The “Elevator Story”

• Quickly finding information needed:– By the citizen– By the CoIs– By Government entities

• Foster Reuse for Federal Data– Saves money Reduces data entry– Saves time

• Why we need a universal core?– Because there are data we all care about and we need to speak

the same language

• Rationalizing Data for use as a National Asset.– First step in acting as a Federal Enterprise in collaboration with

state, local and tribal government

The “Elevator Story”

• Also:– Foster Information quality– Standard practices for management– Building out the Context Area for the DRM– Identifying the core data required to support the Government’s

mission

• In short– Know we know– Know how to share it– Know where it is– Use data --- Making decisions

Basic Concepts for Governance

• The things that we all care about– Universal Core

• The things that a COI (two or more agencies) cares about– Core (COI Core)

• The things that an agency cares about – Mission specific requirements

• Focused on context – not a huge federal data model, but provide the organizing framework for “knowing what we know”

Deliverables:

• A Proposal for Universal Core – Four Context Areas with Description to be published

in the DRM • PERSON• ….• ….• ….

– Establish structured, repeatable process for defining and documenting Universal Core

– Establish guidance for FY 09 budget build (May 07)• Update of DRM

Deliverables (cont.)

• Implementation Guidance for Agencies– Request support from Best Practices

• Pilot Process for COI Governance– Creation of COI (Chartering)– Creation of Context, Description and Sharing with a

COI– Use existing Communities of Interests as point of

departure– Pilot repeatable processes for implementing DRM

Making it happen• Find out who cares.

– Invite representatives

• Analysis– Draft Universal Core List– Establish it as baseline– Universal Core should capture basic interrogatives:

• Who (PERSON and PERSON roles, ORGANIZATION)• What (things, ASSETS, PROPERTY, EQUIPMENT)• Where (LOCATION)• When (EVENT)• Why (OBJECTIVES, GOALS)

– Request IAC Support for Analysis

• Use DAS as approval authority for Universal Core
