Aerodrome Landing Fees Act 2003Moorabbin Airport Corporation Pty Ltd gives notice that, under the Aerodrome Landing Fees

Act 2003, the following fees have been fixed and operate at Moorabbin Airport from 1 January 2016.

These fees apply to aircraft or helicopters not engaged in Regular Public Transport operations. The charging unit is per 1,000 kg MTOW of the aircraft and includes GST unless otherwise stated.

The charge is:Per Calendar Year $2,578.80 orPer Calendar 6 months $1,992.00 orPer month $393.50 orPer day $16.00 (aircraft under 7,000 kg MTOW)Per day $24.50 (aircraft over 7,000 kg MTOW)Per day $79.60 per landing (Balloons)

Child Wellbeing and Safety Act 2005CHILD SAFE STANDARDS

I, Jenny Mikakos, Minister for Families and Children, in accordance with section 17 of the Child Wellbeing and Safety Act 2005, make the following Child Safe Standards:1. Child Safe Standards

In complying with the Child Safe Standards, an applicable entity or individual carrying on a business to which the Child Safe Standards apply must include the following principles as part of each standard: promoting the cultural safety of Aboriginal children promoting the cultural safety of children from culturally and/or linguistically diverse

backgrounds promoting the safety of children with a disability.

To create and maintain a child safe organisation, an applicable entity or individual carrying on a business to which the Child Safe Standards apply must have: Standard 1: Strategies to embed an organisational culture of child safety, including

through effective leadership arrangements Standard 2: A child safe policy or statement of commitment to child safety Standard 3: A code of conduct that establishes clear expectations for appropriate

behaviour with children Standard 4: Screening, supervision, training and other human resources practices that

reduce the risk of child abuse by new and existing personnel Standard 5: Processes for responding to and reporting suspected child abuse Standard 6: Strategies to identify and reduce or remove risks of child abuse Standard 7: Strategies to promote the participation and empowerment of children.

2. CommencementThis comes into effect on 1 January 2016.

NOTICE CONTROLLING NAVIGATION IN THE VICINITY OF WORKSHorsham Rural City Council, as the waterway manager for the waters of the Wimmera

River within the boundaries of Horsham Rural City, makes the following notice under section 211(1)(b)(i) of the Marine Safety Act 2010.

For the purposes of the works activity proposed by J & R Industries for the construction of the Wimmera River Pedestrian Bridge, the following applies:1. The navigation and other movement of vessels in the WORKS AREA is prohibited,

excluding emergency service vessels and vessels authorised by Horsham Rural City Council.2. The WORKS AREA is on the Wimmera River at Horsham between the mid-point and

eastern end of Apex (aka Adventure) Island as marked by buoys.This notice has effect from 06.30 hours 11 January 2016 until 17.30 hours 31 May 2016.

Notice of Grant of Major Hazard Facility LicencePursuant to Part 6.1 of the Occupational Health and Safety Regulations 2007 (the Regulations),

on 29 November 2015 the Victorian WorkCover Authority granted a Licence to operate a Major Hazard Facility to LyondellBasell Australia Pty Ltd in respect of the facility registered under Part 6.2 of the Regulations and located at Refinery Road, Corio, in the State of Victoria. This Licence ends on 28 November 2020.

The following condition is attached to the Licence:That by 28 November each year, LyondellBasell Australia must demonstrate by written report to the Authority that the results of its performance monitoring programs (including Walk Talk Audits, Internal Gap Analyses and Self Assessments against Operational Excellence Standards, and Operational Excellence Corporate Audits), verify the effectiveness of the risk control measures and the safety management system at

the Geelong Polypropylene Plant; and that ongoing improvements to risk management have occurred as a result of its performance

Public Health and Wellbeing Act 20081. These Guidelines are issued under section 143D of the Public Health and Wellbeing Act

2008.2. For the purposes of section 143C(1)(g) of the Public Health and Wellbeing Act 2008, the

following circumstances are specified: (a) the child or a parent of the child is a refugee or asylum seeker, being:

(i) a person who is receiving case management from an organisation contracted by the Department of Immigration and Border Protection to provide support to asylum seekers, or an organisation providing asylum seeker services; or

(ii) a holder of: A. a subclass 866 protection visa; B. a subclass 200 refugee visa; C. a subclass 201 in country special humanitarian visa; D. a subclass 202 global special humanitarian visa; E. a subclass 203 emergency rescue visa; F. a subclass 204 woman at risk visa; G. temporary humanitarian concern visa; H. a subclass 449 Humanitarian Stay (temporary) visa; I. a subclass 785 Temporary Protection visa;J. a subclass 786 Temporary (humanitarian concern) visa;K. a subclass 790 Safe Haven Enterprise visa;L. an Evidence of Immigration Status ImmiCard;M. a Residence Determination ImmiCard; N. a Permanent Residence Evidence ImmiCard; O. an Australian Migration Status ImmiCard.

(b) the child is known to child protection, meaning:(i) the child is on or has been on a ‘protection order’ within the meaning in

section 3 of the Children, Youth and Families Act 2005; or(ii) a report has been made about the child under section 28, 33(2), 183 or 184 of

the Children, Youth and Families Act 2005; or(iii) the child or the child’s family is receiving or has received services from a

‘registered community service’, within the meaning in section 3 of the Children, Youth and Families Act 2005.

(c) the child is living in crisis or emergency accommodation, is living in accommodation supported by the Department of Health and Human Services, or is of no fixed address, due to:(i) family violence or risk of family violence; or(ii) homelessness.

(d) the child is the holder of a health care card issued under section 1061ZS of the Social Security Act 1991 of the Commonwealth.

3. For the purposes of these Guidelines, ‘parent’ includes: (a) a step-parent;(b) an adoptive parent;(c) a foster parent;(d) a guardian;(e) a person who has custody or daily care and control;(f) a person who has all the duties, powers and responsibilities and authority (whether

conferred by a court or otherwise) which by law parents have in relation to children. 4. These Guidelines come into effect on 1 January 2016.
