Council investigates first-time buyer mortgage schemeFylde councillors have signed up to find out more about a project to free up the area’s housing market.

They agreed last night (Wednesday) to seek more information on the Local Authority Mortgage Scheme (LAMS) – a project that involves indemnifying 20 per cent of first-time buyers’ mortgage loans.

Together with the homebuyer’s 5 per cent deposit it means that first-time buyers can access the lower interest rates that come with needing only a 75 per cent mortgage.

The scheme, if eventually adopted, will not involve the council actually paying the 20 per cent of the purchase cost. Rather, the bank or building society will loan the 95 per cent – but regard it as a lower-interest 75 per cent loan on the basis that the money is not at risk.

A pilot project in 10 other council areas showed that the mortgage default rate was 0.3 per cent.

Councillor Trevor Fiddler, Fylde Council cabinet member for Planning and Development, said: “There

is broad support for this but we need to know more.

“The housing market is very slow because there is a shortage of first-time buyers. Interest rates are quite low but it is common for first-time buyers to find 25 per cent of the cost themselves.

“That is beyond many people. It has a knock-on effect because people further up the ladder can’t find buyers for their homes so they can’t move either.

“Young people in Fylde, of course, have a particular problem in that many houses here are very expensive. At the moment the only affordable housing we can offer them is in the social rented sector – this scheme may offer them a foothold on the housing ladder.

“We still need more information but it is a scheme that we are interested in as first-time buyers hold the key to getting the housing market moving again. Too many young people are trapped into renting and too many people are trapped in houses they really want

to sell.”

Dangerous Dogs ActA dog owner has been given a 12-month conditional discharge and ordered to pay £250 compensation after her shih tzu bit a member of the public on the leg.

Sasha Furnell (37), of Rudyard Place, St Annes, pleaded guilty when Blackpool Magistrates’ Court heard that her pet dog had bitten someone in Hope Street Park in May.

Furnell was charged with allowing her dog to be dangerously out of control in a public place – an offence under the Dangerous Dogs Act (1991). The bite punctured the skin and left the victim needing medical attention.

She was also ordered to pay £100 costs.

Councillor Albert Pounder, Fylde Council cabinet member for Customer and Operational Services, said: “We are sending a clear message: irresponsible dog ownership will not be tolerated.

“Fylde Council is taking seriously all incidences of irresponsible ownership. That includes aggressive dogs and even owners who fail to remove dog dirt.

“Most of Fylde’s dog owners are responsible people but they and the general public should not have to tolerate the actions of an irresponsible minority. It is important that owners keep their dogs under control and secure their property boundaries to stop their dogs escaping.”

The club’s four Boys’ team involved in the Lancs FA’s County Cup competitions this season all won their 1st round ties and went into the draw for the 2nd round. Duncan Cowburn has now taken charge of the Under 12s and John Plum has now replaced John Hills as the Under 10 manager. The YMCA is now fielding more teams that ever before in its history. There are now nine boys teams from Under 7s - 15s, four girls teams plus our Disability Team. The cafe in the pavilion of the club’s headquar-ters at Seafield Rd Lytham has been totally renovated, including a new floor being re-laid, as

a charity project undertaken by a team of volun-teers from Beaverbrooks. Due to personal issues Club secretary ‘Lozz’ Rose has recently stood down as Press Officer for the Poulton & Dist Primary League after per-forming this role for 33 years .

BATTLE OF BRITAIN WEEKEND on tourism award shortlistFylde’s biggest tourism crowd-pullers has been shortlisted for an award as the best tourism event of the year.

Last year’s Battle of Britain weekend, which attracted 30,000 visitors to the area, will be up against Blackpool Illuminations and the Clitheroe Food Festival in the Lancashire and Blackpool Tourist Board’s annual awards.

The good news came as councillors announced that next year will see a repeat of this summer’s 1940’s Wartime Weekend – the successor to last year’s battle of Britain weekend – on 18 and 19 August 2012.

Councillor Sue Fazackerley, Fylde Council cabinet member for Leisure and Culture, said: “The wartime theme has proved tremendously popular as it is so wide-ranging.

“There really is something for everyone. There were Spitfire flyovers, battle re-enactments, displays of 1940s living, historic military hardware, singalongs and exhibitions of 1940s artefacts.

“People are as aware as ever of that dark period in history and they want to remember it and learn more.

“It is always great fun to go back in time and there were tens of thousands of happy visitors.

“Fylde already has a reputation as a good place to visit, but the modern visitor wants lots to do. This sort of event gives Fylde a reputation nationwide as a quality place to visit – and that is of major importance for a borough that has many people employed in tourism-related activities.

“The council staff and the hundreds of volunteers at the Battle of Britain Weekend deserve recognition for the brilliant way they made the event the success that it was. Just to be shortlisted for this award is a major achievement for them.

“I read recently that Pickering in Yorkshire runs a similar weekend each year – and they claim it adds several million pounds to their local economy.

“We’ll be running the 1940s Wartime Weekend again next year and want to see it continue growing so that it is the largest event of its kind in the country.”

Results of the Lancashire and Blackpool Tourist Board’s annual awards will be announced on 22 September.

Huge bid to get Lytham windmill sails turning again

The sails and millstones of Lytham’s windmill could be turning again by 2014 in a £500,000-plus plan to upgrade it into a working museum.

The famous windmill and the former RNLI boathouse will both be refurbished and modernised in a Lytham Heritage Group project that aims to more than double visitor numbers to approximately 60,000 per year.

The windmill is owned by Fylde Council and run by Lytham Heritage Group volunteers who aim to bid for Heritage Lottery Fund cash for the windmill and boathouse.

The windmill last worked in 1919 when a fire forced the miller out of business. It was last refurbished in 1988 and has since hosted a number of static displays of Lytham life.

The adjacent former RNLI boathouse was home to the famous Lytham lifeboat named Charles Biggs that launched to rescue the 12-man crew of the German-registered barque, Mexico, in 1886. The events of that cold DDecember evening cost the lives of 27 crewmen when the St Annes and Southport lifeboats capsized in very heavy seas caused by a full West North West gale. The Mexico disaster as it became known was the worst tragedy in the history of the RNLI since its formation in 1824.

Councillor David Eaves, Fylde Council leader, said: “The windmill and boathouse are known across Lancashire and the nation. This is a superb proposal by the Lytham Heritage Group that will massively boost visitor numbers to the area.

“The vision involves getting the windmill sails turning again and converting it into a working museum. The boathouse will be turned into a museum dedicated to the Mexico disaster.

“The cabinet will discuss this proposal on Wednesday night. Council officers are already looking at the plan.

“The volunteers are now going to put together a formal bid to the lottery.

“We are very excited with the concept. Everyone knows the windmill, but relatively few people visit it. Having it working again will generate tens of thousands of visitors who we hope will then go on to visit the town centre and Lytham Hall.”

The plans include a glass front for the boathouse. Seats inside the boathouse will be arranged in the same layout as the seats used by the boat’s oarsmen. A reconstruction of the famous boat will also be featured on the slipway.

John Hayfield, Lytham Heritage Group spokesman, said: “There are five million vehicles that enjoy a clear view of the windmill as they pass along the A584 annually – and they will see the windmill sails revolving. Imagine the delight of passers-by.

“There are a lot of static windmills, but very few working ones and we expect to get visitors from across the country.

“We also plan to increase the number of opening days from 90 to 180.

“The knock-on effect for the wider area will be huge. We hope the windmill and lifeboat house will be the start of a series of heritage trails. Tourist information staff will be able to direct people to Lytham Hall and beyond.

“Returning from Lytham Hall they will pass through the town centre where we expect they will stop off to visit local amenities such as shops, restaurants and cafes.”

The windmill sails will rotate through the use of an electrically powered operating system. In favourable conditions, the wind will assist rotation but the motor will still govern the maximum speed of the sails.It is expected that a Heritage Lottery Fund grant application will be lodged in November this year. Volunteers expect that they will have to raise further funds themselves.

If the bid is successful work will start at the end of the 2013 summer season with completion expected in mid-2014.

New management team for Fylde CouncilMembers of Fylde Council’s new senior management team have been announced after a series of interviews yesterday (Thursday).

The restructure, involving a reduction in senior managers from five to four, is forecast to save the council £150,000 and will be followed by a restructure of middle management in the New Year.

The new Chief Executive is Allan Oldfield who will replace retiring Chief Executive Phil Woodward in the New Year – subject to endorsement by a meeting of Full Council later this month.

Councillor David Eaves, Fylde Council leader, said: “All the candidates for the top job were of the highest quality, yet Allan Oldfield scored very strongly in a range of assessments including an interview and a series of tests.

“I am extremely confident that the council has a strong senior management team of Chief Executive and directors that will enable the council to go forward on an effective and efficient basis in the difficult years to come.

“They will not be easy years as everyone knows that local government is facing spending reductions as part of a nationwide effort to ensure the nation can balance the books.

“Phil Woodward has done a tremendous job in preparing the council for the challenges ahead. He has done that while the council has faced severe financial constraints.

“Fylde Council in his time has moved from being a low-performing council to one that is independently recognised as one of the best in Lancashire.

“Indeed, we have just received the Audit Commission’s latest management letter that recognises the council as efficient, effective and as one that delivers value for money. Council Tax-payers and councillors owe a great debt to Phil and all councillors and staff wish him the best in his retirement.

“I am delighted at the calibre of the senior staff we have been able to appoint and I look forward to working with them in the future.”

Allan (45), the future Chief Executive subject to endorsement by a meeting of Full Council later in September, said: “There will be a difficult financial challenge in the years to come. It is no secret that councils nationwide will face tough times, but Fylde’s finances are on a sounder footing than they have been for many years.

“That is a tribute to everyone involved in running the council and Phil Woodward deserves great credit for that.

“I am confident that Fylde Council will weather the storm in a way that will benefit Fylde’s residents. We are in the strongest position we have been in for many years and I look forward to working with councillors and the new management team.”

Fixed penalty threat for litter and dog dirt

Council staff and police community safety officers are to join up to tackle litter and dog-fouling in Lytham and St Annes.

Similar patrols in Kirkham last month resulted in seven fixed penalty notices being issued for litter and dog-dirt.Shopkeepers will also be asked to display posters reminding people of the penalties.

Councillor Albert Pounder, Fylde Council cabinet member for Customer and Operational Services, said: “Litter and dog fouling are huge problems for councils throughout the country and we want to ensure that Fylde remains a clean borough.

“The patrols will target recreational and shopping areas to educate residents and visitors on littering and dog-fouling issues. Businesses will also be helping out with the scheme by displaying anti-litter posters, while our staff and police will reinforce the message by issuing fines to offenders where necessary.

“Items such as chewing gum may only be small, but it’s really difficult to clean up from the pavements as it is widespread and durable. Many people don’t think of chewing gum or even cigarette ends as litter – but they are.

“We use a lot of resources cleaning up litter and dog dirt, but don’t feel that Council Tax-payers should have to foot the bill for people who choose not to use the bins provided. So we have put the responsibility back where it belongs: on the miscreants.

“We are doing all we can to ensure that Fylde remains a clean, green borough. We have many litter and dog waste bins on the streets and we want people to know they should use them.”
