For the sake of argument, let’ssay you don’t give a hootabout the developmentallydisabled. It’s a tragedy, youadmit, but ultimately it shouldbe the family’s responsibilityto provide for their loved one

just like everyone else provides for their kids.Fine. No judgment here (well maybe).

Setting morals aside, let’s talk money. TheLanterman Act is already law and requireshousing and various services for thedevelopmentally disabled from cradle to grave.From your perspective, the state has been morethan generous providing all that is does, and yousee no reason to keep adding to the pot of freemoney.

After listening to Bodi’s story, dear legislator, youwill understand why you want to increase DDSfunding, even if you feel no moral obligation.Why? Because it’s cheaper than the alternative..... (read more)

The Desperate Situation forService Providers

Last Wednesday I attendedyet another set of hearings inSacramento dealing with the

desperate situation that service providers thatwork with persons with developmental disabilitiesin California. During the long line of testimony thatwe heard - Carol McKinney from Harmony Homesgave a great talk about what this lack of fundingmeans to the people her agency serves and thededicated workers that have endured thisshameful lack of commitment to the mostvulnerable citizens in our state.

under the erroneous and damaging impressionthat Housing Authorities lack discretion to grantpriority vouchers serving the developmentallydisabled.

Such a policy, aside from being an imperativefrom a practical and moral point of view, is plainlylegal and permissible pursuant to HUD Guidance,Notice PIH-2012-31 (HA) issued June 29, 2012,granting discretion to give priority to residentsdeemed to be at serious risk of institutionalization.Those incapacitated by developmental disabilities,including significant cognitive impairment andautism (including California DDS-eligible autism)are clearly at risk of institutionalization due to their

Santa Clara County’s autism population isskyrocketing. In 1990, DDS counted 147 autismclients. Today the number is about 3,200. Ouradult autism population will double in the next fiveyears and triple in the next ten. Where will thiscrush of disabled, dependent adults live? Withoutassistance from the Housing Authority there arealmost no options available to them... (read more)_________________________________________________

Our Letter to the SpecialLegislative Session onDevelopmental ServicesBudget

Dear Members of the Special Session LegislativeCommittees:

We are writing to address the elephant in theroom of today’s efforts to save California’sDevelopnental Services system from collapse: ourstate’s autism explosion. California’s population ofdependent and disabled adults with autism issoaring. The Department of DevelopmentalServices (DDS)-eligible numbers of autistic adultsage 22 and up will double over the next five years,and triple over the next ten, to 42,000 individuals.And within 20 years our state will have more than80,000 such adults with these severe forms ofautism, and in need of a wide variety of servicesand housing. That’s up from about 3,000 just 25years ago.

Our DDS system has not remotely kept pace withthe staggering scope of this epidemic of severedisability—a disability that will soon representnearly half of all DDS cases... (read more)

adults with autism is soaring. The Department ofDevelopmental Services (DDS)-eligible numbersof autistic adults age 22 and up will double overthe next five years, and triple over the next ten, to42,000 individuals. And within 20 years our statewill have more than 80,000 such adults with thesesevere forms of autism, and in need of a widevariety of supportive housing solutions. Nearly allof these people are incapable of caring forthemselves or earning a living.

But tragically, as the need and desperationmounts, some people’s reading of thewell-intended Medicaid Home and CommunityBased Services (HCBS) regulations (which areemphatically outcome-oriented and not settings-oriented) is having the completely unnecessaryeffect of quashing hope for innovation andproliferation of supported housing options in ourstate. Already regional centers are informingvendors and families of severely disabled childrenand adults that they will not support anything butgeneric, scattered-site urban housing. They claimunsubstantiated quotas limiting the number ofpeople with DD who can live together, or evenobject to minor project design or programelements, citing nothing more than a vague andunsupported fear of the “heightened scrutiny”process. This unfounded fear, which has nosupport in the actual letter or spirit of the law, ishaving the devastating effect of holding hostagehopes for expansion of special-needs housingthat address the intensive needs of California’sASD adult population even as that populationexplodes....
