CoCs will rank projects in Tier 1 or Tier 2

Tier 1 is equal to CoC’s ARD less 2%

Tier 2 is the amount between a CoC’s Tier 1 and CoC’s ARD, plus any approved amounts for CoC planning and UFA costs.

Use of Actuals for Fair Market Rent (FMR)

Amount Less than the FMR Renewal rental assistance projects are permitted to

request a per-unit amount less than the FMR; based on actual rent costs per unit.

The change will help reduce the number of projects that have large balances of unspent funds at the end of the operating year.

The amount requested must be sufficient to cover all eligible costs as HUD cannot provide funds beyond what is awarded through the competition.

Project applicants cannot request more than 100% of published FMR.

New project applications requesting rental assistance MUST request use FMR (24 CFR 578.51(f)).

Selection and the GIW

After the 7-day grace period closes, no additions can be made to ARD.

HUD can remove projects from ARD if they do not go to grant agreement by December 31.

If a project is missing from the final HUD-approved GIW, and the CoC realizes this after the grace period ends, no new funds will be added to ARD and the Tier 1 amount will remain the same.

The project, however, is still eligible for renewal and can submit an application.

That project will be selected last in Tier 1 or Tier 2, depending on where it is placed.

Helpful Hints and Reminders

Collaborative Applicants should read the project applications prior to submission

There were instances of text cut and pasted in the wrong sections and questions that were missed.

A review by the CA prior to submission would catch many of the minor project application errors.

Strongly recommend the CA review the project applications prior to submission.
