Minutes:

1. Apologies • Large number of apologies. KB noted this was probably due

to being the first week since the schools went back. Next AGM to be pushed back one week further after schools go back.

2. Welcome/Introduction

• KB thanked all for their attendance. A quorum was confirmed in line with the constitution.

3. Chair Report • KB highlighted the key achievements of the Hub in the

past year as well as the plan looking forward. • A number of key achievements were to be noted from

the past year: 1. The delivery of high quality (based on the feedback

received and standard of those delivering the courses) training courses during our Winter/Spring time training programme

§ Child Protection § In Safe Hand Courses § One-Day First Aid Course § Nutrition Seminar

o The plan is to deliver these courses again this forthcoming year

2. Development of a high quality website with Intellicore to operate as a central virtual point of contact for the local community, especially those new to the area. We will be building upon this in future.

3. Raising the profile of the Hub itself and its work in the local community. As one example, we welcomed “The Gaitherin” as a guest attendee at one of our courses.

• Moving forward, there should be a new focus on participation and facilities. Future projects include:

1. Representing Hub clubs on the new Inverurie Academy Consultation Group. HL is interested in representing the Hub on this. KB to inform HL of any developments on this. HL to feedback to Hub when consultation begins

2. Representing Hub clubs on the Uryside Development Group, looking to create a recreational area on the large area between the Retail Park and Osprey Housing Development. KB

to feedback to future Hub meetings on developments regarding this.

3. Participation as a Speaker at the Scotland Policy Conferences Keynote Seminar: The future of sport in Scotland - Investment, Participation and the 2014 Legacy. The Seminar is on Tuesday 3 November. KB to prepare speech and send round for comments from all by end of September.

4. Working with Estate Agents and Housebuilders to promote Garioch CSH website as a gateway for new people to the area discovering local sports clubs and hopefully boosting participation. KB to work with AW on this.

4. Finance Report • Garioch CSH is in a sound financial situation at present

with a surplus of £2692.81 in the bank with no known outstanding invoices. Special thanks to TGP for awarding us a £750 Community Initiative Grant.

• A full financial report can be obtained by emailing: [email protected]

• There remain a number of payments outstanding to the Hub from member clubs to the amount of £190. This is unacceptable. RF to chase the payments with issuing of final invoices. If no payments are forthcoming then the Hub will act as appropriate.

• It was agreed that in future all payments will be made/taken ahead of the training and at the time of application. JH/RF to indicate in emails for courses/implement

• In terms of funding: • Applications for Council/SportScotland funding will be

sent out by the end of the year: submission to council for end of January. Payment aiming for end of February:

i. Whole Committee to re-evaluate Action Plan ahead of funding application

ii. Viability of Public Consultation to be held as November meeting to be considered by Office Bearers

iii. KB clarify whether this will be backdated to April 2015 to reflect the financial year or whether the process will be around the same time looking forward to 2016/17

• Whole Committee to look at other funding streams along with partners like TGP. Corporate Sponsorship from local businesses was suggested.

5. Application to become a Scottish Charitable Incorporated Organisation (SCIO) • Change from initial plan to go for a single-tier SCIO to a

two-tier SCIO following advice from Dawn Brown, TGP • Two Agreements in Principle reached at the AGM:

o To go forward with the SCIO application o To adopt a two-tier model and for the Hub to work

with DB (TGP) to draft a new corresponding constitution. This will then be proposed at an EGM before the end of the year.

• Accordingly, the following actions were agreed: o DB is now meeting KB, TH and RF on September

16 to draft a new Two-Tier Constitution. o Exec Committee to call EGM at a

course/committee meeting later in year to ratify new constitution

6. Election of Office Bearers • All current Management Committee Office Bearers

stood, (* = or stood for the second time (even though not required by the constitution – due to 2 year terms)) except Eric Simpson who stood down as Secretary last year.

• TH*, KB*, RF* and JH (proposed as Secretary) were proposed by GB and seconded by TS

• HL, MW, JM and TS were elected to complete the General Committee for 2015/16 by GB and seconded by PD

7. AOCB • GB asked for meetings to be scheduled other than on the

hour. All meetings will now be held at 7.15pm. KB to update PDF list of planned meetings for remainder of this year with amended time and send out with AGM Minutes.

• GB noted the work of CSHs has been discussed and praised in the Scottish Parliament. He also praised the work of the GCSH so far in moving forward a project that has been in existence since 2010 with no significant progress until last year.

8. Next Meeting • The next meeting is at 7.15pm on Wednesday 23

September at the Garioch Sports Centre Meeting Room
