RECORD OF MEETING

1. Opening Formalities 1.1 Welcome CB convened the summer term meeting of the Full Governing Body. The meeting started at 1830hrs. 1.2 Apologies & Absence As recorded above. End of Tenure Governors noted that Beccy MacKinney’s tenure as a governor will end at the close of the current academic year. Governors thanked Ms MacKinney for her years as a governor.

1.3 Declarations of Interests No declarations recorded for Governors and no changes to their existing declarations. DML recorded his declaration in being appointed as Clerk to the Governing Body. 1.4 Notification of any other Business None recorded.

2. Minutes – Full Governing Body Meeting (14 March 2018) 2.1 Corrections Corrected to read Amanda MacCarron as having resigned. 2.2 Approval of Minutes The minutes of the Full Governing Body meeting held on 14 March 2018 were approved and signed by the Chair.

2.3 Matters Arising from Minutes of the FGB Meeting held on 14 March 2018 All action points confirmed as completed.

3. Full Governing Body Business 3.1 Appointment of Clerk The Governing Body appointed Mr David M Laird as the new Clerk to the Governing Body.

3.2 Clerk’s Governance Updates The Clerk provided governance and best practice updates on the following: 3.2.1 Composition of Committees The Clerk advised governors that the composition of Committees should be in line with best practice norms. It was noted that this allows for equitable distribution of the work amongst governors, where the Governing Body has multiple Committees. It was advised that the Committees of the Governing Body should have no more than 6 members and that this should be outlined in the Terms of Reference. 3.2.2 Governing Body/Committee Working Practice The Clerk advised governors that to enhance the working practice of the Governing Body and its Committees, it should consider implementing a Governing Body/Committee Work Plan. It was noted that the work plan will ensure the Governing Body is reviewing the ‘right documents/reports at the right time’, whilst enhancing its oversight (and accountability) responsibility.

3.2.3 Review of Terms of Reference The Clerk advised governors to ensure that its Committee Terms of Reference is reviewed annually. It was further advised that the Governing Body begin its review at the end of each academic year, to allow governors enough time to consider any changes (if required) for the new academic year. Governors noted that the process has begun for the review to the current Committee Terms of Reference/s. It was reported that these will be finalised during the Autumn Term 2018. 3.2.4 GDPR Readiness The Clerk appraised governors on the need to ensure that the Governing Body is GDPR ready. It was advised that all governors be provided with school email accounts and ensuring that all email related to their work as a governor be routed to the school email accounts and not personal emails. Further advice was provided on confidential minutes and using Egress for sharing confidential documents. 3.2.5 Statutory Guidance Updates The Clerk informed governors of the changes to several statutory guidance documents from the Department for Education (DfE). The Clerk highlighted that a schedule of statutory guidance documents which has been changed will be provided in Autumn Term 2018. 3.2.6 General Governance Updates The Clerk advised governors to ensure that they continue to perform the roles as per the Competency Framework for Governance and the Governance Handbook (Jan 2017). It was also noted that governors carry appropriate challenge through strategic questioning and providing support to the Headteacher. Further advice was provided on compilation of the Agenda as well as dealing with items under ‘Any other Business’.

3.3 Review of Governing Body Membership & Succession Planning Review of Governing Body Membership The Governing Body reviewed its current membership including the terms of office. The Clerk advised that a review of the current terms of office will be carried to ensure the correct terms are on record. Succession Planning The Governing Body considered the introduction of a process of succession planning. It was noted that this will allow for continuity and for other individuals to be afforded the opportunity to serve in the leadership offices within the Governing Body.

See action/s on Action Worksheet 3.4 Governing Body Evaluation The Clerk advised the Governing Body that based on advice from the Department for Education and other education governance bodies, a self-evaluation is to be carried out annually. It was noted that best practice advice was for this exercise to be carried out at the end of each academic year.

See action/s on Action Worksheet 3.5 Review of Governor Strategic Work Planner (2018/19) Deferred for consideration during Governor Away Day (Autumn Term 2018). 3.6 Governor Training Governors were advised to send all information related to training undertaken to Dr Claire Gorman. It was noted that the training information will be recorded in the Skills/Training Matrix.

3.7 Meeting Dates (2018/19) Governors agreed the meeting dates as were previously published by the Headteacher.

5. Headteacher’s Report 5.1 GDPR Compliance The Headteacher informed Governors that a new Data Protection Policy has been introduced within the school. It was noted that the new policy was based on Islington Council’s policy. Governors noted their displeasure with the content of the policy and highlighted the need to rewrite it to ensure its remit is very clear, as well as being easily understood by all (pupils, parents, staff and wider public). The Headteacher confirmed that the school has secured a service level agreement with Islington Council on the provision of support services on the implementation of the GDPR rules and procedures within the school.

Governing Body’s Decision

The Governing Body agreed to defer adoption of the new policy until it is revised, whilst the Headteacher continues to ensure that procedures and practice is in place to meet the requirements of the GDPR.

5.3 Review of School Improvement Plan, priorities and Impact Reviewed by Curriculum & Achievement Committee. 5.4 General Staffing Report Reviewed by Finance, Personnel & Premises Committee. The Headteacher reported that the contents of minutes from the last meeting of the Finance & Personnel Committee will be reviewed during the subsequent meeting of the Governing Body.

6. Reports – Full Governing Body Committees 6.1 Curriculum & Achievement The Governing Body received a summary update on the work of the Curriculum & Achievement Committee. The committee commended the school on its constant high achievement of pupil attendance. It was highlighted that the Projected Targets for both key stages were reviewed (see Assessment and Testing Report).

1. A governor queried if a consultant will be secured to work with the school on developing pupils’ performance in English. HT reported that work is ongoing with pupils on a 2yr plan. It was noted that the plan is in its 2

nd year

and various methods have been used to tackle underperformance. HT stated that pupils are been engaged to ensure they are oriented with Reading and Writing from an early stage. HT confirmed that Subject Leads will be appointed for both Maths and English across opposing key stages from September 2018. It was noted that the school’s plan is to ensure subjects (and teams) are managed appropriately

2. A governor queried if interventions are linked similarly across key stages. HT stated that this is based on subjects and pupil needs.

6.2 Finance, Personnel & Premises The Governing Body received a summary update on the work of the Finance, Personnel & Premises Committee. It was reported that the Budget (2018/19), building works and staffing were discussed and considered during its last meeting. The Committee Chair noted the committee was pleased with the progress made towards planning the introduction of the breakfast club in September 2018. The Headteacher and the Committee Chair both informed Governors that the school received 90% funding from the diocese for carrying out building works. It was highlighted that the funding comes with a caveat, that it must be used by the 31

st March 2019, or the funding will be ‘clawed-back’.

Governors were informed that the consultations are ongoing with neighbours on the proposed building works with a meeting planned with the Headteacher by a resident.

1. A governor queried if the timing of March 2019 was sufficient considering the ongoing planning application. HT stated that a meeting is expected very soon to consider the planning application but noted that it would be best to have the planning permission approved and secure the funding after (if the deadline passes) as opposed to not having it at all. It was noted that the funding received will be ringfenced for the building works.

Extensive discussions ensued on the building works, consultation with residents, funding inter alia. Staffing The Committee Chair reported the committee was satisfied with staffing compliment but noted that there were challenges in recruiting quality/additional staff due to costs. The Headteacher reported that discussions/plans are being considered on future recruitment and review of staffing structure. 6.2.1 Ratify Budget (2018/19) The Committee Chair reported that the Budget (2018/19) was extensively reviewed and is in line with last year’s income and expenditure, diocesan requirements and ensuring the current budget was appropriately managed. The Headteacher reported that the school’s catering contract provides for the school to be responsible for all repairs and replacement within the kitchen. It was noted that the cooker is broken and irreparable. The decision was taken to replace the cooker for September 2018 at a cost of £10,000 (a cost which has been added into the budget after Committee review).

1. A governor queried if any other allocations within the budget was reduced to accommodate the £10,000 spend on the cooker. HT confirmed that it will be taken from the carry forward and no other allocations were reduced.

2. Governors sought clarity on the complement of ‘Other Staff – E07’. HT confirmed that it includes Lunch Staff, Midday Supervisors, Welfare Assistants, Breakfast Assistants and a Part-time Librarian.

3. A governor queried the reason behind the reduced Development and Training Budget. The Committee Chair stated that it was reduced in line with expectations. It was noted that previous year’s high spends in development and training related to a decision taken to increase spend on various development and training initiatives. HT confirmed that the development and training budget will be reviewed during the academic year as per development and training needs.

Governors noted that the budget over the next 3yrs is forecasted to be ‘precise’.

Governing Body’s Decision

The Governing Body approved the Budget for 2018/19 and authorised the spend of £10,000 for the new cooker.
