Economic and Political Context for the Development of Sakhalin’s Energy Potential
• Well positioned geopolitically → Asia and Japan
• The economic value of NG is raising up → Development of the smaller fields
• Sakhalin I and Sakahlin II: additional construction (Piltun-South and ‘Berkut’ platform).
• The trend: use Sakhalin as a platform to further expansion onto the Sea of Okhotsk shelf.

Understanding the concerns
• Main concerns dependon the distance to WGW feeding area and distance from the shore.
• Most dangerous cases: seismic survey planned in transit zones (transit zone - is area with sea depth between 0 to 20 m) close to feeding area.
• Main source of disturbance: pulse noise, continuousnoise, oil spill and gasassociated risks

• Geotechnical survey(s) at Piltun-Astokh field (Sakhalin II) and installation of the second ENL offshore platform (Sakhalin I), are expected to take place in 2012
• The main extraction projects (Sakhalin I, II, III and V) on the Sakhalin shelf are advancing and/or are in production mode
• Increased effort to explore and develop the Okhotsk Sea shelf, with a focus on Magadan and western Kamchatka as the priorities in the near future

Exxon Neftegas Ltd activities• ENL – installation of 2-d ENL
Berkut platform offshore Chaivo (Arkutun-Dagi field) in 2012, the largest offshore platform in Russia and one of the largest in the world, where impact from ships continuous noise are anticipated
• ENL expect to reach the production phase at Arkutun-Dagi field (roughly offshore Chaivo lagoon) in 2014.
• ENL: Chaivo field is in production for 6 years and Odoptu for 1 year. Both fields have - another 50 years of economic life
• Elvary Neftegaz on Kaygansko-Vasukansky blok likely to conduct geotechnical survey (close to North part of feeding area)

• Rosneft plans to develop Sakhalin-3 and Kaigan-Vasyukansky blocks in partnership with other companies (i.e. Gazprom)
• New field was discovered within Kaigan-Vasyukanskyblock in 2010, more seismic surveying will be undertaken in 2012 in the block offshore and in the “transit” zone.
• It will operate Lebedinskoyefield and Nekrasovka-Astrakhanskoye (north-west Salkhalin shelf) fields solely.
• Astrakhansky block will be surveyed with 2-d and 3-d seismic surveys in 2012
Rosneft and RNSFE activities

• RNSFE is going to implement its experiences, gained mitigating impacts during Lebedinskoye survey, for the seismic surveys near shore and in transit zone in vicinity of WGW habitats
• Sakhalin-3, Veninskyblock: Seismic surveys at North-Veninskiy field (2010?) showed it is of economic interest; In 2012 RNSFE will conduct exploratory drilling in the area

Gazprom• Gazprom has plans for gasification
of Sakhalin Island and Kuril Islands. This would require building required infrastructure and pipelines both onshore and offshore.
• There are plans to extend existing pipelines from Sakhalin to Khabarovsk and Vladivostok; potentially to China as well
• Sakhalin 3 and 5 licensed blocks (operators Veni-Neft, Gazpromrespectively) go through active phase of surveying and field evaluation which includes seismic surveying, test drilling etc.
• On Sakhalin-3, Kirinskoye field, 150 km2 of 3-D seismic was completed in 2011; Gazprom is to start production at Kirinskoye in 2012
