Subject: Reporting the current situation on Rohingya in Maung Daw,Rakhine State and Appealing for the immediate responseas needed

Dear Sir,

We warmly welcome your visit to Rakine state and we hope that youwill be able to collect some real information about Rohingyas sufferings

and we will get relief a little bit after your visit.

We specially thank to you (OIC) as well as United Nations as you areworking for our community to study the real condition of Rakhine state.Regarding to your visit, we, some Rohingya youth, on behalf of ourcommunity wants to pass some real information of the current situation ofour lives in Rakhine state after the riot erupted on 8th June 2012 and wehope it will be helpful for you to determine the situation.

The origin of the riot:

The Rakhine riot was totally preplanned riot of authorities and racistrakhine.

On 28th May, a Rakine women Ma Thida Htwe was raped and killedby the Military force and thrown the dead body near the Rohingya villageof Kyauk Ni Maw, Rambree Township. When the Rakhine villagers foundthe dead body near the Rohingya village, they threatened rohingya thatwe will burn down the whole village and kill all Rohingyas. The authoritiesarrested 3 Rohingya youths. But the racist Rakhine started to plan to killRohingya Muslims and distributed pamphlets mentioning to cleanseRohingyas from Rakine state to all Rakine communities in 15 towns ofRakine state written that kill Kala (an abusing word used to referRohingya) which was leaded by Wan Tha Nu Ra Ki Tha group andRakhine National and Development Party (RNDP).

On 8th June, at 12:30 pm, a Rohingya teenager from Shwe Zarrvillage tract was attacked by the racist Rakhine near the Shwe Zarr bridge

on the same day, after Jumuaa prayer, some Rohingya gathered in MaungDaw downtown and demonstrated peacefully when Rakhines fromdowntown monastery and UNITED guest house thrown stones to theprotesters. A Rohingya was severely injured on the attack. When theprotesters brought the vitim to Maung Daw police station to report thecase, he took the victim in the custody and told them to live the policestation immediately, then the outraced group shouted at the police askingfor justice and thrown some pieces stone to the clock tower but the policeforce shot to the protesters and a Rohingya youth Ramzan Ali from Ward-5 was killed on the spot.

Some outraced Rohingya teenagers who saw the dead body andblood shedding gathered and attacked some Rakhine in Bolmuu villagewhere 3 houses were burnt and 5 Rakhines were injured. In Maung Daw

south, the police used their informers (Muslims) to spread a rumor that inMaung Daw downtown, several mosques were burnt down and manyRohingyas were killed via mobile phones. As Rohingya village got thatinformation, they attacked Rakhine village near by and burnt down someof their houses. In the evening of 8th June, the security forces, police, HlunTin, military and Nasaka with the collaboration of Rakhines startedattacking Rohingyas in every where which is lasting to up to now.

The on going situation [from 8th June to before Quintanas visit]

1. Killing and arrestingStarting from 8th june, Rohingya people of every age speciallytargeted to community leaders and elders who tried to stop theriot, rich men, scholars, UN and INGOs staffs and religiousleaders (mullas) are being arrested regardless of mad, deform,sick (HIV patient and patients) and old as well as few women.According to reliable source, round about thousand Rohingyaswere arrested, among them, 95 Rohingyas were released byextortion money and severely tortured. Arrestees are kept indifferent locations such as Maung Daw police custody, Buthi

Daung central jail, BIHQ and sector areas in Maung Daw. Morethan 200 Rohingyaswere killed by means of shootings,slaughtering and beating to death and the dead bodies wereburied in different places such as near the township entry gatewaybridge, Mr. Yasin garden in 3 mile, farm land in Myo Thu Gyivillage and around Yaung Chaung village. Myint Chaung village, Buthi Daung. Some of the released prisonerreported that the arrestees are being kept without clothes in thetight rooms and provided a cup (250ml) of rice per day and areseverely tortured time to time it causes many deaths every day.The style of arresting the Rohingyas are raiding by combinedforces in the day time during curfew hours and by conductingpublic meeting and from shops and pedestrian.

2. Properties looted and destroyedIn Maun Daw, more than 50 Rohingya houses were burnt down

to ash by racist Rakhine with the support of police and securityforces mainly in ward-4 near Bolmuu village, ward-5 and TaungPaing Nya [somoinya] village. Round about 200 Rohingya houseswere destroyed and looted all the valuable things. And four

mosques and some other religious buildings were destroyed. Theholy Quran and other religious books Hadith were torn and kickedby the racist Rakhine and combined forces and burnt the beards ofsome religious leaders who were arrested.

50 shops in downtown, Maung Daw [16 grocerries, 5 cosmeticsand stationary shops, 3 clock shops, 3 food item stores, 3restaurants, 15 dried fish shops, 4 pharmacies, one motor bikeshops] and 3 markets in Maung Daw south [ Bagone Nar, GoduThaya and Inn Din] which are belong to Rohingyas were destroyedand totally looted.

3. FleeingAs a result of mass killing, arresting and arbitrary money

extortion, more than one third of Rohingya men and boys fledaway to neighboring Bangladesh. But the Myanmar security forcesdidnt try to stop them from fleeing as they are using severalstrategies to make Rakhine state to be Rohingya free zone. ManyRohingyas who are in need of medical treatment because oftorturing and both physical and mental harassment, fled to

Bangladesh also.

4. RapeThe Rohingya women and girls are being raped everyday in

absence of men as almost men were not sleeping at home for thefear of arrest, more than 21 Rohingya girls were raped in several

villages such as Pa Dinn, Nurulla, Bagone Nar, Chin Kali(warrsha)and Maung Ni village by security forces including armies(raiders).

There is also physical harassment and beating to Rohingyawomen, girls and children in almost every villages.

5. Movement RestrictionOn 10th June, the central government imposed martial law (act

144) in the whole Rakhine state. But in practical, it is applied onlyfor Rohingya community and not for Rakhine and others as theycould loot more than 50 Rohingya shops in downtown duringcurfew period and destroyed many Rohingya houses at night for 2months. Since 8th June to today no Rohingya is allowed to movefrom one village to another and all the mosques and other religiousbuildings are locked and not allowed to pray in the mosques even

in the day time and cant walk along the road as the security forces(police and hluntin) and racist Rakhine beat, loot the things carriedand arrest them also. The police and Hlutins arrest innocentRohingyas and hand them over to the cruel Rakhine youths fortorturing. The Rakhine youths also attacked to the Rohingyachildren when they go to town to buy food item and no action wastaken against crime even though it is reported to concernedauthorities.

6. Blockage of Food and other AssistancesSelling food item to Rohingya are blocked by the monks andracist Rakhine. They are also trying to stop the operation of UNand INGOs permananty by demonstrating on the road, conductingmeeting in every monastery to blame the operation of UN andINGOs by creating negative stories. The main purpose of trying toget rid of UN and INGOs from Rakhine state is that; 1. Theybecome main barrier for racist Rakhine and authorities andcreating human right violence against Rohingyas. 2. The racistRakhine and authorities are jealous of Rohingyas as they are

receiving some part of UN/INGOs assistance.No health facilities for Rohingyas are available since the riot

erupted as all the NGOs had to stop their operations and clinics.Government hospital is totally rejecting to provide medicaltreatment to Rohingyas and they also use they harsh words thehospital is not for Kala. So the Rohingya people are dying everyday for the lack of medical treatment and food.

7. Abuse on religion

Nearly 3 mosques and religious buildings were destroyed andthe holy Quran and other religious books were torn and kicked by

the security forces in several places and burnt the beards of oldpeople and religious leaders. The campaign to drive out the

Rohingyas from the country is still going on and the Buddhistmonks are fuelling the campaign. The government attitude towards

on Rohingya people is unchanged. The religious abuses over thesocial media are going on. The rumor spreading by bias media is

continuing. Human right violation against Rohingya is notrecognized. Citizen is like wise keeping the people at silent killing

field. During raiding, in some village, the authorities speciallypolice force insult the arrestees by saying call your Allah to help

you and save your lives. The police and sarapa are proud ofbeing all to kill and torture the Rohingyas and plan to prolong theriot as it gives the chance to them to extort big amount of money

and to fulfill their desire of driving out Rohingyas from Rakhinestate.No any ohingya can ear their cap from that day on.No any

Mollah can ear their dresses. Every mosque is locked.Rohingyascouldnt pray Namas in the mosque.No Aazan can call in the

areas.

The Consequences of the riotAround 200 Rohingyas were killed and more than thousandwere tortured and arrested. About 3 mosques and other religiousbuildings were burnt down and or destroyed. Around 50 shops indowntown were totally looted and more than 10 thousandRohingya men and boys fled to Bangladesh. Rohingyas were notallowed to pray in the mosques and can not sleep at home forabout 2 months. Rohingyas are suffering from food shortage andlack of medical treatment.

Money ExtortionAlmost every security forces [police, security forces Hluntin,

military forces, Nasaka (boarder security forces) and Sarapa(military intelligent) extorted money from all the villages all overMaung Daw. BIHQ commander and district police director are nowthe worst.

Important Facts RNDP and the state government are main responsible and

supporters for every action carried against Rohingyas inRakhine state.

Internal media as well as RNDP is spreading information whichis totally wrong and stimulating the Rakhine community toconduct crimes against Rohingyas.

Our main anxiety is that, the on going situation is not the actionfor the riot but it is leading to Rohingya genocide.

Myanmar authorities always cheat to international visitors andpoint out to wrong direction in order not to get real informationfrom true source.

Myanmar authority is gathering all Rakhine communities in nearby monasteries to show the international visitors as victims.

The regime knows how to fabricate and what to do beforedelegation arrive. There the situation in Rakhine state is a littlebit calm down just within these days but it will back to originalcondition once you leave from the country.

Of course you planned to visit to the village tract in Rakhinestate to see the situation but we dont think the vulnerableRohingya people will dare to speak to you. If anyone whospeaks, the truth will be tortured upon your leaving. It a worrythat the government will make some Rohingya as their puppetsand let them meets with you and will hide the reality and coverup their crimes against Rohingyas.

How can you believe that the riot will be justly stopped whenthe extremists who are trying to cleanse Rohingyas fromRakhine state and to make Rohingya free zone are used assecurity forces.

There is a village called Mangala para(Quarter 3) containing137 houses ith 1mosque. All are destroyed and lootedproperties. The mosque is destroyed totally and according tothe instruction of Rakhine religious monk, Rakhine people are

deficating in to the mosque and by opening Holy Quran, thesepeople are deficating on it There are more than 3700 Rohingyas are run aay from there

origin location Rathedaung Tonship from remote area calledAnaukpyin,Kyaungdaung and Muzardia to Maungda southarea beteen Koetankauk and Taanchaung. These rohingyasare kept under control of Nasaka , check point no.19 ithout

any shelters and providing food. No movement at all fromthat place. Just children can come to near by rohingyasvillages, begging food. According to the children, 2 or 3rohingyas died daily base, especially children and elderlypersons.

Ways to stop and genociding RohingyasThe most important thing for Rakhine state is to send an

independent inquiry commission to solve the riot and takeaction against crime regardless of race and religion. To solvethe Rohingya issue in Rakhine state, national and internationalhistorian is essential to discuss together to find out theappropriate solution. We believe that your visit will bemeaningless and even negative for Rohingyas future if you arenot independent in visiting the victims area because the

authority from district level is trying their best to hide the realityand direct you to the wrong direction as dose when other VIPsvisit. Please try your best to collect report from Rohingya sideas the Rohingyas from Rakhine state are suffering from themost persecution and highest level of discrimination.

In 1947 constitution, we Rohingyas were accepted as the union

citizens but this fact was excluded in 1974s one. There is an act that theperson who was accepted as citizen in former law, he or she will be liableas citizen. This act is mentioned in 1982 Citizenship Law also. Therefore,the representatives of Rohingyas submitted proposal in parliament forcitizenship. And the Myanmar is plotting genocide against Rohingyas sincethen. The plotting schemes are; (1) genocide killing, (2) to drive away all,(3) to make them converted into Buddhism. With these schemes, 8 th Juneriot was created by the government. The riot was announced to be initiatedby Rohingyas by the Medias including Myanmar Radio. Since 8th June upto now, the news announced by various medias are incorrect, all are made

up or creation

The conflict ended within 2 hours but the Rakhines and thegovernment have been taking this to be long lasting.

On 10th June, the government announced discriminated martial law.Most of the government staff (80%) are Rakhines. With some Rakhineyouths, the police burnt 10 houses at downtown, destroyed fifty housesand one mosque in quarter-3, Muslim village, drove out all villagers, killedroad goers, the person who they met. The quarter-3 villagers went toquarter-5 primary school and lived there 3-days. But then the police drovethem out. The government made the Muslims not to be identified as thevictims of the riot.

In Natala villages, there live two communities, Myanmar andRakhines. Actually, they do not want to stay here. Having the chance theythemselves burnt their houses not by the Muslims. That day on, thesecurity forces are patrolling everywhere as in the war field arresting the

Muslims whoever they met. All the mosques are locked up. The victims inMaungdaw are not real, all of them are residents of Maungdaw downtownand Maungdaw northern side where incident was occurred. Whenevermission comes, the victims are gathered at the camps, after that they wentback home. The authority use Hindu community to act as Muslims to showthem to Medias and to say created information. The Hindus are given aidsby RNDP party and authorities though they are not victims because theyare used in the burying of Muslim dead bodies and so on.

We would like to apologize in advance for not collecting all theinformation and data due to the discriminated martial law, we Rohingyascannot move village to village even in the day time.
