Administer the voluntary arbitration program; maintain/update a list of voluntary arbitrators, compile arbitration awards and decisions.6. Overseas Workers Welfare and Administration (OWWA)>OFW Welfare and Benefits1. protect the interest and promote the welfare of OFWS in recognition of their valuable contribution to the overall development effort;2. Facilitate the implementation of the provisions of the Labor Code concurring the responsibility of the government ot promote the well being of OFWS;3. Provide social and welfare services to OFWS including insurance, social work assistance , legal assistance, cultural services and remittance services;4. Ensure the efficiency of collection and the viability and sustainability of the fund through sound and judicious investment and fund management policies;5. Undertake studies and researches for the enhancement of their social and economic and cultural well-being ; and6. Develop , support and finance specific projects for the welfare of OFWS.

Technical Education and Skills Development Administration (TESDA)>Article 43- 77 Human Manage and regulate the Technical-Vocational Education and Training (TVET) Sector in the ARMM through accreditation and registration of all TVET program offerings, compliance audits, trainers and assessors trainings, among others. The Authority, in the performance of this function, shall apply the national established accreditation and registration procedures and requirements until the TESDA Board shall have adopted relevant policies, rules and regulations on the matter. Address gaps in the formal TVET sector through the conduct of skills trainings in its training centers and in the communities. Ensure TVET quality through the provision of standards and system development services relevant to global, national and regional demands provided that regional standard shall not be less than that those set by TESDA National. Conduct of National Competency Assessment and Certification of workers and TVET graduates. Develop comprehensive training syllabi incorporating desirable work values through the development of moral character with emphasis on work ethics, discipline, self-reliance and deep sense of nationalism; and Promote and encourage partnership with various stakeholders, LGUs and other civic organizations in order to ensure the effective implementation of the powers and functions of the Authority.

Mandate:The Technical Education and Skills Development Authority (TESDA) is mandated to provide quality technical education and skills development to the people in the Autonomous Region. As such, it shall: Promote and strengthen the quality of technical education and skills development programs to attain local and global competitiveness; Focus technical education and skills development on meeting the changing demands for quality middle level manpower; and Encourage critical thinking by imparting scientific knowledge among middle level manpower.

National Wages and Productivity Commission (NWPC) AND Regional Tripartite and Wages Productivity Board>Article 120-127 (Wages and Productivity )Research and Policy Advise the President and Congress on matters relating to wages, incomes, and productivity Determine and fix minimum wage rates at the regional,provincial, and industry levels Undertake researches and studies on wages and productivity Formulate policies and guidelines on wages, incomes, and productivityTraining and Consulting Provide training courses on quality and productivity (Q&P) improvement for company owners, managers, supervisors, and workers of qualified small and medium enterprises (SMEs). Extend firm level consulting and technical assistance on the actual implementation of Q&P improvement projects for beneficiary-SMEs. Promote gainsharing schemes at the firm level.Information and Publication Render information services in the areas of wages, incomes, and productivity to walk-in and phone -in clients, as well as through the NWPC website and library. Disseminate publication and information materials on minimum wages and Q&P improvement and gainsharing. Conduct wage clinics or one-on-one consultation with clients on wage related concerns.

Mandate:NWPC is a key policy making body on wages, incomes and productivity, mandated underRA 6727or the Wage Rationalization Act (1989) andRA 6971or the Productivity Incentives Act of 1990 to: Determine minimum wages at the regional,provincial and/or industry levels; and Promote productivity improvement and gainsharing schemes, particularly among micro, small and medium enterprises.NWPC formulates policies and guidelines on wages, incomes and productivity and exercises technical and administrative supervision over the RTWPBs.With17 RTWPBs(including ARMM) responsible for setting minimum wages and promoting productivity improvement programs.Vision:To be the primary policy development and resource center on wages, incomes and productivity.Mission:To ensure a decent standard of living for workers and their families, and contribute to the competitiveness of enterprises through improved productivity of workers.

Employees Compensation Commission (ECC)>Article 166-210 (State Insurance)Under Article 177 of P.D. 626 as amended, the ECC has the following powers and duties:a. To assess and fix a rate of contributions from all employers;b. To determine the rate of contribution payable by an employer whose records show a high frequency of work accidents or occupational disease due to failure by the said employer to observe adequate measures;c. To approve rules and regulations governing the processing of claims and the settlement of disputes arising therefrom as prescribed by the System;d. To initiate policies and programs toward adequate occupational health and safety and accident prevention in the working environment, rehabilitation other than those provided for under Article 190 hereof, and other related programs and activities, and to appropriate funds therefor. (As amended by Sec. 3, P.D. 1368).e. To make the necessary actuarial studies and calculations concerning the grant of constant help and income benefits for permanent disability and death, and the rationalization of the benefits for permanent disability and death under the Title with benefits payable by the System for similar contingencies;Provided; That the Commission may upgrade benefits and add new ones subject to approval of the President; andProvided, Further, That the actuarial stability of the State Insurance Fund shall be guaranteed;Provided, Finally, that such increases in benefits shall not require any increases in contribution, except as provided for in paragraph (b) hereof. (As amended by Sec. 3, P.D. 1641).f. To appoint the personnel of its staff, subject to civil service law and rules, but exempt from WAPCO law and regulations;g. To adopt annually a budget of expenditures of the Commission and its staff chargeable against the State Insurance Fund; Provided, that the SSS and GSIS shall advance on a quarterly basis the remittance of allotment of the loading fund for this Commission's operational expenses based on its annual budget as duly approved by the Ministry of Budget and Management. (As amended by Sec. 3, P.D. 1921).h. To have the power to administer oath and affirmation, and to issue subpoena and subpoena duces tecum in connection with any question or issue arising from appealed cases under this Title.i. To sue and be sued in court;j. To acquire property, real or personal, which may be necessary or expedient for the attainment of the purposes of this Title;k. To enter into agreements or contracts for such services or aid as may be needed for the proper, efficient and stable administration of the program;l. To perform such other acts as it may deem appropriate for the attainment of the purposes of the Commission and proper enforcement of the provisions of this Title. (As amended by Sec. 18, P.D. 850).

It, however, become fully operational with the issuance of PD 626 which took effect January 1, 1975.VISION:A nationally-acclaimed institution in social security promotion that is in full control of the Employees Compensation Program, managing a sound, strong, and wisely invested State Insurance Fund and delivering promptly, effectively and efficiently to the Filipino worker a comprehensive package of services and benefits for work-connected contingencies through pro-active, humane and dynamic policies, programs and activities.MISSION:The ECC champions the welfare of the Filipino worker. Its mission is to: Build and sustain among employees and employers a culture of safety and healthful environment in the workplace; Ensure at all times that workers are informed of their rights, benefits and privileges under the Employees Compensation Program (ECP); Develop and implement innovative policies, programs and projects that meet the needs of workers with work-connected contingencies; Promptly and fairly resolve all cases brought before it Restore dignity and self-esteem among occupationally disabled workers; and Safeguard the integrity of the State Insurance Fund.

Formulates policies, programs, standards, procedures, manuals of operation and guidelines pertaining to the promotion and protection of the right to self-organization, part2. icularly on union registration, cancellation or revocation of union certificate of registration, of the rights and obligations of union officers and members, certification elections, union elections, referenda and other matters relating to labor union administration;3. Maintains a central file of unions and CBA registrations (public and private sectors);4. Registers public sector unions, workers association operating in more than one region, and federations;5. Issues certification of union status based on records on file;6. Provides opportunities for empowerment of workers and its organization through WODP;7. Assist in the bureaus technical supervision over counterparts in regional offices;8. Analyzes data on labor organizations and CBAs in aid of legislative and policy formulation;9. Coordinates and maintains linkages with labor unions and other sectors or institutions concerned relative to labor union administrations;10. Establishes and maintains linkages with government and non-government agencies in its areas of concern;11. Provides technical assistance and supervision to Divisions counterparts in DOLE regional/field offices in the areas of concern and specialization; and12. Performs such other functions as may be provided by law or as may be assigned by the Secretary.Policy and Program Development DivisionMandates and Functions1. Formulates, analyzes and develops policies and programs, particularly on the: existing relations between employers and employees in the Philippines; growth of associations of employees and the effect of such associations upon employer-employee relations; extent and results of the methods of collective bargaining in the determination of terms and conditions of employment; methods which have been tried by employers and associations of employees for maintaining mutually satisfactory relations; desirable industrial practices which have been developed through collective bargaining and labor-management cooperation schemes for settling differences; possibilities for the adoption of practical and effective methods of labor-management cooperation; any other aspects of employer-employee relations concerning the promotion of harmony and understanding between the parties; and relevance of labor laws and labor relations to national development.2. Initiates development of programs to encourage workers and employers to set bi/tripartite mechanisms for open communication, information, responsibility sharing and joint decision making;3. Assists in the exercise of the Bureaus technical supervision over the Divisions counterpart in the regional offices;4. Formulates and designs coherent labor and management education programs/ projects geared at improving the knowledge, skills and attitudes of all sectors;5. Recommends projects and research studies to support the formulation and implementation of labor-management relations policies and programs;6. Prepares annual research agenda;7. Conducts monitoring and evaluation of program implementation by regional counterparts and prepares reports for the director of RO concerned, Labor Relations Cluster Head and the Secretary;2. Conducts development training for and in consultation with regional implementers;3. Conducts audit or examination of the books of accounts of public sector unions;4. Assists in the exercise of appellate jurisdiction over RO decisions on audit;5. Establishes and maintains linkages with government and non-government agencies in areas of concerns;6. Provides technical assistance and supervision to Divisions counterparts, DOLE regional or field offices in the areas of concern and specialization;7. Performs such other functions as may be provided by law or as may be assigned by the Secretary.

Formulate regulatory and developmental policies, standards, guidelines and programs promoting the right to organize, including collective bargaining and improvement of the income of workers and their organizations;3. Lead agency in workers and employers education;4. Adjudicate inter- and intra-union disputes;5. Promote bipartism and tripartism; and6. Formulation and implementation of programs that strengthen trade unionism to achieve industrial peace.

Mission:1. As a registry. To gather, generate, process and interpret relevant, timely and accurate labor relations information for policy-makers, decision-makers, unions, employers and the public at large.2. As a policy-making and program development agency. To provide workers with expeditious procedures in the formation and registration of unions or other workers organizations, as well as in collective bargaining negotiations. To provide unions with clear policies, procedures and guidelines in the administration of their internal activities and at the same time respecting union autonomy. To provide parties to inter-union, intra-union, and other disputes with expeditious and non-litigious procedures in the management and resolution of disputes. To initiate and recommend, after consultation with employers and workers, appropriate legislative proposals on labor relations. To strengthen trade union and other workers organizations through the provision of accessible facilities as well as training, educational and technical assistance. To provide livelihood assistance as a means of enhancing income, income opportunities and employment generation.3. As the lead agency for labor education. To provide workers and employers, organized or unorganized, with updated information on their rights, obligations, and benefits using various forms of information and communication To source funds for setting up programs for the private sector intended to encourage them to become partners with the government in the conduct of labor education,4. As a dispute adjudication agency. To resolve disputes with finality within twenty (20) days from submission of the case for resolution, but in no case to exceed forty-five (45) days from filing of the case in appealed cases and two months in original cases, and to keep the dockets current. To have a zero-reversal rate of appealed decisions of the Bureau. To execute all the Bureaus decisions promptly and in full.5. As an advocate of bipartism and tripartism. To provide the agenda for the social partners for sustaining a mechanism for dialogue, consultation and information exchange toward building consensus and action plans on social and economic issues, policies and programs. To initiate the development of programs to encourage workers and employers to set up bipartite and tripartite mechanism for open communication, information and responsibility sharing and joint decision-making.6. As a social partners of workers in national development. To strengthen trade unionism and other workers organizations by promoting programs through the provision of accessible information facilities as well as training, education and technical assistance.

Bureau of Working Conditions (BWC)Working Conditions1.Develops and prescribes labor standards as well as policies, programs and devices on its administration and enforcement;2.Exercises technical and functional supervision over the regional offices on the administration and enforcement activities including developmental programs, projects and activities;3.Conducts researches in aid of safety standards, policy programs, measures and devices development on labor standards and its administration and enforcement;4.Provides knowledge and information services on labor standards data, programs and enforcement activities; and5.Performs other functions as may be required by law or assigned by the Secretary of Labor and Employment in the administration and enforcement of labor standards.

Burea of Labor and Employment Statistics (BLES)Employment Statistics Formulates, develops and implements plans and programs on the labor statistical system in order to provide the government with timely, accurate and reliable data on labor and employment; Conducts nationwide surveys and studies which will generate trends and structures on labor and employment; Develops and and prescribes uniform standards, nomenclatures and methodologies for the collection, processing, presentation and analysis of labor and employment data; Establishes appropriate mechanisms for the coordination of all statistical activities in the Department and for collaboration with other government and private agencies including international researchorganizations in the conduct of surveys and studies in the area of labor and employment; Disseminates statistical information and provides statistical service/advice to data users by establishing a data bank and issuing the Bureau's statistical materials and research findings; Develops and undertakes programs and projects geared towards the enhancement of the technical competence of the Department on theories, techniques and methodologies for the improvement of the labor statistical system; and Monitors and exercises technical supervision over the statistical units in the Department and its agencies .

Burea of Local Employment (BLE)Local Employment Formulate policies, standards and procedures on productive manpower resources, development, utilization and allocation; Establish and administer a machinery for the effective allocation of manpower resources for maximum employment and placement; Develop and maintain a responsive vocational guidance and testing system in aid of proper human resources allocation; Regulate and supervise a private sector participation in the recruitment and placement of workers locally under such rules and regulations as may be issued by the Secretary; Establish and maintain a registration or work permit system to regulate employment of aliens; Develop and maintain a labor market information system in aid of proper manpower and development planning; Formulate employment programs designed to benefit disadvantaged groups and communities; and Perform other functions as may be provided by law.

Bureau of Rural Workers (BRW)Rural Workers

TAKE NOTE:Since the formal merging of the then Bureau of Rural Workers (BRW) and the Bureau of Women and Young Workers (BWYW) in 2010, the BWSC has developed and facilitated the implementation of significant programs and projects in coordination with regional offices of the Department of Labor and Employment and in collaboration with its various social partners and stakeholders.

TheBureau of Rural Workers (BRW)is a staff bureau of theDepartment of Labor and Employmentthat is responsible for developing policies and programs aiming to improve and protect the welfare and interest of rural workers. Started as the Rural Workers Office (RWO) in December 1975, BRW's primary role is advisory and advocacy. It proposes policies and legislations that benefits rural workers, develops guidelines for the implementation of programs, asseses and monitors such, and conducts relevant researches as basis for policy and program formulation.

Bureau of Women and Young Workers (BWYW)Women and Young Workers

TAKE NOTE:Since the formal merging of the then Bureau of Rural Workers (BRW) and the Bureau of Women and Young Workers (BWYW) in 2010, the BWSC has developed and facilitated the implementation of significant programs and projects in coordination with regional offices of the Department of Labor and Employment and in collaboration with its various social partners and stakeholders.

BWSC Mandate and FunctionsTheBureau of Workers with Special Concerns(BWSC) develops policies, programs, projects and systems and provides advisory and technical assistance to the Office of the Secretary and the Regional Offices relative to the development and protection of the workers with special concerns, towards their decent and productive employment.As such, the BWSC performs the following basic functions for its clientele:1. Formulates, recommends and advocates policies for their protection, welfare and empowerment;2. Develops and manages programs and projects on welfare, protection and entrepreneurship and other self-employment schemes;3. Provides technical and advisory services to the Office of the Secretary, DOLE regional offices and other stakeholders;4. Facilitates clients access to training and education opportunities to develop and enhance their employability as wage or self-employed workers; and5. Establishes, sustains and strengthens inter-agency partnerships and collaboration with local and international organizations and institutions to mobilize resources and enhance program advocacy and implementation.The Bureau has five (5) Divisions:1.
