The development is characterised by rapid and massive building activities all over the city. In 2008 alone, 200 large building projects were started at the same time, most of which served to create large new living quarters or satellite towns. The rates of usage and conversion of open space into building area are extremely high. In 2008, the government decided to extent the area of Hanoi (from 920 km² to 3.323 km²) by incorporating the neighbour province Ha Tay entirely and parts of the provinces Vinh Phuc and Hoa Binh into Hanoi. Furthermore, there are plans to build on the alluvial plains of the Red River which would result in the loss of these ecologically important areas and valuable landscapes. The city of Hanoi is expanding at a fast pace with limited control or proper land use planning. In the course of this building boom future as well as current effects on the environment are not taken into consideration, even though current environmental impacts are partly alarming. Already today the inhabitants of the urban districts suffer from immense air pollution and noise exposure. There is also a lack of open and green space. Many questions of land use planning especially in the course of expanding the city area remain unanswered, such as - Where should the efforts of development be concentrated? - Which will be the functions of the incorporated rural districts and towns? - Which are the town-countryside relationships? - Should the alluvial plains of the Red River be used as building areas? And if yes: where and to which extent? Against the background of the large need for research on land use and environmental planning for the Vietnamese capital of Hanoi the Leibniz Institute of Ecological and Regional Development (IOER) and the Hanoi University of Science (HUS) as the two main partners want to organize an expert workshop in Hanoi on the topic „Environmental and land use planning in Hanoi as a contribution to sustainable urban development“. The efforts are undertaken together with other Vietnamese partners, amongst others the Institute of Geography of the Vietnam Academy of Science and Technology (IG) and the Vietnam Institute of Geosciences and Mineral Resources (VIGMR). The workshop aims at identifying problems and urgent questions in environmental and land use planning in Hanoi. As a result, a corporate research project on urban and regional development is meant to be developed.
