O R D E R:
In pursuance of the sanction accorded by the Government under
sub-clause (1)of clause (b) of Sub-rule (2) of Rule 9 of the
revised Pension Rules, 1980 for initiatingDepartmental proceedings
against Sri P.Mallikarjun, the then EE, QC & Vigilance,
TW,Hyderabad now working as EE, TW Planning & Monitoring in the
Engineer-in-Chief(TW), Hyd., in accordance with the proceedings
laid down in Rule 20 of A.P.C.S(CC&A) Rules, 1991.
2. The substance of the imputations of misconduct or
misbehaviour in respect ofwhich the inquiry is proposed to be held
is set out in the enclosed statement ofArticles of Charges
(Annexure-I). A statement of imputation of misconduct ormisbehavour
in support of each article of charge is enclosed (Annexure-II). A
list ofdocuments by which and a list of witnesses by whom, the
articles of charges areproposed to be sustained are enclosed
(Annexure-II &I II).
3. Sri P.Mallikarjun, the then EE, QC & Vigilance, TW,
Hyderabad now working asEE, TW Planning & Monitoring in the
Engineer-in-Chief (TW), Hyd., is directed tosubmit within (10) days
of the receipt of this order, a written statement of his
defence and also to state whether he desires to be heard in
person.
4. Sri P.Mallikarjun, the then EE, QC & Vigilance, TW,
Hyderabad now working asEE, TW Planning & Monitoring in the
Engineer-in-Chief (TW), Hyd., is informed that aninquiry will be
held only in respect of those articles of charges as are not
admitted.He should, therefore, specifically admit or deny each
articles of charges.
5. Sri P.Mallikarjun, the then EE, QC & Vigilance, TW,
Hyderabad now working asEE, TW Planning & Monitoring in the
Engineer-in-Chief (TW), Hyd., is further informedthat if he does
not submit his written statement of defence on or before the
datespecified in para 3 above, further action will be processed
based on the material
available.
6. Attention of Sri P.Mallikarjun, the then EE, QC &
Vigilance, TW, Hyderabadnow working as EE, TW Planning &
Monitoring in the Engineer-in-Chief (TW), Hyd., isinvited to Rule
24 of the Andhra Pradesh Civil Services (Conduct) Rules, 1964
underwhich no Government servant shall bring to attempt to bring
any political or outsideinfluence to bear upon any superior
authority to further his interests in respect ofmatters pertaining
to his service under the Government. If any representation
isreceived on his behalf from another person in respect of any
matter dealt with inthese proceedings it will be presumed that Sri
P.Mallikarjun, the then EE, QC &

Vigilance, TW, Hyderabad now working as EE, TW Planning &
Monitoring in theEngineer-in-Chief (TW), Hyd., is aware of such a
representation and that it has beenmade at his instance and action
will be taken against him for violation of Rule 24 of
the Andhra Pradesh Civil Services (Conduct) Rules, 1964.
7. The receipt of the G.O. may be acknowledged.
