ContextGoa – Land of opportunities

Perspective

• Goa is the smallest state in India spread over 3,702 sq.km.;• It has a beautiful coastline, lush forests, hospitable people and a rich culture;• The Govt. is encouraging investment in Goa through the Goa Investment Policy 2014;• Goa has appointed a world class consultant to prepare the Tourism Master Plan and Policy

for facilitating growth in tourism.

Goa tourism statistics

• Goa is the destination of choice for international as well as domestic tourists;• CAGR of total tourist arrivals is 8.9% (2010- 2014);• International tourists - 5.13 lakh, 2.3 % of international traveler numbers per state in 2014;• Domestic tourists – 35.4 lakh tourists in 2014;• 30% growth in total tourists from 2013 to 2014.

Accommodation Sector

• 41 starred hotels in Goa, including 23 five and five star deluxe hotels; • Smallest state in India having 11% of total 5 star and 5 star deluxe hotels in India;• Supply of rooms grew 11.4% over FY 07-13; while demand grew at 14.8%;• Occupancy stood at 70% in 2013-14, with a 6.8% increase over 2009-10; Only city/state in

India with increasing occupancy over the last 5 years• Revenue per Available Room (RevPAR) in FY 13 was 4.7 % higher than in FY 12.

ContextDepartment of Tourism and Goa Tourism Development Corporation of Goa Ltd.

Department of Tourism (DoT) is a Government of Goa entity responsible for:

policy formulation;

planning; and

registration of individuals and entities involved in tourist activities under the Goa registration of tourist trade act 1982 and rules 1985.

Goa Tourism Development Corporation (GTDC), is an autonomous body registered under

the Companies Act 1956, set up on 30th March, 1982 by the Government of Goa. Its objectives

include –

Promoting Goa as a tourism destination in India and abroad;

Operating the commercial activities of the Department of Tourism by providing accommodation, sightseeing tours, cruises, packages, etc.

Hot Air Balloon facilities providing a panoramic view of the state

33 seat amphibious vessel - first of its kind in India

Hop on - Hop off bus services

Luxury yacht services

Innovative adventure trails

Development/ Redevelopment of six GTDC properties at prime locations in the state.

Project GTDC Properties proposed for development

GTDC has identified several properties (land and

hotels) spread across Goa for redevelopment

through private sector investment mode

(DBFOT)

Competitive bid processes are being carried for 6

properties to select Concessionaires for the Project

execution

Technical cum Financial evaluation criterion would

form the basis for selection of Concessionaire

Broad guidelines for concept development at each

site have been formulated for these projects by

GTDC

Successful bidders are expected to develop the

tourism product at the site based on the concept

parameters, followed by maintenance and

management of the Project

Land would be leased to the successful bidder for a

period of 30yrs, extendable further by 30 yrs.

Project – Property 1 - ColvaColva, South Goa district; approx. 18,000 sq.m. prime beachside area

Location• Colva is part of the 25 km long sandy beach that stretches from Bogmalo in North Goa to Cabo de

Rama in South Goa• Property is located adjacent to Colva beach in South Goa district, in an area seeing significant tourist

footfalls

Site Characteristics• Existing 47 room hotel at site within Coastal Regulation Zone (CRZ) III, High Tide Line (HTL) and HTL+

200m line• Hotel features - Three blocks of ground floor and one block of ground + 1 structure comprising built up

area of approx. 2,800 sq.m.• Encumbrance free land with GTDC having a clear land title on area under consideration

Access • 15 minutes drive from Margao city and railway station• 22km from Dabolim airport, distance can be covered in 30 minutes

Market Analysis • Two five star properties located within 6km radius, and three five star properties located at a distance

of 7.5 km

Proposed Product –3+ star equivalent hotel of 30 rooms

Project – Property 2 - AnjunaNorth Goa district; approx. 77,200 sq.m. prime beachside area

Location• Anjuna beach has the beaches Calangute and Baga to the South & Chapora and Vagator to the North• Property is located adjacent to the beach on a cliff overlooking the sea• The world famous Anjuna flea market is held on Wednesdays in the neighboring area

Site Characteristics• Encumbrance free land with GTDC having a clear land title on area under consideration. Part area

falling in CRZ III between HTL and HTL+ 200m line, rest within HTL + 500m• 530 sq.m. of built up area within HTL + 200m in CRZ, remaining land area clear of construction

Access • 25km from Panaji city, and 9km from Mapusa city• 19km from Thivim railway station• 47km from Dabolim airport, distance can be covered in 70 minutes

Market Analysis • Goa is a key destination for Destination weddings• Very few five star hotels in the state offer facilities catering to large wedding groups in Goa, especially in

North Goa• Significant scope for growth in this market with around 700 weddings happening yearly

Project – Property 3 - BritonnaNorth Goa district; approx. 35,000 sq.m. area adjacent to Mandovi river, close to Panaji

Location• Britonna property is located on the banks of Mandovi river, a 10 minute drive from the capital city

across the Mandovi bridge• The village is dotted with quaint houses showcasing old Indian and Portuguese architecture• Site is close to the Reis Magos fort

Site Characteristics

• Encumbrance free land, with GTDC having a clear land title on area under consideration• The rectangular shaped plot has a naturally vegetated area on one corner of the property ideal for

nature based activities

Access

• 28 km from Dabolim airport, distance can be covered in 40 minutes via NH17• 6 km from Panaji city a 10 minute drive across the Mandovi bridge• 13 km from Karmali railway station

Market Analysis

• This property is located close to Panaji city and is expected to provide luxury accommodation facilities• The yacht club would facilitate nautical tourism and be a draw for high spending leisure tourists

• Kesarval is located on the NH17 adjacent to the Verna Industrial estate (largest IE in Goa)• GTDC’s property is located adjacent to the Kesarval spring well known for its medicinal properties• Located in the midst of vegetation, the air is serene and a spot of solitude in the busy neighborhood.

Site Characteristics

• Encumbrance free land, with GTDC having a clear land title on area under consideration• The circular shaped plot pans out on either side of the stream providing an opportunity to segregate

the accommodation and corporate outbound facilities

Access

• 12 km from Dabolim airport, distance can be covered in 15 minutes via the NH17B four lane road• 20 km from Panaji city and 14km from Margao via NH17• 16 km from Vasco railway station in Vasco city

Market Analysis •The natural surroundings are conducive to corporate outbound and leadership building activities•Property is located 200m from the NH17 facilitating ease of access to business clients• Being adjacent to the Verna industrial estate and 15 min from the airport target clients for the hotel

would be in close proximity to the hotel

Location• Farmagudi is situated in the Ponda taluka, the heart of Goan culture abound with temples and

mosques• GTDC’s property is located adjacent to the NH4A which is proposed to be made six lane by the Govt..• The plot is located on the side of a hill and provides a panoramic view of Goa all the way to Vasco

Site Characteristics• Encumbrance free land with GTDC having a clear land title on area under consideration• The rectangular shaped plot provides means for creative placement of the two proposed products• Existing 39 room hotel on site, 4,500 sq.m. of built up area comprised of nine single floor blocks

Access • 28 km from Panaji city, and adjacent to Ponda city• 16 km from Karmali railway station• 36 km from Dabolim airport, distance can be covered in 45 minutes via NH4A and NH17

Market Analysis • Meetings, Incentives, Conferences and Exhibitions (MICE) industry of India is in a period of rapid growth

• 6 metros + 4 locations account for 70% of all the conventions organized in the country.• Goa is an ideal location for such activities, however there is a dearth of 1,000+ capacity convention

facilities in the state• This project would be a flagship product for the state, having a first mover advantage

Location• Mayem property is located on the banks of the picturesque Mayem lake away from the hustle bustle

of urban life• The area is serene having beautiful flora and fauna with hills at one side of the property• The lake is conducive to water based activities like boating

Site Characteristics• Encumbrance free land, with GTDC having a clear land title on area under consideration• The plot pans out on three sides of the lake providing an opportunity to segregate the

accommodation and theme facilities• Existing property of 20 rooms with 2,200 sq.m. of built up area

Access

• 12 km from Dabolim airport, distance can be covered in 15 minutes via NH17B four lane road• 20 km from Panaji city and 14km from Margao via NH17• 16 km from Vasco railway station in Vasco city

Market Analysis • The theme park industry is worth over INR 2,500 crore and is expected to reach INR 5,400 crore by 2020

• However there are only around 150 amusement and water parks, and 45 Family entertainment centers all over India.

• The industry is growing at a rapid pace given the market demand• Goa currently has no sizeable theme park in spite of a large influx of tourists providing a significant

target market for this project
