The proposal also would increase taxes for registering electric, hybrid and alternave-fueled vehicles, all in the name of beer funding road repair and maintenance. Arizona gas taxes are 18 cents a gallon today and would increase 6 cents a year for the next three years, to 24 cents, 30 cents and 36 cents under the proposal from Rep. Noel Campbell. The full 18-cent-per-gallon gas-tax increase would add about $2.88 to a 16-gallon fill-up in the third year. Arizona gas taxes were last increased in 1991. House Bill 2899 passed the House Transportaon Commiee Wednesday. The bill also would add an annual tax for registering an electric car of $111 next year, $139 in 2022 and $166 in 2023. No such tax exists today. Hybrid vehicles would see a new tax of $45 a year rising to $67 in 2023 under the bill. All the taxes listed in the bill would increase with inflaon each year aſter 2023. Campbell backed a similar bill last year and was met with opposion from auto enthusiasts and free market think tanks, who are lining up against him again this year. The price Arizonans pay for fuel would increase by 18 cents a gallon by 2023 under a proposal to raise the gas tax that won preliminary approval at the Legislature this week.

The proposal also would increase taxes for registering electric, hybrid and alternative-fueled vehicles, all in the name of better funding road repair and maintenance.

Arizona gas taxes are 18 cents a gallon today and would increase 6 cents a year for the next three years, to 24 cents, 30 cents and 36 cents under the proposal from Rep. Noel Campbell.

The full 18-cent-per-gallon gas-tax increase would add about $2.88 to a 16-gallon fill-up in the third year.

Arizona gas taxes were last increased in 1991.

House Bill 2899 passed the House Transportation Committee Wednesday.

The bill also would add an annual tax for registering an electric car of $111 next year, $139 in 2022 and $166 in 2023. No such tax exists today.

Hybrid vehicles would see a new tax of $45 a year rising to $67 in 2023 under the bill.

All the taxes listed in the bill would increase with inflation each year after 2023.

Campbell backed a similar bill last year and was met with opposition from auto enthusiasts and free market think tanks, who are lining up against him again this year.

Last year’s effort was blocked before it could get a vote from the full House.

It’s odds of moving look better this year.

ADOT Offers First Construction Academy Training Session Just for WomenSource: Arizona Department of Transportation

An Arizona Department of Transportation training program that helps members of eco-nomically disadvantaged groups launch careers in transportation construction is getting ready to hold its first session just for women.

By focusing the next two-week Construction Academy, to be held March 2nd-13th in Phoenix, ADOT’s On-The-Job-Training Supportive Services Program is helping address underrep-resentation by women in the field. Women comprise about 9 percent of construction workers nationally, according to the U.S. Department of Labor.

With spaces still available, those interested in participating in this free training can get information and apply by visiting azdot.gov/Academy.

Through the years, ADOT’s Construction Academy has helped more women enter the construction trades. Of the more than 600 graduates since this pre-apprentice training began in 2014, about 35 percent have been women.

Steve Navis, a manager with ADOT’s On-The-Job-Training Supportive Services Program, said the certifications earned by Construction Academy partici-pants are particularly beneficial for women. A candidate with those qualifications has a more powerful resume, especially because of regulations on the number of women and members of other economically disadvan-taged groups contractors must employ for federally funded projects.

“However, the larger goal of the Construction Academy is helping participants view con-struction as a viable career and not just another job,” Navis said. “Modern technology and con-struction methods mean that all people with ability have places in the construction world.”

Construction Academy training also is available to minorities, veterans and members of other economically disadvantaged groups, including those who are unemployed.

Three-quarters of Construction Academy participants have gone on to work in the construction field as flaggers, commercial truck drivers, heavy equipment operators, highway survey-ors, electricians, carpenters, painters, pipe fitters, concrete finishers and block masons. Depending on the position, they

start out earning $14 to $24 an hour, and sometimes more.

Participants receive training in construction math, flagger certi-fication, OSHA 10 safety certifica-tion, reading construction plans, obtaining a Commercial Driver License permit and resume build-ing. If participants have perfect attendance, they also receive a set of tools valued at $200. ADOT offers the free two-week training through a Federal Highway Administration workforce grant.

The money for widening Interstate 10 is coming, Gov. Doug Ducey assured Pinal Partnership members.

The governor spoke at the development-gov-ernment organization’s monthly meeting at Robson Ranch in Eloy. He highlighted several initiatives from his 2021 budget including funding to widen I-10, the closure of Arizona State Prison Complex-Florence, Pinal County and the state’s economic growth, concerns over the water supply in Pinal County and the spread of the coronavirus.

The governor repeated his budget pledge of $28M to accelerate the project to widen the 56-year-old bridge over the Gila River to three lanes in either direction and said he’s working with federal transportation officials

to round up the remaining funds to finish widening the roadway between Casa Grande and Chandler.

Ducey also said his office plans to invest more than $4.6B over the next five years in transportation infrastructure, especially in rural counties. That infrastructure includes running broadband internet fiber along major highways, such as Interstate 40.

(He) also praised Pinal County’s work in helping to make the state No. 1 in the nation for new residents and No. 2 in the nation for job growth.

“This community has played a pivotal role in Arizona’s rise as a manufacturing powerhouse,” he said. “There are more

manufacturing jobs than construction jobs. The world has come to take notice as Pinal County has become home to not one but two major auto manufacturers.”

The governor was also asked about the state’s efforts to find a solution to Pinal County’s water needs. A recent study from the Arizona Department of Water Resources shows that the Pinal Active Management Area, which governs the use of most of the groundwater in the county, may not have enough water in its aquifers to support future growth.

“This is a problem of growth and prosperity,” Ducey said. “We want a tailored plan for Pinal County. That’s a priority.”

Transportation Committee OKs SR347/Riggs OverpassSource: inMaricopa.com

House Bill 2802 passed out of the House Transportation Committee on a 7-0 vote.

Two members of the nine-person committee were absent.

The bill, sponsored by Rep. Bret Roberts (R-District 11), would appropriate $35M toward building a State Route 347 overpass at Riggs Road in Maricopa County. It is co-sponsored by most of the legislators representing Pinal County.

HB2802 is now scheduled to go to the House for a second reading, a process that Roberts said may start Monday.

If eventually passed by the Legislature and signed by the governor, the bill would send the funds to the Arizona Department of Transportation. The construction of an overpass on SR 347 would need additional funding and multi-governmental cooperation.

For that to happen, Price said HB2802 needs strong public support.
