Notables: PTO Straight-A Luncheon ~ Straight-A students celebrated all together while having lunch from Taste of Italy. Mrs. Marine and PTO served pizza, cookies and drinks. PTO handed out certificates congratulating all students for a job well done for Term 1.

GPA Awards Ceremony ~ EMES celebrated our first GPA Awards Ceremony by ending Term 1 with a ceremony recognizing 6th through 8th grade students who have achieved Honor Roll & Principals List. Our sole purpose for presenting students with certificates was an excellent way to honor those who have shown outstanding commitment, accomplished big things, and had a great deal of determination. The students thoroughly enjoyed being rewarded for all their hard work. We congratulate all of them!! Mrs. Gamboa-Lopez’s Spanish Classes: Students in K-6th grades have been learning various concepts this school year. They have been practicing their numbers, colors, days of the week, months, etc… Older students are learning how to create sentences using their vocabulary words and developing basic books. Students greet each other daily and practice having conversations in Spanish focusing on their pronunciation and fluency. Some collaborative projects that students have developed this year focused on Mexican Independence Day and Day of the Dead. Students presented their projects to their peers and their peers used a rubric to give them feedback. All students are making great progress with acquiring the Spanish language! Also, Culture Club: Culture Club is a club for students who are interested in learning and experiencing different cultures from around the world. This year we have explored Albania, Nigeria, Japan and Italy. We learned that Albania has many castles and Nigeria has a population of 175 million people. Students made sushi while learning about Japanese cuisine and sampled some pasta while exploring Italy. We are looking forward to learning about many other cultures!

EMES students supported TheShoeThatGrows.org fundraising charity on Giving Tuesday. Students collected $493.25 for children in Haiti. The sole purpose for this project is to help kids stay healthy through sustainable and solid footwear. For every $15 raised one child is able to get a pair of shoes. A student in Mrs. Vassily’s class didn’t know exactly what she was saving her money for and when she heard we were fundraising for this cause, she immediately donated all of her $112!! WOW!

Pie-in-the Face fundraiser by Student Council ~ Students voted on the teachers they wanted to see get pied by donating money. Each day, teachers would collect money from their students. The students would submit a “ticket” with their money (forms would be given to the teachers ahead of time). The ticket had the students’ name, teachers’ name, and the teacher they are rooting for to see get pied. Student council officers collected the money/tickets each day, counted it, documented the amount, recorded students who donated, and teacher being chosen for the pie and then delivered the money/ ticket to the teachers who received the vote/donation, and placed it in their jar. At the end of the week,

totals were counted and the top 3 teachers with the most donations were pied in the face at an assembly. The top 3 students who donated the most money, got to pie one of the 3 teachers. Teachers pied were Ms. Herrera, Ms. Bryce and Mr. Hegedus. The purpose of this fundraiser was to provide funds for Student Council so they can start planning some

more fun events for our students. Coming up is a Winter Formal, Movie Night, and Game Night.

The Fifth Grade celebrated their cultural heritage and classroom communities with their Heritage Feast. Students brought in dishes to share that represented family culture or were simply favorite recipes. It was a good thing that Thanksgiving was two days away so that bellies could shrink back to normal before the turkey arrived!

8th Grade had a fabulous time on their field trip while hanging out with their friends at the Wildlife World Zoo.

Even teachers like Mrs. Aluko learn something new every day. Completing Sudoku after school hours could be puzzling at times.

EMES Science Olympiad team traveled to Casa Grande Union High School on Saturday to compete against 30 Arizona schools in 23 different science events. We spent our day launching Bottle Rockets, identifying Invasive Species, testing balsa wood Towers strength, and displaying Anatomy knowledge to name just a few of the tournament’s scientific challenges. Team members walked away with 37 ribbons for placing in top 10 in many of the events offered, including a 1st place in a new event Optics.

Book Club ~ EMES Harry Potter Book Club finished reading the book Fantastic Beasts & Where To Find Them just in time to make our way down to Harkins Theaters and see our book come to life on the big screen. We truly enjoyed the new theater and those plush reclining leather seats, as well as having the chance to pose with the cast members cutout from the

movie. We loved both the book and movie, but as a result have decided the family dog will no longer due, as these kids all want the Fantastic Beasts, like the Nifflers, Bowtruckles and Thunderbirds featured as their pets. Thank you Mrs. Morris for your time well spent with our students!!

This will be EMES 3rd year collecting lightly used blankets, jackets and socks to help blanket The Homeless for the Holidays again. Items for “children” will be delivered to the Newlife Center and all "teenage" sized items to Homeless Youth Connection. All "adult" sized items are taken downtown and delivered to Church on the Street. This is such a great experience for the students and families as well as helping the homeless in the West Valley and Phoenix. A collection bin was located in the front office by one of our parents. Mrs. Olin, thank you for taking the time for helping and organizing

such a great cause.

PTO Color Run ~ All students had a fabulous time at the 1st Annual PTO Color Run. Students started the week prior by wearing a different color every day to represent one of the ten IB profiles. Our new mascot even showed up for the Color Run that was held at South Lake.

A+ School of Excellence™ Program……. The A+ School of Excellence™ Program is a comprehensive school assessment program that celebrates outstanding schools and brings to light the positive

stories and successes happening in public schools every day. Mrs. Marine and her selected A+ staff committee members will begin the process of applying for the A+ application once again. We already know what this entails and are ready to face this rewarding challenge, says Mrs. Marine.

• August: Application was made available to EMES • January 2017: Application is due to Arizona Educational Foundation • January 27: Schools will be selected and notified of site visits • February 6 through mid-April: Site visits are conducted.

Notables: We have had a fabulous first half of our school year at Freedom and we’re all looking forward to spending time with family over winter break. Here’s what we’ve been working on in our classrooms: In 7th grade Social Studies, we’re making our way through the pre-Civil War time period. Students have loved learning about the issues of slavery and the tensions it created between the Northern and the Southern states in America. We spent time studying the heroic acts of famous abolitionists including Frederick Douglass, Harriet Tubman, John Brown, and the author of Uncle Tom’s Cabin, Harriet Beacher Stowe. In 8th grade, we have completed two mini-units over World War 1 and the Roaring Twenties. During our World War I unit, students had great discussions over the issues that lead countries into war including imperialism, growing military strength, the formation of alliances, and an increasing sense in national pride. As we segue from the 1920’s to the 1930’s, students will see a stark difference between the fun, lively spirit of the 1920’s and the depression that swept our nation during the 1930’s. 6th grade Social Studies/ELA

In Social Studies we have finished studing the Ancient Civilizations of Mesopotamia, Egypt, India, and China. We wrote a multi-paragraph essay about the affects of the Nile on Ancient Egyptians. We did a stay and stray activity in order to review for the assessment about Egypt. Our students taught their classmates about India and China. In ELA, students are reading Bud, Not Buddy in the afternoons, but are focusing on text structure, summarizing and main idea in the ELA lab. Next month we are going to be using Galileo data to guide

the students through their weakest areas of study. Each student has the results of standards in which they were exceeding, approaching, or falls far below. Students will attack the falls far below standards first, and progressively move upward.

First Grade S.T.E.M. Activity - Miss Williams We focused on main idea and details. The week before Halloween, we decided we wanted to learn more about bats with both fiction and nonfiction texts. At the end of the unit, the students made their very own bat and on the inside of the bat, they wrote three to four facts that they learned over the course of the week. They were so excited to use real information when coloring their bat and picking what to write about on the inside!

Notables: On November 21, 2016, we had the second annual Middle School Math Competition for 6th & 7th grade students. Ten parent volunteers helped serve as judges for our math challenge and ribbons were awarded for our top three teams.

Miss Portillo’s Dual Language Classroom has been very busy! This November we started off the month with voting. In math this past month students learned about measuring, collecting and organizing data. We started off the unit by

learning about the voting process. We put our learning in action by having an election – students chose between Hot Cheetos and Takis. We collected data and graphed our results. Students even got the chance to try the spicy snacks. They loved it! Surprisingly Takis won in both DLI 1st grade classes! We also had fun while “tasting the rainbow”! Students had the opportunity to graph while using Skittles. We also interpreted the data by answering questions about our graphs. Finally our class has started their journey around

the world! Las Friday we took off to Sweden and learned how they celebrate the Holidays over there. In Sweden, girls wear a crown to represent St. Lucia Day and boys wear a Starboy hat. Kindergarten students are studying painting with texture. We used the book “Twinkle, Twinkle, Litter Star” by Jane Cabrera as a mentor text. Students painted tree bark by rolling marbles in paint shades of brown and black. We will continue our study of texture by painting lines to create feathers on an owl. Blending shades of blue for the night sky, and stamping paint with sponges to create stars. We recently went on a field trip to the Phoenix Children’s Museum. At the museum we were able to integrate our fine arts focus through dramatic play and art studies. Students painted a giant robot, and learned how recyclable materials can be used for art. Students used different materials to create Thanksgiving turkeys. Leading up to our election, we read many books about presidents, and the election process. We mainly focused on “Duck for President”. On election day, we made a pro and con list for each candidate: duck and farmer. Students were able to enter the voting booth and vote for either duck or farmer. Duck won! Our 6th graders completed a research project on an Ancient Civilization of their choice and presented it to the class; 7th graders did research project on a decade of their choice in American history and presented it to the class. Some students even dressed like people from that decade and brought in items that were popular in that time frame.

Mrs. Botellos’s 4/5 combo class were discovering how animals make physical adaptations to help them survivie. They made these discoveries using the Bird Beak experiment

Mrs. Henderson-Cole’s 3rd graders are learning about metric measurement in math. They are working on understanding that milliliters and kilograms are based on the number 10, 100 and 1000 just like the place value they learned about in 2nd grade. They explored the metric units with water by pouring 100 milliliters into containers to both decompose and compose a Liter. They also used bags of rice to discover how a gram is related to a kilogram. In first grade we have been busy! We got together with our 5th

grade buddies to practice our fluency and accuracy when reading. We learned about how things change and grow over time. We decided to plant our own seeds and observe how they change and grow over time. We practiced following directions on a recipe to make our own ice cream in a bag! We got our Donor’s Choose project which is a listening center with books on CD. We love using it during our literacy centers. Students in Miss Graceffa’s class just finished reading the Lemonade War by Jacqueline Davies, which is a story about two siblings that battle to raise the most money. Students designed their own Lemonade Stand with their slogan, logo, and pricing. They calculated their start up costs, profits per cup, and estimated money raised. the holiday season and who could possibly benefit from some additional assistance in celebrating Christmas. This list is created based on nominations from our staff members and once the list is created, the families are placed on our “Angel Tree.” Angels are created for each family member under the age of 18 who currently reside within the household and placed on the tree in our Front Office where anyone can stop in and adopt an Angel. This year we were incredibly lucky that all of our “Angels” were adopted in record time. Between the staff members here at Liberty, the lovely ladies of the Liberty United Methodist Church and the Arizona Department of Transportation, we couldn’t get the Angels created fast enough before they were flying off the tree. We are grateful that this is a tradition which holds strong on our campus and we are always so very grateful for those who are willing to ensure that our students and their families have a joyous holiday. A Barnyard “Moosical”: Mr. Armstrong, music teacher and band director at Liberty, has been working diligently over the past few months with students in Kindergarten through Third grade to put on a special production of “A Barnyard Moosical”. The student performance will be held on Tuesday, December 13th, 2016 at 1:00 pm in the gym. Parent Performance is scheduled for Thursday, December 15th, at 6:00 pm after the Eagle String Orchestra and Liberty Marching Band perform. A big thank you to Mrs. Fortino and our Jerry’s Heroes Community Service group for putting costumes together!!

Holiday Open House & Curriculum Night: Liberty will be hosting our Holiday Open House and Curriculum Night on Thursday, December 15th, from 5:00 to 6:00 pm. The evening will begin with students and families reporting to their individual classrooms where they will receive an overview of the standards as well as received resources on interactive parent and student activities. At approximately 6:00 pm, parents and other attendees will make their way down to our gymnasium where our Eagle String Orchestra and Liberty Marching Band will perform. Following that, our students in grades Kinder through Third Grade will put on their production of “A Barnyard Moosical”

AG Update: • Kindergarten: The students are currently discussing what they would like to plant next.

Unfortunately, only one of ten packets of seeds that they previously planted decided to sprout! • 4th Grade: The students have just harvested some corn and will be trying homemade cornbread.

They are also learning about cotton, how it is harvested and its many uses. They will be having a presentation about cotton from Katie Aiken in January.

• Art: Mrs. Hice is working with students in Kindergarten, 1st grade and 2nd grade to create barnyard collages. Students in 3rd grade, 4th grade and 5th grade are working on bee collages to tie into the upcoming AZ AG Literacy Days.

The Coyotes had a tough match against Westar but were victorious and we are very proud of them. Final Score was 2 to 1. Our 8th grade boys had a tough match against the Estrella Mountain 8th grade boys for the Basketball Championship. It was a tough game and our boys brought home the Runner Up trophy with a final score of 40 to 33.

America’s White Table Ceremony – Sparky’s team in partnership with the 4th grade Choir, the RVES Band and our Color Guard presented a very special tribute to our veterans and members of the Rainbow Valley Community currently serving in the military. The children – kindergarten through eighth grader – presented America’s White Table, a very special ceremony where a table is set in memory of those individuals serving far from home, those who served in the past, and those who never came home. The fourth grade choir performed two patriotic songs My Country “tis of Thee and America the Beautiful. A member of the RVES Band played taps on his trumpet at the end of the ceremony while our Color Guard retired the colors and presented them to Mrs. Wootton, our art teacher, who served in the United States Marines Corp prior to becoming and educator. We also invited several veterans in our community to attend and be honored. Our Art Club created a Wall of Honor to display the names of members of our community who have served and who are currently serving in the military.

ASBA Golden Bell Promise Award for Excellence in Collaboration – We are proud to announce that we have been selected to receive the ASBA Golden Bell Promise Award for Excellence in Collaboration. The Rainbow Valley Leadership Team submitted an application just before Fall Break that included our partnership with the Buckeye Valley Fire Department and All Faiths Food Bank for our year round food drive to keep the food bank stocked along with our collaboration with the Phoenix Suns/Mercury and other local business. A video crew from ASBA was on Rainbow’s campus on November 17th to put together a short video for the awards luncheon. The Leadership team, Joshua Miller from the Buckeye Valley Fire Department, and PTO president, Candice Schrum, will attend the awards luncheon with Dr. Matteson on December 15th at the Arizona Biltmore. Dr. Matteson and the Leadership will also present at the ASBA conference following the luncheon on our Coyotes in Action Program sharing our ideas and strategies on building collaborative connections with our community. A special assembly will be held at the school on Tuesday, December 20th at 2:00 PM to present the Golden Bell to the student body and to raise the Golden Bell Banner. We would like to extend an invitation to the Governing Board to attend this special Leadership Assembly and to help raise the banner!

Leaders of the Month – Our staff leader of the month for November is fourth grade teacher, Julia Sowers. She was nominated by several members of the staff for her dedication to the seven habits and because she is a leader when it comes to campus culture and climate. Mrs. Sowers was instrumental in Rainbow Valley receiving the Golden Bell as she is the faculty sponsor our Food Drive Team. In November the Food Drive team broke all records by collecting over 1000 items for the all Faith Food Bank. Mrs. Sowers arranged for the Buckeye Valley Fire Department to come and pick up the items, loading them onto one of the trucks and escorting them to the food bank where they helped put together food boxes for over 50 families. Mrs. Sowers is a member of the school Sunshine Committee and also serves on the Principal’s Leadership Council. She will be one of the teachers presenting at the ASBA Conference on December 15th. Our student leader of the month is sixth grader, Andrew Angulo. Andrew has embraced the seven habits and really put them into practice. Andrew has the important job of assisting the second grade team with their technology during intervention period. Andrew picks up the required number of Chrome Books, takes them down to the second grade classrooms and assist the second graders with logging on. He then returns to the Chrome Books to the cart and make sure everything is organized and plugged in correctly. The teachers say the Chrome Book cart looks great after Andrew has organized it. Andrew is also a hard worker in class and strives to practice the seven habits with his classmates, working to create a collaborative, learning environment.

3rd Grade: Our 3rd graders explored our Community!!! We went on a field trip to the Estrella Informational Center, Safeway, and McDonalds. At the Estrella Informational Center we looked at current and historical maps of Estrella. At Safeway we worked on adding and subtracting with regrouping. (How much does _______ cost. For Example: A Spaghetti

dinner.) Then finding the items and subtracting them from $50.00. This gives them real life examples of budgeting and money management. At McDonalds we explored jobs and careers, had a tour of McDonalds, and then lunch. It was a fun learning experience for all.

Kindergarten: The Kindergarten class was hard at work learning about the first Thanksgiving. We were able to read about the pilgrims and compare their Thanksgiving to our own. We read about the Wampanoag Indians and their role in helping the pilgrims to survive after their first hard winter. Our class was able to present a short Thanksgiving performance complete with songs, poems, and students in pilgrim hats and bonnets. We joined in the K-3 picnic and reflected on how thankful are for our Westar family.

Chorus: Our Chorus was invited to perform at Goodyear Ball Park as part of the Veterans Day Tribute. Their renderings of “The Star Spangled Banner” and “America the Beautiful” were very well received by an appreciative audience.

Preparations are now well under way for Westar Holiday Program which will be on Thursday the 15th of December at 6:00pm. The evening’s entertainment will feature performances from all K-4 students as well as our Chorus and Band. Following last year’s hugely successful production of “Fiddler on the Roof” this year’s musical will be “Guys and Dolls”. Rehearsals will start immediately after Christmas culminating in three performances in April next year. Auditions will be open to all students in 6th, 7th, and 8th grade students. Watch this space for more information and updates as things progress!

4th Grade: Fourth grade is fabulous! Currently, Westar fourth graders are working as biologists, zoologists, engineers, authors, marketers, accountants, and designers as we create our own zoos! Our zoos are unique because they house a wide range of newly discovered creatures! As biologists, we categorized these new discoveries by analyzing their physical and behavioral characteristics. As authors, we wrote reports

detailing their newly discovered attributes as well as the event of their discovery itself! After all this discovering, studying, researching, and writing we are now engineering a zoo by taking on all the tasks that come with that endeavor! With our newly gained knowledge of zoos including why and how they run, we find ourselves designing attractions such as animal encounters, rides and restaurants to accompany the living residents of our zoos! All of the elements of our zoo designs will be on display for our parents and peers to learn from and enjoy next week! 3&4 Gate: Mrs. Crowley’s 3&4 gifted class will perform a puppet show version of The Nightmare Before Christmas Monday, December 19th and Tuesday December 20th. The students are learning not only about theater productions, but lessons taught in the movie, which are very important for gifted kids to understand: Lead the Pack. Even though Jack Skellington is clearly exhausted from the trials and tribulations of his life, he still manages to handle organizing Halloween every year. And not just Halloween like normal people celebrate it, but he’s the Halloween Town King, so his role happens to be very important. Not only that, but when Jack has the idea to incorporate new things into their lives, everyone follows suit. Mistakes are proof that you’re trying and it’s okay to be wrong. You’ll never know your capability until you push yourself to the limits. Test your dreams even if they fail. You tried. Clearly, Jack makes quite a few mistakes when trying to succeed in his goal of trying something new. I do not think the entire dream was a failure, but kidnapping Santa Claus, and getting the whole twisted town on his side fell a bit by the wayside. But, as Homer Simpson says, “You tried your best and failed miserably. The lesson is: never try.” Be a leader. Most of all, be an encouraging leader when people are executing ideas. Their dreams are just as important as your own. In the movie, the citizens of Halloweentown are supportive of Jack’s bold Christmas idea and when executing his plan they add their own style to each of their tasks. Rather than Jack tossing out their ideas he helps them improve on them, therefore he improves his own inspiration. When you have a dream, make it a group effort. There are some dreams or goals you have that can only be achieved individually, but most are a group effort. Want to learn a new talent? You need a coach or mentor. Want to finish education? You’ll need teachers and a study group. Bring people into your goals and dreams and this will help you not only maintain motivation but also reach your goal faster.

TIME: November 14, 2016 – 6:30 PM PLACE: Jerry Rovey District Facility, 19871 West Fremont Road, Buckeye, AZ 85326 I. OPENING MEETING

1. Dr. Kathy Shelton, Governing Board President, called the meeting to order at 6:32 p.m. Governing Board members constituting a quorum were present; Mr. Thad McCloud and Mr. Paul Jensen. Absent was Ms. Jennifer Armstrong and Mr. Mike Newman.

2. Pledge of Allegiance was led by Mr. McCloud. 3. A motion by Mr. Jensen/Mr. McCloud was entered to approve the Regular Agenda form and

temporarily suspend Governing Board Policy with which this agenda may be inconsistent. Approved UNANIMOUS

4. School Reports / Presentation / Recognitions - Each administrator reported on happenings and notables on their campuses. Schools presenting are listed below:

• Las Brisas Academy - Art was presented by Mr. Matt Flagg, Las Brisas Academy principal, for Ms. Kerry Brophy, Las Brisas Art teacher. Las Brisas students directed by Ms. Mandy Lottes, Music teacher, and Ms. Sarah Ridge, Dance/PE teacher, sang and performed a dance from their holiday program.

• Teacher Advisory Group – Ms. Luz Rodriguez, teacher representative from Las Brisas, reported on topics that had been discussed at the November 7th Teacher Advisory Group meeting.

II. CALL TO THE PUBLIC - None III. ADMINISTRATIVE REPORTS

1. Discussion/Review of AZ Merit Results – Dr. Kyan McMillie presented results of the Spring 2016 AZMerit results.

2. M&O Override Election Results – Dr. Rogers was happy to announce the positive outcome of the election. Stating that at 5:30 pm this evening the result was at 58.52% in favor of the M&O Override. Dr. Rogers also took the opportunity to introduce Ms. Kelly Olson-Stewart who was elected as Board Member for the district. Ms. Olson-Stewart will begin her seat at the January 2017 Board Meeting. Dr. Rogers also introduced Ms. Toni Reynolds, interim Principal at Freedom Elementary School. Ms. Reynolds is a retired administrator and brings a wealth of knowledge and expertise to the position.

It is recommended that the Governing Board approve the issuance of a Request for Proposal (RFP) to procure Medical, Dental, Vision, Basic Life AD&D/Voluntary Life/Dependent Life AD&D, Short Term Disability, Cobra Administration, H.S.A Administration, and GAP Insurance for a multi-term contract. It is anticipated that insurance cost increases will be higher than usual for the upcoming FY2017-2018 fiscal year. Due to the anticipated cost increases, the District must perform due diligence to ensure the best interest of the District. It is hereby resolved that the District shall use the RFP process to procure Employee Health Benefits because:a. The quality of product and service varies,b. The District wants to compare the price, quality and contractual factors of all the proposals submitted, c. The RFP process is more advantageous to the District because it allows all of the above to occur for competitive purposes.

It is further resolved that a multi-term contract is appropriate because:a. The estimated requirements of the District for services cover the period of the contract,b. Such a contract will serve the best interest of the District by promoting economies in the procurement and by encouraging competition,c. If monies are not appropriated or otherwise made available to support continuation of performance in a subsequent fiscal period, the contract shall be cancelled.

Based on all of the above, it is recommended that the Governing Board approve the issuance of a competitive sealed proposal to procure a Medical, Dental, Vision, Basic Life AD&D/Voluntary Life/Dependent Life AD&D, Short Term Disability, Cobra Administration, H.S.A Administration, and GAP insurance provider for the district.

Pursuant to Governing Board Policy JFB-Open Enrollment “District resident pupils may enroll in another school district or in another school within this District. Resident transfer pupils and nonresident pupils may enroll in schools within this District, subject to the procedures that follow”. “The Superintendent shall annually estimate how much capacity may exist to accept transfer pupils”. “The Governing Board shall make the final determination of capacity and may require resident transfer pupils and/or nonresident pupils to be subject to the enrollment priorities and procedures”.

An Open Enrollment application will be made available to everyone via the District website. Computers will be available at the District Office to submit applications electronically for those that do not have access to the internet. The application shall advise applicants that they must submit enrollment applications on or beginning January 11th to be considered for enrollment during the following school year. The District shall notify the parent or legal guardian in writing beginning March 14th whether the applicant has been accepted, placed on a waiting list pending the availability of capacity, or denied.

J-1050 JFB OPEN ENROLLMENT

The District has an open-enrollment program as set forth in A.R.S. 15-816 et seq.

Definitions

Resident transfer pupil means a resident pupil who is enrolled in or seeking enrollment in a school that is within the school district - but outside the attendance area - of the pupil's residence.

Nonresident pupil means a pupil who resides in this state and who is seeking enrollment in a school district other than the school district in which the pupil resides.

Enrollment Options

District resident pupils may enroll in another school district or in another school within this District. Resident transfer pupils and nonresident pupils may enroll in schools within this District, subject to the procedures that follow.

Information and Application

The Superintendent shall prepare a written information packet concerning the District's application process, standards for acceptance or rejection, and policies, regulations, and procedures for open enrollment. The packet will be made available to everyone who requests it.

The information packet shall include the enrollment application form and shall advise applicants that they must submit enrollment applications on or before April 15 of each year to be considered for enrollment during the following school year.

Capacity

The Superintendent shall annually estimate how much excess capacity may exist to accept transfer pupils. The estimate of excess capacity shall be made for each school and grade level and shall take into consideration:

District resident pupils in assigned school attendance areas, including those issued certificates of educational convenience and those required to be admitted by statute.

The enrollment of eligible children of persons who are employed by the District.

Resident transfer pupils who were enrolled in the school the previous year.

Nonresident pupils who were enrolled in the school the previous year.

The Governing Board shall make the final determination of excess capacity and may require resident transfer pupils and/or nonresident pupils to be subject to the enrollment priorities and procedures found below. The excess-capacity estimates shall be made available to the public by May 1 of each year.

Enrollment Priorities

If the Governing Board has determined that there is excess capacity to enroll additional pupils, such pupils shall be selected on the basis of designated priority categories from the pool of pupils:

Who have properly completed and submitted applications; and

Who meet admission standards.

Enrollment priorities and procedures for selection shall be in the order and in accordance with the following:

Enrollment preference shall be given to resident transfer pupils who were enrolled in the school the previous year and any sibling who would be enrolled concurrently with such pupils. If capacity is not sufficient to enroll all of these pupils, they shall be selected through a random selection process adopted by regulation of the Superintendent.

Enrollment preference shall be given to nonresident pupils who were enrolled in the school the previous year and any sibling who would be enrolled concurrently with such pupils. If capacity is not sufficient to enroll all of these pupils, they shall be selected through a random selection process adopted by regulation of the Superintendent.

Admission Standards

A pupil who has been expelled by any school district in this state or who is not in compliance with a condition of disciplinary action imposed by any other school or school district or with a condition imposed by the juvenile court shall not be admitted. Acceptance for enrollment may be revoked upon finding the existence of any of these conditions.

A school shall not admit a pupil if the admission of the pupil would violate the provisions of a court order of desegregation or agreement by a school or district with the United States Department of Education Office for Civil Rights directed toward remediating alleged or proven racial discrimination.

Notification

The District shall notify the emancipated pupil, parent, or legal guardian in writing by May 15 whether the applicant has been accepted, placed on a waiting list pending the availability of capacity, or rejected. The District shall also notify the resident school district of an applicant's acceptance or placement on a waiting list. If the applicant is placed on a waiting list, the notification shall inform the emancipated pupil, parent, or legal guardian of the date when it will be determined whether there

is capacity for additional enrollment in a school. If the pupil's application is rejected, the reason for the rejection shall be stated in the notification.

Exception

Should there be excess capacity remaining for which no applications were submitted by the date established, the Superintendent, upon approval by the Board, shall authorize additional enrollment of nonresident pupils:

Up to the determined capacity.

On the basis of the order of the completed applications submitted after the notification date established in this policy.

Without regard to enrollment preference.

As long as admission standards are met.

Approval is hereby requested to adjust the minimum hourly rate for support staff per the Arizona State 2017 minimum hourly wage as mandated with the passage of the voter initiated Ballot Proposition 206.

Arizona law requires employers to pay a minimum hourly wage of $8.05 an hour in 2016 instead of the Federal minimum wage of $7.25 an hour. In November, 2016, voters voted and passed Ballot Proposition 206 (Prop 206), a measure to increase the Arizona State minimum wage. Passage of Prop 206 raises the current $8.05 minimum wage to $10.00 on and after January 1, 2017, to $10.50 on and after January 1, 2018, to $11.00 on and after January 1, 2019, to $12 on and after January 1, 2020. Starting on January 1, 2021 and on every January 1 after the minimum wage would receive a cost of living increase. Prop 206 also includes provisions for sick leave for Arizona workers.

In order to be compliant with the newly passed proposition and upon approval by the Governing Board, as of January 1, 2017, the District will increase the hourly rate to $10.00 for any support staff currently being paid a rate lower than $10.00. Additionally, the District is actively engaged in research to account for future adjustments as required by the proposition. The District intends to bring a proposal to the Governing Board at the January Budget Work Study Session for consideration.

Currently the lowest hourly rate paid by the District is $8.40. The increase to $10.00 an hour will result in increases from $.02 to $1.60 an hour. At this time, 43 employees will be affected by the increase. The estimated cost impact will be approximately $20,000.00 for the remainder of the 2016-2017 fiscal year. Attached is a listing of employees whose rate will be adjusted along with the newly established rate information.

Of importance to note, contracted service employees will be affected by the new minimum wage as well. Additional costs are anticipated as a result.

The Board shall transact all business at official meetings of the Board. These may be either regular or special meetings, defined as follows:

Regular meeting - the usual official legal-action meeting, scheduled and held regularly.

Special meeting - an official legal-action meeting called between scheduled regular meetings to consider only specifically identified topics.

Every meeting of the Board, regular or special, shall be open to the public except for an executive session that is held in accordance with state law. A "meeting" is defined as the gathering, in person or through technological devices, of a quorum of members of a public body to discuss, propose or take legal action, including any deliberations with respect to such action, that has been properly noticed, pursuant to Arizona Revised Statutes.

Regular Board Meetings

The first (1st) Monday of each calendar month is designated as the regular Board meeting date.

A regular meeting may be rescheduled or canceled by agreement of a majority of the Board.

Written notice of the date, hour, place, and subject (agenda) of each regular meeting of the Board shall be given as follows:

Notice shall be posted at least twenty-four (24) hours preceding the scheduled time of the meeting, with the exception of an actual emergency, in which case such notice as is appropriate to the circumstances shall be given.

Notice shall be posted at a prominent place, convenient to the public, as designated by the Board in its notice to the County Board of Supervisors.

Every regular meeting of the Board shall be open to the public, and the Board shall meet at the most convenient public facility in the District. (If a public facility is not available within the District, the Board may meet at any available public facility convenient to all Board members, regardless of the county or school district in which the facility is located.)

Special Board Meetings

Special meetings may be called whenever deemed necessary. Written or telephoned notice of all special meetings shall be given to the members of the Board, and written notice shall be posted, at least twenty-four (24) hours prior to the time stated for the meeting to convene. Said notice shall indicate the purpose of the special meeting. No business other than the matters specified in the notice shall be transacted at such meeting.

Special meetings shall be open to the public.
