    Theyre coming from around the world. Theywill represent many different disciplines,

    nationalities and cultures. And they will

    address issues of global import.

    Welcome to the Fulbright New Century ScholarsProgram, a forum for international, interdiscipli-

    nary collaboration among the worlds outstanding

    research scholars and professionals. This new

    Fulbright initiative will assemble leading minds

    annually for three years to address topics of

    global significance.

    For 2001-2002, the research focus is

    Challenges of Health in a Borderless World.

    Participants will develop a deeper understanding

    of the social context within which societies,

    nations, and the global community shape their

    response to disease in a period of increased

    global interdependence and rapid socio-econom-ic change. The program will be led by NCS

    Distinguished Scholar Leader Ilona Kickbusch,

    Director of the Division of Global Health in the

    Department of Epidemiology and Public Health

    at the Yale University School of Medicine.

    In exploring world-wide health issues of the

    new century, scholars will begin with a focus

    on the new centurys broader social context:How does it contribute to shaping the public

    health response to global health challenges and

    disparities? What potential for innovation does

    it offer to global health governance?

    In particular, NCS participants will consider:

    the interface between economic, political,

    and social issues and various dimensions

    of population health such as inequalityand poverty;

    globalization and demographic transition;

    changing lifestyles, cultural patterns, and

    gender roles;

    health promotion and access to health care;

    social capital and capability development;

    governance and accountability.

    Challenges of Health in a Borderless World

    will also explore the value base and historical

    and cultural roots of global health strategies.

    Scholars will address the theoretical and

    interpretive frameworks that drive the global

    health debate, and then investigate issues ofhegemony and alienation as seen from the

    perspective of non-Western societies and

    developing nations. Ultimately, New Century

    Scholars hope to make a significant contribution

    to strengthening public health around the globe.

    In the first year of the new millenium, the

    Bureau of Educational and Cultural Affairs

    of the U.S. Department of State in concert

    with the Council for International Exchangeof Scholars proudly unveiled NCSthe New

    Century Scholars Program.

    The third of three new initiatives designed to

    build upon the strengths of the traditionalFulbright Scholar Program, NCS expands upon

    the mission and outreach set in motion more

    than 50 years ago by Senator J. William

    Fulbright. In the aftermath of World War II, he

    envisioned an international program that would

    promote mutual understanding between the

    people of the United States and the people of

    other countries of the world.

    Even Senator Fulbright could not have predicted

    the success and opportunity that the Fulbright

    Scholar Program would create over the next half

    century. Given the demands and expectations of

    the 21st century, the need for an internationalacademic foruma platform for addressing sub-

    jects of global interesthas never been greater.

    Approximately 30 leading scholars and profes-

    sionals representing a variety of disciplines

    from the U.S. and abroad have been selected to

    participate in the program. Approximately one

    third of the participants are U.S. scholars,the remaining two thirds are visiting scholars

    from outside the U.S.

    Along the lines of the traditional Fulbright

    Scholar Program, NCS will offer participants aninternational exchange opportunity of two-six

    months to further their research and investigate

    comparative approaches by interacting with

    colleagues abroad or in the U.S. In addition,

    NCS will add a new dimension to the traditional

    Fulbright exchange experience by providing

    opportunities for participants to maintain contact

    and exchange ideas about their research during

    the program year. Specifically, participants willbe brought together at the programs beginning

    for an in-person orientation in Bellagio, Italy,

    then at midpoint via an electronic seminar and,

    finally, at the end of the program year for a two-

    week plenary seminar in the Washington D.C.

    Selected scholars will be expected to pursue

    research activities related to the NCS research

    theme throughout the program year and to

    participate in all of the activities of the Program.
