About the Game Management Authority The Game Management Authority (GMA) is an independent statutory authority responsible for the regulation of game hunting in Victoria. This includes issuing Game Licences, authorities and permits to allow activities such as the hunting, taking destroying, marking, displaying and possessing of game species in Victoria. In Victoria, there are eight species of native duck, one species of native quail, six species of introduced deer and species of introduced quail, pheasants and partridge which are classified as game under the Wildlife Act 1975 and allowed to be hunted. The majority of game hunting is recreational, however, there are two forms of commercial activities that people require a licence or authority for. The first activity allows the breeding and release, for hunting, of introduced game birds, and the second activity allows the hunting of Hog Deer on private property outside of the regulated season for commercial entities.
Legislation
Game Licences
A Game Licence enables the hunting, taking or destroying of game and is issued under Section 22A of the Wildlife Act 1975.
Commercial Wildlife Game Bird Farmer Licences
A Game Bird Farmer Licence authorises the
licence holder to possess, keep, breed, buy,
sell, destroy and dispose of non-indigenous
game birds that have been bred in captivity
for the purpose of hunting and is issued
under Section 22A of the Wildlife Act 1975.
Authorisations
The GMA may give written authorisation to:
• hunt, take or destroy game
• buy, sell, acquire, receive, dispose of, keep, possess, control, breed, process, display, take samples from or experiment on game
• mark game, handle game, for marking it and interfere with the markings on game
There are specified reasons that the GMA must be satisfied with before issuing any authorisation. Such authorisations are issued under Section 28A of the Wildlife Act 1975. Fee Units
The value of a fee unit is determined under Section 5 of the Monetary Units Act 2004. The fee unit value for the 2019 financial year was $14.45.
Game Licence Categories A Game Licence can be issued with the following entitlements and are subject to conditions set out in the Wildlife (Game) Regulations 2012:
• Deer (Stalking)
• Deer (Stalking & Hounds)
• Game birds, not including Duck
• Game birds, including Duck
There are a range of licence categories available. To determine what licence category is required to hunt which game species, refer to the fact sheet ‘Which Game Licence do I need?’ (see Appendix I). A Game Licence may be issued for a single game category (e.g. Deer) or it may be issued for multiple categories (e.g. Deer and Game Birds, including Duck).

Game Licence Terms
Game Licences have a common expiry date of 31 December and are issued for the following terms:
• Short-term (up to 18 months)
• Long-term (up to 42 months) As there is a common expiry date, licences issued in the second-half of the year (i.e. post 1 July) expire at the end of the next calendar year. This accounts for the potential 18 and 42-month periods.
Game Licence Fees
Game Licence fees are set out in regulation 7 of the Wildlife (Game) Regulations 2012 with licence categories charged as fee units per year or part year. For example, a Game Licence issued for Deer (Stalking) in May will cost the same as a licence issued for the same entitlement in January of the same year.
Juniors (12-17 years) are not required to pay a fee for a Game Licence, however, they are still required to obtain one prior to hunting and must adhere to the hunting laws.
Note: The fee unit value for the 2019 financial year was $14.45.

At 30 June 2019, a total of 52,551 people were licensed to hunt game in Victoria. Between 30 June 1996 and 30 June 2019, there has been a 80.4% (23,414) increase in the total number of Game Licence holders. During this period, Game Licences with duck and quail entitlements have seen an overall increase of 5.2% (1,236) and 13% (3,321) respectively, compared with a 460% (34,019) increase in Game Licences with a deer entitlement.

Note: The duck season was cancelled in 1995, 2003, 2007 and 2008.
There were restricted (either reduced season length, bag limit or species) duck seasons in 1998, 2000, 2001, 2002, 2004, 2005, 2006, 2009, 2010, 2015, 2016, 2017, 2018 and 2019.

Current licence holders by licence category as at 30 June 2019
At 30 June 2019, a total of 52,551 people were licensed to hunt game in Victoria. The majority of Game Licence holders are predominantly endorsed to hunt a single licence category (e.g. Deer, Game Birds including Duck, or Game Birds not including Duck) with 26,742 (48%) endorsed to hunt deer, 13,036 (23%) endorsed to only hunt Game Birds including Duck and a further 952 (2%) only hunting Game Birds not including Duck. The remaining 14,844 (27%) licence holders are endorsed to hunt a combination of licence categories.

At 30 June 2019, a total of 52,551 people were licensed to hunt game in Victoria. A total of 31,431 (60%) of all licence holders currently hold a long-term licence (i.e. 3 years) with 7,174 (22%) of this figure claiming a concession entitlement and 1,215 (4%) holding a junior licence (12-17 years). Of the remaining 21,120 (40%) licence holders who currently hold a short-term licence (i.e. one-year), 2,806 (13%) are issued with a concession entitlement and 569 (2.7%) are juniors (12-17 years).

All hunters by age and gender as at 30 June 2019
At 30 June 2019, a total of 52,551 people were licensed to hunt game in Victoria. Game hunting in Victoria is predominantly undertaken by males making up 96.8% (50,113) of licence holders. Males aged 28 to 57 account for 58.5% (31,262) of this figure. Of the females who are licensed to hunt game in Victoria, 69.6% (1,323) are aged 18 to 47.

At 30 June 2019, a total of 41,415 people were licensed to hunt deer in Victoria. Deer hunting in Victoria is predominantly undertaken by males, making up 96% (39,772) of those licensed to hunt deer. Males aged 28 to 47 account for 45% (17,818) of this figure. Of the females who are licensed to hunt deer in Victoria, 71% (1,167) are aged 18 to 47.

At 30 June 2019, a total of 25,042 people were licensed to hunt duck in Victoria. Duck hunting in Victoria is predominantly undertaken by males making up 98.1% (24,578) of those licensed to hunt duck. Males aged 38 to 67 accounts for 56.1% (13,954) of this figure. Of the females who are licensed to hunt duck in Victoria, 65.5% (304) are aged 18 to 47.

Stubble Quail and other introduced game bird hunters (not including people endorsed for duck hunting) hunters by age and gender as at 30 June 2019
At 30 June 2019, a total of 3,675 people were licensed to only hunt Stubble Quail (and other introduced game birds) in Victoria (i.e. they did not hold an endorsement to hunt duck too). Stubble Quail (and other introduced game birds) hunting in Victoria is predominantly undertaken by males making up 95.8% (3,522) of those licensed to hunt Stubble Quail (and other introduced game birds). Males aged 28 to 57 account for 59% (2,078) of this figure. Of the females who are licensed to only hunt Stubble Quail (and other introduced game birds) in Victoria, 60.1% (92) are aged 12 to 37.
Note: Hunters with a licence endorsed for duck are also entitled to hunt Stubble Quail and introduced game birds, as a result the total number of people licensed to hunt Stubble Quail (and other introduced game birds) is 28,717.

Licence testing
Waterfowl Identification Tests (WIT) and Hound Hunting Tests (HHT) conducted annually 2005 – 2019
Figure 16 shows the number of Waterfowl Identification Tests (WIT) and Hound Hunting Tests (HHT) conducted between 2005 and 2019. Note, these figures only show the number of tests conducted, not whether the tests were completed successfully or not.

Hound Registration
There are currently 4,229 hounds registered in Victoria with the GMA. A hound registered post 2013 is registered for the life of the dog. Previously, hounds were only registered for a maximum of three years.
Hounds Registered – annual statistics
The previous Wildlife (Game) Regulations 2001 introduced a requirement for only pure-bred Beagles and Bloodhounds to be used when hunting Sambar Deer. This requirement took effect in 2004.
Figure 17 shows the number of hounds registered annually has remained relatively constant except for a sharp increase in 2013 after the Wildlife (Game) Regulations 2012 were amended to allow the use of Harriers.
