C. (GEI) has been retained by the Village of Port Jefferson to submit a wetland permit application for the proposed bluff restoration at East Beach. The bluff is situated west of an existing rock revetment and seaward of the Village's golf course and country club. Chronic bluff erosion has already undercut foundations for facility lighting and the tennis courts on the western end of the country club, and the bluff has experienced major slumps for approximately 800 linear feet west of the existing revetment. A portion of the project below spring high water level, and at the toe of the proposed bluff protection is within US Army Corps of Engineers (USACE) jurisdiction. We respectfully request your review and consistency concurrence. This project entails installing toe protection for approximately 750 linear feet west of the existing revetment, stabilizing the bluff face with series of timber terraces vertically up the bluff face, and planting between the terraces with native vegetation. The first section of toe armoring will extend approximately 500 feet west from the existing revetment, and is intended to provide a higher degree of protection seaward of the country club building. This first section willconsist of a stone sill backed by steel bulkhead up to elevation l4 feet above MSL, with tie backs to anchor the bulkhead wall. The base of the stone sill will be a marine mattress filled with 10-50 pounds stone, covered by an underlayer of 500 to 700 pounds stone, and capped with two layers of 5 to 9-ton armor stone. A retum will be installed at the western edge of this first section. A stone revetment will extend approximately 250 feet westward from the retum, and will taper down from the top of the bulkhead section to the beach level to the west. The western end of the stone revetment will tuck back into the toe ofthe bluffon the Village's property, so as not to affect adjacent properties. GEI Consultants, Inc., P. C. (GEI) has been retained by the Village of Port Jefferson to submit a

wetland permit application for the proposed bluff restoration at East Beach. Section D.2. supplemental Information to the coastal Assessment

The following coastal policies may be affected by the proposed project.

Policy 2: Facilitate the siting of water dependent uses and facilities on or adjacent tocoastal waters-

The bluff restoration plan is designed to stabilize a damaged and eroding beach bluff tomake the waterfront recreational area more resilient and ruf" for public enjoyment.

Policy 11: Buildings and other structures will be sited in the coastal area so ds tominimize damage to property and the endangering of human lives caused by/tooding anderosion.

The project does not include construction of a building within the coastal zone, but doesinclude installation of a hybrid shoreline protection structure. The intent of this structureis to minimize property damage resulting from erosion.

Policy 12: Activities or development in the coastal area will be undertaken so as tominimize damage to natural resources and property from flooding and erosion byprotecting natural protective features including beaches, dunes, biruier islands andbluffs.

The proposed bluff restoration project is intended to minimize erosion, and establishnative plantings at East Beach along the Long Island Sound in port Jefferson, New york.The project will restore the bluff with a series of vegetated timber terraces planted up theface of the bluff, and the toe of the bluffwill be armored with a rock sill.

Policy 13: The construction or reconstruction of erosion protection structures shall beundertaken only if they have a reasonable probibtlity of iontrolling erosion for at leastthirty years as demonstrated in design and consiruition standards and/or assuredmaintenance or replacement programs.

The project will restore the bluff with native plantings supported by timber terraces, andtoe of the bluff will be armored with a rock sill. the rock toe prttection structure hasbeen designed for a 5O-year lifespan; however, the bluff restorat-ion will require routinemonitoring and supplemental plantings if the hillside experiences additional erosion.

Policy 14: Activities and development, including the construction or reconstruction oferosion protection structures, shall be undertaken so that there will be no measurable

increase in erosion or flooding at the site of such activities or development, or at other

locations.

The project is intended to correct an existing bluff erosion problem' A wave run-up

analysis"was conducted to ensure that the proposed shoreline protection will withstand

most storm events. The project will be instailed entirely on Village owned property, with

the western end of the ioe-protection situated several hundred feet away from adjacent

properties. This will minimize any offsite flooding or erosion damages'

policy 16: public funds shall only be used for erosion protective structures where

necessctry to proteit human life, and new development which requires a location within

or adjacent to an erosion haLard area to be abli to function, or existing development;

and inly where the public benefits outweigh the long term monetary and other costs

including the potentiit 7o, increasing erosion and adverse effects on natural protective

features.

The proposed hybrid plan has been developed to protect a natural shoreline feature, to

restoie a public recreational beachfront, and to make the recreation area more resilient

and safe for public enjoYment.

Policy 17: Non-structural measures to minimize damage to natural resources and

property from flooding and erosion shall be used whenever possible.

Since the project area is prone to moderate-high wave energies, a hybrid shoreline is

proposed i6ai inctuaes both living shoreline components and a structural toe. Native

pt*tirrg. aimed at stabilizing the existing bluff and enhancing the natural coastal habitat

will be re-established up the-face of the bluff, while the seaward edge of the bluff will be

armored with a rock sill.

Policy 19: Protect, maintain, and increase the level and types of access to public water

related recreation resources and facilities'

The bluff restoration plan is designed to stabilize a damaged and eroding beach bluff to

make an existing waterfront recieational area more resilient, accessible and safe for

public enjoyment.

The intent of the project is to repair a waterfront recreational facility so that it will

continue to serve the needs of the public, and provide safe access to the beach and Long

Island Sound.

Policy 44: Preserve and protect tidal and freshwater wetlands and preserve the benefitsderived from these areas.

The bluff stabilization plan involves the planting of native vegetation between timberterraces. Maritime plants are proposed,which are typical of reference coastal areas, and will improve the existing habitat on-site.
