by the combined discharges of the rivers Mayurakshi, Dwarka, Brahmani, Gambhira, Kopai and Bakreswar of which Mayurakshi is the main contributor. Disaster is a serious disruption of the functioning of a community or a society causing widespread human, material, economic or environmental losses which exceed the ability of the affected community / society to cope using its own resources. A disaster is a function of the risk process. It results from the combination of hazards, conditions of vulnerability and insufficient capacity or measures to reduce the potential negative consequence of risk.

Damage and reconstruction needs assessment is based on a systemic view of the impact of disasters on society, the economic process and the environment. Appropriate valuation of disasters –as the impact of events linked to the performance of geophysical and meteorological phenomena—also enhances knowledge of the link between societal and economic paradigms and nature’s dynamics. Such knowledge over time provides a framework for disaster reduction –in terms minimizing their negative impact on human activity—and better environmental management that will lead to more sustainable development.

Valuation of disasters implies a systemic view as well as a multidisciplinary exercise that requires the contribution of analysts in all sectors of the economy. Specific quantification and qualification of impact on the different economic sectors and social groups (in terms of income levels, gender differentiation, ethnic characteristics, age strata, etc.) will provide the necessary information for reconstruction, rehabilitation and mitigation measures to be specific. By the same token geographically specific information will permit the focalization of resource allocation to the localities affected consistent with the relative damage incurred. Ultimately the geographic specificity, in connection with the environmental dynamics involved will allow determining environmental impact and the sustainability of pre disaster patterns of development.

The district of Murshidabad is flood-prone. This district is ravaged by the devastating flood almost every year. Besides this Murshidabad District is facing serious erosion caused by relentless and continuous change of course of the river Padma, the river Bhagirathi and their

The Rivers and Canals:

River/Canals Course Tributaries/ Estuaries

More information

Ganga/ Padma

Touches the district at its northern-most point and flows south-west along the eastern boundary of the district.

Tributaries: Bhagirathi, Jalangi, Bhairab Estuary:Mahananda (Lalgola)

Bhagirathi

Branches off from the Ganga at Nurpur, 25 Km below Farakka, runs parallel to her for about 2 Km, winds its way to the South and leaves the district north of Plassey.

On its banks, mainly on the east, historic and wealthy towns like Murshadabad, Jangipur and Jiaganj lie.

Jalangi

Originates from the Ganga shifts eastwards, flows along the Murshidabad-Bangladesh boundary & then southward along the Murshidabad–Nadia boundary; then goes into Nadia district.

Estuary: Bhairab

Bhairab Originates from the Ganga in Lalgola and meets the Jalangi to the north of Nadia district.

It is an old river and is partly deserted.

Bansoli

Enters Murshidabad from Birbhum near village Husainpur, flows east and falls into the Bhagirathi north of Jangipur.

Dwaraka / Babla

Enters Murshidabad from Birbhum near Morgram, flows eastward and then to the south-east, forms the eastern boundary of Kandi sub-division and leaves the district at Raghupur.

Estuaries: Mayurakshi & Kuiya (on the right bank)

Though a moderate river, it has several names and many small tributaries and estuaries. Its many backwaters and side channels also connect it

28

with the Bhagirathi.

Brahmani All originate from the hills of

Birbhum, flows to the west and falls into the Dwaraka. All rivers meet at Hizal Beel of Kandi Sub-Division

All are hill streams with beds full of pebbles & yellow clay. Depath of river is redused due to silt deposition.

Mayurakshi

Kuiya

Feeder Canal (Man-made Farakka Barrage Project )

Originates off the upstream of the Farakka barrage and falls into the Bhagirathi down stream of Jangipur Barrage.

Length: 26½ kms

LINES OF DRAINAGE

The general inclination of the district, in the tract west of the Bhagirathi is from north – west to south – east; but in the tract east of Bhagirathi, the lines of drainage are somewhat irregular as the main rivers do not uniformly takes this direction. Though the western half of the district slopes eastwards toward the Bhagirathi, a number of the hill streams do not find their way directly into that river; they are intercepted by bils or marshes and for the most part are carried off to the south by the Dwarka. The two chief drainage basins in this part of the district are that of the Bansloi in the north and that of the Dwarka with its confluents, in the south. The large bils act as reservoirs during the flood by absorbing some of the excess water carried down by these streams, and also drain the excess water through the streams, emanating out of them.

The eastern half of the district may be described as an isosceles triangle. The Ganga (Padma) and the Bhagirathi forms the two equal sides; The Jalangi forms almost the entire base. However, the line of drainage is not along any of these rivers. The local rainfalls in this part of the district do not run off either into the Ganga or the Bhagirathi. The floods of these two great rivers converge towards each other, and ultimately make their way in a south – eastern direction. It may be roughly stated that the greater part of the surplus water ultimately falls into the Jalangi by means of the Gobranalah, the Bhairab and the Sialmari. During rainy seasons these canals, are connected with a number of bils, forming a network of water communication.

The main causes of flood in this district can be listed as follows: Incessant and unprecedented rainfall Overflowing of the rivers Ganga, Padma, Bhagirathi, Mayurakshi, Brahmani, jalangi

and their tributaries due to heavy rainfall Sudden discharge of excess water from the dams Erosion of riversides

HAZARD VULNERABILITY RISK ASSESSMENT THE Hazards identified above are those hazards which are considered to have the highest degree of impact or the frequency of the occurrence that adversely affect the people, economy, environment and prosperity of this district. While the mitigation and preparedness efforts can lessen the impact and severity of these hazards but the vulnerability and the risk associated with these cannot be eliminated. However the proper assessment of the vulnerability, risk along with mitigation and preparedness efforts can lead or invite attention towards those hazards which needs proper mitigation and preparedness plans with which the DDMA will be better equipped to prepare and response to the disasters, limiting their impacts to the people, economy, environment and property of this district. HAZARD VULNERABILTY ASSESSMENT:- According to UNDP 1994, depends upon the degree of loss to a given element at risk at a certain severity level. Generally, it is Vulnerability is defined as the degree of fragility of a person, a group, a community or an area towards defined hazards. Vulnerability is a set of conditions and processes resulting from physical, social, economic and environmental factors that increases the susceptibility of the community to the impact of the hazards. It also encompasses the idea of response and coping capacity of the community since it is determined by the potential of a community to react and withstand a disaster. It can be of following types

PHYSICAL VULNERABILTY ENVIRONMENTAL VULNERABILITY ECONOMIC VULNERABILITY SOCIAL VULNERABILITY

Further Vulnerability to a given hazard depends upon the following factors:- 1) Proximity to a given hazardous event 2) Population concentration/density in the area proximal to the hazard. 3) Construction styles of the building and buildings code. 4) Scientific understanding of the hazards. 5) Public education and awareness of the hazards. 6) Availability and readiness of the emergency infrastructure. 7) Existence or non existence of the early warning system and lines of communication. 8) Cultural factors that influence public response to the warnings. RISK ASSESSMENT:-Risk has been defined as the total loss as expected from the hazard on the elements at risk as per the prevailing vulnerability at that point of time. It is therefore the function of the probability of occurrence of the hazard of the particular magnitude and the vulnerability prevailing at that point of time regarding the elements at risk.
