Asus opens the year 2014 by presenting mainstream notebook which is directed to young professionals who require affordable notebook for daily uses.

Such notebook, X452EA, strengthened by the newest generation of AMD mobile processor which is Kabini which offers sophisticated technological features.

Lenovo has just launched the first 4G LTE smartphone to the market with the name Lenovo Vibe Z.

As reported by Softpedia (1/2), this Lenovo Vibe Z smartphone will be able to present data upload speed of up to 50 Mbit/s and download of up to 150 Mbit/s on 4G network.

For the specification itself, Lenovo will circulate in the market by supporting IPS 5.5 inch screen (1920 x 1080 pixel), quad core 2.2 GHz Snapdragon 800 processor, 2GB RAM, and 16GB internal memory.

Vibe Z will also be strenghtened by 13 MP back camera with f1.8 aperture lense, 5MP front camera, and run by using Android 4.3 Jelly Bean.

C ode Division Multiple Access (CDMA) technology entered

Indonesia in 2002. At the time CDMA was targeted by many large operators including Telkom for fixed wireless access service from the US which was considered as a more stable technology compared to cellular technology from Europe.

Towards the end of 2013, FWA service faded. Moreover CDMA technology which is now used has maxed out and cannot compete with other technological developments. Consequently many users started to leave services with this technology, particularly due to the limitedness of variation and the availability of handset.

Moreover, it is reported that telecommunication device vendors have no longer produce CDMA for the past year, which means operators will find it difficult to develop their network or expand to other regions, not to mention the issue of the availability of handsets which are no longer sold freely other than through bundling.

The signs of CDMA demise have been seen since 2 years ago, when CDMA operators began to struggle in maintaining their financial performance despite that at the end of the day they still suffered large loss and debt.

Even an operator as large as Telkom has reconsidered to continue CDMA business. Through Flexi, Telkom indeed provides fixed wireless access

(FWA) service which is CDMA based. Along with this non growing business even tends to

bring loss for the company, Telkom intends to shut down this line of business which previously was the foundation of Telkom hopes in addition to Telkomsel which holds cellular telephone services.

Such telecommunication State Owned Enterprises has no longer brought profit for the company and since early 2013 has no longer invested for the development of Flexi considering its 1.5 percent negative growth.

Not only Telkom, Smart Telecom and Smartfren are also planning to migrate to Long Term Evolution (LTE) on 2.3 GHz frequency band. It is understandable since on 1,900 MHz is no longer prospective and it is impossible to hold LTE TD adjacent to LTE TD owned by 3G cellular operators.

Another CDMA operator such as Bakrie Telecom is in a worse condition. Instead of developing new infrastructure and adding the number of operator customers, such

operator is reducing the operation of a number of its BTS due to the termination of of tower supplier and other reasons. The number of customers is also decreasing.

In global landscape, CDMA is indeed less popular compared to GSM. Perhaps, there are only Japan and Korea left which are loyal to CDMA, considering that they were the ones who developed such technology. It is just that the issue of interoperability with GSM or 3G up to LTE may still be restrained.

If that is the case, regulators are supposed to pay attention to the demise of CDMA phenomenon, particularly for the purpose of the future frequency structuring, including the supervising of CDMA operators’ responsibilty to their customers if it is according to this year prediction, such technology will be shut down.

Frequency is a limited resource. In its structuring, each country must follow the directions from international telecommunication union (ITU) in order

to create interoperability from one country to another.

It is unimaginable if Indonesia for instance, uses 700 MHz frequency for cellular, whereas other countries most work on 900 MHz, 1800 MHz and 1900 MHz. If it happens Indonesians will not be able to make international calls.

The handsets used must be self-manufacured since certainly there is no vendor who is willing to produce handsets only for Indonesia, since the economic scale will be very small, unless such handsets are sold in very high price.

It seems like an endless process, regulator and the government seems to rearrange frequency structuring every year. This happened because the

government and BRTI do not have the roadmap and blue print which are clearly related to the development of telecommunication technology and industry.

As to 2.1 GHz band alone, the government has structured it up to four times in the last 2 years and definitely will restructure the same after the auction of what used to be owned by XL and Axis.

Actually it is very unfortunate that the government has wasted too much energy only to structure frequency, while the supervision towards service quality to customers has been neglected.

This frequency rearrangement is worsen by the past frequency management which was poor and only provided frequency for free wihtout any auction and mature calculation.

Frequency structuring is predicted to continue next year and has the potential to disturb service quality to customers.

On 2.3 GHz band, the government has also dragged on the remaining frequency auction, meanwhile since the beginning it has been planned for WiMax Mobile. Now the remaining frequency will be used for TD-LTE.

On 800 MHz band, four CDMA operators are packed causing their competition with GSM to be unhealthy. On 900 MHz band, by only neutralizing the frequency owned by Indosat, the government proves that it does not have any clear roadmap, let alone for 1,800 MHz band which still needs to be sructured since many of it are not contigeous.

The government also has a very complicated work on GHz 2.5 band which according to International Telecommunication Union (ITU) is used to access mobile broadband, however it is controlled by televise broadcasting operator as wide as 150 MHz. The same note is applied on 3.3 GHz band and 3.5 GHz which became a dispute at one point between satellite operator and BWA.

For such purpose, it would be better if the government immediately composes a future tecnological roadmap, in order for frequency structuring to be done at once and not wasting energy.

Majalah ICT S ince its first emergence in 2012, IM2 case has been surrounded by many irregularities. Indosat assertiveness and consistency in excercising legal process honestly and in

accordance with the prevailing provisions makes it diffilcult to move at the court.

The lack of knowledge of the attorney in technical process in telecommunication industry causes such case to be further from the desired justice.

The voice from international world which knows more about cooperation process in telecommunication industry is even considered as a blowing wind by law enforcer. After being blamed at the Criminal Act of Corruption District Court, former President Director of IM2 Indar Atmanto went on to high Court of DKI Jakarta with the hope that the legal process would be more fair and just.

Instead,the Supreme Court of DKI Jakarta even added Indar Atmanto sentencing from 4 years to become 8 years.

In addition to the heavier sentencing, in the decision of Panel of Judges chaired by Syamsul Bachri Bapa Tua also determined a penalty in the amount of IDR 200 million with subsidiary 3 month

Such high court decision certainly hurt telemathic community in Indonesia and in the world since such decision is the same as

causing other internet service providers to be illegal since there are no internet service providers that own their own BTS infrastructure and they can only own server for customer data basis. ISP business model is service instead of infrastructure. ISP is the reseller of networks owned by operators that provide services to end customers and internet shops.

ISP license itself is different from telecommunication provider operator license, therefore business model of ISP is legal according to

Telecommunication Law No.36/1999.If IM2 is considered as guilty, therefore

more than 200 internet service providers which apply similar business model must also be found guilty and pay the use right excise (BHP) of frequency in the amount accused to IM2 which is IDR 1.3 trillion.

On he other hand, hundreds of ISPs operate in small and middle scale which naturally is impossible to pay IDR 1.3 trillion. The impact is they may go bankrupt and cannot provide internet services, therefore Indonesia is like big fish in a little sea, which people cannot grow. The government will also feel the impact, since without the internet, the government wheel cannot run at all.

corruption of the District Internet Services Center Car (MPLIK) in the year 2010-2012 in Ministry of Telecommunication and Information

(Kemenkoinfo) is considered as slow, even it can be said to be non progressing.

In such case, Attorney General only determind two suspects name Head of officer in Telecommunication and Informatics Funding Supplier and Manager House (BP3TI) Santoso and another suspect namely President Director of PT Multidana Rencana Prima Doni N Achmad.

MPLIK project which was held based on Minister of Communication and Informatics regulation Number 48/PER/M.KOMINFO/11/2009 was not in accordance with the intended purpose. In addition to PT Multidana Rencana Prima, there were several vendors or MPLIK project implementors namely PT Telkom, PT AJN Solusindo, WIN, Lintas Arta and Radnet.

In addition, Attorney General also alleged that the implementation of MPLIK project by PT Multidana Rencana Prima in South Sulawesi Province with a value of IDR 81 billion and Banten Province as well as West Java with a value of IDR 64 billion which was not in

accordance with contract document.Both in technical specification and organizing

operation.Meanwhile for MPLIK case itself Attorney General

seems to be in doubt to summon Minister of Communication and Informatics Tifatul Sembiring which by de jure nature should know the case that involved such Communication and Informatics officer.

Attorney General affirmed that it would still complete corruption case of District Internet Services Center Car (MPLIK) which caused the state loss in the amount of IDR 1.4 trillion as well as involving several vendors including PT Telkom Indonesia as one of tender holders.

This was conveyed by Special Criminal Solicitor General R. Widyo pramono in response to the allegation made about his side being weak in handling this case.

“What’s obvious is that the handling is serious, when the time is right we will convey (such handling). Attorney General is committed to continue completing MPLIK case. There is no one who isn’t committed, consistent,” said Pramono.According to him, Attorney General would work in accordance with the data and facts he developed in the process of investigation of a case which was being handled.

Pramono response was aimed to answer people’s doubt conveyed by Indonesia Anti Corruption Community (MAKI) who considered that Attorney General had been weak in handling MPLIK case.

Such case handling seems odd in which PT Telkom Indonesia Tbk which by the way is the winner of the largest tender has not been touched or made a suspect. MAKI asked Attorney General to be serious in finding strong evidence to drag all who were involved in MPLIK corruption including PT Telkom Indonesia Tbk.

There are many things you talk about with this man who graduated from Waterloo, Canada, since in addition to his abundant knowledge on telecommunication, Muhammad Ridwan does

not hesitate to share knowledge.If asked about telecommunication industry, he

will directly answer fluently. According to the man who has been a member of regulation committee of Indonesian Telecommunication Regulating Board (BRTI) twice, telecommunication industry condition at this time is facing quite a heavy issue.

Among the telecommunication providers there is an unhealthy competition in which there are matters from promotional tariff up to price war that have taken place all year long.

On the one hand, users feel at ease with this inexpensive tariff. However actually in the long run this will be a boomerang, both for telecommunication providers and users.

“Nevertheless, telecommunication industry in Indonesia is still promising. It can bee seen from the money circulation in this industry which reaches IDR hundreds of trillions,” said Ridwan.

The complication of regulating telecommunication is how to maintain balance since on one side state revenue

from Telecommunication cannot decrease, but on the other side the burden of telecomunication providers has been quite heavy, obligation on frequency BHP, telecommunication BHP, and USO BHP have been very large, they have reached almost 20 percent from annual revenue.

“However working as regulators is fun, since with educational background in technique, I learned so much about new sciences outside technique which certainly will have so much benefit,” he said.

The downside was that during his membership period in BRTI, he said, in addition to being far away from his family who still lived in Bandung, when he issued a regulation it was reviled particularly by the side that was damaged.

Ridwan who at his spare time likes to enjoy the nature, culinary and photographs holds a life philosophy to be like a bee.

A bee or as ridwan calls it tawon when hanging on even a small twig, the twig will not break, whereever it is it will not disturb the surrounding nature.

“It eats from good stuff, and it also discharges good stuff from its body, and such good stuff can be used as medicine. We should also be smart in choosing words to say and we should do good deeds which benefit other people, because the more beneficial a person to the other the better he is,” said this man who has two sons who go to Technical Faculty at ITB and a daughter who goes to Faculty of Medicine of the Padjajaran University.

Vendor Execute Their OS to Death

M icrosoft Indonesia continues to campaign for Windows XP users to immediately migrate to newer OS, such as Windows 7 or 8.

The reason is that Windows XP has been stated to be ‘executed to death’ by Microsoft per April 8. This means only in a couple of months. Meanwhile now windows XP is still the second most sold OS under Windows 7 all over the world.

In CES 2014 event that is taking place now in Las Vegas, Microsoft speaks again about Windows XP.

Meanwhile in Indonesia there are still a lot of computers that still use Windows XP. Most of them are in offices, schools, internet shops and other places. They are reluctant to shift to Windows 7 or windows 8 due to complication and discomfort. They are accustomed to XP.

If it is thought through, the cease of support for Windows XP will cause a greater risk if it is still used. In addition to the risk of being attacked by virus, gradually there will be a lot of software that cannot be oprated with XP.

Meanwhile, a number of BlackBerry customers admitted that they would be confused if BlackBerry ceased the support on BBOS 7 starting in 2015. As

we all know, most of its users in Indonesia use BlackBerry with BBOS 7 type.

This Canadian vendor step is quite surprising since all this time based on monitoring by merdeka.com, BlackBerry 10 has not been successful in the market due to the tariffing system which is on GPRS or per kb. With such tariffing system, customer bill can drastically increase.

The reason is, based on the new quarterly report a couple of days ago, BlackBerry has failed to sell products valued up to USD1.6 billion (IDR 17 trilion). Most of the products that were not sold were dominated by BB10 products.

Based on Majalah ICT record, all through last year BalckBerry only released one product BBOS7, namely Bold 9720.

However, the news on the cease of BlackBerry support on BBOS7 was denied by BlackBerry Indonesia.

Manager PR of BlackBerry Indonesia Yolanda Nainggolan released an official statement of BlackBerry global which said that it would continue to provide support for BBOS7 products. “And should there be any information or question which contain otherwise (that it will cease BBOS7) then it is not true,” she said.

According to data from telecommunication operator, until the end of last year there had been around 15 million users of BlackBerry in Indonesia, 80 percent of which are BBOS7 users.

Such Canadian vendor handles Indonesian market seriously by building application verification center in Bali. Such verification center determines applications from all over the world which can be included into BlackBerry World.

(Free to Air) by Supreme Court Number 38P/HUM/2012 dated April 3, 2012 which was conveyed on September 26, 2013, Ministry of Communication and Informatics issued the new Minister of Communication and Informatics regulation.

Minister Regulation No.32/2013 signed by Minister of Communication and informatics on December 27, 2013 contains Digitally Broadcasted Television Organizing and Multiplex Broadcasting through Terrestrial System.

Ministry of Communication and Informatics held a public testing towards Minister Bill (RPM) regarding Data Center

Technical Guidance.The main consideration of this RPM composing is for law

enforcement interest and protection for citizens’ data, electronic system organizing for public service is obliged to place data center and disaster recovery in Indonesia.

According to head of information and Ministry of Communication and Informatics Community Relation Gatot S. Dewa Broto, data center is a facility used to place electronic system and its relatd components for the purpose of its placement, storing and data management.

“It needs to be clarified that this RPM is a technical regulating in nature from the presence of data center. Whereas the provision of aspect is regulated by the related institution in accordance with the sector after coordinating with Minister of Communication and Informatics,” he said.

Communication and Informatics expresses its gratitude. Such public testing is part of openess, objectivity and transparency of Ministry of Communication and Informatics in Digital TV implementation,”explained Gatot.

Despite the issuance of new regulation, Minister of Communiation and Informatics stipulated that the presence of LPS that has been stipulated by the Minister as Multiplex Broadcasting Organizing Broadcasting Institution based on Minister of Communication and informatics Regulation No.22/2011, is still acknowledged including but not limited to the right to organize multiplex broadcasting and radio spectrum use right that it has owned, as well as running its activities.

Meanwhile, Licensing of television broadcasting organizing analogically remains running in accordance with Announcement of Private Broadcasting Institution Broadcasting Organizing Opportunity on Television Broadcasting Services Analogically Through Terrestrial System.

CEO of Bakrie Anindya Bakrie said that his side was very enthusiastic in investing in Path. “We are very enthusiastic to participate in the growth of Path in order to keep progressing. With a solid management team and relevant development plan, Path will continue to connect many people in Indonesia personally, meaningful and productive,” continued Anindya.

Dave Morin admitted that he still monitored the impact of the entrance of Bakrie Global Group as an investor in his company following the noise of Path users in Indonesia movement to unistall Path.

“We monitor the sentiment and attempt to understand what is the point of attention and positive matters,” said Morin as quoted by Recode.net.

For Path, the entrance of Bakrie is certanly good news for Path which several months ago laid off 20 percent of its employees, moreover, Bakrie brought 25 million US dollars or around IDR 300 billion.
