With Congressional interest in the future plans for United States vertical lift, a Joint effort conducted a Capabilities Based Assessment, and developed a Science and Technology Plan. The Joint effort culminated in the creation of The Future Vertical Lift Initiative: A Strategic Plan for United States Department of Defense Vertical Lift Aircraft. As 80% of the decision points (extend, retire, new start) for today’s vertical lift fleet occur within the next 10 years, development begins now to enable DOD to begin replacing the current aircraft in 2030. The Future Vertical Lift Initiative is led by an Executive Steering Group, co-chaired by the J-8’s DDFAS and the OSD(AT&L) Dir of Land Warfare and Munitions. Implementation of the FVL Strategic Plan will impact Vertical Lift Aviation operations for the next 50+ years

▪ DOD will transform its vertical lift fleet by developing a family of Joint, advanced capability vertical lift aircraft that meet future Joint operational requirements across the spectrum of conflict with initial fielding in the 2030 timeframe.

▪ Future Vertical Lift Goals:

▪ Provide the Joint Force with transformational vertical lift capabilities across the spectrum of operations.

▪ Maximize the impact of available resources across the Department to ensure timely fielding of necessary Warfighting capability through commonality among platforms, timely demonstration of critical current and emerging technologies and continuous coordination of the efforts of all stakeholders.

▪ Ensure preservation and continued development of the government/industry/ academic S&T community and industrial producers of materiel solutions, to include technology and industrial base community such as designers, developers, and suppliers, necessary to support the FVL strategy.

Vertical Lift Consortium (VLC) ▪ Self-formed in 2010 to provide the government broader visibility and access to leading vertical lift

technology, and to provide Consortium members a better understanding of Warfighter requirements.

▪ Comprised of traditional and non-traditional, large and small businesses, academic institutions, and non-profit organizations from across the spectrum of vertical lift.

▪ Entered into an Other Transaction Agreement with the government to streamline the RDT&E process and to facilitate rapid development of prototype systems.
