AREA OF OPERATION

GLT’s Head office is in Islamabad and district offices/coordinator throughout Pakistan.

The reason for GLT’s focus in these areas is that these areas are rich in culture and

history, but suffer from chronic poverty and neglect. Literacy rates are far below the

national average and there is a lack of access to basic services, such as health facilities,

educational institutes, electricity and piped gas, particularly in rural areas. In an attempt

to reach as many people as possible, GLT works with a wide variety of communities and

groups throughout the region. GLT also works to create links and partnerships with

neighboring districts, in order to strengthen and replicate the work being doing. By

collaborating and sharing with both local government and civil society organizations,

GLT hopes to create systems and institutions that are efficient, equitable and

sustainable.

ORGANIZATION’S CAPACITY

One of the key elements in GLT's approach to development is cooperation. An integral

part of this cooperation includes partnerships with donor agencies and other NGOs. It is

GLT’s belief that sharing of resources, knowledge and expertise will lead to a more

efficient and sustainable system of development. GLT has therefore positioned itself as

an entry point for organizations wishing to do work in the districts of operations. This is a

significant role in areas where a major challenge of development lies in establishing

relationships, trust and credibility. GLT has already established these critical elements

and can provide the resources and access needed to implement development projects.

GLT has very good liaison with law enforcing agencies of Pakistan, Provincial Disaster

Management Authority (PDMA), Ministry of State and Frontier Regions (SAFRON), local

administration, UN Agencies and all other stakeholders for developing a comprehensive

strategy for sustainable development of Pakistan and adjoining areas. Global Learning

Trust is operating Early Childhood Development Education through grade 10 schools,

primary schools, Paramedical Technical Schools, Nursing Schools, Vocational Training

Centers, Mobile Units, 9 District Head Quarter Hospitals, Labor and Welfare Schools,

that are traditionally hostile to development initiatives, GLT also has a robust internal

capacity. Our staff is composed of over 1180 Teachers, Vocational Trainers, Nurses,

Doctors, Lab Technicians, Early Childhood Development Experts, Special Education

MONITORING AND EVALUATION

The Monitoring & Evaluation (M&E) section in GLT is operational at three levels; at the

head office level, provincial office district and at the field office level. There is another

level of monitoring, which is monitoring of the field level activities directly by community

activists or community members that is also very important reflection ongoing activities.

The M&E process adopted by GLT is a dynamic process with a feed-forward loop for

continuous improvement. The process focuses on information collection, analysis,

interpretation and dissemination followed by information adaptation and application

according to each project. The team at the head office carries out monitoring activities

based on overarching strategic and policy directives. At the district & project level, the

M&E section focuses on monitoring activities in conjunction with day-to-day planning,

implementation and reporting. GLT applies participatory exercises to monitor activities,

results and impact. Some of the techniques used are:

• Semi-structured interviewing;

• Stakeholder analysis; and

• Mapping;

The M&E team at the field/district level uses gathered data (both quantitative and

qualitative) in order to review progress of ongoing projects. At the outset of a project, the

monitoring unit develops check points/checklists through various indicators to assess the

performance of program components and maintains databases accordingly to produce

narrative reports (both quantitative and qualitative). Regular reviews with the involvement

of all stakeholders and local community members/supervisors are part of the monitoring

process.
