The Governor of Punjab is pleased to appoint the Panjab University,
Chandigarh (hereinafter referred as the university) as the authority competent to
conduct the centralized on line counseling for B.Ed. course for the session 2010-
11 in the Colleges of Education affiliated to (1) Panjab University, Chandigarh, (2)
Guru Nanak Dev University, Amritsar, (3) Punjabi University, Patiala and (4)
Lovely Professional University, Phagwara situated in the state of Punjab.
Accordingly, the following scheme is notified for the information of all
concerned.

Note:
(1) ** 15 seats of Punjab resident Civil category for the academic session 2011-12 of
Army Institute of Higher Education (B.Ed. College), Pathankot will be filled up
subject to the final decision of the Hon'ble Supreme Court of India in SLP No.
887 C of 2008-Army Institute of B.Ed. versus State of Punjab through
centralized counseling to be conducted by the authority / University authorized
by the Punjab Govt.
(2) Before printing & publishing of the prospectus the University will ensure that each
and every institute is duly affiliated with the respective University for the seats as
quoted in this notification.
(3) Seats up to 70% of sanctioned intake at Malwa Central College of Education for
Women, Ludhiana shall be reserved for rural women candidates who are
bonafide residents of Punjab State.
(4) Counselling will be subject to the outcome of L.P.A. No. 1267 of 2010 in Civil
Writ Petition No. 10091 of 2009 and CM No 7601-7602 of 2011 in cwp 10091
year 2009.

a) I/We have read the Punjab Govt. notification and shall abide by all the points mentioned in it.
b) In case we do not communicate the list of selected management quota candidates, as per
schedule prepared by the admission committee, the Co-ordinator of the admission committee
shall be empowered to treat these seats as vacant and shall be allowed to offer these seats to
the general category candidates.

c) No student will be forced by us to stay in the college hostel, use college transport or buy
dresses/ books from college or any particular shop.

ELIGIBILITY:-
a) i) **Candidates with at least 50 % marks either in the Bachelor’s Degree
and/or in the Master’s degree or any other qualification declared equivalent
thereto, are eligible for admission to the programme. Any candidate with 49.9
or less marks would not be eligible.
ii) **The reservation for SC/ST/OBC and other categories shall be as per the
rules of the Central Government/State Government, whichever is applicable.
There shall be a relaxation of 5 % marks in favour of SC/ST/OBC and other
categories of candidates. Candidate with 44.9% marks or less would not be
eligible.
** Added vide Para 3.2 of Appendix IV of N.C.T.E. Notification No. F-
51F1/2007-N.C.T.E (N&S) dated 27-11-2007.
Provided that such minimum qualifying marks shall not automatically
entitle a candidate to get admission in an institution but only entitle the
candidate concerned to fulfil other institutional criteria notified by the
institution concerned or by the Government concerned from time to tome
to apply for admission.
b) Candidate must have studied the major subject of the subject combination for
at least three years at Bachelor’s level/Master’s level. Honours students shall
opt for major subject in which they have obtained Honours the minor subject
should have been studied at least for one year.

C) Candidates who have appeared for the qualifying examination and whose
results have not been declared may be provisionally allowed to apply for
counseling at their own risk and responsibility but they shall become eligible
for counseling only after they have produced the evidence of having satisfied
the above said conditions.
d) Compartment cases, if their results are declared before final counseling,
shall be considered subject to availability of the seats.
e) In case of students who have done Honours in languages such as Hindi,
Punjabi and English, the major subject will be language. Such candidates
would be allotted minor subject by the college on the basis of other courses
studied by the candidate. In case of such candidates language will not be a
minor subject.
PLACEMENT OF CANDIDATES:-
a) The admission to various Education Colleges of these Universities & situated
in state of Punjab will be done strictly as per norms laid down by N.C.T.E and
by the admission committee to be constituted by the Panjab University,
Chandigarh. The mode of admission shall be determined and notified
separately by the Panjab University, Chandigarh.
b) When two or more candidates have secured equal marks in the Counseling
their Inter-se merit admission will be decided on the following criteria in the
order of preference :-
(i) Candidate with higher percentage of marks in Master’s Degree.
(ii) Candidate with higher percentage of marks in the qualifying examination.
(iii) Candidate older in age.
6) DIVISION OF SEATS :-
a) In Punjab, 85% seats will be reserved for the Candidates from within the
State and 15% will be open to candidates of other States/U.Ts on All India
basis. The eligibility criteria for 85% seats will be that the candidate must be a
resident of Punjab State in terms of Punjab Government, Department of
Personnel and Administrative Reforms (PP-11 Br.) Letter No. 1/3/95-3PP-

11/96 19, dated the 6th June, 1996 and letter No. 1/3/95-3PP-11/80, dated 1st
January, 1999 or have passed 10+1 and 10+2 examination as a regular
candidate from a recognized institute situated in Punjab. However, wards of
Defence Personnel posted in Punjab are exempted from this condition to the
extent that they should have passed qualifying examination i.e. 10+2 from a
recognized institution situated in Punjab . Each candidate would be required to
submit a certificate to this effect from the Principal/ Head of Institute last
attended in the prescribed proforma.
(b) If a sufficient number of candidates belonging to reserved category (ies) is
not available, the vacant seats will be offered to candidates in open category.
Likewise, if seats under 85% state category remain vacant, these would be
transferred to 15% all India category and vice-versa.
( C) The above Clause No.6(a) regarding resident of Punjab State shall not be
applicable to the following categories of candidates :-
(i) Children, wards and dependents of Punjab Government employees and
employees of Boards/ Corporations/Statutory Bodies/Companies/ Co-operative
Society set up or owned or controlled by the Punjab Government including
those established by or under an Act of the State of Punjab or a Central Act, by
the Punjab government, posted within or outside the State of Punjab
(ii) Children, wards and dependents of members of All India Services born on
Punjab Cadre, irrespective of where the office is posted, This shall also include
children, wards and dependents of members of All India Services borne on
cadres other than that of Punjab provided the said officer is on deputation with
Punjab Government or any of its Boards, Corporations, Statutory Bodies,
Companies, Co-operative Societies irrespective of his place of posting.
(iii) Children, wards and dependents of the Central Government employees
who have served for at least two years in connection with the affairs of the
Punjab Government or any of its Boards, Corporations, Statutory Bodies,
Companies, Co-operative Societies out of 5 years preceding the year of
counseling.
(iv) Children, wards and dependents of the Punjab Government pensioners
settled outside Punjab.

(v) Children, wards and dependents of military/para military forces personnel
belonging to the State of Punjab as per record at the time of their entry in
service (A certificate on prescribed Proforma by the Commanding Officers of
the Unit to be furnished) and
(vi) Children, wards and dependents of the ex-employees of military & para
military forces personnel belonging to the State of Punjab as per record at the
time of their entry into service.
(d) The guidelines issued for the grant of residence certificate/bonafide
resident of Punjab by the Department of Personnel and Administrative
Reforms (PP-2 Branch) vide No. 1/3/95-3PP-2/96 19, dated the 6th June, 1996
I.D No. 1/2/96-3PP-2/8976, dated 7th July, 1998 and No. 1/3/95-3PP-2/80
dated the 1st January, 1999 and further instructions, issued by the Department,
if any, will be adhered to in letter and spirit while making admission.
(e) Supernumerary seats exclusively for the Kashmiri migrant students who are
temporarily residing in the Punjab State will be created for the year 2010-11,
in terms of letter D.O No. F 10-1/2002-Desk (U) dated 13-03-2003 of Ministry
of Human Resources Development , Government of India, New Delhi subject
to condition that they will have to submit proof of their being Kashmiri
migrants, and further :-
(i) Increase in intake capacity up to 5%.
(ii) Waiving of domicile (residence) requirement.

Note: - The candidates being admitted under 15% quota on All India basis
shall be eligible only for reservation provided by the Constitution i.e. 25% for
SCs/STs and 5% for B.Cs
GENERAL CONDITIONS:-
a. The merit of each candidate shall be determined on the basis of marks
secured by him or her in the qualifying examination (i.e. graduation).
b. The combined merit list will be prepared on the basis of marks secured by
the candidates in the qualifying examination (i.e. graduation).
c. 5% marks will be given to candidates who have passed their 8th and 10th class
examination from schools situated in rural areas of Punjab. For this, they
will have to submit a certificate of that school falling in rural area at the time
of passing 8th as well as 10th class issued by the Head of the School, duly
countersigned by the concerned D.E.O.
d. The University will notify the last date for submission of application forms
for the counseling.
e. The reservation of seats as given above shall be strictly adhered to.
However, in case seats in a reserved category remain vacant, on account of
non-availability of qualified candidates, such seats may be filled up from the
general category candidates.

f. The admission of total number of seats in the colleges of education for
candidates belonging to Science, Humanities, Commerce/ Management,
Home Science, Sanskrit and Computer Education/I.T. will be done as per the
norms laid down by the N.C.T.E as per clause 3.1 of the appendix i.e.1-25
students per teacher for a school subject.
g. Candidates applying for the reserved category shall carefully indicate the
claim for only one category in the admission form to be submitted to the
University in the first instance before the counseling. No change of category
will be entertained /permitted at a later stage in the application form.
h. The allocation of college will be made through online counseling by the
authorized universities.
i. There will be two counseling’s for admission to B.Ed. seats and the total
process of counseling will be completed as per the schedule prepared by the
university. However, one time shifting of seat will be allowed before second
counseling on charges to be specified by the university.
j. That in the case of subject combination, every institute must fill at least 24%
seats out of the total approved intake of seats with any one or more of the
following combinations:-
Science- Maths/Language*
Physical Science- Maths/Life Science/Language*
Computer Education-Maths/Science/Language*
(* Language; English/Punjabi/Hindi/Sanskrit)
The affiliating university will ensure that no college is affiliated for less than
24% of the seats in the above mentioned subjects in any case. Panjab
Univeristy, Chandigarh will also ensure the same while conducting
counseling to fill up the seats in the respective colleges.
k. The counseling schedule will be prepared by the admission committee
constituted by the Vice-Chancellor.
l. All seats in the B.Ed. colleges of Punjab will be filled through centralized
counseling only by the university.

m. After completion of two counseling’s the admissions committee will take
decision about filling of unfilled seats. The method proposed would be in
light of the decisions taken by the Punjab and Haryana High Court regarding
C.W.P. No. 19518 dated 14.12.2009.
n. In counseling only the major subject would be allotted by the university. The
minor subject would be allotted by the college. Allocation of seat does not
mean confirmation of admission. The admission will be confirmed by the
college concerned after checking and verification of documents.
o. It is the responsibility of the candidate to ensure that correct information is
provided when the online form is filled.
p. Any incorrect information will lead to disqualification.
q. Checking final certificates would be the responsibility of the college.
r. For filling up of seats, in the first instance, two counseling’s of All India
seats will be held. The seats falling vacant in the All India quota will be
converted into Science and Arts seats. Then two counseling’s for Science
seats will be held. The seats falling vacant in the Science quota will be
converted into Arts seats. After that, the counseling will start for the Arts
seats.
s. Whatsoever information the college wants to give to the candidate should be
made available on college website. A separate printed prospectus is not
required. There should be a help desk in each college to guide the students
about the subject combinations and filling up of admission forms.\
t. The candidate shall deposit half of the fee at the time of admission with
Panjab University, Chandigarh and remaining fee in December or thereafter
with the college in which they are admitted.
u. The candidates who are admitted in the Government Colleges of Education
and the Regional Centre, Bathinda of Punjabi University, Patiala shall
deposit their fee directly in the respective college/regional centre.

v. The university shall submit the complete list of admitted candidates to the
undersigned with the copy to the Director of Public Instructions (Colleges)
Punjab within one month of the completion of the admission process.
(9) MANAGEMENT QUOTA SEATS :-
(1) In pursuance of the Hon’ble Supreme Court of India’s Judgment in
T.M.A Pai Foundation and others versus State of Karnataka and others and
in view of the interim Policy Regulations Notification, dated 10th June 2003
issued by the University Grants commission 15% of the seats out of 85%
state quota seats in un-aided private self-financing institutions shall be
treated as management quota seats and shall be brought out of the purview
of centralized counseling to be conducted by the University.
(2) The University shall exclude the management quota seats (showing the
subject combination) from the centralized counseling and accordingly
publish the details of these seats (institute-wise) provided by the respective
institutes.
(3) The seats under the management quota shall be filled up by the
concerned institute in the following manner:-
(a) The management quota seats will be filled up after the first round of
counseling.
(b) Each institute duly authorized by the University conducting the
counseling shall publish an advertisement, mentioning the name of the
institute and seats against subject-wise combinations offered, in two leading
newspapers (i.e. one in English and one in Punjabi Language) on the last day
of the first counseling.
(c) The Management of the Institute shall fill up management quota seats on
the basis of combined merit list through own counseling in a transparent
manner and give information about vacant management quota seats at least
three days before the start of the second counseling to the University which
will fill up these vacant seats.
(d) There shall be no reservation, whatsoever, in respect of the prescribed
management quota seats.

(e) The concerned college shall have to inform in advance whether stay in
hostel is compulsory or not and if yes what are the hostel charges inclusive
of rent, mess charges etc.
(f) The basic eligibility criteria regarding educational qualification etc. shall
remain the same as printed in the Brochure/Prospectus.
10. The Schedule for B.Ed. Admissions will be notified / published by
the Panjab University, Chandigarh.
11. Fees & Funds: i ) For admission to private self financed B.Ed. colleges the fee and funds
structure i.e. Rs. 40,000/- (Rupees Forty Thousand only) shall be as per
Punjab Government (Higher Education Department) Memo No. 12/11/04-6
Edu. 1/2183 dated 7-10-2010.
12. In case of any dispute, the decision of the Panjab University, Chandigarh
shall be final.
