Invitation to qualify contractors
The Saudi Geological Survey (SGS) invites you to participate in the pre-
contractor qualification program in preparation to invite you to submit your offers
for the project Technical partner within the goals and initiatives of Accelerated
Exploration Program (AEP).
If you wish to participate in the contractor qualification program and
participate in the competition that will be presented later, please read this
announcement and its appendices carefully and ensure that they are fully understood.
Follow the steps mentioned later (the requirements) in Annex III of this invitation,
which are subject to the final delivery date. Failure to meet and deliver all
requirements at or after the final delivery date is a reason for ineligibility.
The Saudi Geological Survey (SGS) is entitled to accept or reject any delivery as it
deems appropriate.

1.2.1 Objective
As part of the Kingdom of Saudi Arabia (KSA) Mining Strategy, a key
objective is to increase exploration and mineral development activities and to
attract foreign investment in the sector. Under the auspices of the Ministry of
Industry and Mineral Resources (MIMR), the Saudi Geological Survey (SGS)
intends to contract out exploration activities on a selected number of projects,
ranging from early exploration to resource estimation stage, in order to advance
those projects to a level at which investors may wish to invest in their further
development.
1.2.2 Purpose
The purpose of this Request for Qualifications (RFQ) is to seek expressions
of interest from experienced and qualified organization/consortium to act as
Exploration Management Consultant (Consultant) for these works. SGS will assess
the received expressions of interest and qualify potential bidders. The short-listed
companies will be invited to provide their proposals for the exploration management
services briefly described herein.
1.2.3 Background
The KSA mining strategy recognizes the importance of attracting significant
new capital to the sector to further the discovery of mineral deposits in the Kingdom.
The government is committed to a multi-year regional geoscience data acquisition
programme to stimulate new exploration and investment. Ahead of the release of
this data, an initiative to further explore known mineralized sites (Accelerated
Exploration Programme – AEP) has been launched.
Approximately 60 historical exploration projects have been defined from
several hundred mineral occurrences. An independent third party consultant has
assessed and ranked these projects. SGS now wishes to conduct accelerated
exploration activities to prepare the highest ranked 10-20 projects for divestment to
the private sector. This project is likely to have a three year duration.
The selected projects range from early exploration, with limited drilling, to pre-
feasibility stage with significant drill data.
The organization/consortium will be required to co-ordinate and manage the field
evaluation of approximately 5-8 projects concurrently, requiring the provision of
field geoscience skills and the management of other SGS contractors to provide
leadership of an effective exploration programme to international standards.

Description of Work
1.2.5 Objective of the Project
The objective of this AEP (Program) is to conduct exploration activities for
selected defined projects in order to prepare “demonstration” projects at various
stages of evolution, that can attract private sector investors to further develop these
projects.
1.2.6 Scope of work
SGS is seeking a qualified exploration organization/consortium (Consultant)
with a strong exploration pedigree to provide project management services for the
progression of selected exploration assets. The selected organization/consortium
should deploy a core team with previous experience in precious and base metals
exploration in Pre-Cambrian terrain. The staffing requirements will be agreed, in
line with the scope of exploration for the selected project portfolio. It is likely that
around 5-8 projects will be developed concurrently.
For each project a “next-step” work programme will be conducted to
generate sufficient quality data to facilitate early divestment. The work programs
are likely to include, but not be limited to, mapping, sampling, bedrock sampling
via Air-Core drilling, diamond and/or RC drilling, assaying, data compilation and
project assessment (including resource modelling and estimation in some cases).
Additional geoscience services in the form of specialist geophysics,
geochemistry, structural geology, mineralogy and preliminary engineering inputs
may be required on a case-by-case basis.
The fieldwork will be conducted through a combination of services provided
by:
1/ the organization/consortium (Consultant), under this proposal
2/ third party contractors, selected with the input of the Consultant and
engaged by SGS, on behalf of MIMR
3/ SGS itself, under the management of the Consultant
The organization/consortium will be responsible for the following:
• desktop analysis of legacy data related to the selected projects;
• finalising the scope of the field and other project works;
• procurement and contracting of the exploration works;
• management and supervision of all contracted services;
• prior to project implementation, develop the processes, procedures and
operating systems required within SGS to support further field and desk-
based assessments;
• develop detailed work plans for each selected project, monitor and report
progress, update the work plans and propose adjustments, if required
• oversee and control field works
• provide QA/QC systems and reviews across all stages for each project
• process acquired data according to standards and methods required for
certification of resources under the JORC code
• provide periodic specific training and development to relevant SGS staff on
the Accelerated Exploration Program and QA/QC through the delivery of
the contract
• provide any technical support and/or expertise as requested by SGS
• establishing a core team in KSA. Fly-in, fly-out rosters will be considered
for staff geoscientists. Other expertise can be rostered as short business
visits.
SGS hereby invites expressions of interest by responding to this RFQ. This is a
pre-requisite to be eligible to participate in the bidding process on this Project.
The successful respondent who both passes this qualification stage and is
successful in the bidding process will sign a contract with SGS
1.2.7 Request for Qualifications
The respondent can either be a single organization or a consortium of
interested and qualified organizations. Where a consortium is considered, the
request for qualifying information must be provided for all members of that
consortium.
To be considered for the qualification process, the respondent should provide the
following:
1. A brief statement about the candidate organization, its history and any
relevant projects carried out in the last ten years.
2. A list of technical references for work performed in KSA or in similar
geological, geomorphological and climatic areas elsewhere. This should
adequately testify to the experience of the bidder during the past 10 years
from the issuing date of the present RFQ. Expressions or certifications of
satisfactory completion of previous contracts by the owners of the listed
works are invited. The documentation to be presented should indicate the
works previously implemented, their locations, the clients, the supervising
personnel, contract value, and the dates of commencement and
completion of the contracts. SGS reserves its right to verify the bidder’s
references.
3. A list of the team expertise of the main technical staff planned to be
mobilized within the framework of the project, detailing their
qualifications, competences and experience, and including the curricula
vitae of senior staff, which the organization or consortium (Contractor)
plans to assign to the project.
4. A organization/consortium organization chart.
5. A organization/consortium financial statement for the last 5 years.
6. The organization/consortium should demonstrate that they have the
competency to deliver the Project in accordance with relevant
international codes of mineral exploration and resource estimation
practice.
1.2.8 RFQ Submission Deadline
SGS has defined a deadline for receiving all RFQ proposals from all
potential respondents. The RFQ response deadline for the Project will be defined in
the invitation letter accompanying this RFQ.
1.2.9 RFQ Evaluation Criteria
All substantially complete RFQ submissions will be evaluated by the SGS
reviewing committee using its evaluation criteria. The RFQ respondent must meet
the evaluation criteria to be eligible to receive the Request for Proposal (RFP) and
participate in the bidding process.
SGS reserves the right, at its sole discretion, to use any evaluation criteria (whether
subjective or objective), it deems suitable to evaluate the RFQ responses.
The SGS reviewing committee may elect to communicate or meet with RFQ
respondents to further clarify the information provided regarding the RFQ.
1.2.10 Review and Selection
The SGS committee will notify the respondents who pass the qualification
and are therefore eligible to receive the RFP. SGS will publish on its website a list
of the pre-qualified respondents.
1.2.11 Rights of the Saudi Geological Survey
Failure to comply with any requirements of this RFQ may result in the
disqualification of the RFQ respondent. Furthermore, notwithstanding anything
else in this RFQ, SGS has the right to change the dates, annexes, deadlines and
requirements described in this RFQ, including not to qualify a respondent and/or to
cancel this RFQ process in its entirety.
1.2.12 Confidentiality and Conflict of Interest
By submitting a response to this RFQ, the respondent undertakes to keep any
information or data obtained during the qualification process strictly confidential
and will not disclose any such information to any third party during the term of this
process, without written authorization from SGS.
The respondent should promptly disclose any potential conflicts of interest, in
writing, to SGS who will consider the nature of the respondent’s responsibilities
and the degree of potential or apparent conflict in deciding the course of action that
the respondent needs to take to remedy such conflict of interest and to continue to
participate in this process.
1.2.13 Compliance with Laws
The successful respondent agrees that in the performance of any future services, it
will comply with and abide by, all applicable laws, acts, statutes, rules, regulations,
ordinances, codes, concessions, treaties, conventions, orders, rulings, writs,
injunctions, proclamations, decrees, or other laws of any kind whatsoever of any
governmental body, authority, agency, court, commission, of any applicable
jurisdiction.

1.3.1.2 Previous experiences and technical documents
A Statement of Qualifications should include the following information:
a) Identification of RFQ Bidder and submission Form (Name, address and brief
description of firm).
b) Description of RFQ Bidder, identifying the nature of the business and the form
and ownership of the RFQ Bidder’s business structure. A narrative as to the
firm’s interest, particular abilities and qualifications related to this project.
c) Provide information about the contractor by model

1.3.2Submission Instructions
Please read and follow the instructions. Any violation of the following instructions
is a sufficient reason not to qualify.
A confirmation of interest should be provided to SGS, fully and properly executed
by an authorized person as follows:
1. Submissions must be in Arabic and/or English language and in
compliance with the requirements set out in this RFQ.
2. Provide a single point contact with job title and all relevant contact
details.
3. The submission must contain concise written material and illustrations
that enable a clear understanding and evaluation of the respondent
capabilities. Only the information requested in the RFQ should be
submitted. Supplementary information included in the submission that is
not specifically required pursuant to this RFQ may be disregarded.
4. A digital “soft” copy of the RFQ submission should be delivered to the
e-mail of the SGS contact person (see Section above).
5. If the delivery date is later, the attachments will not be considered and
the contractor is not eligible .
6. All attachments must be filled electronically.
7. Attach copies of official documents stamped by the contractor's seal to
prove the accuracy of the information .
8. Failure to provide the required data, failure to attach the supporting
documents, or failure to fill in the required data is considered to be a
reason for ineligibility.
9. If the forms are not filled with the correct information, this will result in
disqualification .
10. Results will be announced at the SGS official site
11. Unqualified organization/consortium will be notified of the reasons for
their exclusion .
12. Unqualified organization/consortium can inquire about the reasons of
their disqualification by contacting the agency's representative.
13. All documents submitted shall be the property of SGS and will not be
returned to bidders after bid submission.
