Geoscience Australia Work Level Standards 1
GEOSCIENCE AUSTRALIA WORK LEVEL STANDARDS
The Geoscience Australia Work Level Standards define the ‘whole of job’ requirements and
expectations of staff operating at each classification level from APS 1 to EL 2.
The Work Level Standards are a tool that can be used in:
Position classification
Evaluation of work value
Job design or redesign
Recruitment and selection
Performance management
The Work Level Standards describe expected standards of work. They are comprehensive
statements of the broad job requirements and operating contexts that embody the work performed at
particular classification levels.
For each classification level, the Work Level Standards present:

A link to the Capability Framework
The Work Level Standards standardise expectations of work across the agency. Therefore, the Work
Level Standards need to describe work expectations in a generic way, so that they can be applied to
jobs in any area of the organisation. It is important to remember that not every description in the Work
Level Standards will apply to each job at that level in Geoscience Australia and also that not every job
will involve work that falls under all the subcomponent headings in the list of Primary Responsibilities.
Rather, the Work Level Standards describe the types of work characteristics and responsibilities that
might be present for positions at each classification level. Some roles will be very specialised and may
involve work described under only a subset of areas or responsibility. The Work Level Standards
should therefore be viewed as agency-wide standards of work and should be used in conjunction with
job-specific information to guide the specific expectations associated with any one position.

The Work Level Standards may be used in conjunction with other documents that describe
the responsibilities typically undertaken at different classification levels by members of specific
professions.
The Work Level Standards are supplemented by a Differences Document that describes the key
changes in work value and job responsibilities that occur between classification levels.

Employees may undertake routine online searches for information
Employees may update data in databases and registries and may undertake data retrieval
Employees may maintain information databases and undertake coding and classification of records
Employees may provide mentoring, training, advice and guidance on procedural matters to a small team of employees
Employees are expected to plan their own projects
Employees are expected to contribute to planning activities within the work area

APS LEVEL 1 (OR EQUIVALENT)
Overview of the Role
As an APS Level 1 (APS 1) an employee would generally be required to undertake routine and basic
tasks involving procedural, clerical, and administrative support roles. Employees at this level are
responsible for the completion of allocated tasks within required timeframes and in line with set
procedures and policies. They do not have supervisory or management responsibilities and would be
expected to work under the immediate direction of a more senior employee.
Staff are expected to apply principles and practices relating to workplace diversity, a safe working
environment and workplace participation.
Job context:
Generally, the work of an APS 1 is characterised by the following features:
Employees will demonstrate a high level of productivity, which will be assessed in the context of
their role within the organisation
They will be responsible for delivering results in accordance with their work goals and business
plans.
They will demonstrate a basic understanding of the role and responsibilities of the organisation
All employees will display behaviours consistent with the APS Values and Code of Conduct and
relevant workplace legislation
Level of independence and decision-making
Responsibility for delivering work within set timeframes
The application of basic organisational and co-ordination skills
The conduct of work under regular instruction and close direction of a more senior employee
Decisions are closely checked by a more senior employee
Level of leadership and management responsibilities
Limited on the job guidance is given to new team members in the context of instruction
regarding well defined procedures and processes
Level of expertise
The conduct of task oriented work undertaken according to established and well defined
procedures, protocols or processes

Primary Responsibilities – the work of an APS1 may comprise some or all of the following:
Enabling and Support
Respond to requests for straightforward, routine information using pro-forma responses and agreed formats
Respond to written requests for straightforward, routine information
Assemble, collate, photocopy and file documents and correspondence as required
Classify and categorise work materials
Operate and maintain a range of office equipment
Prepare inventories of office equipment and supplies
Control work area stationery and equipment requirements and the distribution of stores or supplies

APS LEVEL 2 (OR EQUIVALENT) Overview of the Role
As an APS Level 2 (APS 2) an employee would generally be required to undertake routine tasks
involving procedural, clerical, and administrative support roles. They may provide initial coaching and
support to new or less experienced co-workers and may be required to provide basic information on
procedures, guidelines and policies. Employees at this level do not have supervisory or management
responsibilities and would be expected to work under direct instruction of a more senior employee
with responsibility for deciding personal workflow. Staff are expected to apply principles and practices
relating to workplace diversity, a safe working environment and workplace participation.
Job context:
Generally, the work of an APS 2 is characterised by the following features:

Retrieve information and respond to requests for routine information
Undertake reception duties
Assemble, collate, photocopy and file documents and correspondence as required
Create and maintain files and records
Operate and maintain a range of office equipment
Manage office supplies for a work area
Prepare meeting rooms and arrange formal meetings, events, committees and working groups
Provide administrative, clerical or systems support to work area, senior employees or committees
People Management and Team Relations
Help new team members by providing advice, guidance and on-the-job instruction
Stakeholder relations
Provide information to other project teams on basic and routine procedures, guidelines and policies

APS LEVEL 3 (OR EQUIVALENT)
Overview of the Role
As an APS Level 3 (APS 3), an employee may exercise limited discretion about how work tasks are
performed and may have a public contact role. Work may involve some limited supervision and
support of employees at lower levels, as well as on-the-job training of members of a small work team
in undertaking procedural tasks. Employees may be required to undertake procedural, clerical,
administrative support or operational tasks including some basic research and analysis activities. Staff
are expected to apply principles and practices relating to workplace diversity, a safe working
environment and workplace participation.
Job context:
Generally, the work of an APS 3 is characterised by the following features:
Employees will demonstrate a high level of productivity, which will be assessed in the context of
their role within the organisation
They will be responsible for delivering results in accordance with their work goals and business
plans.
They will demonstrate a good understanding of the role and responsibilities of the organisation
All employees will display behaviours consistent with the APS Values and Code of Conduct and
relevant workplace legislation
Level of independence and decision-making
A need for limited independent decision-making within defined parameters.
Decision making that draws on advice and clarification from more senior employees
Level of leadership and management responsibilities
The employee may be accountable for checking the work of other employees
Supervisory responsibilities that are generally limited to task allocation, on the job training and

A need to provide detailed and clear advice and assistance to stakeholders and/or stakeholders

A need for accuracy and precision in providing advice, assistance and relevant referral when
necessary

APS LEVEL 4 (OR EQUIVALENT)
Overview of the Role
As an APS Level 4 (APS 4), an employee may exercise some discretion with respect to how
precedents, procedures and guidelines are interpreted and applied. Employees may be required to
communicate with and provide advice to a range of external stakeholders. Work may involve some
responsibility for coaching and training newer and less experienced members of a small work team.
Employees may be required to undertake procedural, clerical, administrative support or operational
tasks including some research and analysis activities. Employees at this level would normally be
responsible for organising their workflow, and making decisions within defined parameters relating to
the area of responsibility, under the support and general direction of a more senior staff member. Staff
are expected to apply principles and practices relating to workplace diversity, a safe working
environment and workplace participation.
Job context:
Generally, the work of an APS 4 is characterised by the following features:
Employees will demonstrate a high level of productivity, which will be assessed in the context of
their role within the organisation
They will be responsible for delivering results in accordance with their work goals and business

Provide travel and diary management and some secretariat duties
Undertake quality control activities to ensure the appropriate procedures are being followed
Perform records/information management tasks
Provide assistance to project teams
Provide services including responding to internal enquiries
Provide administrative assistance to the section, including stationery orders, handling of invoices, credit card transactions and cab charge
Assist in staffing processes
Assist in planning for work area and own projects
Routine operation of instruments under supervision and guidance
Assist with team and section responsibilities including logistics for public events
Provide support to the agency’s scientific programs

APS LEVEL 5 (OR EQUIVALENT)
Overview of the Role
As an APS Level 5 (APS 5), an employee may be required to undertake specialist or technical
research and analysis, conduct investigations and provide advice based on an examination of
technical information. An APS5 may have responsibility for on-the-job coaching or management of
lower level employees and may be responsible for managing employee performance, allocating work,
and identifying training needs. Employees may have a public contact role and may be required to
communicate with and provide advice to a wide variety of stakeholders and external stakeholders.
The role may contribute to longer-term planning for the work area or section. Employees may also be
required to undertake procedural, clerical, administrative support or operational tasks including
detailed research and analysis activities. Employees at this level would normally be responsible for
organising their workflow, and making independent decisions relating to the area of responsibility,
under the support and general direction of a more senior staff member. Staff are expected to apply
principles and practices relating to workplace diversity, a safe working environment and workplace
participation.

Assist in developing plans for work area and strategic planning for longer term initiatives and projects
Assist in and support staffing processes
Develop and maintain datasets to corporate objectives, standards and practices
Maintain records and prepare reports
Ensure work areas are maintained to standards
Assist in developing efficient and robust processes within the agency
Provide administrative assistance to the section, including handling of invoices, credit card transactions and cab charge
Manage systems (e.g. e-learning system) and prepare reports for senior leaders
Routine operation, maintenance and repair of instruments under supervision and guidance
Assist with the preparation and delivery of events, including responsibility for minor administrative tasks
Co-ordinate the allocation and submission of briefs, reports and Budget Statements for the agency
Assist with Section responsibilities including logistics for public events
Provide key support, including laboratory and technical support, to the agency’s scientific programs
Provide executive support including travel arrangements, diary and appointments, and secretariat support
Assist in the preparation of procedural or technical manuals and guidelines
Undertake event co-ordination activities for the agency

Primary Responsibilities –the work of an EL 2.7 may comprise some or all of the following:
Enabling and Support
Provide strategic direction to a business area, including developing strategies, priorities and
work practices to achieve agency objectives
Guide development of plans and associated communication documents
Define and harness resources requirements and develop appropriate strategies for the use of
resources
Design and implement the agency’s scientific programs
Lead and oversee management of projects and actively seek out and co-ordinate cross-
program and collaborative activities
Be accountable for program objectives, the achievement of program deliverables and quality
assurance practices
Oversee and prepare a range of written material such as business cases, submissions, briefs,
and corporate documentation
Exercise delegations in accordance with legislation, guidelines and executive instructions and

Provide strategic advice to the Executive and the Minister, contributing to and supporting the
