BOB MARLEY’S CHELSEA HOUSE in Oakley Street, where he sought refuge after the trauma of anassassination attempt in Jamaica is to have an English Heritageblue plaque installed.
The house, off King’s Road, was where Marley lived with his bandthe Wailers in 1977. When they were not recording they would makethe short trip over the Albert Bridge to play football in BatterseaPark.
It was while living in Oakley Street that Marley and the Wailers finished recording Exodus, the album which featured Jamming andOne Love.
Marley once said he regarded London as his second home and hisstay provided provided much-needed stability after the horrificevents of 1976, when politically motivated gunmen shot Marley, hiswife Rita and his manager Don Taylor.
All possible Blue Plaque recipients have to have been dead for atleast 20 years and be nominated by members of the public.
Later this year Carter will be honoured at her former home inClapham, and Gellhorn at the house in Cadogan Square she calledhome for 28 years.
Bell, the archaeologist, adventurer and diplomat who played animportant role in establishing the modern state of Iraq, will bemarked at a house in Chelsea which English Heritage said was afamily home and her London base for over 40 years.
One possible blot on Bell’s reputation is her fervent opposition towomen getting the vote. She was secretary of the northern branchof the National League for Opposing Woman Suffrage and was onits national executive committee.
Olusoga said Bell was not the only blue plaque recipient to haveelements of controversy, pointing to the first one, Lord Byron. “Idon’t think it is the position of the committee to make judgmentsabout people, we look at their achievements in the round.”
Also getting blue plaques in 2019 will be Lilian Lindsay, the firstwoman to qualify as a dentist in Britain, and Sir John Wolfe Barry,the civil engineer whose greatest achievement was Tower Bridge.
English Heritage also announced a £2.5m donation from Julia andHans Rausing towards its project for a dramatic slate footbridge forvisitors to get to Tintagel Castle in Cornwall. It is a contemporaryreplacement for the natural land bridge which collapsed in the 15thor 16th century and will save people the long stair climb from oneside to the other.

WESTMINSTER TUBE STATIONwas opened as Westminster Bridge on 24th December 1868 by thesteam-operated District Railway (DR) (now the District line) whenthe railway opened the first section of its line from South Kensington.It was originally the eastern terminus of the DR.
The original station building was a temporary structure positionedover the tracks and the platforms were sheltered with individualawnings rather than an all-over glazed roof Access to the stationwas via a passageway from Bridge Street and a pedestrian subwayunder the road. On 30th May 1870, the railway was extended toBlackfriars. The DR connected to the Metropolitan Railway (MR) atSouth Kensington. Each company operated its trains over theother's tracks in a joint service known as the Inner Circle. On 1st
February 1872, the DR opened a northbound branch from Earl'sCourt to connect to the West London Extension Joint Railway(WLEJR, now the West London Line) at Addison Road (nowKensington (Olympia)). From that date the Outer Circle servicebegan running over the DR's tracks. The service was run by theNorth London Railway (NLR) from its terminus at Broad Street inthe City of London via the North London Line to WillesdenJunction, then the West London Line to Addison Road and the DRto Mansion House – at that time the eastern terminus of the DR.From 1st August 1872, the Middle Circle service began operationsthrough South Kensington, running from Moorgate along the MR'stracks on the north side of the Inner Circle to Paddington, thenover the Hammersmith & City Railway (H&CR) track to LatimerRoad, then, via a now demolished link, on the WLEJR to AddisonRoad and the DR to Mansion House. The service was operatedjointly by the H&CR and the DR. On 30th June 1900, the Middle

Circle service was shortened to terminate at Earl's Court, and, on31st December 1908, the Outer Circle service was withdrawn fromthe DR tracks. The DR's tracks were electrified during 1905. In1907, the station was given its present name, Westminster.
In 1922, a new entrance and canopy was designed by CharlesHolden. The station platforms were also refurbished with new walltiling in the green, blue, black and white tiling scheme. The station
was rebuilt toincorporatenew deep-level platforms forthe Jubileeline. Whenthe first section of theJubilee linewas plannedin the 1970s,
Westminster station would not have been on this planned route,but the need to provide transport infrastructure for the redevelopmentof the London Docklands in east and south-east London led to aredirection of the route to run via Westminster to connect Waterlooand London Bridge stations. For the Jubilee Line Extension, thebuildings around the station were demolished and the sub-surfacestation was completely reconstructed together with the erection ofPortcullis House, which sits above the station.
The construction of the deep-level station involved the excavationof a 128 ft deepvoid or stationbox which is thedeepest everexcavation incentral London.The depth of thestation box and tunnels represented arisk to the stabili-ty of the founda-
tion of the Houses of Parliament's clock tower. To protect the founda-tion steel tubes was installed horizontally around and beneath theclock tower's foundation. Grout was injected to limit the movementof the clock tower. The Jubilee line platforms were opened on 22ndDecember 1999, although trains had been running through the station without stopping since 20 November 1999.
The Jubilee line platforms feature platform edge doors to improveairflow and increase safety. The station design won a number ofawards including Civic Trust awards in 2000 and 2002, the RoyalFine Art Commission Millennium Building of the Year award in2000 and the RIBA Award for Architecture in 2001.

DRUG DEALING IN WARWICK SQUAREhas become particularly bad recently with reports of drug usersand dealing directly outside the residential properties as well as onSt George’s Drive and Gloucester Street. Apart from upsetting residents it has attracted anti-social behaviour including discardeddrug paraphernalia. A police operation was launched to target themain drug supplier.
On Tuesday 5th February, officers from the Gangs Unit arrestedthe dealer concerned in supplying the users. Officers recovered alarge amount of crack cocaine and heroin, along with a largeamount of cash and phones used for dealing. The suspect hasnow been charged and remanded in custody awaiting sentence.
A dedicated Warwick Ward Officer PC Ronnie Henderson explainsthat local intelligence is critical to helping the police as it is themost effective means of providing information and describing incidents.
SEMINAR HELD FOR EU CITIZENSPimlico councillors believe that the contribution to our City made bythe thousands of EU nationals who live in Westminster deservesour recognition and support. The City Council has launched a num-ber of measures to help EU residents feel certain that Westminstercan remain their long-term home after Brexit.
At the end of January, they ran seminars on how to apply for settled and pre-settled status. These seminars followed on fromthe first meeting organised in March 2018. LEADERSHIPWhen I train, lecture and consult around the world I am increasinglybeginning to realise that the determining factor relating to the success or failure of any organization is leadership. Of course thereare other factors – not least the underpinning financials – but leadership trumps them all. I can never understand why top footballclubs will pay £100 million for a striker, but then balk at paying £50million to buy out the contract of a manager.
In the UK, at a crucial stage in our post-war history, we are sufferingfrom a leadership vacuum. Just at the point where leadership ismost urgently required, our political leaders seem to find themselves unable to motivate or even control their parties.
Let us start with the Lib Dems. Back in 2010, when Cleggmaniawas at its height, the party still felt it necessary to run the campaignwith Vince Cable almost like an American vice-presidential runningmate. Now, even with the gift of being the only unequivocally pro-European party, they only have eleven MPs, they are in singlefigures in the polls, and Cable has announced – to almost universalindifference - that he will go in May. His successor is likely to beanother veteran, a complete novice, or a Scottish MP with a youngfamily and a thin majority.
As for Labour, their inability tocapitalise on the Tories’ botching of the Brexit process isnothing short of criminal. It isnot just Jeremy Corbyn’s lack ofenergy and new ideas that areholding back his party, but alsothe widely held belief that onthe issue dominating British politics he wants to see thesame outcome as the governingparty. His party is doubly split,but the breakaway IndependentGroup is unable to decide whoshould lead them, and Tom
Watson’s internal faction is completely isolated from the nationalparty membership.
Which brings us, of course to the Conservatives – the governingparty, albeit with no majority. The Tories have been divided overEurope for decades, and the current Brexit saga has deepened andhighlighted those divisions. Theresa May is derided and ignored bybackbenchers and her cabinet ministers alike. Her deal has beenvoted down with record numbers. And yet, if she does finally get herdeal over the line, history may well praise her either for her doggeddetermination or her Machiavellian manipulation. Although the priceof success may well turn out to be her own imminent departure.

VICTORIA’S ESPIONAGE ADDRESSESGiven its proximity to the organs of the British state, as well asthe embassies of many leading nations, it’s unsurprising thatVictoria has hosted its share of spies.
Both MI5, Britain’s national intelligence service, and MI6, its foreign arm, can trace their origins back to a rented office at 64
Victoria Street. It was here, in1909, that the Britain’s SecretService Bureau was founded.Although set up at the behestof a government defencecommittee, the agencyemployed just two officers tobegin with: CommanderMansfield Smith-Cummingand Captain Vernon Kell.Smith-Cumming went ontoserve as the head of MI6,while Kell oversaw MI5.
The years immediately afterthe First World War saw MI5'ssize being reduced as a result
of post-war cost-cutting. The Service's very existence cameunder threat for a time, but by the start of the 1930s it had gainednew importance in countering communist and fascist subversionin the UK. It also played a leading role in countering Soviet espionage and obtaining information on Nazi Germany.
During World War II, the Security Service played a key role incombating enemy espionage, interceptingGerman communications andfeeding misinformationback to Germany.
The former naval intelli-gence officer andauthor Ian Fleminglived at 16 VictoriaSquare from 1953 untilhis death in 1964.Although Fleming’sJames Bond books setthe foreign intelligenceservice’s headquartersbeside Regents Park,from 1924 to 1966, MI6 actually operated out of
54 Broadway – an anonymous office building once occupied by theMinimax Fire Extinguisher Company.
MI6, then not officially recognised by the government, keptMinimax’s brass plaque as a kind of cover, while its then-director,Major General Sir Stewart Menzies, installed a homing pigeonloft on the roof, since he felt he could not trust radio transmis-sions. The building’s true purpose was discovered by enemystates. In the mid-Thirties, the German intelligence service wasbelieved to have posted on the pavement opposite an agent
disguised as a blind match-seller.
Britain’s electronic surveillance service, has anoffice on nearby PalmerStreet, which was used to listen to foreign embassies’radio transmissions, beforeGCHQ’s far largerCheltenham facility took overmuch of this information-assurance role. However,prior to GCHQ’s formal foun-dation, these Palmer Street
premises were used by MI6’s Section N to open, read and resealthose same embassies’ letters and diplomatic bags. Proof, per-haps that, even before prior to last year’s government surveil-lance revelations, for some, private correspondence has neverbeen truly private.Although MI5 is the key intelligence agency for UK based threats,
MI6 and GCHQ are the other 2 main intelligence organisations.MI6 (the Secret Intelligence Service) investigates and gathersintelligence abroad concerning UK national security, whilst GCHQgathers intelligence by electronic eavesdropping.
All 3 of the intelligence agencies receive their budget through theSingle Intelligence Account which is in the region of £2bn peryear. However this has recently been reduced due to the budgetcuts and as such has forced a number of changes to how theservices work.

MOSAIC IN WESTMINSTERA small side street near Victoria contains a mosaic that peoplewill tell you is an old advert for the Victor Talking Machine
Company. They arewrong.It certainly spells outVictor, and the VictorTalking MachineCompany was a verywell known gramphone & musiccompany. However,no matter how manyreferences you findsupporting the claimthat the mosaic wasrelated to the
gramphone company, it feel wrong.
In part thanks to the fact that Victor is far better known by its logowhich is today quite famous. Looks familiar?
Yes, HMVrecords is thelatest incarnation ofthe VictorTalkingMachineCompany.
The planningapplicationthat is seekingto demolish
the building next door does say the mosaic is “thought to be ” forthe company, but plenty of other sources state it as a fact.
If you look at the logo though, it looks 1920s in style, and feltmore likely to be mototoring than musical. The claims just feltwrong.
The advert is for a company that used to have its head office nextto the mosaic, at 15 Carteret Street, and it was the Victor Tyre Co.
It seems to have been a very short lived tyre manufacturer, startinglife as the Reinforced Inner Tube Co, then later the merged withanother company to form Challenge Reinforced Tyre Co Ltd in1910, and adopting the Victor name in 1913.
The company also had a long-running dispute with the RAC,judging by adverts they were placing in the press for a whileclaiming that the RAC were trying to suppress trials whichshowed its tyres were the best of the market.
However, the company lost a serious lawsuit in 1915 when itended up in dispute with a French supplier in Liege, and wasaccused of “trading with the enemy ”, as the city was part ofGerman occupied France Belgium.
Although the firm seems to have carried on trading, in November1920 it wasannouncedthat thecompany’sManagingDirectorhadresignedover a yearearlier, andwas nowliving inMonteCarlo citingill health.
In 1921 the company was wound-up, and the formal liquidationtook place in May 1925.
So, some 90 years after the sign was put up, and its originsseemingly lost, here’s a recovered little known piece of the UK’smotoring history hidden in plain sight.
Maybe the developers of the building that’s being planned can beencouraged to put up a plaque explaining the mosaic’s heritage.

PROPOSED RELOCATION OF VICTORIA COACHSTATIONResidents and Westminster councillors fear the move toBayswater would worsen local traffic congestion, air quality andchildren’s health will also hand in a petition with 6,000 signatures.
The freeholders of the coach station’s current home in Belgravia,Grosvenor Properties, want to redevelop the site when TfL’s lease
expires.
The suggested move has caused alarm in Paddington, Queensway,Marylebone and Notting Hill. Victoria Coach Station serves 14 million passengers per year and handles up to 2,000 coaches aday.
A site close to Royal Oak station is one favoured by TfL as italready owns the land and could build above the station.
A flyer sent to residents last week titled “Sadiq Khan’t Be Serious ”said basing the main station in Royal Oak would break pledgesfrom the Mayor to promote cleaner air. It also said the land hadoriginally been gifted to the community in recognition of the disruption caused by Crossrail work.
TfL said a number of options are still under consideration, including keeping part or all of the coach hub in Victoria. Otherlocations said to be under consideration include Heathrow and OldOak Common. A TfL spokesman said it wants to ensure thatLondon “is adequately served by coaches, while allowing them tooperate more efficiently and reduce both pollution and road danger ”.

EBURY SQUARE takes its name from Ebury Farm, which used to be where VictoriaCoach Station is today.
Ownership of the land hereabouts can be traced to around 1100,when it was given to Westminster Abbey by Geoffrey de Madevill,and it remained in the Abbey’s possessions as an important sourceof hay until Henry VIII seized it in 1536.
Sold to Hugh Audly in 1626, when his great granddaughter marriedSir Thomas Grovesnor in 1677, it became part of the super-richGrovesnor Estate, who still own a lot of land around the square.
The British poet Lord Tennyson stayed at 42 Ebury street and wassaid to frequent the gardens for inspiration in writing the Charge ofthe Light Brigade.
Ebury Square was the first Square to be leased to the MetropolitanPublic Gardens Association which opened in 1884 was set up topreserve small areas of land and older squares. It was leased to
Westminster Council in 1949, who still maintain it.
As a garden it has the air of a municipal space, being mainly widefootpaths to help people get from one side to the other as fast aspossible. A fountain in the center at least offers some distractions.
Although the planting can be said to be scarce, it’s the huge planetrees that dominate, and during the summer months, will be castinga very refreshing shade from the summer heat.
