INTEGRITY UNIT To implement programmes related to the Culture and Strengthening of Integrity based on the National Integrity Plan (PIN) and Integrity Strengthening of the Public Service (PIPA) at the Ministry; To handle the Complaints Management Standing Committee Meeting (JKTPA), Working Committee Meeting (JITU); To carry out public complaints management tasks from various sources such as BPA, telephone complaints, meet-up with complainant, 1MOCC, local newspapers, Complaints and Suggestions Management System (SPAC) of MRRD, emails, letters, fax, official social sites, etc; To monitor the compliance of the regulations in force among the personnel of MRRD and prepare reports to the heads of divisions; To provide the Integrity Management Implementation Report to the Secretary General of the Ministry and the Agency Integrity Management Division, MACC; To manage the disciplinary actions of officers and members of the Ministry; To manage the preparation of the Disciplinary Report to the Public Service Department; To handle the Disciplinary Board Meeting at Ministry level; To provide advisory services on disciplinary issues; To manage the preparation of reports and monitoring of matters associated to the declaration of assets, serious financial indebtness, involvement in politics, moonlighting and acceptance of gifts by public officials; and To manage the application of Government Lands. KEY PERFORMANCE INDICATOR UNIT To coordinate the target setting of the Key Performance Indicator (KPI) of the Minister, Secretary General together with the Divisions/Units as well as Agencies under Ministry. To monitor the target achievements of the KPI for the Ministry based on the Dashboard System of PEMANDU, and MyKPI JPA System; To coordinate negotiations of issues and problems associated with the Ministries KPI with PEMANDU, JPM and JPA; To provide analysis and report the target achievement performance of the KPI to the Ministry’s top management; and To coordinate and prepare the report for the KPI achievement performance presentation of the Minister of Rural and Regional Development to the Prime Minister of Malaysia. STRATEGIC PLANNING DIVISION

Plan, coordinate and legistate the framework of macro and sector policies;

Policy formulation for Rural Development Master Plan and Rural Human Capital Development Plan;

Plan and coordinate the implementation of the national principal policies which emphasises on Human Capital development, Inst itution, Economic, ICT and Rural Infrastructure;

Prepare and coordinate the Outline Perspective Plan (OPP), Five Year Malaysia Plan (RMLT), Annual Plan and Mid Term Review (K SP);

Cooperate with Central Agencies in legistate rural areas development policies through the Inter Agency Planning Group (IAPG) and the Technical Working Group (TWG) meetings;

Coordinate and provide reviews on the sectors policies in rural development and other related macro policies;

Prepare, collect and analysis the data and statistics for rural development;

Coordinate and monitor performance of the Ministry's Rural Transformation program;

Coordinate and monitor the implementation of policies in Ministry and the Agencies;

Coordinate and provide reviews on LKW and LKT policies;

Coordinate and provide reviews on the sectors policies in rural development and other related macro policies;

Secretariat for Policy Committee Meeting (JKD), MRRD Minister and the rural Exco members meeting (MEXCLUB) and other meeting;

Focal point for MRRD in order to coordinate government policies which are related to rural development and other policies;

Manage and coordinate MRRD Weekly Management Meetings and Post-Cabinet Meeting;

Prepare and monitor the feedback on KSN/ KSU / Head of Service Meetings, Council of Rulers Meetings, Chief Ministers Meetings , National Land Council Meetings and Cabinet Committee Meetings;

Coordinate and provide reviews on the Cabinet Memorandum from other ministries;

Plan, manage and monitor the Strategic Planning implementation;

Identify the issues and challenges in developing rural areas and rural communities;

Coordinate and monitor the implementation of feasibility and impact assessment studies on long-term programs, projects and current policies;

Identify the issues and challenges in developing rural areas and rural communities at ASEAN level;

Focal point for AMMRDPE, SOMRDPE, D7, ASEAN+3, ICT related activities at ASEAN level;

Manage and coordinate visits from foreign Ministers and officials including giving general briefings on MRRD;

Manage and coordinate financial assistance and regional organizations;

Manage and coordinate rural development issue and poverty eradication at international level especially under the ASEAN coope ration (multilateral) and bilateral;

Focal point for AARDO, CIRDAP, ASEM, COMSEC, JICA;

Matters Related to Parliamentary Affairs

Responsible for managing and supervising the War Room;

Empowering Rural Communities Bumiputera Sabah and Sarawak - F6, T16 - TLB;

Empowering the Rural Development Council as a planning and monitoring projects entity - F6, T18 - TLB;

INSTITUTE FOR RURAL ADVANCEMENT

Provide training to grassroots leaders as JKKK / JKKKP especially in Rural Community Managment;

Planing and coordinate training activities / programs such as courses, workshops, seminars and conventions based on the latest training modules involving INFRA Sabah and INFRA Sarawak;

Assist organizing ADS1M program, Anugerah Ilham Desa, Figure JKKK / P leader and GDW;

Plan and coordinate resource center / database (National Level Village Profile System (SPKPN) and i-Village;

Plan, manage and implement entrepreneurial skills training programs (workshops, courses, seminars and conventions) to meet the needs of rural communities;

Form a group of trainers who will help INFRA expedite the transfer and dissemination of information to target groups (TOT);

Implementation skills and entrepreneurship training for the ministry target group;

Designing, managing and implementing international courses in rural developments area;

Establish international relations in training at the international level to share experience with other countries in rural development programs and poverty;

Link training institution link to international organizations and CIRDAP AARDO;

Training Operational Plan of Rural Human Capital;

Focal point to ministry's study and R&D;

Prepare outcome evaluation impact study on INFRA development program;

INVESTMENTS AND SUBSIDIARIES MONITORING DIVISION

Drafting new policies and updating policies, regulations and existing guidelines on the operations of Subsidiaries;

Supervise, monitor and coordinate policy implementation / compliance with circular / Subsidiaries act;

Managing Subsidiaries corporate matters to the Minister and Minister of Finance's recommendation such as bonus payments, loans and investments, dividends and assets disposal;

Monitoring Subsidiaries performance regularly;

Develop Courses / seminars / workshops for Subsidiaries's board of directors and Chief Executive Officer;

Create smart-partnership;

Coordinate the planning, implementation, monitoring and development of rural cooperatives;

RURAL COMMUNITY DIVISION

Coordinate, planning and implementation of policies and strategies of rural human capital development;

Coordinate, plan, implement and monitoring rural communities programs in accordance with national policies and aspirations of the current leadership;

Coordinate and monitor the implementation of Gerakan Daya Wawasan (GDW);

Coordinate, plan, implement and monitor e-GDW system;

Coordinate, plan, implement and monitor the affairs of the Anugerah Desa Sejahtera 1Malaysia (ADS1M);

Coordinate and process the appointment of the Chairman and Secretary of JKKK / P;

Coordinate and process the payment of allowances JKKK / P;

Coordinate and process applications for the distribution of aid to disaster victims under Akaun Amanah Bakti Desa;

Monitor and analyze the payment of JKKK / P allowances performance;

Plan and coordinate the agenda to strengthen JKKK / P institutions;

Plan, coordinate and implement the JKKK / P's transformation program as Rural Transformation Agent under NBOS5;

INFORMATION MANAGEMENT DIVISION

To plan, manage and coordinate the direction of the Ministry’s application system;

To conduct the user requirement study for each application system of the Ministry to be developed;

To plan, design, develop and implement mobile applications;

To manage, supervise, coordinate and ensure all application systems of the Ministry and databases are always available and secure;

To implement improvements of all existing application systems from time to time according to the demands and needs of the user;

To plan, manage, design, develop and implement the Village Information System (SMK-GIS);

To manage, coordinate and supervise the SMK-GIS data mapping process;

Secretariat of the Ministry and Agency GIS Coordinating Committee;

To coordinate and monitor the implementation of the Ministry’s ICT Strategic Plan (ISP);

To prepare and update the Standard Operating Procedures (SOP) for System Development SOP, System Enhancement SOP and System Maintenance SOP;

Designing policies and strategies for the implementation of land and regional development;

To coordinate land development programs by the Land Development Authority (LDA) and the Regional Development Authorities (RDAs);

Plan, monitor and provide advice in order to increase side income for RDAs and LDAs participants;

Establishing smart partnerships with other ministries / agencies to optimize land use and new technologies;

Coordinate data and information of LDAs and RDAs;

To regulate Agency compliance with policies and regulations;

Provide advice and support in LDAs and RDAs development programs;

To ensure the Annual Financial Statements prepared in schedully;

Secretariat of Cabinet Committee on Increasing Income Smallholders;

Provides planning and implementation the strategies of regional development areas such as Rural Growth Centres (RGCs), Restructuring Traditional Village (PSKT), Integrated Rural Development Program Isolated (PROSDET), isolated villages and estates;

The establishment and dissolution of LDAs and RDAs;

Coordinate and monitoring project development area;

Identify research needs in relation to land and regional development;

Coordinate LDAs and RDAs budget;

Coordinate, monitor and evaluate the implementation of Agropolitan;

Prepare and updating Agropolitan program evaluation;

Plan, implement, monitor and evaluate of Ministry’s High Impact Projects (HIP) / Agropolitan;

To prepare and update latest information regarding problems and issues of each projects to higher-up of Ministry, National Implementation Directorate (NID) and National Implementation Task Force (NITF) periodically;

Monitoring and inspectorate financial and physical performance for all Ministry's program / project development in state; and

Prepare and coordinate monitoring report to the Ministry.

INFRASTRUCTURE DIVISION

Infrastructure developmentTo plan, manage, track and monitor the implementation of the Policy and Strategy of JALB, BALB, BELB, PAMS and JPD;

Creating networking and strategic relationships with the implementing agencies;

Manage budgets and updating the physical and financial performance of the implementation of JALB, BALB, BELB, PAMS and JPD;

Coordinate, manage and maintaining database / information system; and

Formulate policies, rules and guidelines, review, evaluate and certify the quality and technology implementation.

Land Management and CoordinationCooperating with the State / Federal authorities to obtain suitable sites for the development of rural infrastructure;

Check the appropriate location and alignment of development projects to be implemented;

Applying Government reserves, land owned by individuals and land ownership;

Manage, develop and coordinate the Ministry of land records management system;

Manage and coordinate the process of compensation and registration payment of land premium with the Procurement Division;

Coordinate and implement the mapping and coverage program of rural infrastructure;

Provide periodic progress reports implementation of development projects;

Project managementPlan the implementation and execution of constructing buildings, utilities and basic infrastructure projects;

Plan, coordinate and monitor the activities of constructing buildings, utilities and basic infrastructure projects;

Making financial forecast cash requirements for constructing buildings, utilities and basic infrastructure;

Managing administration contract for constructing buildings, utilities and basic infrastructure;

Updating the physical and financial performance and reporting it to the program manager or agency / departments;

Preparation the reports and analysis, information quality management and analyze the progress of construction projects;

Ensuring compliance with the quality management system and environmental management system; and

Intensify the provision of basic rural infrastructure - F1, T1 - TLB.

TECHNICAL DIVISION

To study suitability of technical aspect for Ministry’s projects;

To manage appointment and oversee consultant expert services including study reports, review and recommend professional fee claims and Technical Committee of the project;

To design and supervise Ministry’s projects;

To prepare tenders documents, tender evaluations and supervising the work of contractors and preparations of progress payments until completion of works;

To provide technical specifications and standard plans for buildings and infrastructures;

To conduct site inspections at construction site for the purpose of evaluations, monitoring work progress and solve issues and problems during constructions; and

To coordinate KKLW’s technical issues that related with other technical agencies (JKR, Local Authorities, etc).

PEOPLE’S WELFARE DIVISION

Coordination and implementation of the SPKR Policy;

Coordination of the SPKR Programmes planning and Development Budget;

Coordination of projects application and monitoring through SPP II System, e-Kasih and OBB;

Coordination of SPKR’s Performance, Parliamentary Affairs, Project Management Account and SPKR Outcome studies;

Coordination, implementation and preparation Housing Program For The Poor (PPRT) policy paper;

Preparation of Policy Paper on Human Capital, Coordination and Monitoring Human Mind Development Program (PPMI), and Excellence in Education Program (PKP);

Budget planning for PKP and PPMI Program;

Coordination of PPRT, NKRA and National Blue Ocean Strategy and special approvals;

Preparation and implementation of the Income Generating Programme (PPP) Policy Paper and ASB Sejahtera; and

Coordinator of Rumah Bina Negara program.

DEPUTY SECRETARY GENERAL (DEVELOPMENT)

HUMAN RESOURCE MANAGEMENT DIVISION

To assess the need of job position and man power;

To execute the public service policy based on the Circular, Circular Letter and Central Agency Directives;

To review the service scheme under the jurisdiction of Secretary General;

Reviewing and implementing enhancement of establishment involves the creation, abolition, transfer details, modification, upgrading, amendment of the title, distribution of posts and other aspects in order to strengthening the requirements;

Reviewing the service scheme under the Secretary General's jurisdiction for MRRD/departments / agencies based on JPA's directions;

Secretariat of Majlis Bersama Jabatan (MBJ);

Secretariat for the Orders, Decorations, and Medals of Federal / State;

Secretariat to the Appointment of Agency and subsidiary's Board of Directors (ALP);

Administer the services in Ministry, Departments and Agencies in terms of recruitment, placement, transfer, confirmation in service, pension and retirement;

Arrange overseas travel for Ministry and agencies under the Ministry’s jurisdiction;

Secretariat for Human Resource Development Panel Meeting;

Secretariat of Excellent Service Award Ceremony (APC) for the Ministry / Agencies;

Manage the preparation of Succession Plan;

Planning needs of Human Resources Development Program based on Training Need Analysis and Gap Analysis;

To coordinate the implementation of competency and examination policy;

Plan and manage the implementation of assessment competency and examinations for service scheme under MRRD scheme;

Manage and develop competency assessment module / curriculum and examinations for the MRRD scheme;

Formulate a plan of psychological services to employee of Ministry, Department and Agency;

Planning and implementing motivation and counseling programs and strengthening the psychological aspect; and

Coordinate AKRAB programs and activities for Ministry, Departments and Agencies.

DEPUTY SECRETARY GENERAL (MANAGEMENT AND RURAL ENTERPRENEURSHIP)

FINANCE DIVISION

Manage Operating Expenditure Costs;

Manage trust accounts and BAKTIDESA;

Manage payment for JKKK / JKKKP / JKKK Orang Asli, Ketua kampung and Tok Batin's allowances;

Manage bill payment through lump sum payment system;

Manage Advance/Miscellaneous;

Manage Commerce Dot Com (CDC) Deposit Account;

Coordinate the Journal Voucher documents;

Manage the receipts/revenue affairs;

Coordinate the Financial Management and Accounts Committee Meeting;

Manage debt write-offs and loss of public money;

Coordinate Meeting on Receivable Accounts (ABT);

Manage as administration for users of the eSPKB System;

Maintain the Special Account Trust Fund and Miscellaneous Solution Trust Account;

Coordinate the Operating Budget application for the Ministry’s, Departments and Agencies under it;

Coordinate Outcome Based Budgeting (OBB) related matters;

Prepare expenditure performance reports;

Administrators for the eTerimaan; and

Manage salary payment for Ministry’s staffs;

PROCUREMENT DIVISION

Managing enforcement of procurement policies, advice and inspection;

Secretariat of Procurement Board;

Secretariat Task Force on e-Procurement Ministry;

Manage and coordinate the implementation of e-Procurement Ministry / Agency;

Manage and coordinate Ministry Annual Procurement Planning;

Coordinate the administration of Tender, Quotation, Direct Purchase, Contract Management and Consultation Appointment; and

Coordinate Assessment of Supplier Performance.

ADMINISTRATIVE AND ASSET MANAGEMENT DIVISION

Manage and coordinate the secretariat of the Ministry's Official ceremony involving the Prime Minister, Deputy Prime Minister and Minister;

Manage and coordinate the festive celebrations or ceremonies at ministry and national level;

Provide advice (consultant), control function to all agencies under the Ministry;

Manage and coordinate the general administration of the Ministry include office space and logistics facilities;

manage and coordinate Movable and Non-movable Asset of Ministry/Departments/Agencies;

Secretariat for JKPAK Meeting and Immovable Asset Management (Facility);

Manage matters related to Ministry central store;

Manage Ministry/Departments/Agencies records;

Manage and coordinate the implementation of records in Ministry's Digital Document Management System (DDMS);

Manage matters related to safety of documents, physical and Ministries and Agencies privacy and all the all respective Departments;

Responsible to coordinate implementation of Quality and Productivity enhancement matter

Designing and implementing ministry's Quality and Innovation Program; and

Library management and ministry's reading materials.

RURAL ENTREPRENEURSHIP DEVELOPMENT DIVISION

Coordination of the implementation on the matter / issue policies and direction of rural entrepreneurs;

Monitoring, coordinating and preparing of issues reports related to physical planning and execution of projects / programs development on rural entrepreneurs;

Designing and implementing development on supporting rural entrepreneurs programs and activities;

Coordinate ministry and agency's entrepreneurship programs;

Planning and implementation of policies and strategies concerning business financing and loans;

Planning and implementation of policies and strategies on the development of business entrepreneurship, especially for rural youth;nnnnnPlanning and coordinate the implementation of programs and initiatives to promote business commercialization;

Planning and implementation of policies and strategies on community economic development;

Coordination of Rural Transformation:Rural New Model High Income (F3, T4)Rural Job opportunities (F3, T5)Rural Upgrades Shop (F4, T6)1 Village 1 Entrepreneurs (F4, T7)Rural Premium Outlet (F4, T8)Rural Online Business (F4 - T9).

NKRA DIVISION

To prepare, coordinate and secretariat of NKRA Meeting: Delivery Task Force Meeting (DTF) and NKRA Leadership Team Meeting (NLT);

Monitor the implementation of NKRA projects physically and expenses through the Special Monitoring Committee Meeting NKRA projects;

Provides performance reports of NKRA projects;

Analyze data and information on the NKRA projects;

Coordinate National Blue Ocean Strategy (BOS) programs at Ministry's level;

Synergies or a smart partnership with other agencies in implementing NKRA projects, NBOS, UKAS and others;

Coordinating Enhancement Program Network among UTC, RTC and Mini RTC under NBOS8;

Coordinate Mini RTC's Transformation Program under NBOS5;

Plan, coordinate and monitor the activities of rRTC's 8 initiatives at Mini RTC with government and private agencies;

Plan and coordinate training programs and bridging the digital divide (BDD) to rural communities;

Plan and coordinate training programs and short-term technical skills for rural communities;

Manage RTC / Mini RTC development including the construction and maintenance of infrastructure / infostructure; and

Plan and coordinate training programs for RTC / Mini RTC Manager.

ACCOUNT DIVISION

Providing information and reports as well as advising the top management in making decisions on:a) Cost Accountingb) Financial Analysisc) Resource Accounting

Provide advice accounting and financial management and accounting systems such as:a) Advisory / Consultancyb) Accrual Accounting Resourcec) Accrual Accounting Training

Ensuring accurate accounting information provided by and in accordance with a predetermined time period such as:a) Payments and Receiptsb) Trust Funds and Reportingc) Asset Accounting.
