COVID-19 Outlook Report: Global categorization of countries Prepared by BlueDot, May 20th, 2020 BlueDot’s COVID-19 Global Categorization of Countries report aims to measure the rate of growth of the COVID-19 pandemic using A.I.-driven surveillance data, and to contextualize global threats using our surveillance data and global health indicators. Our global outlook captures country-level trends and may not account for sub-national variability. Therefore, we have also applied our methodology at the province/territory-level in Canada and at the state-level in the United States. In this report, BlueDot has classified countries worldwide into categories based on the rate of change of new COVID-19 cases per day, using data generated by our global epidemic surveillance system, as of 8:00AM EDT on May 20th. Note that as of May 20, 2020, we applied a 7-day moving average and linear regression to improve the accuracy in our reporting of the rate of new cases in a given country or region.

Executive Summary Global Outlook

o The top five countries reporting accelerating rates of new COVID-19 cases include (in descending order): Brazil, Chile, India, Peru, and Saudi Arabia. These countries have observed a substantial increase in the number of new COVID-19 cases reported per day at a national level, over the past 7 days.

o The top five countries reporting slowing rates of new COVID-19 cases include (in descending order): France, Russia, Spain, the United Kingdom, and the United States. These countries have observed a substantial decrease in the number of new COVID-19 cases reported per day at a national level, over the past 7 days.

o Countries that previously reported a stabilizing or decelerating rate of new COVID-19 cases (as shown in our May 15

report) but are now observing a substantial acceleration in new COVID-19 cases at a national level include: Iran and Mexico.

United States

o Overall, the United States is reporting a decelerating rate of new COVID-19 cases per day over the past 7 days. Although at a national level the United States has observed a decrease in the number of new COVID-19 cases reported per day over the past 7 days, we observed substantial variability across states.

o Texas is the only U.S. states reporting an accelerating rate of new COVID-19 cases. Texas has observed a substantial increase in the number of new COVID-19 cases reported per day, over the past 7 days.

o New York and Illinois are the only U.S. states reporting a slowing rate of new COVID-19 cases (in descending order).

These two states have observed a substantial decrease in the number of new COVID-19 cases reported per day, over the past 7 days.

Canada

o Overall, Canada is reporting a stable rate of new COVID-19 cases per day (i.e. reporting approximately the same number of new cases per day), over the past 7 days.

o Over the past 7 days, Quebec has reported an accelerating rate of new COVID-19 cases per day. Within the province, the majority of COVID-19 cases are concentrated in the city of Montreal.

o Nunavut has reported zero cases of COVID-19. New Brunswick has reported zero new cases since May 6, Newfoundland

and Labrador has reported zero new cases since May 7, and Prince Edward Island has reported zero new cases since April 28.


Methodology

Surveillance Data & Rate of Change: We sought to identify areas in which new COVID-19 case reports were increasing at a substantial rate. To account for day-to-day variability in reporting within a country, we first calculated a 7-day moving average of new case reports per day. Using these data, we then used linear regression to quantify the rate of change in the number of new cases reported per day over the course of a week. We assessed whether the number of new cases reported per day was increasing, decreasing, or remaining approximately stable based on the 7-day moving average over the past week. Categorizations were assigned based on aggregated, averaged national data, and do not reflect sub-national variability in case counts, death counts, or epidemic control measures.

Public Health Statistics & Global Health Indicators: To contextualize the COVID-19 situation in each country, we calculated: (1) the average rate of change in new COVID-19 case reports (as described above), (2) case fatality ratios (CFR), (3) number of COVID-19 cases per 1,000 population, and (4) doubling time (in days). At a country level, we utilized the Infectious Disease Vulnerability Index as a measure of each country’s public health capacity to detect, respond, and/or control a COVID-19 outbreak. This report includes the following figures and tables:

• Map 1: Global map depicting countries by the corresponding COVID-19 category, as defined below. • Map 2: Global map depicting the number of COVID-19 cases per 1,000 population at a national level. This case count

includes active cases, resolved cases, and deaths reported since the beginning of the pandemic. • Map 3: Map of the United States and Canada depicting states and provinces/territories, respectively, by the

corresponding COVID-19 category, as defined below. • Map 4: Map of the United States and Canada depicting the number of COVID-19 cases per 1,000 population at a state

and province/territory level, respectively. This case count includes active cases, resolved cases, and deaths reported since the beginning of the pandemic.

• Table 1: Summary of country categorizations, IDVI value, doubling time (in days), and number of COVID-19 cases per 1,000 population.

• Table 2: Summary of state-level categorizations for the United States, doubling time (in days), and number of COVID-19 cases per 1,000 population.

• Table 3: Summary of province/territory-level categorizations for Canada, doubling time (in days), and number of COVID-19 cases per 1,000 population.

COVID-19 Country Category Definitions

Countries/regions reporting <100 cases and a slowly increasing rate of new COVID-19 cases • These countries have reported <100 cases of COVID-19 and have a slowly increasing number of new COVID-19 cases per day, over

the past seven days. • Interpretation: These countries may be in a very early phase of the epidemic, with limited community-based transmission.

Countries/regions reporting a steadily increasing or stabilizing rate of new COVID-19 cases • These countries have reported ≥100 cases of COVID-19 and have a steadily increasing or stabilizing number of new COVID-19

cases per day, over the past seven days (i.e. approximately stable rate of new COVID-19 case reports). • Interpretation: These countries may be in an early stage of the epidemic with increasing community-based transmission, OR

may be showing early evidence of effective control measures (i.e. stabilization), OR may have incomplete testing/reporting data leading to likely underestimation of actual outbreak size.

Countries/regions reporting a rapidly increasing rate of new COVID-19 cases • These countries have reported ≥100 cases of COVID-19 and have a rapidly increasing number of new COVID-19 cases per day,

over the past seven days (i.e. accelerating rate of new COVID-19 case reports). • Interpretation: These countries may be in the most aggressive stages of the epidemic and are experiencing widespread

community-based transmission. Countries/regions reported a negative rate of new COVID-19 cases

• These countries have reported ≥100 cases of COVID-19 and have reported fewer new cases of COVID-19 per day, over the past seven reporting days (i.e. decelerating rate of new COVID-19 case reports).

• Interpretation: These countries may be in the mid- or later stages of the epidemic, with fewer new cases reported each day. Countries/regions where insufficient information is available on COVID-19 transmission

• These countries have reported zero cases of COVID-19 as of May 20 at 8:00AM EDT or have not published up-to-date case counts in the past 14 days.
