Sir, I am directed to convey the technical, financial and administrative approval of thePresident of India to estimate for the work mentioned in the subject as per the following detailssubject to the condition stipulated in the attached technical note:

-2-(iii) In accordance with the order contained in this Ministry's Circular letter No. RWINH-11026/2/99- USeD-I) dated 13-1-2001 issued in supersession of earlier Circular No. RWINH-11026/2/99- USeD-I) dated 13-1-2000, if the cost of tender exceeds 5% of the sanctionedestimatedcost, the revised estimate be got sanctioned from the Ministry. Further, the tenders forthe work has been invited by adopting e-procurement1 e-tendering procedure as per Ministry'sCircular No. RWINH- 24035/4/2008-P&MlPIC dated 21.05.2011, circular no. RWINH-34048/6/13-S&R(B) dated 16.05.2014 & circular no. RWINH-24035/4/2008-P&MlPIC-EAPdated 31.03.2016 in addition to guidelines issued by this Ministry vide Circular letter No.11024/3/99-US(D-I) dated 09.03.2000,No. RWINH-24035/4/2008-P&M dated 21.05.2010 andNo.NH-12037/67/2010/LWEdated 02.08.2010. The work shall be awarded as per guidelinesissuedby the Ministry vide LetterNo. NH-15015/29/2001-PL dated 05.07.2001.

(iv) The expenditureduring the current financialyear on this work as also on other sanctionedshouldnot exceed the allotmentplaced at the disposal of the State Governmentduring the year.

3. The expenditure is debitable to Major Head: 5054-Capital Outlays on Roads& Bridges;Sub Major Head: 01-National Highways; Minor Head: 01.337-RoadWorks; Sub Major Head03-National Highways Original Works; 03.01-Works financed from Central Road Fund;03.01.53-Major Works for which the correspondingDemand for the current financialyear 2017-18is '81' -Ministryof Road Transport& Highways.4. Quarterly progress reports in the stipulated proforma may be sent to this Ministry as isbeing done for all sanctionedworks.

5. The technical approval and financial sanctionmay lapse after six months from the date of itsissue in case the work is not awardedwithin that period.

COMMENTS

1. Scope of work: Scope of the work includes construction of proposed 4-lane ROB and itsapproaches in lieu of existing Level Crossing No. 48/E at Km 66.900 on NH-50 (railway chainage96/6-7) near Naubad in the State of Kamataka.

2. Provisions as allowed:

2.1 Site: A new 4-lane ROB having a length of 36 m c/c bearing and its approaches in lieu ofexisting Level Crossing No. 48/E at Km 66.900 on NH-50 (Naubad limits) between Bidar &Khanpur railway station in Bidar district of Kamataka has been proposed by State PWD. As theROB and its approaches falls on new alignment therefore, land acquisition of total land area of25.92 acre for 45 m ROW has been proposed by State PWD and accordingly a provision of Rs.895.79 lakhs (@ Rs. 864000 per acre, market value from department of stamps and registration,Govt. of Kamataka) has also been made in the cost estimate.

2.2 Alignment: The alignment option no. 1 for the instant ROB was approved by theMinistry vide letter dated 23.06.2015. But it is reported by the State PWD that feasibility study forthe section of NH-50 between Km. 0 to 102 is under preparation by Mis Transys consultant Pvt.Ltd, Gurgaon and the same alignment as of the corridor project has been adopted by the consultantfor the instant ROB and its approaches. The same may be agreed to.

2.3 General Arrangement Drawing (GAD): - It is informed by the consultant that GeneralArrangement Drawing for the instant proposal has been approved by Railways on having RDSOstandard span of 36 m c/c of bearing of composite girder in ROB proper and viaducts as mentionedin para 7.3. It is evident from the approved GAD that total ROW of railways at this location is28.31 m which comes out as 28.84 m in the skew of 110 as proposed for new ROB. It shall beensured by the State PWD that scope of the work for the corridor consultant and consultant for thisproposal shall not be in duplicity.

2.4 Siting of the ROB and its approaches: The project starts on new alignment at Km. 0.00 onMaharashtra Border and ends on new alignment at Km. 2.773 towards Humnabad side. The REWall portion of the project starts on new alignment at Km.0.850 towards Maharashtra Border sideand ends on at Km 1.634 resulting total length of RE wall towards Maharashtra Border side as 784m. Further, RE towards Humnabad side has a total length of 317 m between km. 1.733 and Km.2.050. ROB proper and viaducts are proposed to be constructed between Km. 1.634 and Km.1.733 on new alignment.

2.5 Subsoil Profile and Geotechnical particulars: - The consultant has carried out thegeotechnical investigation at three bore holes, two at the railway boundary on each side of railwaytrack and one bore hole beyond the railway boundary. It is evident from the bore hole log dataproduced by State PWD that moderately hard rock has been encountered at the depth of 20mbelow ground level and Ground water table has not been encountered up to termination depth of20m of bore hole below ground level A safe bearing capacity of 31.9 t/sqm at a depth of 3 m belowground level has been reported by State PWD. Further, open foundation for both abutments andpiers has been proposed by State PWD which may be agreed to for estimate purpose only.However, safe bearing capacity shall be determined by the EPC contractor independently based onrelevant geotechnical investigation and accordingly type of foundation and foundation depth shallbe determined.

2.7 Service Road: The provision of construction of new 5.5 m wide service road on both sideof main carriageway for a length of 785 m from Km. 0+850 to Km. 1+635 and 51.5 m belowviaduct towards Maharashtra Border side has been proposed. Further, 1040 m service road fromKm. 1+733 to Km. 2+773 and 51.5 m below viaduct towards Humnabad side has also beenproposed by State PWD which is allowed with following provisions as the same has been designed

for 10 msa considering the CBR as 10%. It shall be ensured that the geometries i.e. vertical&horizontal curves, gradient of approaches etc. shall conform to IRC codal stipulations &Ministry's guidelines.

2.8 Diversion Road: The existing level crossing will be used as a diversion road duringthe construction period therefore, provision of diversion into the cost estimate has not beenconsidered.

2.9 Limited Height Subway: State PWD has proposed to construct a 50 m long having totalheight of 3.75 m and carriageway width of 2*4.5 m Limited height subway in M35 grade ofconcrete at the existing level crossing which may be agreed to. Retaining wall of aggregate lengthof 500 m (192 +308) to retain the soil embankment and 50 m long RCC drain in M25 grade ofconcrete has also been allowed.

2.10 Approach Road: The provision for new construction of approach road for 2674.76 maggregate length i.e. 1634.760 m on Maharashtra Border and 1040 on Humnabad side as perMinistry's letter No. RWINH /33044 /2/ 88-S&R(B), Dt.24.03.2009 is allowed with followingprovisions as the same has been designed for 30 msa considering 10% CBR. It shall be ensuredthat the geometries i.e. vertical & horizontal curves, gradient of approaches etc. shall conform toIRC codal stipulations & Ministry's guidelines.

2.11 Miscellaneous Provision:

2.11.1 Provision of 1.5 wide footpath cum cover drain has been made in the cost estimate on bothside of service road towards Maharashtra Border side and Humnabad side.

2.11.2 Two nos. of pipe culverts of 1.2 m diameter at Km. 2.4 and km. 0.598 have been proposedby State PWD. The provision of the same in the cost estimate may be allowed. Further,three no. of drain outlets of 0.6 m diameter at km 1.735, 2.773 (LHS), 2.773 (RHS) havealso been proposed by State PWD Besides, State PWD has also proposed three nos. ofBox culvert of2.0 m * 3.5 m* 35.74 m, 3m * 3 m* 39.947 m and 3m * 3 m* 78.516 atKm. 0.680, Km. 0.840 and km. 1.103 respectively, one minor bridge of 5 m* 3m * 42 m atkm. 1.025 which have been allowed. Regional officer, Bengaluru shall further verify theneed of the providing these culverts, minor bridges, box bridges and dimensions as per siterequirement. Accordingly, necessary changes may be made in the cost put to tender, ifrequired.

2.11.3 Provision of Primer coat and Tack coat with bitumen emulsion on prepared surface ofgranular base on approaches and service road has been kept in the estimate.

2.11.4 Besides, Retro-reflectorized cautionary, mandatory and informatory sign as per IRC:67-2012, hot applied thermoplastic compound 2.5 mm thick centre line and edge line markingas per IRC:35-2015, road studs at 9m c/c spacing, street lightingfixed in median in 40 mc/c spacing shall be provided to serve the appropriate structural and functional need of thebridge and approaches.

2.11.5 Besides, Retro-reflectorized cautionary, mandatory and informatory sign as per IRC:67-2012, hot applied thermoplastic compound 2.5 mm thick centre line and edge line markingas per IRC:35-2015, road studs at 9m c/c spacing, street lighting fixed in median in 40 mc/c spacing shall be provided to serve the appropriate structural and functional need of thebridge and approaches.

2.12 Tolling Requirement: As per extant guidelines of the Ministry, the instant ROB may beexempted from user fee collection as the estimated cost of the ROB s less than Rs. 100Crore. The provision for construction of toll plaza is not included in the instant proposal..

2.13 Utility Sifting:State PWD has submitted the detailed sub estimate amounting to Rs.15,14,729/- towards shifting of electric poles. Further, a lump-sum provision of Rs. 50,00,000/- for shifting of Railway utilities and Rs. 20,00,000/- towards shifting of water pipeline have been made which is agreed to. However, sub-estimate from the concerneddepartment shall be obtained and get approved from Regional officer Benguluru.

3. Modification/General Comments:-3.1 The foundation, sub structure and superstructure has been designed by working stress

method which is agreed to only for estimate purpose. However, all designs need to be as perlimit state design philosophy after considering all load cases of IRC:6-2014 including IRCclass Special Vehicle loading as per clause 204.5 of Primer mover with 20 axle trailer havingGross Vehicle Weight of 385 MT. In any case, CE (NH), PWD Karnataka needs to approvethe design of bridge structure &its working drawings to ensure the adequacy, safety andstability of the structure.

3.2 Cross section of steel girder and quantity thereof in ROB proper has been adopted by StatePWD as per old RDSO standard having total depth of the girder as 2.095 m which has beenmodified as per new RDSO drawings no. RDSO/B-11775/1-10 dated 29.12.2016.Accordingly, quantity of pier wall, abutment wall, dirt wall etc. in substructure,superstructure and approach road have been modified in consultation with consultant as pernew RDSO standard.

3.3 Crust composition of the approach road has been taken as per existing traffic and siteconditions. Thickness of BC, DBM, WMM and GSB proposed by State PWD are asmentioned in para 6.5 and 6.8 above. DBM and BC layer should be provided strictly inaccordance with IRC:111-2009 specially for job mix design (section 4), constructionoperations (section 5), and quality controls (section 6) in conjunction with Ministry'sspecifications for Road and Bridge works (5threvision) The work of GSB & WMM shall beexecuted as per Clause 401 & 406 respectively of Ministry's specifications for Road andBridge works (5th revision).

3.4 All the activities related to utility shifting shall be completed, before award of the work.Chief Engineer (NH), PWD, Karnataka shall ensure that 90 % encumbrance free length ismade available to the EPC contractor on appointed date.

3.5 The work shall be executed as per provisions in Model Engineering Procurement andConstruction (EPC) document for Construction of Two lane National Highway works,communicated by Ministry vide letter No. RWINH-37010/4/20 1OIPIC-EAP(Printing) dated17th January 2017 and subsequent amendments made thereon till appointed date of thecontractor. All schedules required for EPC mode of execution of work shall be in line withapproved estimate and technical note and need to be approved from RO, Bengaluru.

3.6 Centages has been modified as per EPC mode of execution of work. Contingencies @ 2.8 %,supervision charges @ 4%, Agency charges @ 3 %, Quality Control @ 0.50% and roadsafety @ 0.50% has been considered in the estimate as per Ministry'S letter No.11014/7/2013-P&M dated 14.08.2013. Further escalation @ 10 % for 2.0 year [5 % for eachyear, totalling 10%] and Maintenance charges @ 1.75 % for four years [0.25 % for 1st year& 0.5% for each subsequent year] has been considered in the estimate.

4. Rates and Leads4.1 The estimate has been prepared as per SOR of National Highway Division, Bangalore for

the year 2015-2016 which is still prevailing in the current financial year too.

5. Tender:5.1 The tenders for the work shall be invited adopting e-procurement/e-tendering

procedure as per Ministry's circular No. RW/NH-24035/4/2008-P & MIPIC dated21.05.2011, circular No. RW-NH-34048/6/13-S&R(B) dated 16.05.2014 and

circular no. RW/NH-24035/4/2008-P&MIPIC-EAP dated 31.03.2016, in addition toguidelines issued by this Ministry vide circular letterNo RWINH-ll 024/3/99-US(D-I)dated 9.3.2000, No.RWINH-24035/4/2008-P&M dtd 21.05.2010 and No.NH-12037/67/2010/LWE dated 02.08.2010.

5.2 The work shall be awarded as per guidelines issued by the Ministry vide letterNo NH-15015/29/2001-PL dated 05.07.01.

5.3 It may be ensured that the construction period required for the work is assessedproperly and only reasonable period is kept in the contracts.

5.4 In accordance with Ministry's circular letter No RWINH-11026/2/99-US (P) dated13.01.2000, if the cost of tender exceeds 5% of the sanctioned cost, the work shall begot de-sanctionedand fresh estimatebe got sanctioned from this Ministry.

6. General:6.1 The provision for centages (contingencies,quality control etc) should be utilized as per

Ministry's circular no. RW/G-20011/8/98-WA dated 16thAugust 2002 in conjunctionwith Ministry's circularNo. NH-22023/112012-P&M dated 08.01.2013.

6.2 RO, MORT&H, Bengaluru may get necessary testing done for quality control ofthe work from accredited laboratories keeping in view IRC:SP:94-2011, chargingcost to the provisions of Quality Control.

6.3 Provision for quality control@ 0.75%has been allowed. The work is to be carried outin accordance with the "Hand Book of Quality Control for construction of Roads andRunways (Second Revision)-IRC SP:11-1988", observing strict quality controlinstructions contained in the Ministry's letter No.NH-IIIIP/II83 dated 19 April 1984and permanent recordsmaintainedthereof.

6.4 No work beyond the scope of the sanctioned estimate leading to increase in the scopeof the work or change in specifications should be undertaken without obtaining priorapproval of the Ministry. In case, the estimate needs revision due to change inrates/tender rates for any reasons, the revised estimate shall be submitted immediatelyfor Ministry's approval. No expenditure beyond permissible limit will be committedwithout prior approval of Ministry.

6.5 Neither the work nor any item of work shall be split into small parts for awarding thework to a number of contractors. In this regard, instructions issued in this Ministry'SletterNo. NH-III/P/25/84 dated 4-8-1984may be referred.

6.6 The project display boards are to be erectedon the either end of the project reach as perthe Ministry's letterNO.RWINH-33044/10/2001-S&R (R) dated 17.07.2001.

6.7 The work shall be entrusted to the contractors having adequate experience in similartype works and having adequate machineries, equipments and financial resources toexecute the work as per Ministry's guidelines.

6.8 The State PWD will intimate this Ministry and Ministry's Regional officer atBengaluru about award of contract/commencement of work immediately as perinstructions contained in this Ministry letter No RWINH-1l060/1I98-(DO-I) dated5.11.1998.

6.9 The contractor should possess all required machinery such as concrete mixers,vibrators, form work, hot mix plant, road roller, bitumen boiler sensor paver etc. andshould be able to procure all required materials including bitumen to execute the workas per Ministry specifications.

6.10 For maintenance of proper record of the execution of the workPhotography/videography shall be taken by state PWD before, during and afterexecution of work and a digital copy of the same may be forwarded to Ministry/ROBengaluru for record.

6.11 The advertisement for invitation of tenders shall be done as per modified guidelinescirculated to State PWDs in the Ministry's letter no. RWINH-11024/3/99-US (D.I)dated 09.03.2000 and the cost incurred under contingencies with the approval ofMinistry RO, Bengaluru as per Para 1.lofMinistry circular no. RW/G-200l1l8/98-WAdated 16.08.02.

6.12 Guidelines for Road Safety vide Ministry's letter No.RWINH-33072/04/2004-S&R(R) dated 27.04.2010 shall be followed.

6.13 In order to ensure that there is no slippage in achieving the targets, the progress may beclosely monitored by competent authority and quarterly status report furnished to theMinistry in the prescribed proforma.

6.14 The provisions made in the estimate are accepted for estimate purpose only. Anysavings (in the provisions in the estimate) during execution of the work shall becredited to the estimate.

7. Cost of work:

The detailed estimate has been modified to Rs. 91.07 Crores including agency charges @3% in the light of the above observations and comments in the Technical Note as follows: -
