1.0 INTRODUCTION:

1.1. EXECUTIVE SUMMARY:

Tanzania and the World in general recognize that gender inequality is a major obstacle to socio-

economic development. The Constitution of the United Republic of Tanzania endorses gender

equality and equity and guarantees full participation of women and men in social,

Economic and political life. In Tanzania women have consistently constituted over 50% of the

country population and about 79% of them are living in rural areas (Integrated Labour Force

Survey Report 2014).Despite the different Declarations implemented by the United Nations,

different efforts that have been initiated by the Government of Tanzania, gender inequality still

exist in large extent and this jeopardize the socio-economic development among the women and

hence most of them are poor compared to their men counterparts. The SMGEO realize that the

continued marginalization and unequal participation of women in development within

communities hinder the rapid social, economic, political and cultural development hence we are

working to restore and promote equality of both men and women for sustainable development.

“Twende Pamoja” means let us go together, it is among the projects that are intended to be

implemented by SMGEO in Lake Zone part of Tanzania from January, 2017 to December, 2017.

The project will start in Biharamulo district in Kegera region aiming at eliminating all forms of

gender inequalities, gender discrimination, stereotype and violence against women in rural areas

and empowering them so as to narrow the gap between men and women in economic, social,

political and cultural aspects for sustainable development. Basically this will be achieved by

concertizing and creating awareness to rural community to abandon the wrong traditions, beliefs

and practices that accelerate the gender inequality, discrimination and violence within the

community and building capacity for rural women to involve themselves into entrepreneurial

activities so that they can earn income and raise up themselves from the poverty circle and

reducing the gender gap.

The project will be implemented within one year for awareness creation and after that we will

need to The target population are rural women who are experiencing severely the gender

discrimination, gender violence, poverty and gender oppression (65.8%) compared to the urban

women (57.0) (Kivulini Survey Report 2009).The project aims at implementing the Women and

Gender Development Policy (2000), the SGMEO Gender Policy (2016) and the World Summit

(2005) Resolution on Gender Equality and Empowerment of Women and it targets to reach about

5,400 women for the whole district. The whole project will cost about 66,787.28 US$ that is

equal to 145,853,400 TZS. This includes all the costs required to operate the project from the

beginning to the end. At the end of the project we expects to have the community that adhere for

women dignity and empowering women and girls in social, economic and political aspects and

mobilized community who ensure the equality for all men and women for rapid and sustainable

development.

1.2. ORGANIZATIONAL BACKGROUND

Social Mainstreaming for Gender Equality Organization (SMGEO) is a Non-Government

Organization (National Level). It has been established on 10th August, 2015 by United Republic

of Tanzania under the Ministry of Community Development, Gender and Children(MCDGC)

This is a National level Organization that have allowed to works its projects in Tanzania

Mainland. A large and growing body of researches and gender projects has shown how gender

inequality undermines health and development. To overcome gender inequality the United

Nations Population Fund states that, “Women's empowerment and gender equality requires

strategic interventions at all levels of programming and policy-making. These levels include

reproductive health, economic empowerment, educational empowerment and political

empowerment.

We, the undersigned of the present Constitution believe that gender discrimination and

imbalance are the challenges that jeopardize the stability and wellbeing of the society in present

and future generation, thus SMGEO as Non-Profit Organization are engaging to restore and

promote equal integration of both male and female as well as disadvantages groups in the

development projects for community benefit.

SMGEO was formed according to the willingness of the community people in a view to deal

with the present socioeconomic problems in different areas in Tanzania Mainland by means of

good understanding and sharing the problems each other and to find out the best way of solving

the problems through free discussion in different projects and people participation in the decision

making and get together under an umbrella of SMGEO Organization.

Year of Establishment : - SMGEO established in 2015.

Project Activities: -The SMGEO activities started from January, 2015.

transformation and social justice issues informed by the transformative feminist agenda.

Statement of Believe

The Organization affirms hereafter that:

Equality for male and female as well as disadvantaged groups in whole process of

development in the society. Meaning to say “Without Gender equality no development”,

i. Achievement of equality in the society needs facilitation and awareness majority on real

means of gender and it’s aspects in the society

ii. Cultural norms and practices that mostly practiced in our society should be looked in

order to analyze tradition practices that bar equal participation in whole process of

development,

2.1. TARGETED AREA

The project will be implemented in Lake Zone regions (Mara, Mwanza, Kagera, Geita, and

Shinyanga), starting with Kagera region at Biharamulo as the starting district. Biharamulo is

among the districts that constitute the Kagera region that is located in Lake Zone part of

Tanzania. It lies 154 km from Bukoba town; the district was established in 19th century in which

Tanganyika was under colonial rules of Germany. It is located on latitude 20030’00 South and

longitude 31020’00East. In Eastern part it is bordering with Chato and Gaita districts whereby in

Western part it is neighboring with Ngara district. In Southern part is located nearby Bukombe

and Kibondo district and Northern part is bordering with Muleba and Karagwe District. The

district is located on equatorial region with a very low temperature that range usually of less than

30Celsius.It is also characterized by very wet climate with annual precipitation of more than

200mm that support for agricultural. The district has a total of 323,486 residents whereby

160,572 are male and 162,914 are female (Tanzania Population and Housing Census 2012). It

has 15 administrative division (Nyarubungo and Bwanga) and15 wards (Nyakahura, Ruziba,

Biharamulo town, Nyarubungo, Nyamahanga, Runazi, Kabindi, Nyamigogo, Nyabusozi, Nemba,

Lusahunga, Kaniha, Nyantakara and Kalenge).The project targets to work in Biharamulo because

of the presence of excess gender inequalities, discrimination and violence practices and there is

no any organization working in that area to concertize the community and create awareness on

gender so as to create environment for equality and respect .

2.2 PROBLEM STATEMENT

According to the study conducted by Kivulini Women’s Rights Organization 2009 in Lake

Zone regions (Mara, Mwanza, Kagera and Shinyanga) revealed that among the women

surveyed, a total of 85% experience some form of psychological violence. The most

common form of emotional violence experienced by women (84.5%) was being insulted by

their partner. Among the women surveyed, 56.2% had also experienced some form of

physical violence.

When looking at the rates of violence based on the surveyed area, it was found that 57.0% of

women in urban districts and 65.8% of women in rural districts had experienced some form

of sexual or physical abuse. Therefore the analysis revealed that women from rural districts

were significantly more likely to experience abuse than those from urban districts. That is

why according to this justification, the organization intends to implement this project in

Lake Zone starting with Kagera region in a district of Biharamulo especially in rural areas

due to the presence of high number of women who are experiencing different forms of

gender domestic violence, inequalities and unrespect. Thus we need to empower women by

working with communities to change their altitudes and create an environment of safety,

equality and respect.

2.3 PROJECT JUSTIFICATION

This project aims to bring about gender balance and justice within the community so as to

improve the women socio-economic status and bring about community sustainable

development and meet the aims of different policies and declaration such as Women and

Gender Development Policy (2000), Women in Development Policy (WID) (1992) and the

World Summit (2005) Resolution on Gender Equality and Empowerment of Women that

aim at eliminating all forms of social, economic, political and cultural gender imbalances.

2.4. PROJECT GOAL

Elimination of all forms of gender discrimination, stereotype and violence against women and

empowering them so as to narrow the gap between men and women in economic, social, political

and cultural aspects for sustainable development.

2.5. PROJECT OBJECTIVES

To promote equal participation between men and women in all development projects and

change the altitude of the community towards the position and role of women for the

need of attaining rapid development.

To sensitize the community and build capacity for rural women to initiate and undertake

different development projects such as small businesses, modern agricultural practices so

that they can earn income and raise up themselves from the poverty circle and being

capable to run their life rather than depending everything from their husbands.

To create legal capacity among the women so as to bring about gender balance and

gender justice in resource ownership and decision making for sustainable development.

To campaign for Social Behaviour and Communication Change (SBCC) and creating

awareness to the rural community about family planning, HIV/AIDS, malaria,

empowering the vulnerable group and campaigning against gender violence.

3.0. BENEFICIARIES OF PROJECT

The project will be implemented in Biharamulo District so as to upgrade the life status of women

especially in rural areas as they are most vulnerable group affected by gender inequalities. The

district has 162,914 women from whom 150,092 (92.1%) reside in rural areas (Tanzania-

population and housing census 2012). The women population for the whole district

comprises50.4% (Tanzania-Population and Housing census) and the district is among the bottom

twenty poor districts in Tanzania (The Poverty and Human Development Report 2005).

Therefore the project will be focused much in 6 wards (Nyamigogo, Nyamahanga, Nemba,

Kaniha, Nyantakara, Kalenge) due to the excess presence of gender inequalities and gender

violence practices in these areas. The research conducted by Paschal Andrew January to May

2014 on assessment of women participation in socio-economic decision making in Biharamulo

that was conducted in 6 wards (Nyabusozi, Nemba, Nyakahura, Nyamigogo, Lusahunga and

Kaniha) from 720 respondents, 68.6% of all respondents in rural areas are victims of gender

inequality and domestic violence practices. The community is still practicing patriarchy system

in which the men are over control of women and the women are not valued in the community.

Thus SMGEO aspires to restore the gender equality and respect for both men and women and

ensuring that women are aware of their rights for their development. The Organization will be

working with rural women, formulating clubs at schools, conducting seminars and workshops so

as to promote for women rights and building capacity among the women and up to the end of the

project the organization expect to reach about 5,400 women in rural areas.

3.2. PROJECT IMPLEMENTAION

The project will be implemented within one years (12 months) that is expected to start from

January to December 2017.

3.3. APROACH

The project will be implemented through meetings, training, seminars, workshops, assisting in

forming the women groups in rural areas, formation of clubs at schools. The seminars, training,

workshops and meetings sometimes will be involving the men so as to create awareness to the

whole community about the side effects of gender inequality, gender violence, gender stereotype,

gender discrimination and the role of women in bringing about rapid social, economic and

political development.

The project will be implemented within twelve months as shown in the chart below which shows

clearly the objects to be achieved and the list of activities in each objective and the time frame in

which they are to be achieved.

3.5 EXPECTED RESULTSAt the end of the project we expect to have the following results;

Having the community that upholds the gender equality, which values the women dignity

and respect for all.

Reduced gender violence and discrimination within the community.

Having the community in which women are involving in different entrepreneurial

activities so as to raise their economic status.

Mobilized community with the habit of checking their health status for their survival.

Having the community that is aware and practicing the family planning and contraceptive

methods.

3.6 INDICATORS Increase in women participation in decision making from the family level, village level to

national level.

Reduced violence cases from the village office, ward offices and social welfare office.

Different entrepreneurial projects that will be established and managed by women or

women groups.

Increased clinic attendance for health status checking and getting canceling on family

planning methods.

3.7 VISIABILITYMonitoring and evaluation of the project will be the first means to ensure visibility of project by

making sure that we are working according to the plan at the same time we will maintain

communication associated with the project activities between the project participant and donors.

3.8. PARTNERS:The organization intends to implement this project in partnership with the Ministry of Health,

Community Development, Gender, Women, Elders and Children, Care International, Engender

Health, Tanzania Women Lowers Association (TAWLA), Kivulini Women’s Rights

Organization.

4.0. MANAGEMENT AND PERSONNELThe organization is hiring the qualified and capable employees to manage and run the project so

as to ensure that the project achieve the anticipated goal and objectives, and it meets the goal of

Women and Gender Development Policy (2000), SMGEO Gender Policy (2016) and other

stakeholders who work to fight against gender inequalities. The below chart shows the

organization management structure.

5.0. PROJECT PROPOSED BUDGET

The project will be implemented within three years, the total proposed budget for the whole

project operation is 66,787.28 US$ that is TZS 145,853,400. This will be used for paying

salaries to project staffs, renting an office, buying motorcycle as a means of transport, buying

computers and printer, stationary costs, in service training costs and operational costs. These are

described clearly from the attached document of detailed budget in excel please refer it for

detailed clarification

6.0. MONITORING AND EVALUATION PLAN

Project monitoring and evaluation of this proposal will be divided into progress monitoring and

evaluation and post project evaluation.

6.1. Progress monitoring

Monitoring of the project focus on effective utilization of project resources, and ensure that the

implementation of activities are done according to work plan and project progress where by

every activity will be monitored effectively and efficiently from the start of the project to the end

of the project. Here the project will be well monitored as from the start of the project to the end

of the project.

6.2. Evaluation plan

Project evaluation will be the responsibility of the Project Evaluator and consist of two different

evaluative strategies - formative and summative.

Formative Evaluation - This is in progress evaluation which is primarily qualitative in nature,

the formative evaluation will be conducted through interviews and open-ended questionnaires to

the community and local leaders to assess the progress impact to the community. This will be

termly and yearly evaluation in which the community will be asked about the day-to-day

operation of the project and what the impacts they get from the project. The questions will be

asked to provide feedback for the ongoing improvement of the operation of the Project. The

Project Evaluator will meet regularly with project staff to share findings from the formative

evaluation so as to improve the operation. Periodic reports will be prepared that identify the

major findings of the formative evaluation and how they have been used to improve Project

operation.

Summative Evaluation– This is the post project evaluation which will be conducted to assess

whether the project attain the proposed objectives and anticipated results to the community. This

will be conducted through research and baseline survey and the report will be issued to presents

the formative and summative findings.

7.0. REPORTING SCHEDULE

The project operational reports will be given to the Donors, Partners, Management, Government

Leader and the Community depending to the level and the need of the report. There will be

monthly reports, quarterly report, termly reports, yearly reports, phase report and the final

reports. The below chart shows the flow of information and reports from the community level to

the Donor.

7.1. Data Management

8.0. CONCLUSION

The organization is committed to its code of conduct to implement this project to the targeted

areas within the proscribed duration to promote gender equality, freedom from discrimination

and violence and empowering the rural women so as to bring about community development.

This will be the phase one project which aims at creating awareness to the community, assisting

the women forming their community groups and VICOBA, thereafter we will request more fund

and assistance to implement the phase two project that will aim at supporting the women groups

in terms of financial, material and skills by giving them the loans so that they can be able to

establish or run different entrepreneurial activities such as garden farming, poultry, small

business which will make them earn income to improve their living status and reducing the

economic gap between men and women especially in rural areas. Thus the organization needs the

integrated support financially and materially in order to achieve the organizational goal.
