GARIS PANDUAN PENEMPATAN PELAJAR WARGANEGARA MALAYSIA
BAGI BIDANG PERUBATAN DAN PERGIGIAN DARI LUAR NEGARA
KE INSTITUSI PENDIDIKAN TINGGI (IPT)
BERIKUTAN PENULARAN WABAK COVID-19
1. Pengenalan
Garis panduan ini merupakan satu dokumen yang bertujuan memperinci
dan mempermudah urusan penempatan pelajar warganegara Malaysia
yang sedang mengikuti pengajian dalam bidang perubatan dan pergigian
di luar negara untuk menyambung pengajian perubatan dan pergigian
mereka di Institusi Pendidikan Tinggi (IPT) di Malaysia.
2. Latarbelakang
Seluruh dunia termasuk Malaysia masih berhadapan dengan penularan
wabak COVID-19. Berdasasrkan situasi dan perkembangan terkini
daripada Kementerian Kesihatan Malaysia (KKM) dan Pertubuhan
Kesihatan Sedunia (WHO), berkemungkinan situasi pandemik ini akan
terus menular dalam tempoh yang lama dan mengambil masa untuk pulih
sepenuhnya. Kesan daripada pandemik ini telah menyebabkan berlakunya
gangguan kelancaran dalam pelaksanaan sesi pembelajaran dan
pengajaran (PdP) di institusi pendidikan tinggi dalam dan luar negara.
Berikutan situasi penularan COVID-19 yang tidak terkawal di beberapa
negara luar, adalah dijangkakan sebilangan besar pelajar Malaysia yang
sedang mengikuti pengajian dalam bidang perubatan dan pergigian di luar
negara kembali ke Malaysia untuk menyambung pengajian mereka di
dalam negara. Bagi memastikan pengajian pelajar-pelajar tidak terganggu,
Kementerian Pengajian Tinggi (KPT) membuka peluang kepada IPT untuk
menempatkan pelajar-pelajar ini di institusi mereka berdasarkan syarat-
syarat yang ditetapkan oleh Kementerian dan badan-badan profesional
berkaitan.

3. Objektif
Garis panduan ini bertujuan untuk menerangkan dengan lebih jelas tatacara
dan pertimbangan kepada IPT bagi melaksanakan penempatan pelajar
bidang perubatan dan pergigian dari luar negara yang kembali untuk
menyambung pengajian di IPT dalam negara berdasarkan keperluan yang
telah ditetapkan oleh badan-badan profesional dan Kementerian.
4. Pemakaian Garis Panduan
Garis panduan ini terpakai dan berkuatkuasa mulai tarikh garis panduan ini
dikeluarkan sehingga sebarang pemakluman baharu oleh Kementerian ini
diumumkan.
5. Syarat-Syarat Penempatan Pelajar
Syarat-syarat khusus yang perlu dipatuhi oleh IPT bagi menempatkan
pelajar-pelajar bidang perubatan dan pergigian adalah seperti berikut:

Pengambilan
Pelajar dan
Fasiliti PdP
IPT dibenarkan untuk membuat pengambilan
penempatan pelajar mengikut kuota yang diluluskan
oleh Kementerian dan badan profesional berkaitan.
Walau bagaimanapun, IPT mestilah mempunyai
kapasiti dalam menyediakan fasiliti PdP terutama
kemudahan peralatan dan tenaga pengajar yang

mencukupi sebagaimana yang telah ditetapkan oleh
badan profesional.
4 Pemindahan
Kredit
Pelajar dibenarkan untuk membuat pemindahan
kredit dari institusi lama ke institusi baharu
berdasarkan syarat-syarat seperti yang dilampirkan
di Lampiran 3.
5 Latihan
Klinikal
IPT perlu menyediakan unjuran keperluan latihan
klinikal bagi memastikan kelancaran proses PdP.
Sekiranya penempatan pelajar yang pulang dari IPT
luar negara melibatkan latihan klinikal, IPT perlu
membuktikan tambahan penempatan pelajar tidak
menjejaskan peluang pembelajaran klinikal pelajar
sedia ada.
6 Status
Pelajar
Pelajar mestilah pelajar yang masih aktif dari institusi
asal dan bukan pelajar berhenti atau dibuang.
6. Tadbir Urus Terbaik (Good Governance) Dalam Pengurusan
Penempatan Pelajar
Bagi memastikan proses penempatan pelajar berjalan lancar, perkara-
perkara berikut perlu dipertimbang dan dilaksanakan oleh semua pihak
berkaitan:
6.1 Tanggungjawab Institusi:
i. Memastikan pengambilan pelajar memenuhi syarat-syarat yang
ditetapkan oleh MMC dan KPT (rujuk Para 5).
ii. Menyediakan SOP yang jelas berkaitan pengendalian sesi PdP
sepanjang tempoh Perintah Kawalan Pergerakan (PKP) berlangsung.
iii. Menyediakan maklumat yang lengkap berkaitan institusi dan
peraturan-peraturan akademik.

iv. Menyediakan maklumat yang komprehensif berkaitan kursus
pengajian (perubatan atau pergigian) yang ditawarkan kepada
pelajar.
v. Memperincikan dengan jelas pemetaan dan penilaian pemindahan
kredit pelajar sebagaimana ditetapkan oleh garis panduan ini.
vi. Memperincikan yuran-yuran yang boleh dikenakan kepada pelajar
sepanjang tempoh mengikuti pengajian di IPT.
vii. Merekod dan mendokumentasikan sebarang maklumat berkaitan
supaya proses akreditasi kursus pengajian tidak terganggu.
viii. Memastikan fasiliti dan tenaga pengajar mencukupi bagi
menampung pertambahan pelajar.
6.2 Tanggungjawab Pelajar:
i. Pelajar mestilah telah selesai menjalani tempoh kuarantin dan
disahkan bebas jangkitan COVID-19 sekembali dari luar negara.
ii. Pelajar bebas memilih IPT dan proses penempatan dimohon sendiri
oleh pelajar.
iii. Sekiranya pelajar merupakan pelajar tajaan dari mana-mana agensi,
urusan tajaan perlu diuruskan oleh pelajar sendiri sebelum boleh
mendaftar di IPT yang dipilih.
iv. Pelajar mestilah memahami dengan jelas struktur kurikulum
kursus pengajian yang telah diluluskan oleh Kementerian yang
dikendalikan oleh IPT.
v. Pelajar mesti mendapatkan maklumat yang jelas dari IPT berkenaan
tempoh pengajian yang perlu diikuti.
vi. Pelajar mesti memahami dengan jelas dan bersetuju dengan yuran
pengajian yang dikenakan oleh IPT.

PENUTUP
Selaras dengan pelaksanaan garis panduan ini, pihak IPT mestilah sentiasa
melaksanakan tadbir urus dengan penuh integriti dan akauntabiliti bagi
memastikan kualiti pendidikan dan graduan khususnya graduan perubatan dan
pergigian yang dilahirkan adalah berkemahiran, kompeten dan mempunyai nilai-
nilai murni untuk berkhidmat kepada masyarakat kelak.

KELAYAKAN SYARAT MASUK KE KURSUS PENGAJIAN
PERUBATAN DAN PERGIGIAN
1. PROGRAM PERUBATAN
MINIMUM QUALIFICATIONS FOR ENTRY INTO A MEDICAL PROGRAMME
(As been approved by Ministry of Higher Education)
A. The selection for admission to a medical programme implies
selection for the medical profession
A person who is qualified in medicine from a medical programme
recognized by the Malaysian Medical Council (“Council”) is entitled to be
provisionally registered by the Council (Section 12 Medical Act). The
fitness to practise Medicine of the intended applicant shall have to be
considered in the selection for entry into any medical programme.
B. The practice of medicine requires the highest standards of
professional and personal conduct as well as professional
competence
1. Although some students have attained the academic standards required, they will not be suitable to a career in Medicine. It is in the interest of the public and such students that they should not gain admission, rather than to have to leave the course or the profession subsequently.
2. It is the responsibility of the medical school to ensure that there are no particular circumstances that will impact upon an applicant’s fitness to practise upon graduation.
3. All applicants shall declare if they have: been found guilty of any criminal offence(s); serious physical or mental illness; and/or
serious communicable disease(s) which may impact upon their future practice.

4. A person with any of the following shall be disqualified from entry into a medical programme: found guilty of offence(s) affecting the human body; and/or
recent or serious dishonesty e.g. cheating at examinations, falsification of documents, plagiarism; and/or
serious physical or mental illness; and/or serious communicable disease(s).
5. Any failure to declare information that has a material influence on a student’s fitness to practise may lead to the termination of their medical course, as honesty, integrity and good health are essential attributes of a dental practitioner and by extension, the medical student.
6. In the event of any doubt, the dental school shall seek clarification from the Council.
7. All decision makers of medical schools and aspiring applicants are advised to study the Council’s document “The duties of a doctor” and other Council guidelines available at www.mmc.gov.my.
C. A high level of academic attainment is expected
1. An understanding of science, in particular chemistry and biology, is
central to the understanding of Medical. However, the Council
recognizes the diversity of subjects taken by applicants and the
contributions of those who entered medical schools with other
qualifications.
2. All applicants shall have attained a level of competence in English
to enable them to complete the course successfully.
3. All applicants who enter a matriculation, foundation or pre-medical
programme, except those with a degree qualification, shall have
passed and attained a minimum of the following at School Certificate
level or its equivalent:

5. All applicants shall have passed and attained a minimum of the following at:

6. Applicants shall be required to undergo an aptitude test and/or an interview and/or a university entrance examination.
7. There shall be no exemption from any year of a 4-year medical programme.
8. A medical school shall not exempt any person from a year of a 5-year medical programme without the prior approval of the Council. Such applications, together with the supporting documents, shall be made to the Council at least three months prior to the commencement of the course.
9. Clarifications shall be sought from the Council in situations for which there are no provisions in this guideline.
10. Graduates from a medical programme who seek employment in the
public sector shall attain a credit in Bahasa Malaysia and English at SPM or its equivalent.
11. All applicants for the examination under the Medical (Setting of
examination for Provisional Registration) Regulations shall have complied with the requirements in this guideline.

2. PROGRAM PERGIGIAN
MINIMUM QUALIFICATIONS FOR ENTRY INTO A DENTAL PROGRAMME
A. The selection for admission to a dental programme implies selection
for the dental profession
A person who is qualified in Dentistry from a dentistry programme recognized by the Malaysian Dental Council (“Council”) is entitled to be registered by the Council (Section 12 Dental Act). The fitness to practise Dentistry of the intended applicant shall have to be considered in the selection for entry into any dental programme.
B. The practice of dentistry requires the highest standards of

TATACARA PEMETAAN DAN PEMINDAHAN KREDIT PELAJAR
(CREDIT TRANSFER)
1. PROGRAM PERUBATAN
A.
Tatacara Pindah Kredit Pelajar Program Perubatan
1. Pelajar masih berdaftar di Universiti asal ;dan
2. Hanya diantara Universiti yang di iktiraf dan tersenarai dalam Jadual
Kedua Akta Perubatan 1971; dan
3. Memenuhi kriteria minima kemasukan ke program perubatan; dan
4. Sekiranya kesetaraan kurikulum kursus - antara universiti asal dan
universiti penerima tidak kurang dari 80%, maka pindah kredit
dibenarkan sehingga 40%; dan
5. Sekiranya kesetaraan kurikulum kursus - antara universiti asal dan
universiti penerima adalah sama iaitu 100%, maka perpindahan
secara lateral dibenarkan dengan syarat pelajar perlu berada
sekurang-kurangnya 2 tahun di universiti yang menganugerahkan
kelayakan; dan
(a) Pelajar merupakan pelajar sah dan aktif di universiti asal.
(b) Perlu dibuktikan melalui pemetaan kurikulum
(c) Tempoh pemastautin minima untuk program perubatan adalah 2
tahun.
B. Prosedur Penerimaan Pelajar Secara Pindah Kredit
1. Memenuhi kriteria minima kemasukan ke program perubatan.
2. Pindah kredit untuk tahun pengajian (sesi akademik) yang telah
lengkap dibuktikan dengan transkrip, tertakluk kepada tempoh
pemastautin.
3. Semua transkrip perlu disahkan.
4. Melengkapkan borang permohonan (rujuk Lampiran 4) bagi setiap
pelajar bagi kelulusan pihak Majlis Perubatan Malaysia (MPM).

C. Peralihan Pelajar Perubatan Dengan Kelulusan SPM Pelajar dari luar negara yang memasuki program perubatan hanya
dengan SPM tanpa kursus Asasi/ matrikulasi/ STPM atau yang setaraf
dengannya tidak dibenarkan untuk memohon pindah kredit ke IPT
tempatan.
D. Kriteria Pengambilan Pelajar Berdasarkan Pindah Kredit
1. Pelajar Dari IPT Luar Negara:
1.1 Kuota tertakluk kepada kelulusan kuota pengambilan pelajar
sedia ada mengikut tahun pengajian. Pelajar yang mengulang
tahun, tidak termasuk dalam kiraan kuota.
1.2 Proses peralihan pelajar ke IPT mengikut prosedur
penerimaan pelajar secara pindah kredit.
2. Pelajar dari Program Kerjasama IPT Tempatan dengan Universiti
Luar Negara
2.1 Program perubatan berkembar - Praklinikal luar negara, klinikal
dalam negara (2+3)
2.1.1 Pada masa yang sama IPT juga ada mengendalikan
program perubatan sedia ada 5 tahun di IPT tempatan.
penempatan sementara pelajar dari program kerjasama
di IPT tempatan adalah dibenarkan. Kuota adalah dari
kuota program kerjasama.
2.1.2 IPT hanya mengendalikan program klinikal dari program
Kerjasama Universiti luar negara.
Penempatan pelajar praklinikal dari program kerjasama
di IPT tempatan tidak benarkan kerana IPT tidak
mempunyai prasarana dan sumber manusia yang
diperlukan.
2.2 Keseluruhan tempoh pengajian 5 tahun di luar negara, ijazah
dianugerahkan oleh IPT di Malaysia (5+0), disamping program
sendiri 5 tahun di IPT berkenaan.

Penempatan sementara pelajar dari program luar negara di IPT
berkenaan dibenarkan dengan syarat pelajar perlu kembali ke
IPT luar negara apabila keadaan kembali pulih.

2. PROGRAM PERGIGIAN
A. Credit Transfer in Dental Degree Programme
Credit transfer is generally not encouraged for dental degree
programme in Malaysia. However, applications from individuals can be
considered on a case- by-case basis. The application must fulfill the
following criteria:
i. the candidate must fulfill the minimum entry requirement for
admission to a dental degree programme as determined by the
Ministry of Higher Education, Malaysia (see Lampiran 2);
ii. the candidate is from the list of institutions as in Schedule 2 of
the Dental Act 1971;
iii. he candidate has not failed in an institution before applying to
continue in the undergraduate dental degree programme in
another institution;
iv. the candidate is required to produce a ‘letter of good standing’
from the transferring institution;
v. admission of the candidate enables him/her to be in the
receiving institution for a minimum period of 3 years before
graduation; and
vi. the institution that accepts the candidate must ensure that it
does not exceed its stipulated annual intake of students.
B. Eligibility to Enter Local Higher Education Institutions (HEIs) for Dental Students with SPM*
The eligibility to enter Higher Education Institutions (HEIs) in Malaysia for students who entered the dental degree programme abroad with only SPM without Asasi/ matriculation/ foundation/ STPM course are as follows:
