Solution components:IBM Global Business Services - AIS Information Integration

“Under this public-private partnership, we hope to demonstrate how technology and Internet-based connectivity can significantly improve the quality of life for people in remote locations.”

— Ferial Saeed, Deputy U.S. Coordinator & Office Director for International Communications &

Information Policy

U.S. Department of State – Pakistan Telemedicine Initiative Telemedicine brings doctors to remote patients via the Internet

Business challenge: Pakistan has almost 179 million people, but more than 75 percent live in remote villages with limited access to healthcare. In the remote village of Attock, there are only 16 primary-care doctors and no specialists. If a villager needs specialized care, he or she often cannot afford the trip to the larger hospital in Rawalpindi. As a result, ailments that aren't emergencies are ignored, often for years.

Solution:IBM Global Business Services is working with the U.S. State Department on a telemedicine project that has enabled medical specialists to treat patients in remote areas of northern Pakistan. The project uses WiMAX wireless broadband technology, videoconferencing, and the Internet to connect a main hospital with a remote facility in Attock.

Benefits:Moving information instead of people, it gives people in remote areas access to care without traveling and incurring large costs

Without the telemedicine solution, many easily treatable diseases would continue to go untreated

Enables access to help from medical experts at some of the most elite medical institutions in Pakistan and around the world

Cheshire County Council Bringing social service agencies together to deliver person-centric care

Business challenge:Driven by growing resource constraints and a government mandate, Cheshire County Council sought to coordinate the way its various agencies served its growing senior population. Manual, unconnected processes within its agencies stood in the way.Solution:Cheshire County Council built a new needs assessment solution that enabled its agencies to function as a single, “virtual” community of providers—and served as the nucleus of a process automation effort that has drastically improved the efficiency and quality of senior care. Working with IBM and IBM Business Partner Esprit Ltd., the council created a series of standardised and automated processes that not only lowered costs but also tightened the social safety net for the council’s senior citizens.

Benefits:20 percent reduction in time and cost required to perform in-home senior visitsImproved ability to proactively manage the course of health and social care for senior citizensReduced administrative costs through improved coordination between healthcare providers and social agencies

“We're not only helping Cheshire to be at the leading edge in the way it provides services to its older citizens. With IBM's help and insight, we've also developed a whole new model of how local government can provide services to citizens in an innovative and joined-up way.”

— Alan Allman, senior manager for Business Strategy,

State of Indiana Bringing social services into the 21st century

“It’s really all about making the lives of our citizens better by delivering the services they need, when they need them. We’re doing that, better than ever.”

— Zach Main, Director of Family Resources,

Indiana Family and Social Services Administration

Business challenge:The State of Indiana needed to update the way social services, such as temporary cash assistance, food stamps and Medicaid were delivered. To helps its neediest citizens become self- sufficient and reduce errors in social services delivery, new channels had to be opened and standardized procedures put in place.

Solution:The State of Indiana teamed with IBM to completely transform its processes and infrastructure, adding new service channels such as a call center and Internet self-service access. They also simplified the delivery network and introduced standardized procedures, workflows and business processes for the first time.

Benefits:Projected savings of up to US$490 million over ten years

Created new levels of efficiency and reduced potential for error

Enabled citizens to interact with state agencies much more easily

US Department of Homeland Security Secure Flight - ID Processing and Passenger Screening

IBM is providing the integrated architecture (MW) to integrate several disparate airline and commercial systems in order to identify at-risk passengers in support of the SecureFlight program. In the United States alone, there are 429 airports, with millions of passengers entering and departing airports on adaily basis. [Source: www.rppi.org/ps298.html]

The Department of Homeland Security needed an integration solution that was flexible and scalable enough to handle the volumes of data to screen the huge number of passengers entering and departing US airports.“SecureFlight is primarily designed to confirm the identities of

air travelers and to flag would-be travelers who may pose a threat to other passengers," said Admiral James M. Loy, TSA Administrator. “It will also be a valuable tool in holding down passenger wait times by reducing the number of people who undergo secondary screening or who are misidentified as potential terrorists.“

New York City Police Department (NYPD) Improved information management takes a bite out of crime

Business challenge:The country’s largest police department recognized that to more effectively solve and prevent crimes, it needed to provide information to key users—from precinct detectives to crime analysts to department leadership—more holistically, thus strengthening their ability to synthesize various bits of information into actionable intelligence.

Solution:To frame and execute its transformation strategy, NYPD engaged IBM® Global Business Services. The solution, known as the Crime Information Warehouse (CIW), provides a single, easy-to-use point of access to data on virtually all crimes committed in NY's five boroughs. The CIW solution provides the information foundation for the NYPD's state-of-the-art Real Time Crime Center. Using business intelligence software from IBM Business Partner Cognos along with GIS mapping and visualization tools, officers and analysts in the center can detect crime patterns as they are forming, enabling precinct commanders to take proactive measures to keep ahead of these trends—and head off spikes in criminal activity.

Benefits:Support for more proactive policing tactics by virtue of an ability to see crime trends as they are happeningFaster and higher rate of case-closing through more efficient gathering and analysis of crime-related dataReports that could take weeks or months are now available virtually instantly

“The NYPD's innovative policing strategies depend on our ability to gather, share and act on information. IBM—its people, partners and technology—have helped us redefine how information can be used to fight crime.”

Finnish Defense Forces

Solution components:IBM BladeCenter®IBM Global Business ServicesIBM Global Technology ServicesIBM Rational® development softwareIBM Strategic Outsourcing ServicesIBM System p™IBM Tivoli Access ManagerIBM Tivoli® Identity ManagerIBM WebSphere Application ServerIBM WebSphere® Enterprise Service BusIBM WebSphere Portal

Business challenge:Like many militaries, the Finnish Defense Forces (FDF) faces the challenge of managing and adapting to increasingly dynamic and complex situations with limited resources. The FDF realized that closer coordination between its own service branches and with those of other nations was essential, but deeply entrenched silos in its command, control, communications and computing (C4) systems presented a major barrier.

Solution:The FDF teamed with IBM to create an SOA-based service hub that enables all branches to share common C4 applications and – by enabling the dynamic reuse of services – allows the FDF to get new applications out to the field in a fraction of the time. The SOA framework also helps the FDF to bind its operations more closely with other nations’ forces.

Benefits:Projected 80 percent reduction in time required to develop new C4 systems via SOA service reuse

Projected 75 percent reduction in required infrastructure through consolidation and virtualization

Why must we take action now?

THE FINANCIAL CRISISAs the fundamental principles underpinning the global financial system are being challenged, many are considering the wider implications this might have to other systems. Governments know they will play a central role in defining and ushering in a new paradigm through policy, education, standards, appropriate transparency and leading by example.

PUBLIC DEMANDCitizens and the public are demanding greater accountability for the stewardship of the financial system as well as greater regulatory participation in the effort to establish market discipline.

EMERGING GLOBAL GOVERNANCEThe features of a global governance framework among regulators and supervisors are emerging.
