CHAPTERl

GENERAL

1. DEFINITIONSIn these regulations any word or expression to which

a meaning has been assigned in the Act shall bearsuch meaning and, unless the context otherwise indi­cates-

"approved" means approved by the Director­General of Transport;

"coxswain" means a person who holds a certificateof competency issued in terms of section 75 (3) of theAct;

"coastal waters" means the area of sea along thecoast of South Africa and South-West Africa from theKunene River in the west to Ponta do Ouro in the east,up to a distance of 50 nautical miles from the shore;

"Department" means the Marine Division of theDepartment of Transport;

"Electronic NaVigation System (Operations)Certificate (E.N.S.)" means a certificate of that nameissued by an approved institution;

"examiner" means a person appointed as such interms of section 77 (4) of the Act;

"fire-fighting course certificate" means a certifi­cate of that name issued by a recognised school orinstitution providinq training in fire fighting;

"first aid certificate" means a certificate of thatname issued by an institution approved by the Director­General;

"Health Certificate" means a certificate issued by amedical practitioner certifying that the candidate is ingood health and does not suffer from any physical orother disability;

"identity document" includes a passport or anyother lawful document which shows the full names anddate of birth otthe candidate;

11. WOORDOMSKRYWING

IIn hierdie negUlas.ies het enige woord of uitdrukking

waaraan daar in die Wet 'n betekenis geheg is. die

Ibetekenis, en tensy uit die samehang anders blyk.beteken-

"Beperlde Radiotelefoonoperateursertifikaat(Marine)" 'n sertifikaat met die naam wat deur die Pos­meester-generaal uitgereik is;

"Brandbestrydingskursussertifikaat" 'n sertili­kaat met die naam uitgereik deur 'n goedgekeurdeskoot of inrigting wat opleiding in brandbestrydingbied;

"Departement" die Marine-aldeling van dieDepartement van Vervoer;

"die Wet" die Handelskeepvaartwet, 1951 (Wet Nn57 van 1951);

"eksaminator" 'n persoon wat as sodanig aange­stel is kragtens artikel77 (4) van die Wet;

"gesigstoetssertifikaat" 'n sertifikaat wat uitgereikword by slaging in die gesigstoets ingevolge dievereistes uiteengesit in Aanhangsel C van die Eksa­menregulasies vir Bekwaamheidsertilikate vir Dekoffi­siere, 1985;

"getuigskrif" 'n getuigskrif uitgereik deur dieStasiebevelvoerder of, in sy afwesigheid, deur diewaamemende Stasiebevelvoerder van die stasie waardie kandidaat diens doen, betfeffende die karakter(met inbegnp van soberheid), ondervinding, bekwaam­heid en algemene goeie gedrag van die betrokka kan­didaat, en sodanige getuigskrif moet die laaste 12maande kwalifiserende tyd dek wat die datum van dieaansoek om eksaminenng onmiddellik voorafgaan;

"gesondheidsertifikaat" 'n sertiftkaat deur 'nmediese praktisyn uitgereik waarin hy sertifiseer datdie kandidaat in goeie gesondheid verkeer en nie lig­gaamlik of andersins ongeskik is nie;

9, ISSUEOF CERTIFICATES

(a) A candidate who 'passes the examination shallreceive from the examiner a form which must be pro­duced when collecting the certificate of competency atthe port designated on the application form. .

(b) A candidate who is partiallly successful or who isunsuccessful in his examination shall receive from theexaminer a form stating the results ot the examination.

(c) The candidate shall retain such form and produceit to the examiner when next making application forexamination.

9. UITREIK VAN SERTIAKATE

CHAPTER 3

EXAMINATION PROCEDURE

16. GENERAL(a) Examinations shall begin on each day at a time

appointed by the examiner.(b) Candidates are expected to present themselves

at least 15 minutes prior to the appointedtime.(c) A candidate who fails to present himself at the

appointed time for any part of the examination may befailed by default in the absence of reasonable proofthat failure to attend was unavoidable.

(d) If the candidate fails owing to default the exami­nation fee shall be forfeited.

(e) No persons other than those whose dutiesrequire them to be present shall be allowed in the ex­amination room.

(f) Complete silence shall be maintained for the fullduration of a written examination.

17. USE OF BOOKSA~ INSTRUMENTS

(a) All papers, books, tables and charts which arenecessary for the examination shall be supplied by theexaminer.

(b) The candidate shall provide his own pen andpencil.

(c) A candidate who wishes to use tables other thanthose provided by the examiner may do so providedthat he submits them to the examiner for scrutiny andapproval before the commencement of the examina­tion, and such tables shall not contain any manuscript~ )ted.

(d) All instruments required for the examination shallce supplied by the examiner, but a candidate may usehis own drawing and calculation instruments, subject tothe discretion of the examiner.

18. SOLUTIONS

(a) A candidate may solve probterns by any methodthat he is accustomed to use, provided that suchmethod is correct in principle, affords the requireddegree of precision and that all work is shown on theanswer sheet.

(b) A candidate who uses a calculating instrument forhis calculations shall show on his answer sheet the fullworking statement necessary to arrive at the results,and if any such statement is not shown no marks shallbe awarded.

19. DEGREE OF PRECISION REQUIRED

(a) Candidates are required to work to a degree ofxecision consistent with the data available and theripe of problem in question.

(b) Information from tables should be extracted asaccurately as the inherent accuracy of the tablesallows, and final answers should be as precisely as ispracticably possible.

(c) When making calculations to obtain a ship's posi­tion, candidates are expected to work to 0,1 of a minuteof arc and to the nearest second of lime. Any method ofcalculation used to obtain a position line should becapable of giving an answer within a maximum of onehalf of a nautical mile.

(d) In the calculation of compass errors, bearingsand courses, the answer should be worked to the near­est whole degree.

(e> Tidal calculalions should be worked to provide ananswer within 150 mm of a precise result.

20, ORAL EXAMINATIONS

(a) In Ihe case of examinations which consist of bothwritten and oral sections, the examiner may ask thecandidate oral questions arising from the written workproduced by the candidales.

metode wat hy gewoond is om te gebrwk, mils soda­nige melode in beginsel korrek is en akkuraat genoegis, en mits al die werk op die antwoordstel uiteengesilword.

(b) 'n Kandidaat wat 'n rekeninstrument vir sy bere­kenings gebruik, moet op sy antwoordstel 'n volledigeuiteensetling gee van hoe hy die antwoord verkry het.As so 'n werkuiteenselling nie verstrek word nie, wordgeen punte toegeken nie.

19. VERLANGDE GRAAD VAN AKKURAATHEID

(a) Kandidate rnoet so akkuraat werk as wat diebeskikbare gegewens en die betrokke tipe probleemtoelaat.

(b) Inligting uit tafels moet so noukeurig wees as waldie inherente akkuraatheid van die tafeis toelaat, enfinale antwoorde moet so noukeurig wees as wat prak­lies moontlik is.

20. MONDELINGE EKSAMENS

(a) Waar 'n eksamen deels mondeling en deels skrif­telik is, kan die eksaminator mondelinge vrae na aan­leiding van die kandidaat se skriffelike antwoorde aanhomslel.

(b) A candidate who fails the oral part of the exami­nation through serious weakness in practical know­ledge may, at the examiner's discretion, be required toperform further service at sea before being re-exam­ined. Such service shall not exceed six months.

(c) Candidates for a certificate of competency asCoxswain (Rescue Vessels) Grade 1 may attempt theoral examination for this grade at any time within 12months of having achieved a pass in the written exami­nation.

21. PENALTIES

(a) The documents referred to in regulation 17 of acandidate who defaces or otherwise damages anybook, instrument or other property of the Departmentshall be retained until he has rectified the damage orreplacedthe damaged article.

(b) SUbjectto the provisions of regulation 17, a can­didate may not have in his possession during any partof a written examination any books, notes, memorandaor papers.

(c) A candidate may not leave the examination roomdUring a written examination without the permission ofthe examiner and without handing in the paper uponwhich he is engaged.

(d) A candidate may not leave the building in whichthe examination room is situated while the examinationis in progress.

(e) A candidate may not, during any part of a writtenexamination, refer to any unauthorised book or paper,or copy any work from another person or afford anyassistance or give any information to another person,or accept assistance or information from another per­son, or communicate in any way with another personother than the examiner, or copy any part of the ques­tions or answers for the purpose of taking them out 01the examination room.

(f) A candidate who contravenes the provisions ofsubregulations (b), (c), (d) or (e) or who is guilty ofinsolence to the examiner, or of disorderly or improperconduct in or about the examination room, shall bedeemed to have failed the whole of the examinationand shall not be accepted for re-examination for aperiod of six months.

22. TIME LAPSE BETWEEN FAILURE AND RE·EXAMt·NATION

(a) A candidate who has failed in any part of anexamination shall not be eligible for re-examination un­til the following scheduled date of examination. Sucharrangements may be varied by the examiner con­cerned at his discretion, but the candidate shall not bere-examined before the expiry 01 at least the week fol­lowing the week in which he had failed.

(b) Where any part of an examination which consistsof more than one part is passed the candidate shallreceive credit for the part he has passed and suchcredit shall hold good for six months, during which timethe remaining parts must be passed: Provided that apass in the written section for a certifICate of compe­tency as Coxswain (Rescue Vessels) Grade 1 shallremain valid-fora period of 12 months.

(a) 'n Kandidaat wat 'n deel van 'n eksamen gedruiphet, kom nie voor die volgende aangegewe eksamen­datum vir hereksaminering in aanmerking nie. Hierdiereeling kan na goeddunke van die betrokke eksamina­tor verander word, maar die kandidaat mag nie her­eksamineer word voor die verstryking van minstensdieweek wat volg op die week waarinhY gedruip het nie.

(b) Indien 'n kandidaat slaag in enige deel van 'neksamen wat uit meer as een deel bestaan, ontvang hykrediet vir die deel waarin hy geslaag het. (c) If such remaining parts are not passed withinsuch period of six months or 12 months, as the casemay be, the candidate shall be required to be re-exam­ined in the whole examintion.

(d) In the case of a second failure in the written ororal part of any examination the candidate shall bepenalised by having to serve a further three-monthperiod at sea. In ~e case of a third failure the candi­date shall be penalised by having to serve a further six­month period at sea.

23. DEPTH OF KNOWLEDGE REQUIRED

(a) Where the depth of knowledge required of thecandidate is not evident from the prescribed syllabus,the required depth shall be established by a workingcommittee consisting of a representative of the Depart­ment, the N,S.R.I. and each approved nautical trainingestablishment.

(b) Oral and signals examinations shall be conductedby the examiner, following the written part, if any, at atime determined by the examiner.

CHAPTER 4

FEES

24. WHEN FEES ARE PAYABLE

A candidate tor examination for a certificate of com­petency shall pay the examination fee prior to the dateof the examination and no candidate shall be allowedto sit for the examination unless he produces to theexaminer the receipt for the fee paid.

25. WHERE FEES ARE PAYABLE

The fee for examination shall be paid to the nearestproper officer, who shall issue a receipt stating-

the name of the candidate;

the amount paid; and

the name and grade of the examination.

26. REFUND OF FEES

(a) If, through circumstances beyond the control of acandidate, he is unable to undergo the examination forwhich fees have been paid he may apply in writing tothe proper officer for a refund of such fees.

(b) If the proper officer considers that the applicationis based upon reasonable grounds he shall transmit Itto the Director-General, who may authorise the refund.

27. FEE FOR A LOST CERTIFICATE

A fee of Rl 0,00 shall be paid for a certified copy of alost certificate of competency: Provided that no suchfee shall be payable if the certificate was lost throughshipwreck or fire on board ship.

28. TABLEOFFEES

(a) The fees payable for examinations for certificatesof competency as Coxswain (Rescue Vessels) are asfollows:

Grade 3-R20,OO.

Grade 2-R30,OO.

Grade 1-R40,00.

GELDE24. WANNEER BETAALBAAR

'n Kandidaat wat 'n eksamen vir 'n bekwaamheid­sertifikaat wil aile, moet die eksamengeld voor dieeksamendatum betaal, en geen kandidaat word tot dieeksamen toegelaat nie tensy hy 'n kwitansie vir dieeksamengeld aan die eksaminator toon.

25. WAAR BETAALBAAR

Die eksamengeld moet aan die naaste bevoegdebeampte betaal word, wat 'n kwitansie moet uitreik metvermelding van-

die naam vandie kandidaat;die bedrag wat betaal is; endie naam en graad van die eksamen.

26. TERUGBETALING VAN GELDE

(a) As 'n kandidaat weens omstandighede buite sybeheer nie die eksamen kan aile waarvoor hy geldebetaal het nie, kan hy skriftelik by die bevoegdebeampte aansoek doen om die terugbetaling van diegelde.

(b) As die bevoegde beampte van mening is dat dieaansoek op redelike gronde berus, stuur hy dit deur nadie Direkteur-generaal, wat die terugbetaling kanmaglig.

27. HEFFING VIR 'N VERLORE SERTIFIKAAT

'n Heffing van R10,OO is betaalbaar vir 'n gesertili­seerde alskril van 'n verlore bekwaamheidsertifikaat:Met dien verstande dat geen heffing betaalbaar is asdie sertifikaat verlore geraak het weens skipbreuk of 'nbrand aan board nie.

(b) The above fees include the fee for the examina­tion in signalling, if it is taken at the same time as therest of the examination.

(c) If a candidate is re-examined in the written partonly or the oral part only of any examination contem­plated in subregulation (a), including a re-examinationin signalling, if taken at the same time, one hail of theapplicable fee prescribed in subrequlation (a) shall bepayable in respect of such re-examination.

(d) If a candidate is re-examined in the signalling partof the examination separately a fee of R15,OO shall bepayable in respect of each examination.

(e) A fee of R3,OO shall be paid to undergo the sighttest referred to in Annexure 2, unless such test is takenat the same time as an examination for a certificate ofcompetency, in which case no tee shall be payable inrespect of such test.

SYLLABUS

1. ORAL EXAMINATION IN NAVIGATION(a) The practical use and limitation of navigation systems

currently found on rescue vessels, e.g. echo sounder, radiodirection tinder, electronic logs.

(b) The principle and use of the magnetic compassand thecauses and application of variation and deviation.

(c) Finding a course to steer and the distance between twopoints on a chart.

(d) Converting compass bearings to true bearings and viceversa.

(e) Position fixing by meansof-(i) cross bearings obtained Visually;

At least 25 hours of the 50 hours mentioned in subpara­graphs (i) and (ii) shall have been performed during the hoursof darkness, and a further 25 hours shall have beenperformed in assisting in the operation and maintenance ofthe engine of the rescuevessel.

SYLLABUS

1. WRITTEN EXAMINATION IN PRACTICAL NAVIGA­TION AND CHARTWORK (3 HOURS)

(a) In addition to the syllabus for the examination lor thecertificate of competency as Coxswain Grade 2 a candidateshall write an examination on-

(i) how to lind-

the effect of current and leeway;

the course to steer to make good a certain track;

the set and rate of the current;

(ii) how to determine the compass error using transit bear­ings;

(iii) how to determine the ship's position at any timeusing-

transferred position lines;

direction finder and a line of soundings.

(b) A candidate shall be required to demonstrate histhorough knowledge of and ability to use navigational chartsand publications such as sailing directions, tide tables,notices to mariners and navigational warnings.

2. ORAL EXAMINATION IN SEAMANSHIP

In addition to the syllabus for the examination for the certifi­cate of competency as Coxswain (Rescue Vessels) Grade 2:

(a) Elementary knowledge of the requirements of ChapterV of the Act (Safety of Ships and Life at Sea), as applicable toships of under 100 tons.

(b) Measurements and strenghts of ropes and wires, careand precautions during use and storage. Recognition of safeworking practices.

(c) The use, care and maintenance of lifesaving and fire­lighting equipment.

(d) The handling of a rescue vessel in and out of harbour,anchoring, heavy-weather manoeuvring, towing and beingtowed.

(e) Action 10 be taken when disabled, in distress orstranded, survival and rescue procedures including heli­copter rescue.

(f) Action to be taken lor damage control in case 01 fire,collision or stranding.

(b) 'n Kandidaat moet bewys iewer van sy deegiike kennlsvan en verrnoe am gebruik te maak van navigasiekaarte en-publikasies soos vaarvoorskrifte. getytafels, kennisgewingsaan seelui en skeepvaartwaarskuwings.

2. MONDELINGE EKSAMEN IN SEEMANSKAP

Benewens die eksamenleerpJan vir die bekwaamheidserti­fikaat as Stuurman (Reddingsvaartule) Graad 2:

(a) Elementere kennis van die vereistes van Hoofstuk Vvan die Wet {Veiligheid van Skepe en Menselewens ter See),SODS van toepassing op skepe vanminder as 100 ton.

(b) Afmetings en Ireksterkte van toue en draad, die ver­sorgiog daarvan en voorsorgmaatreels by die gebruik en op­berglng daarvan. Die idenlilisering van veilige werkpraktyke.

(c) Die gebruik, versorging en onderhoud van reddings- enbrandblustoerusting.

(d) Die hantering van 'n reddingsvaartuig binne en buitedie hawe, ankerqooi, maneuvrering in onstuimige weer, hoeom 'n skip op sleeptou te neem en self gesleep te word.

(e) Optrede wanneer in nood, ontredderd of gestrand, oor­lewerings- en reddingsprosedures, met inbegrip van helikop­terreddingswerk.

(I) Optrede om beskadiging te beperk in geval van brand,botsing 01stranding.

3. ORAL EXAMINATION IN ENGINEERINGKNOWLEDGE

(a) The candidate shall identify and explain the function ofthe following partsof an engineor engineering terms:

Air filter, alternator. anode, battery, Bendix, bleed screw,Bowden cable, breather pipe, camshaft, clutch, accumu­lator condensor, connecting rod, coolant, collet, core­plug, crankcase, crankcase pressure (what it is and whatrt Implies), crankshaft, cylinder, cylinder block, cylinderhead, vibration, damper. dead centre (top and bottom),diode,distributor, dwelltime. exhaust system, filters, fuelsystem, gears, generator, governor. heat exchangers,injector, jets, journals, manifold. ohmmeter, pinion, pis­ton, piston head or crown,piston lands, piston pin, pistonring, piston skirt, plugs, points, pneumatic, port (asrelated to an engine) pump, push rod, rack, rockerarm,rotor, stern gland, tachometer, tappet and tappet clear­ance, thermostat, throttle, torque, timing diagram andtiming, turbocharger and turbocharging, valves (includ­ing inlet and exhaust), valve clearance, water jacket.level plug and dipstick.

(b) The candidate shall be required to draw up a fault-find­ingtree based on the type of engine he is required to operate.demonstrating the causes of the following:

(i) Failure to start.

(ii) Difficulty in starting.

(Iii)Uneven running.

{iv] Lossofpower over a period.

IV} Excessivesmoke in the exhaust.

tvi) Sudden loss of power.

(vii) Hot running and overheating.

('Jili) Engine stopsand cannotbe turned over.

(:x) Engine misfires.

(x) High fuel consumption.

{xi; High lub.oil consumption.

(Xli) Low oil pressure.

(c) The candidate shall be required to demonstrate that heunderstands-

(i) what is meant by spark ignition and compression igni~

tlon:

(iii the basic construction of the lead acid battery withemphasis on maintenance, generation of explosive gas andthe need to ventilate the battery space; jump startinghazards and alternator damage caused by battery discon­nection while running;

(iii) the effects on machinery of over-revving the enginesand loading the engines without due allowance for warrninq­through; overloading the engines by towing, abnormal hullconditions, defective or badly-matched propellers; care ofturbocharges, e.g. warm-up idle or cool-down idle for 5 min­utes;

(iv! the relationship between speed and power and theeffects of displacement and the effect of a "speed hump" onplanning craft in terms of power/speed curve; duration!range/speedcurves;

(g) Die praktiese gebruik van -alle navigasie-instrumenteaan board van reddingsvaartuie.

(h) Die belangrikheid van waterdigtheidintegriteit, afsluit­toestelle, oorsyse en deurdekopenings.

3. MONDELINGE EKSAMEN IN INGENIEURSKENNIS

(a) Die kandidaaf moet die volgende onderdele van nmasjien of ingenieursterme identifiseer en die funksie daar­van verklaar:

Lugfilter, alternator, anode, battery, Bendix, iuglaat­skrost, Bowden-kabel, asempyp, nokas, koppelaar,akkumulator, kapasilor, koppelstang, koelmiddel, klem­kraag, kemprop, krukkas, krukkasdruk (wat dit is en watdit impliseer), krukas, silinder, sihnderblok, silinderkop,vibrasie. damper, dooie punt (bo en onder), diOde, ver­deler, rustyd, uitlaatstelsel, filters, brancstotstelsel, ratte,ontwikkelaar, reelaar, hittewisselaar, inspuiter, stralers,tappe, spruitstuk, Ohmmeter, kleinrat, SUI8r. suierkop of-kruin, suierveld, suierpen, suierring, suierrok, Yank­proppe, punte, pneumaties, poort (soos dit vcrband houmet 'n masjien), pomp, stootstang tanorat nnrnelaar,rotor, skroefdrukstuk, tagometer, klepstoter en klepspe­ling. termostaat, versneller, wringkrag, tydreeldraqrarnen tydreeling. turboaanjaer en turboaanjaging, kieppe(met inbegrip van inlaat- en uitlaatklep), watermantel,peilprop en peilstok.

(b) Die kandidaat moet, ten opsiqte van die tipe rnasjienwat hy moet bedien, 'n foutspeurdiagram opstel wat die oor­sake van die volgende toon:

(i) Weiering om te ontsteek.

(ii) Probleme met ontsteking.

(iii) Masjien loop onegallig.

(iv) Kragverlies oor 'n tydperk.

(v) Oormatige rook in die uitlaatgas.

(Vi) Skiehke verlies aan krag.

(vii) Warm word en oorvertuttmq.

(c) Van die kandidaat sal verwag word om bewys te lewerdat hy die volgende begryp:

(i) Wat met vonknntstekinq en met kompressie-ontstekingbedoel word;

(ii) die basiese konstruksie van 'n lood-suurbattery, met dieklem op onderhoud, ontwikkeling van ontplofbare gas en dienoodsaakhkheid om die batteryruimte te ventileer; die risikomet oorlei-aansit van die masjien en alternatorbeskadigingdeur die battery te diskonnekteer terwy\,fiie masjien loop;

(iii) die uitwerking op masjinerie van die oorjaging van mas­jiene en die belasting van masjiene voordat hulle behoorlikwarm is; oorbelasting van masjiene deur sleepwerk, abnor­male romptoestande of defektiewe of swak gepasteskroewe; versorging van turbo-aanjaers, bv. 5 minute lanklaat luier om op te wamnof af te koel;

(iv) die verband tussen spoed en krag en die uitwerkingvan verplasing asook die uilwerking van 'n "spoedwal" opdie beplanning van vaartuie wat die spoed/krag-kromme be­tref; tydsduur/afstandlspoed-krommes;

(v) the dangers in the use, handling and storage of fuelsused on N.S.R.1. craft and the precautions to be taken;smoking regulations;

(vi) the principles and practice of shipboard fire-fighting;full familiarity with onboard equipment and engine room firearrangements;

(vii) the corrosive nature of sait water and the need to flushthrough salt-water-cooled engines before storage; theimportance of engine w'lter treatment and sacrificial anodes.

(d) The candidate shall be required to sketch and under­stand the wiring diagram and power distribulion system onthe craft at his station; to read a circuit diagram and under­stand the load-earrying capacity of a cable; to understandthe need for short-circuit overload protection; to understandthe need for prevention of stray leakage and the resultingcorrosive effect; to understand the need to be able to paral­lel battery banks In an emergency and to detect basic faultsin the engine control circuits, Le. charging, fuel solenoid andstarter circuits.

(e) The candidate shall be required to describe a fuel sys­.ern for a diesel-engined craft and/or the fuel and ignitionsystems on a petrol-engined craft; to state how to bleed thesystem; to show he understands the importance of regularinspection of filters and fuel containers and the application ofgood fuel storage principles.

(f) The candidate shall be required to work through hisstart-up and shut-down checklist taking a craft to sea. and theroutines for closing down and securing the craft on comple­tion of an operation. With particular emphasis on recom­mended engine operating practices, efficiency and safety inpreparation for a call-out. The candidate must be able tokeep an eniginelog book.

(g) The candidate shall be required to describe the water­tight integrity of his craft, its built-in buoyancy and the pump­ing arrangements installed, and to describe basic damagecontrol measures.

(h) The candidate shall be required to describe the steeringmechanism on his craft, with the emphasis on emergencyarrangements.

(i) The candidate shall have an understanding of thedangers in an engine room of toxic and explosive vapours,excessive noise levels and unguarded moving parts, and theprecautions to be taken; particular attention must be given tochecking the operation of bilge blowers on petrol-driven craft.

U) The candidate shall be required to describe the clutchand gearbox arrangement on his craft, with particular refer­ence to the locking of lhe gearbox. and shall understand thedangers of shaft trolling for extended periods.

(k) The candidate shall be fully conversant with the sterngland arrangements, lubrication and cooling, repacking andadjusting, and shall understand cutlass-type bearings.

(I) The candidate shall have a good all-round knowledge ofthe routine periodic maintenance of all machinery and itsancillary equipment and of recording service and breakdownwork done; he shall be required to know what lubricants areto be used and where they are to be appllied and to be able tomix two-stroke fuel; to know where and what essentialspares are to be kept on board; to know the effect of exces­sive bett tensioning; and to know how to test engine alarmservices.

(d) Die kandidaat moet 'n skets maak van die bedradings­diagram en kragverspreidingstelsel van die vaartuig by systasie, en dit verstaan; '0 kringdiagram lees en die lasdra­vermoe van 'n kabel begryp; die noodsaaklikheid van kort­sluitingoorlasbeveiliging begryp; die noodsaaklikheid besefom swerflekkasies en die korroderende uitwerking daarvan tevoorkom; die noodsaaklikheid besef om in 'n noodqavalbatteryhouers parallel te skakel en basiese foute in die mas­jienbeheerstroombane. d.i. laai-, brandstofsotenotd- enontstekingstroombane, op te spoor.

(e) Die kandidaat moet 'n beskrywing gee van 'nbrandstofstelsel vir 'n dieseimasjienvaartuig en/of diebrandstof- en ontstekingstelsel op 'n petrolmasjienvaartuig;verduidelik hoe om die stelsel te tap; toon dat hy die belang­rikheid besef van gereelde inspeksie van filters en brandstof­houers en die toepassing van qoeie brandstof­opbergingsbeginsels.

(f) Die kandidaat moet deur die aansit- en atsluitproseduregaan wat gevolg word voordat 'n vaartuig uitvaar en die roe­tines vir die atslult en vasmeer van die vaartuig na voltooiingvan 'n vaart, met besondere klem op aanbevote masjien­bedienpraktyke, doeltreffendheid en veiliqheid ter voorberei­ding vir 'n uitroep. Die kandidaat moet 'n masjienlogboek kanbyhou.

(g) Die kandidaat moet 'n beskrywing gee van die water­digtheidintegritelt en ingeboude drytvermoe van sy vaartuig,en van die ge'installeerde pompinrigting en basiese skadebe­perkinqsrnaatreels.

(h) Die kandidaat moet 'n beskrywing gee van die stuur­meganisme van sy vaartuig. met die klem op noodmaatreels.

(i) Die kandidaat moet kennis dra van die gevare in 'nmasjienruim van giftige en ontplofbare 9a5se, oormatigegeraasvlakke en onbeskermde bewegende dele. en van dievoorscrqmaatreets daarteen: spesifieke aandag aan dienagaan van die werking van kimwaaiers van 'n petrolaange­drewe vaartuig.

(j) Die kandidaat rnoet 'n beskrywing gee van die werkingvan die koppelaar- en ratkasimigting van sy vaartuig, metspesifieke verwysing na die sluit van die ratkas, en hy moetdie gevare begryp verbonde aan die vryloop van die dryfasvir lang tydperke.

(k) Die kandidaat moet ten voile op hoogte wees van dieskroefdrukstukinrigting, smering en verkoeling. herpakkingen verstelling. en moet die werking van die "cutlass"-tipewaterverkoelde taer verstaan.

(I) Die kandidaat moet 'n goeie algemene kennis he vandie roetine periodieke onderhoud van aile masjinerie enbykomstige toerusting asook aantekendiens en herstelwerkgedoen; rnoet weet watter smeerolie gebruik moet word enwaar dit aangewend moet word, en hy moet weet hoe omtweeslagbrandstof te meng; moet weel watter noodsaaklikeonderdele aan boord gehou moet word en waar dit gehouword: moot weet wat die uitwerking van oormatige band­spanning is; moet weel hoe om masjienalarmstelsels tetoets.

ANNEXURE 2

SIGHT TESTS

1. EXAMINATION DATES AND PLACES

Examination dates and places shall be by appointment asarranged with the examiner at the nearest port.

2. THE CONDUCT OF THE TESTS

The purpose of these tests shall be to ensure that thecandidate's eyesight is sufficiently good to enable him to pickup and identify correctly the lights of distant ships at sea. Forthis purpose a candidate shall be required to attain certainminimum standards both of form and colour vision.

A sight test shall comprise a letter and a lantern test takenin that order. The tests shall be conducted under the strictpersonal supervision of a sight test examiner, who shall keepa record of all mistakes made by the candidate both in theletter test and the lantern test.

Every candidate seeking admission to an examination for afirst certificate of competency as Coxswain (Rescue Vessels)shall hold a sight test certificate issued by the Department ofTransport showing that he has passed both letter and lanterntests within the six-month period preceding the date of exami­nation. For certificates of competency subsequent to the first,a sight test certificate fulfilling the conditions in respect of theletter test only shall be required.

A.ANHANGSEL2GESIGSTOETSE

1. EKSAMENDATUMS EN -PLEKKE

Die eksamendatums en -plekke is volgens afspraak soosgareel met die eksaminator by die naaste hawe.

2. DIE AFNEEM VAN DIE TOETSE

Die doel van hierdie toetse is om te verseker dat die kandi­daat se gesigsvermoe skerp genoeg is am hom in staat testel om die 1i9tevan skepe ter see in die verte raak te sien ente identifiseer. Vir hierdie doel moet hy sekere minimum stan­daarde ten opsigte van sowel vorm as kleur behaal.

'n Gesigstoets bestaan uit 'n letter- en 'n lanterntoets watin daardie volgorde afgeneem word. Die toetse word onderdie streng persoonlike toesig van 'n gesigstoetseksaminatorafgeneem, wat aantekening hou van aile foute wat die kandi­daat in sowel die letter- as die lanterntoets begaan.

Elke kandidaat wat toegelaat wil word tot 'n eksamen vir 'neerste bekwaamheidsertifikaat as Stuurman (Reddingsvaar­tuie), moet die houer wees van 'n gesigstoetsertifikaat watdeur die Departement van Vervoer uitgereik IS en wat aanduidat hy in sowel die letter- as die lanterntoets gesJaag hetbinne die sesmaandetydperk wat die eksamendatum voorargaan. Vir bekwaamheidsertifikate wat op die eerste een vOlg,word 'n gesigstoetsertifikaat verlang wat net aan die voor­waardes ten opsigte van die lettertoets votcoen.
