I. Introduction The Town of Inuvik is accepting proposals from qualified architectural, landscape, and urban planning design firms for “Gateway Signage Design Services”. This includes the design of the sign and all related landscape and hardscape surrounding the sign.

II. Background The Town of Inuvik is located 200 km north of the Arctic Circle, nestled between the

treeless tundra and the northern boreal forest, and the vast Mackenzie Delta. The Town

serves as the administrative center and is a key gateway to other northern communities

in the region, like Alavik, Tuktoyaktuk, Sachs Harbour, and Paulatuk. Inuvik was also

the main headquarters for the oil and gas industry operating in the Beaufort

Sea/Mackenzie Delta.

The region is the homeland of the Inuvialuit and Gwich’in Aboriginal peoples as well as

a wide variety of other people and cultures that have settled in Inuvik. Currently home to

approximately 3,200 residents, with increased visitors travelling from the world over to

drive the recently completed Inuvik To Tuk Highway all the way to the Arctic Ocean.

Therefore, Tourism is slowly becoming a major industry and with significant upgrades to

our gateway entrance signage, we have a perfect opportunity to increase economic

growth, stability, while at the same time present to the world a warm and friendly

welcome.

III. Objectives

The Gateway Entrance Signage is designed to:

• Replace existing ageing signage with new, appealing, and weather-resistant infrastructure

• To provide a significant gateway and a photo-friendly destination for visitors upon entry to Inuvik

• To Provide a comfortable Public Space for both visitors and local residents

• To establish and enhance a sense of place and visual branding to increase awareness of Inuvik as a destination ready to welcome visitors

creating a welcoming and attractive community signage that reflects a sense of

pride within the community.

VI. Project Deliverables / Scope of Work The consultant will have to deliver on a successful design of the Gateway

Entrance Signage that will allow the Town of Inuvik to become a more attractive

destination to visitors upon arrivals from the Airport and the Dempster Highway.

The project will renew a sense of pride within local communities and help private

businesses attract new businesses. The design work will improve first

impressions, enhancing our attractiveness avoiding negative assumptions. The

Gateway Entrance Design will set standards and expectations for visitors to the

Arctic.

The scope includes the design of the sign and all related landscape and hardscape surrounding the sign. Drawings and sketches will need to be provided as well as the estimated cost for

construction as we will be going to tender with the project.

VII. Location, Structure and Ground Condition (permafrost) ▪ Because Inuvik is situated in the North, consultants who are interested may need

to visit the sites in person to grasp a complete visual of the locations to be

designed. Also, a visual on where the structures are located as they will have to

be incorporated into the design plan.

VIII. Concept Design Briefing the client by phone or go to meeting

▪ Review of site conditions, photographs and site plans

▪ Presentation of concept design, to include freehand sketches graphic

approach

▪ Conceptual site plan

▪ Client review, comment, and approval

IX. Design Development ▪ Ongoing client contact by phone or go to meeting

▪ Produce 3D digital sketches

▪ Develop graphic elements, type styles, etc.

▪ Selection of material finishes

▪ Production of dimensioned plans and elevations

▪ Site plan showcasing all related landscape and hardscape around the sign

▪ Presentation of the above

▪ Client review, comment, and approval

X. Documentations for Tender ▪ Ongoing client contact by phone or go to meeting

▪ CAD set of drawings suitable for tender

▪ Graphic production files suitable for tender

▪ Estimate on costs for construction of the proposed solution

XI. Reports and Schedule for Deliverables The medium of communication for the assignment shall be English. The

consultant will produce monthly reports of activities on the project. The consultant

will produce the final report and any associated documents in both electronic and

hard copy formats, as Microsoft Word documents wherever possible, and submit

them to the Town of Inuvik Development Officer at the end of the contract.

XII. Proposal Call and Submission Requirements Submissions should include, but not necessarily be limited to, the following:

1. Total cost/fee to the Town of Inuvik – A proposed total fixed fee in

Canadian dollars (GST Extra) detailing the project fees including a detailed

cost breakdown showing the major activity costs and miscellaneous costs

associated with the project. Proposals are to be submitted as a lump sum

dollar amount and are to include all work as requested in the RFP

2. A brief description of your firm, - its clients, its history, its projects, its staff

3. A company description, exact location and address

4. Company contacts, complete with contact information of key personnel

5. A summary of your understanding of this proposal and scope of work

6. Provide an overview of how the project will be managed and the process

to be used by your company

7. Details of proposed Work Plan/Schedule

8. A list of references associated with completed projects

9. Any other supporting information you may wish to include with your

submission

XIII. Procedures for Submission of Request for Proposal Proposals will be accepted no later than September 25, 2019, at 2 PM local

time at the Town Office on 2 Firth Street, Inuvik, NT. Any proposals received

after the above date and time, or in any other location will not be considered.

One copy of the complete proposal in a sealed envelope clearly marked as

XIV. Process Schedule The Town of Inuvik intends to utilize the following schedule in completion of this

process. The Town reserves the right to amend the schedule should it be

deemed necessary:

1. Issuance of RFP September 10, 2019

2. Deadline for Enquiries/Clarification September 19, 2019

3. Deadline for Submission September 25, 2019

XV. Clarification Should a Proponent find discrepancies in or omissions from the proposal

documents, or should there be any doubt as to their meaning, the inquiry should

include the contact name and information. Should a correction, explanation, or

interpretation be necessary or desirable, a written addendum will be issued and

posted on the Town of Inuvik Tender Website: https://www.inuvik.ca/en/doing-

business/Bids-and-Tenders.asp

Any addendum issued during the bidding period, are part of these Proposal

Documents.

XVI. Reservations The Town of Inuvik reserves the right to reject all requests for proposals for any

reason whatsoever. The Town shall not be responsible for, and respondents

shall not be entitled to reimbursement for any liabilities, costs, expenses, loss or

damages incurred, sustained or suffered, including loss of profit or consequential

loss, by any respondent prior or subsequent to or by reason of the acceptance or

the nonacceptance by the Town or by reason of any delay in the acceptance of a

request for proposals

XVII. Proposal Evaluation Proposals will be ranked on qualifications and the Town of Inuvik may choose

to interview the top-ranked firms. However, at its discretion, the Town of Inuvik

may dispense with interviews and select a firm to perform the work. Proposals

will be evaluated on the basis of the following factors: ▪ Have the necessary staffing, facilities, materials, experience, ability to

complete the project effectively (20%);

▪ Have the ability and experience leading design projects (30%);

▪ Have significant demonstrated knowledge and experience of design

projects in the North/Arctic (20%);

▪ Provide appropriate costing (30%)

XVIII. Contract Negotiation A selection committee from the Town of Inuvik will review the proposals and

select one firm. The Town will then negotiate a contract, a detailed scope of

work, fee, schedule, etc. with the preferred firm. The Town of Inuvik will seek to

negotiate a contract, If unable to reach an agreement, the Town will terminate

negotiations and commence negotiations with the second-ranked firm, and so

forth. The Town of Inuvik reserves the right to reject all submittals and not award

a contract as a result of this request.
