Greater Noida contains brief information about the project and scope of work for the

prospective Applicant (developers or operators or entity/parties or consortium ). The

purpose of EoI is to provide information to assist the formulation of the response (or

‘application’) to this EoI.

While all efforts have been made to ensure the accuracy of information contained in

this EoI document, this document does not contain all the information required by the

Applicant. Applicants are encouraged to conduct their own independent assessment,

1. Invitation for Expression of Interest

Greater Noida Industrial Development Authority (“GNIDA” or “the Authority”) invites Expression of Interest (EoI) for

developing the Night Safari Project (herein referred to as ‘NSP’ or the ‘Project’) on Design, Build, Finance, Operate and

Transfer (DBFOT) model. The first phase of the Project is expected to start operations in 2019. Interest applicants can

download the document from the website www.greaternoidaauthority.in, and submit their “Expression of Interest” in the

formats duly filled and signed with required enclosures, in a sealed envelope superscribed “EoI to Design, Build, Finance,

Operate and Transfer the Night Safari Project at Greater Noida’ at the address given in table below.

1.1. Key instructions

Interested Applicants should make note of the following key points:

► This EoI invitation document is not a tender for Request for Proposal in any form and would not be binding on

GNIDA in any manner whatsoever.

► GNIDA reserves the right to cancel the EoI invitation as a whole or in part without assigning any reasons.

2. Introduction

Greater Noida is a greenfield, modern, integrated city, located about 35 Km from Delhi, and falls under the Gautam Budh

Nagar district of Uttar Pradesh, India. The Greater Noida Industrial Development Authority is the nodal agency responsible for

development and administration of the city. As a part of the city planning, a Night Safari is proposed to be developed towards

the city’s southern periphery.

The Project was conceptualized by the State Government in 2005 and since then various activities have been undertaken for

project development which include land acquisition, planning and seeking approvals from various relevant agencies. A

Detailed Project Report (DPR) was prepared in 2005, and further updated in 2012. On the basis of the DPR, preliminary

approvals on the concept have been given by the Supreme Court of India and the Central Zoo Authority (CZA), regulatory

agency for zoo operations and management in the country, under the Ministry of Environment and Forest, Government of

India.

The Night Safari Project is planned around the safari park concept, wherein nocturnal animals can be viewed in an open air

zoo in the night. The animal exhibits simulate the nocturnal animal habitat, which is open to visitors at night. The concept is

based on the premise that night time is ideal to observe nocturnal animals when they are in an active state.

The aim of the Project is to develop a world class facility which fulfils the objectives of creating awareness about animals,

environment and ecology, provide a source of recreation and also spurs tourism in Greater Noida. The NSP shall be

developed as a world-class facility with features unique to the country, terrain, culture and weather. NSP shall constitute of

the core components and allied components, which are broadly defined as follows:

► Core components: Includes Night safari, bird park, water body, amphitheatre and support activities

► Allied components: Includes The Night Safari Club, entertainment park, and culture village

The primary objectives of the Project is to create conservation awareness through educational programmes that inspire

empathy for wild animals, an understanding and awareness for wildlife, its ecology and the venerability of this delicate

balance which wildlife has with the environment and human society. This will be achieved by educational programmes

reaching out to the visitors and communities.

The NSP will provide opportunities for scientific studies useful for ex-situ and in-situ conservation and encourage research in

biology, behavior, nutrition and veterinary aspects of their collection.

The NSP will also serve as an important recreational facility for the population of National Capital Region (NCR) and a

stopover for visitors travelling on the Yamuna expressway and the golden triangle.

GNIDA invites interested Applicants (national/international) to submit the information as per provisions of this EoI

document for development of the proposed Night Safari Project on Design, Build, Finance, Operate and Transfer

(DBFOT) model at Greater Noida in Uttar Pradesh, India

The Project construction, operation and maintenance is proposed to be collectively managed by a Project specific Special

Purpose Vehicle (SPV).

For the above purpose GNIDA intends to receive information from interested national/international applicants for

development of the state-of–art Night Safari Project over an area of 337.88 Acres, which will be allotted by GNIDA on long

term lease for 35 years concession period (which includes the construction period). The Project is expected to be developed

in two phases.

► The Phase I of the Project is envisaged to be operational in 2019

► Phase II is expected to be operational in 2021.

2.1. Project components

The land earmarked for the Project is defined as lies in the ‘Recreational Green’ area as per GNIDA Master Plan 2021. Based

on the list of permissible activities, an indicative list of Project components has been identified and segregated into core and

allied components as mentioned earlier. The list of proposed Project components is given below. The core components of the

Project are proposed to be developed on priority. The development and operations of the Night Safari would be undertaken in-

house and cannot be outsourced.

The proposed components of the Night Safari Project are as follows:

Detailed description

A: Core components – 287.88 acres

A.1: Night Safari

Animal theme zones Includes four (4) trails:

► Two (2) walking trails,

► One (1) tram ride, and

► One (1) trail with jeep ride

Central plaza Central plaza shall serve as the main entrance to the Night Safari complex, and also

provide entry to the core and allied components. The support activities accessible to the

visitors shall also be accessible from here which include the entrance drop, ticket booth,

guest service, education facilities, eateries, admin block, toilets, stations for safari and

ride, and interpretation centre

Service areas Critical functions necessary for the night safari operations are clubbed under the service

area including vehicle storage, workshop, vet hospital, quarantine, animal food

commissary, general stores, plant nursery, staff changing room & canteen and animal

rescue centre.

Car park An area to be developed to provide 1300 Equivalent Car Spaces. It will be planted with

trees for shade and aesthetics.

Green Buffer A green buffer of approximately 50 meters will be planted along the west side of the site

which flanks the access road and to the north of the site separating it from the allied

components.

Staff facilities Housing for the staff of Night Safari

Future expansion Some area has also been identified for future expansion and would be allocated to the

Project on a later date when there is a need for expansion.

A.2: Bird Park A landscaped park which houses various exotic species of birds. Exotic birds shall be at

display in exhibits or in open with simulation of natural habitat.

A.3: Water body A man made water body will be developed onsite

A.4: Amphitheatre The amphitheatre is an open to sky auditorium which will be used to host the educational

programs for visitors.

Detailed description

B. Allied components – 50 acres

B.1: The Night Safari club The recreation club would provide leisure facilities to the visitors and would be able to cater

to needs of varied groups from families to students to office groups. The club would have

venues to host conferences, large size social gathering and accommodation.

B.2: Culture Village This area would provide the visitor with an opportunity to take a cultural and culinary

journey around the globe. It would be developed as a major retail space for Handicraft and

handloom products, and would also provide a variety of fine dining options for visitors. .

The facility may have stalls, display galleries, kiosks and food outlets.

B.3: Entertainment Park The entertainment park would be designed along specific themes which may be inspired

from fiction or Indian mythological characters.

2.2. Project structure

The Project shall be developed on Design, Build, Finance, Operate, Transfer mode. It shall be managed by an SPV formed for

the Project. GNIDA would participate in the SPV through Golden share and would facilitate the SPV through the approval and

clearance process.

The land in the Project will be leased on nominal rates for a concession period of 35 years including construction time.

2.3. Project cost

The Project cost of the proposed Project spread across both phases is estimated to be approximately INR950 crore (~US$156

million) excluding land cost, which will be provided to the Project SPV on nominal lease.

2.4. Implementation Roadmap

To successfully implement and sustain the NSP, a well-structured roadmap is pertinent. The implementation roadmap refers to

the list of activities that needs to be carried out till the process of construction is completed and specific activities to be

undertaken thereafter for sustainable development and operations. An overview of the implementation roadmap is presented

hereunder-

3. Site details

The Project site is located in Gautam Buddh Nagar which is on

the southwest of National Capital Region of Delhi. It is enroute to

Agra and lies on the Yamuna Expressway. The access to site is

through the Noida-Greater Noida expressway.

The site is surrounded by Gautam Budh University,

Mursheedpur Reserve Forest and UPSIDC industrial area. The

area has been identified as “Recreational Green” landuse in

GNIDA Master Plan 2021. Accordingly 20% FAR and 10%

ground coverage is allowed on the site.

4. Scope of work

The developer is responsible for designing, developing, constructing, financing, upgrading, operating, and managing Project

design, finance, development and operations and management of the proposed Night Safari during the concession period

including, but not limited to, the following activities:

► Set up the Project SPV and ensure necessary manpower, resources and compliances;

► Prepare a comprehensive animal collection plan and Master Layout plan in compliance with the regulatory needs;

► Identify the infrastructure needs and resources for the Project, prioritize development needs, develop a

comprehensive Master Plan;

► Prepare detailed designs of animal exhibits in line with the prescribed norms of CZA;

► Ensure adequate plantation on site in line with the approved Plantation plan

► Finance the Project including the facilities and the amenities in line with the master plan and ensure sufficient

finance throughout the concession period;

► Construct, develop and upgrade the Project and do all such acts, deeds and things as may be necessary to expedite

the process;

► Obtain the required approvals/ permissions for developing, operating and maintaining the NSP from the Central Zoo

Authority (animal collection plan, animal exhibits, animal transportation, feed, animal facilities, animal housing,

vetinary care, upkeep of animals, staff facilities, operations etc.), GNIDA, utilities providers, conversation agencies,

other concerned ministries/ departments/agencies, as applicable;

► Obtain necessary grant of recognition as mandated under section 38H of the Wildlife protection Act 1972

► Obtain necessary certifications & memberships with relevant animal welfare organizations such as WAZA etc.

► Comply with the development milestones, as proposed and agreed between with GNIDA and documented in the

agreement

► Develop, operate and maintain the Project as per the standards prescribed by CZA, GNIDA or any other authority

► Ensure animals are acquired on-time and in compliance with the National/International standards. GNIDA would

facilitate interactions with other Zoological parks in India or abroad.

► Work to attain the Project objectives of conservation, education and research

► Provide periodic updates to GNIDA as per the agreed Project management framework and communications plan

and provide required information/ data in time bound manner to the Project consultants/ advisors specifically

appointed for the Project

► Developer may employ third parties (including agents, contractors and sub-contractors) for the construction phase

but shall be fully and solely responsible for all acts, omissions and deeds of such third parties appointed to assist in

execution of the responsibilities arising out of the contract agreement for the Project

► Developer shall be solely responsible for the development of the Project and for all costs and expenses incurred by it

in connection therewith. The developer and other third parties contracted or employed by them shall be solely

responsible for directing and supervising the activities of all persons involved in the implementation of the Project

► Responsible for internal infrastructure linkages required for the Project like road, service lanes, electricity supply,

water supply, waste water and solid waste disposal, storm water drainage, rain water harvesting, preliminary water

treatments etc. GNIDA will facilitate interactions with respective Government department and agencies at no cost to

itself and it shall be the responsibility of the developer to fulfil any monetary or other compliance as may be required

by such Government departments and agencies including CZA.

► Market the Project and make best endeavors in this regard

► Ensure adequate and qualified staff are recruited to run the NSP operations as per the approved Master Plan

► Implement adequate security and IT systems to ensure proper safety of animals and staff at NSP

► Undertake quality assurance measures across all functions of the NSP and maintain the necessary records and

documents as may be desired by GNIDA

► Ensure animal welfare and wildlife conservation in line with the objectives laid under National Zoo Policy 1998

► Comply to all prevailing Central and State Government rules, laws and regulations during the tenure of the Project

► Provide for sufficient insurance, welfare, medical care etc. for animals and staff as may be required; and

► Undertake all the activities to successfully develop and operate this Project, as may be required

► Undertake the development of allied components of the Project as agreed with GNIDA

NOTE: The scope is indicative and detailed conditions would be given in the RFP

4.1. Support to be provided by Greater Noida

► Facilitate the developer in obtaining approvals for Master plan

► Transfer of encumbrance free land to the developer within sixty days of signing the contract

► Facilitate animal exchange with other Zoological parks

► Provide access to the edge of the plot before the signing of the contract

► Facilitate power and water supply connection to the edge of the plot

5. Desired experience

The central theme of the Project is development of Night Safari and successful implementation is dependent on the effective

planning, designing and development. Hence, GNIDA intends to engage an entity or a consortium of entities that would have

demonstrable experience in similar Projects. Similar Projects may be defined as Projects of comparable area/value that can

be classified in any of the following categories:

► Zoological Parks including Night Safari, Aquariums, Bird Park or any specialized park which houses animals

► Entertainment /Amusement Parks including theme parks, water park etc

► Family Entertainment Destinations

At this stage, the applicants may or may not declare the complete nature of the consortium but at the proposal stage

preference would be given to applicants that can collectively demonstrate experience in designing, building and operating

Projects of such nature and size comparable to that of the proposed NSP. Preference will be given to the applicant which has

specific experience in designing and/or operating of Zoological parks.
